SECTION 01 00 00

GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 DEFINITION OF INSTALLATION

1.1.1 Installation will be defined as the property and facilities located within the jurisdiction of the particular base, post, air station, or compound where work is being accomplished.

1.2 PRECEDENCE

1.2.1 Individual installation specific requirements specification sections shall take precedence over the requirements in this section.

1.3 PROJECT DESCRIPTION

1.3.1 The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for a broad range of maintenance, repair, and minor construction work on various real property facilities at installations covered under this contract, including design and engineering services incidental to construction. The Contracting Officer (CO) will conduct negotiations with the Contractor and issue individual task orders for maintenance, repair and minor construction projects identified by the Base Civil Engineer (BCE). Individual task order projects will vary in size, with the majority expected to be less than $750,000, including, but not limited to trades such as carpentry, plumbing, electrical, mechanical, painting, pipe fitting, sheet metal, welding, roofing, site work, site utilities, excavation, concrete, masonry, pavement repair, asbestos and lead paint removal, security hardware installation, and demolition.

1.4 CONTRACT DOCUMENTS, REFERENCE STANDARDS, AND PUBLICATIONS

1.4.1 The following documents are a part of the solicitation and any resultant contract. The

Contractor shall utilize the referenced documents in the accomplishment of tasks prescribed in task orders. The standards and publications listed in each section of the specifications form part of these specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of the listed standard or publication.

1.4.1.1 Specification

a. This Specification is numbered and organized in accordance with the Construction Specification Institute's (CSI) Master Format. All specifications are filed in division 2 through 48 per CSI guidelines. The specifications are taken from the Unified Facilities Guide Specifications (UFGS). The UFGS website is http://www.wbdg.org/ccb. The specifications have been edited for this specific contract and will remain unchanged throughout the contract unless officially modified.

(1) Standards

(a) Thespecification furnishes concise industrial and/or commercial standards for maintenance, repair, and minor construction of government facilities.

1.4.1.2 Unit Price Book

a. The Unit Price Book (UPB) is described in Section 01 04 00. The UPB shall be furnished by the Contractor.

1.4.1.3 Unified Facilities Criteria (UFC)

a. The UFC shall be used as the standard building code for all construction under this contract. The UFC website is http://65.204.17.188/report/doc_ufc.html. Any and all changes to the UFC will immediately become requirements of this contract. The UFC references the International Building Code (IBC) 2006 as the basic requirement. The UFC modifies those basic requirements in UFC 01-200-01.

1.4.1.4 Installation Design Standards

a. Each installation’s facilities excellence plans, design guides, and standards shall be adhered to on all construction projects. Any possible deviations from these standards shall be brought to the Contracting Officer (CO) before implementation. These are listed in each installation specific specification.

1.5 EXECUTION

1.5.1 Pre-Performance Construction Meeting

1.5.1.1 Before work begins on this contract, the Contracting Officer will arrange for a meeting with the Contractor to discuss the contract in general, including administrative matters, project requirements, submittal procedures, approval and payment schedule, quality control expectations, request for proposal and task order procedures, traffic control, construction access requirements, as-built criteria, performance requirements, security procedures, accident prevention, safety, and fire prevention briefings.

1.5.2 Business Telephone

1.5.2.1 At the beginning of this contract, the Contractor shall provide the applicable

Contracting Officers a contractor personnel telephone number, e-mail, and website for regular working hours. The Contractor shall also provide after hours (emergency) telephone numbers for the Program Manager and Installation Construction Manager, as a minimum. The Contractor shall provide the CO with an updated phone list whenever changes in personnel or phone numbers occur. The Contractor is required to provide a means of mobile communications (i.e., cellular phone and/or pager) for the Program Manager and Installation Construction Manager, and their respective alternates, for the life of the contract. Communications equipment will require special coordination and clearance with installation communications authorities.

1.5.3 Work Hours

1.5.3.1 The Contractor shall complete the work of this project between the hours of 7:00 a.m.

01 00 00-3 05/08/09 and 4:00 p.m. local time, excluding Saturdays, Sundays, and Federal Holidays. See site specific specifications for further information on standard hours. Access to work sites may be restricted to these hours and days. All other times shall be considered non-standard hours and multiplied by the appropriate coefficient. Work during non-standard hours not specified as required by the Contracting Officer will be priced using the coefficient for standard hours. The Contractor may not work during non-standard hours unless the request and justification is approved by the Contracting Officer. The Contractor must submit a request and justification for working non-standard hours to the Contracting Officer at least 5 working days prior to working non-standard hours.

Work that requires inspection during accomplishment or that prevents inspection of other work after accomplishment must be coordinated with and approved in advance by the Contracting Officer. Inclement weather, operational delays, and security related delays might affect the contractor’s work periods. The Contractor must make allowances for these events, as resulting lost time will not be reimbursable.

a. The Government only recognizes the following legal holidays established by federal statute:

(1) New Year's Day, 1 January

(2) Martin Luther King Day, third Monday in January

(3) President’s Day, third Monday in February

(4) Memorial Day, last Monday in May

(5) Independence Day, 4 July

(6) Labor Day, first Monday in September

(7) Columbus Day, second Monday in October

(8) Veteran's Day, 11 November

(9) Thanksgiving Day, fourth Thursday in November

(10) Christmas Day, 25 December

b. Work Interruptions And Delays

(1) The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. Official late reporting and snow calls will affect the contractor’s work periods. The Contractor must make allowances for these events and resulting lost time will not be reimbursable.

Notification to the Contractor shall be provided by the applicable Contracting Officer.

1.5.4 Safety Requirements

1.5.4.1 See Section 01 35 29.

1.5.5 Fire Protection

1.5.5.1 The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work in accordance with UFC and National Fire Protection Agency (NFPA) standards. See Section 01 35 29, Safety and Health Requirements.

1.5.6 Request For Proposal

1.5.6.1 For each project, the Contractor will be furnished with one copy of the Statement of Work. The Contractor will also be provided with one set of drawings and specifications, and AF Form 66, if available. The level of the design provided to the Contractor shall be anywhere from a basic concept to a complete design package. The Contractor may reproduce the drawings and specifications at the contractor’s own expense if additional copies are needed. The Contractor shall check all drawings and specifications immediately upon receipt for discrepancies and notify the CO immediately of any/all discrepancies found in the form of a Request for Information (RFI). Enlarged plans and details shall govern where the same work is shown at smaller scales. The Contractor shall compare all drawings and verify the installation before laying out the work and shall be responsible for any errors which might have been avoided thereby.

1.5.7 Site Visit

1.5.7.1 Prior to negotiating any individual task order, the Government and the Contractor will conduct a pre-proposal site visit for each task order. Discussions may include, but are not limited to: scope of work, method of construction, sequence of operations, progress schedule, means of access to project site, delivery and storage of materials and equipment, work restrictions, coordination requirements, project goals, liquidated damages, and potential difficulties/problems. The Contractor shall email detailed site visit minutes to the Contracting Officer within one (1) workday following the site visit.

1.5.8 On-Site Conditions

1.5.8.1 Drawings showing the location of equipment, piping, ducts and conduit, are diagrammatic and may not show every detail required. In addition, site conditions will not always permit installation in the locations shown. Drawings showing equipment, piping, ducts, conduit, etc., to be removed, altered, or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, and temporary walls, etc. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work.

When this situation occurs, the final placement of permanently installed items shall be subject to approval by the applicable CO. The Contractor shall be responsible for inspecting to his satisfaction all areas/items of possible conflict. Failure to verify the dimensions and locations will be at the contractor's risk and shall not relieve the Contractor from accomplishing the work required by the task order.

1.5.9 Project Proposal

1.5.9.1 For every Request for Proposal (RFP) associated with a new task order (TO), the

Contractor shall provide a written proposal (narrative and graphic, as needed) describing their approach to the proposed project work described in the government’s Statement of Work and project drawings, if any. The Contractor shall submit the proposal within 10 working days of the site visit. If the requirement is determined to be a quick response requirement by the CO, the Contractor shall submit a Task Order

Proposal to fulfill the requirement within a maximum of five (5) working days from written notification. The proposal shall include, but is not limited to, a cover page, cost estimate, operational concerns, basic design solution (as needed), calculations (as needed), and drawings (as needed). The cover page or pages shall include project title, total project cost, list of assumptions, list of requirements, performance period, material lead times, and any special considerations such as request for winter exclusion, phasing of construction, etc. The contractor’s proposals shall be complete and concise.

a. Cost Estimates

(1) All task orders shall be estimated, negotiated, and awarded based upon prices in the Unit Price Book (UPB, see Section 01 04 00). The cost estimate portion of the contractor’s proposals shall be prepared and produced using the cost estimating software described in Unit Price Book and Software Requirements (Section 01 04 00, this specification). This applies to all work done on task orders, even if work is done by a subcontractor.

b. Construction Schedule

(1) A construction schedule is required in accordance with FAR 36.515 for projects with a continuous performance period of 30 days or more. Additionally, the Contractor shall submit a construction schedule when required by the Task Order (TO) Statement of Work (SOW). The construction schedule shall be on an AF Form 3064 and completed according to the instructions on the reverse side of the form. In addition to the construction schedule on the AF Form 3064, the TO SOW may require a project to have a critical path or milestone schedule. The Contractor shall provide weekly construction updates on each task order on an AF Form 3065.

c. Design Solution

(1) The contractor shall provide, as part of the proposal, a basic design solution showing a complete understanding of the requirement. Where required, drawings included with the proposal must be thorough enough to allow the Government and contractor to estimate prepriced and non-prepriced items. Design incidental to accomplishing the required tasks outlined in each task order will be required; the extent of these designs will depend upon the complexity of each task. Under the scope of this contract, the complexity will not necessarily require the services of a registered architect or engineer. However, the contractor shall provide sufficient design documentation to substantiate the proposed approach for the task. Also, designs shall clearly illustrate compliance with local, state, and federal building and construction codes. Where required in the SOW or otherwise needed the contractor shall include the following documentation in the task order proposal. This documentation includes, but is not limited to:

(2) Design drawings showing basic layout and planning of work.

(3) Design Calculations

(a) The contractor shall provide, as part of the proposal, design calculations to substantiate appropriate equipment or material selection/ sizing, component assembly, and proposed layout and sizing of utilities and structural elements.

The contractor shall at a minimum supply the following calculation:

(b) Mechanical: HVAC load analysis and unit sizing, pipe sizing, and duct sizing.

(c) Electrical: Electrical system capacity, conductor, conduit, protective devices, and other equipment sizing.

(d) Structural: Structural system and foundation sizing.

(e) Pavement/Site Work: Area run-off quantities, drainage capacities, and grading slopes.

(f) Energy: Provide energy savings and Return on Investment (ROI).

(4) Certified Shop Drawings. Shop drawings shall show in detail the proposed fabrication and assembly of structural elements and/or the installation (i.e., form, fit, and attachment details) of materials or equipment.

1.5.10 Record Drawings

1.5.10.1 During the progress of the contract, the Contractor shall a keep record set of drawings on the job site meeting the requirements of paragraph 1.2 of Section 01 78 00 Task Order Closeout Requirements. If the Contractor fails to maintain the record drawings as required herein, the Contracting Officer will consider that satisfactory progress has not been achieved for the period in question. Final payment will be withheld until As-Built record drawings are submitted and approved by the CO.

1.5.11 Moving Furniture And Equipment

1.5.11.1 For each task order, the Government Office and the Contractor shall coordinate with occupants of the proposed work area on responsibilities of moving furniture and equipment. If the Contractor moves the furniture, associated costs may be included in his proposal. The Government shall hold the Contractor responsible for any damages when the Contractor moves the furniture.

1.5.12 Delivery Of Materials

1.5.12.1 Delivery of materials and equipment shall be made with a minimum of interference to government operations and personnel.

1.5.13 Division Of Work

1.5.13.1 The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas that shall be completed before work in other sections or divisions will begin.

1.5.14 Clean-Up

1.5.14.1 Hallways, exits, and access routes must be kept free of debris and safe at all times.

Prior to departure from the work area each day, the Contractor shall remove and properly dispose of all waste materials or rubbish generated by the project work. Daily cleanup of all job sites includes leaving the affected project area in good state of order.

Thorough daily cleanup may be required in certain high-visibility areas on a case-by-case basis as described in the statement of work (SOW) for specific Task Orders. Upon completion of the project, the Contractor shall conduct a thorough final cleaning.

1.5.15 Government-Furnished Equipment/Materials

1.5.15.1 The Contractor with his own forces shall transport all government furnished equipment

(GFE) and/or government furnished materials (GFM), if any, described on the task

01 00 00-7 05/08/09 order. The GFE/GFM shall be transported from the government’s storage area to the work site or as indicated on the task order. The Contractor shall follow the instructions of the Contracting Officer regarding the disposition of all government furnished property not consumed in performance of a task order.

1.5.16 Equipment And Furniture On The Site

1.5.16.1 The Contractor shall cover equipment and furniture that is to remain in place within the contract operations area and protect it against damage or loss. Store equipment and furniture that is removed in performance of work where directed, or reuse in work as required by project statement of work (SOW), drawings, or specifications. Equipment and furniture temporarily removed shall be protected, cleaned, and replaced equal or better than its condition prior to starting work. Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor.

1.5.17 Damage To Real Property

1.5.17.1 Any damage done by the Contractor to existing real property shall be repaired to prior conditions. Patch and repair any holes or damage done to walls during the removal of any items/material. Match the existing conditions and meet the requirements of these specifications. The Contracting Officer will determine if the repair work done is sufficient. All repair work will be at the Contractor’s expense.

1.5.18 Covered Chutes

1.5.18.1 All chutes used for refuse, and the like, shall be covered or of such design to fully confine the material to prevent the dissemination of dust.

1.5.19 Salvageable Items

1.5.19.1 All materials removed and not reused in the project as specified herein or as required by the project statement of work (SOW), drawings, or specifications, remain the property of the Government. The Contracting Officer will determine if these materials are salvageable or unsalvageable. Salvageable materials shall be managed as directed by the Contracting Officer with the concurrence of the Installation Environmental Office. See Section 01 57 20.00 10 Environmental Protection for further guidance.

1.5.20 Trash Removal

1.5.20.1 Unsalvageable materials, as determined by the contracting officer, shall become the property of the Contractor and disposed of at the contractor's expense. Materials to be removed shall be removed without damage to adjacent areas. All damage resulting from the removal activity shall be repaired by the Contractor at no cost to the Government. Repair shall be made with materials of like nature, type and construction as were damaged or exist adjacent to the areas to be repaired. See Section 01 57 20.00 10 Environmental Protection for further guidance.

1.5.21 Monthly Reporting

1.5.21.1 The Contractor must submit reports monthly showing the tons of material disposed of

01 00 00-8 05/08/09 at a landfill and the tons of material diverted from a landfill. See Section 01 57 20.00 10 Environmental Protection, paragraph 8.6 for further guidance.

1.5.22 Permits

1.5.22.1 The Contractor is responsible for listing any and all necessary permits on each project submittal register that are required. The Contractor shall plan for and obtain any and all permits and provide two copies to the Contracting Officer. See Section 01 57 20 Environmental Protection for environmental permits. All environmental permits must be coordinated and approved through the Installation Environmental Office.

1.5.23 Environmental Requirements

1.5.23.1 See Section 01 57 20.00 10 Environmental Protection.

1.6 PRODUCTS AND SUBMITTALS

1.6.1 Standard Products

1.6.1.1 Materials and equipment shall be standard products of a manufacturer regularly engaged in the manufacturing of such products, which are of a similar material, design and workmanship. All products shall be new unless otherwise directed in the TO SOW. See Section 01 57 20.00 10 Environmental Protection for affirmative procurement requirements.

1.6.2 Contract Submittal Requirements

1.6.2.1 In addition to submittals required in each task order, these specifications require various contract submittals. The Contractor shall provide these submittals in accordance with the instructions found in these specifications and on the Submittal Register.

1.6.3 Submittal Requirements

1.6.3.1 See Section 01 33 00 Submittal Procedures.

1.7 CONCURRENT CONSTRUCTION

1.7.1 Construction work closely related to and/or located at the site of the work under this contract, including other military projects, and normal maintenance and repair work may occur. The Government reserves the right to engage in and to perform work, with its own forces or other contractor forces, of the same type as the successful offeror without breaching or violating this contract.

1.8 UTILITIY SERVICES

1.8.1 Availability Of Utility Services

1.8.1.1 All reasonably required amounts of water and electricity, where available, will be made available to the Contractor by the Government from existing system outlets and

01 00 00-9 05/08/09 supplies. The quality, quantity, and consistency of the utilities supplied are not guaranteed. Some task orders may not allow the use of government utilities. The Contractor shall, at his own expense, make all temporary connections and install distribution lines. All temporary lines shall be installed and maintained by the Contractor in a safe and workmanlike manner subject to approval by the CO and shall be removed by the Contractor in like manner prior to final acceptance of the construction. Reasonable quantities of electricity and water used to make final tests of completely installed systems will be furnished by the Government as determined by the Contracting Officer prior to execution.

1.8.2 Fire Hydrant Connections

1.8.2.1 Only compatible adapters shall be utilized for hydrant connections. All connections to fire hydrants shall be provided with a backflow preventor. A hydrant wrench of the correct size shall be used to control the flow. Temporary connections to fire hydrants shall be disconnected at the end of each working day. Any use of fire hydrants shall be coordinated with the Fire Department prior to work. Notification by the Contractor to the CO and Fire Department shall be made ten (10) workdays prior to any work.

1.8.3 Conservation Of Utilities

1.8.3.1 The Contractor shall be responsible for operating under conditions that preclude the waste of utilities and shall comply with energy conservation directives for each installation.

a. Supplemental lighting shall be used only in areas where and when work is actually being performed. When work areas are vacated, lighting shall be turned off.

b. Mechanical equipment for heating, ventilation, and air conditioning systems shall be adjusted by authorized craftsman only.

c. Water faucets or valves shall be turned off after the required usage has been accomplished.

1.9 UTILITY OUTAGES

1.9.1 The Contractor shall request, in writing, any utility outage necessitated by the project work at least 15 working days prior to the proposed outage unless otherwise approved in writing by the Contracting Officer. The Contractor shall not operate any valve, circuit breaker, or other utility shut-off device unless approved by the CO. The Contractor shall verify that there are no conflicts with the scheduled outage immediately before shutting off the utility. The Contractor will be responsible to implement lockout/tag out procedures, as needed.

1.9.1.1 Requests

a. The request shall be directed to the Contracting Officer. It shall reference the specific Task Order; stipulate the specific utility system and/or circuits to be affected; the location of the work; the time, date, and duration of the requested outage for each system; and describe the contingency plans for restoring the utility to service.

1.9.1.2 Restrictions

a. Outages shall be kept to a minimum both in number and in duration. Where multiple outages are required, as many outages as can be accurately scheduled shall be submitted as a group. No outage shall exceed four (4) hours unless approved in writing by the Contracting Officer prior to outage execution.

1.10 PARKING

1.10.1 Parking of contractor vehicles shall be restricted to the project parking lot at the location designated by the Contracting Officer. Under no circumstance shall the Contractor park vehicles and/or equipment, even temporarily, on the grass, unless approved in advance by the Contracting Officer. The company name shall be prominently displayed on all construction vehicles parked in the designated spaces. Parking shall not violate fire or safety regulations.

1.11 TRAFFIC CONTROL

1.11.1 The Contractor shall comply with the recommendations contained in Part 6 of the U S

Department of Transportation, Federal Highway Administration Manual on Uniform Traffic Control Devices to ensure proper warnings to motorists and adequate traffic control. Traffic control signage should be installed in accordance with Colorado, Wyoming, and Nebraska Department of Transportation M&S Standards and Colorado Supplement to Manual of Uniform Traffic Control Devices. All signs, warning lights, barricades, and other traffic control devices shall be provided by the Contractor. The Contractor shall maintain the normal traffic egress to and from the installation during construction at all times. If traffic flow on any roadway is to be modified for any reason, the Contractor must notify the Contracting Officer, the Fire Department, and Security Forces by submitting a traffic coordination plan for approval to the Contracting Officer ten (10) working days prior to commencing with construction activities. The schedule and phasing of roadway lane closure will be discussed in a pre-construction meeting.

1.12 SANITARY PROVISIONS

1.12.1 Use of government facilities may not be allowed. The Contractor shall utilize only those rest rooms designated for his use, provided such usage does not conflict with usage by installation personnel and that such usage does not result in unsanitary conditions or damage to the rest room. If government restrooms are authorized as part of a task order, the Contractor will be required to fully clean those restrooms at the end of the project.

Should usage by the Contractor result in unsatisfactory conditions, the Contracting Officer may restrict or prohibit further usage by the Contractor. In no instance, shall paint or other construction materials be disposed of in the rest room, nor shall fixtures be utilized for cleaning tools or construction equipment.

1.12.1.1 Temporary Sanitary Provisions

a. The Government, at its discretion, may direct the Contractor to provide temporary toilets for the contractor’s use. When the Contractor provides their own temporary toilets, they shall ensure that they satisfy state and local health requirements for the use of construction personnel. Location, type, proposed maintenance, etc., shall be approved by the Contracting Officer prior to placing toilets. Temporary toilets shall be promptly removed at the completion of construction. All costs incurred in connection

1.13 TOBACCO

1.13.1 The Contractor shall limit smoking and use of tobacco to authorized areas only. Tobacco use shall be in accordance with applicable installation and DoD policy.

SPECIFIC REQUIREMENTS

(SCHREIVER AIR FORCE BASE)

1.1 LOCATION

1.1.1 This section contains requirements applicable to Schriever AFB (SAFB), located in El Paso County, Colorado.

1.2 WORK CLEARANCE REQUEST

1.2.1 The Contractor shall obtain and process an AF Form 103, Base Civil Engineer Work Clearance Request, for each delivery order (project). The AF Form 103 may be obtained and shall be properly completed, coordinated, and approved. One copy of the approved AF Form 103 shall be provided to the project inspector prior to commencement of any work for the project.

1.2.1.1 In all cases the Contractor shall have contingency plans for continuing work during utility outages caused by the Contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks/interruptions made or caused by the Contractor.

1.2.1.2 Contractor shall be responsible for contacting utility owners to coordinate work, identify, locate, and mark all utility likes in the vicinity of the project work site (commercial and military utility lines). Contractor is responsible to maintain all utility location markings once identified and marked by utility owner. The Contractor will be required to mark the limits of site work/excavation to indicate location, direction, length, and depth of site work/excavation in order to facilitate the utility owner’s field marking of existing utilities.

1.2.1.3 The Contractor shall provide, as attachment to the AF Form 103, drawings showing exact location and description of the work to be accomplished. Should any of the coordination points indicate additional utility lines or structures to those already shown on the drawings, by sketch on the Contractor’s drawing or by field location marking, the Contractor shall be responsible for the protection of each of the indicated items. It is the responsibility of the Contractor to verify the exact location of all indicated utility lines and structures, and for the protection of the same, in the project work area.

Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original working condition.

1.3 ELECTRICAL SERVICE AND COMMUNICATIONS FACILITIES

1.3.1 The Contractor will not disturb electrical and/or communications facilities and wiring.

Where such facilities require removal for accomplishment of the project work, the Contractor shall notify the Contracting Officer (CO) in writing at least seven calendar

01 00 04-2 05/08/09 days in advance of the requirement, for the accomplishment of such removal work by the Government. The Contractor shall allow the utility owner enough time to remove the systems required. If damaged by Contractor’s construction activities, the Contractor shall restore service within 24 hours with no cost to the government.

1.4 CONDITIONS OF WORK:

1.4.1 Disruptions

1.4.1.1 The Contractor shall perform his work in a manner which will minimize disruptions to normal SAFB operations.

1.4.2 Area Of Work

1.4.2.1 The Contractor will be allowed a reasonable working area.

1.4.3 Regulations And Policies

1.4.3.1 The Contractor shall comply with all applicable Schriever AFB policies and regulations pertaining to safety, health, security, traffic control, fire prevention, and environmental protection.

1.5 ROUTE

1.5.1 Only that route designated by the Contracting Officer for each delivery order shall be utilized by the Contractor for access to the work site. The use of an existing elevator shall be arranged prior to use through the CO and subject to his controls. Such use will be of an intermittent and temporary nature. The Contractor shall provide and maintain suitable and adequate protective covering for the elevator machinery, the hatchway entrance, and the interior of elevator during any period of temporary usage. In no case shall the load exceed the rated capacity of the elevator.

1.6 UTILITY OUTAGES

1.6.1 In addition to the requirements set forth in section 01 00 00, paragraph 8.0, Utility Outages, the following apply:

1.6.1.1 Outage Board Meetings

a. Prior to the requested outage date, the Contractor’s Project Manager/Superintendent shall be required to attend the Schriever AFB Outage Board meeting (meets weekly) to present an brief their outage request and coordinate issues related to the outage board and impact to other affected facilities and utility systems. Outage request shall be requested no later than two weeks prior to the outage date.

1.7 FILL MATERIALS

1.7.1 Excess fill materials, including rock, gravel, broken concrete or asphalt, etc. shall be removed off the base grounds and recycled/disposed of in accordance with applicable state and local regulations, or as directed by the Contracting Officer. Excess fill shall not

01 00 04-3 05/08/09 be disposed of in any 100-year floodplain as regulated by County Land Use Department.

1.7.1.1 Additional fill material shall be imported and delivered to the site from off the base grounds as a necessary part of eh work. Material composition shall be subject to the requirements of Section 31 23 00, Excavation And Fill, in these specifications.

1.8 CONTRACTOR VEHCILES

1.8.1 The company name shall be prominently displayed on all Contractor vehicles operated on Schriever AFB. The contractor may obtain temporary vehicle entry passes needed to transport materials and equipment at Building 15, the Pass and ID Facility. The Contractor shall be equipped to present proof of insurance, drivers license, vehicle registration, and other documentation as needed to obtain vehicle pass. Entry to the restricted area of Schriever AFB will require a vehicle pass and additional clearances (i.e.

for personnel) as described in section 01 55 04, Security Requirements For Schriever

AFB.

1.9 CONTRACTOR STORAGE/LAYDOWN YARD

1.9.1 The Contractor may be assigned one of the available spaces/yards in the Contractor Lay down Yard for use during the execution of Schriever AFB delivery orders issues under this contract. The individual yards provide approximately 30’ by 100’ fenced area that can accommodate Contractor provided office/storage trailer(s), and trash dumpster. The Contractor shall comply with all requirements of the tenant agreement or grant. The area provided to the Contractor must be maintained in a clean, neat and serviceable condition at all times to include feed/vegetation free. Security shall be the responsibility of the Contractor.

SECTION 01 05 00

SAFB COMPUTER AIDED DRAFTING (CAD) STANDARDS

SPECIFIC REQUIREMENTS

1.1 DRAWINGS

1.1.1 Drawings shall be submitted as an independent drawing set in accordance with the current version of the CAD/BIM Technology Center for facilities, infrastructure, and environment A/E/C CAD Standard, CAD Drafting Standard, and ECB 2012-22 Engineering and Construction Bulletin.

1.1.2 The *.DWG file delivered shall be fully compatible with the installations current AutoCAD 2014 software version.

1.2 MODIFICATIONS

1.2.1 The following standards modifications shall be required on all drawing submissions. Any other deviations from A/E/C CAD Standard requirements shall be approved by the Government prior to drawing development.

1.2.2 The A/E/C CAD Standard Annotation levels/layers shall be set to AutoCAD Index Color #7 (e.g.

A-ANNO-TEXT), in accordance to the current release being used by the installation.

1.2.3 Single Model file submissions shall be accepted on a project-by-project basis when approved by the Government. Model file Layouts shall be created for each discipline and be “ready-to-plot”. AutoCAD Layer Filters shall be created and their visibility set within each Model File Layout viewport.

1.2.4 The sheet file shall form the basis for all plotting and exporting functions. Relative paths shall be used for all model file references attached to a sheet set file. Each Layout in a sheet file shall be discipline specific with each discipline’s layers visible without manipulation by the user upon opening and be “ready-to-plot”.

1.2.5 Decimal units shall be used for all exterior drawings (site plans, utilities, etc.) more than five (5) feet from the affected facility, or projects that do not affect a building and shall coincide with installation data features. Architectural units shall be used for all interior drawings and exterior features within five

(5) feet of a structure.

1.2.6 All Civil drawings shall reflect mean combination ground to grid factor, be printed upon any calculation sheets anytime ground (modified) State Plane Coordinates are used, and be noted in the bearing source statement. All Civil drawings should be drawn using the installations current version of AutoCAD 2014 and horizontally referenced to NAD 83 State Plane Colorado FIPS 0502 U.S. Feet Coordinate System and vertical coordinates shall be based on the North American Vertical Datum of

1988 (NAVD 88).

1.2.7 Title blocks and cover sheets developed by the Contractor or provided by the Government shall be present in the AutoCAD Layout (Paper Space) for all sheet files submitted (or model file Layouts for single drawing submissions). Minimum information includes the contract number, project number, project title, discipline, drawing number, number of sheets, scale, and date. Sheet size should be “D” Size, 22” x 34”.

1.2.8 Drawings shall be absent of extraneous information by utilizing the AutoCAD Purge command prior to saving.

1.2.9 The intent of the final As-built is to provide detailed and accurate information of as-constructed activities completed during a project. Final project As-builts shall be submitted at the pre-final inspection or before beneficial occupancy by the government.

1.3.0 As-built drawings shall be produced from Contractor maintained Redline drawings derived from Contractor Design or Government furnished Design drawings. As-built drawings shall incorporate the actual size or proportions of the project information on the drawings. Changes to the dimensions with no change to the modified objects are not acceptable, except where details are not to scale.

1.3.1 The Contractor shall be responsible to deliver As-builts for every project. As-builts shall contain details, elevations, schedules, one-line diagrams, and section views to clarify drawing elements. The Contractor shall place the word “As-builts” clearly indicated on each drawing layout.

1.3.2 Each drawing file shall have point of contact information provided in the Summary tab of the Drawing Properties. At a minimum, the Contractor’s company name, phone number, and email address shall be provided.

1.3.3 Approved Shop drawing elements shall be included in the As-built drawing submittal.

1.3.4 As-builts shall contain abbreviations, notes, legends, and symbol sheets to clarify features and may be placed on single or individual sheets as needed. Deviations from A/E/C CAD Standard Symbology shall be noted on the symbol sheet.

1.3.5 All as-built drawings shall be delivered on a CDROM/DVD in both *.PDF and *.DWG format. All sheets should be converted to PDF by their discipline. Digital media must have an external label listing the name of the project and contract number and the words “As-Built Record Set”.

1.3.6 It is the contractors responsibly to do there due diligence and contact the installations Drafting section or Project Manager to identify the current CAD software version, CAD/BIM Technology Center for facilities, infrastructure, and environment A/E/C CAD Standard, to attain the required CAD Title Block, and to have questions answered.

1.3.7 CAD files shall conform to AutoCAD 2014. The contractor must be able to upgrade their AutoCAD software one time during the duration of the contract if needed.

1.3.8 The government has 14 days to perform a review of the deliverables and provide comments back to the contractor for correction.

SECTION 01 31 01

PROJECT MANAGMENT

PART 1 GENERAL

1.1 KEY PERSONNEL

1.1.1 Key contractor employees shall, as a minimum, meet the requirements listed below. All key personnel must be able to read, write, speak, and understand English.

1.1.1.1 Program Manager

a. The Contractor shall provide a Program Manager who shall be responsible for the performance of the work. The name of this person and alternates who shall act for the Contractor when the primary is absent shall be designated in writing to the Contracting Officer as a part of the management plan (see paragraph 3).

(1) The Program Manager shall have experience in the management of government, commercial, or industrial construction and renovation projects, involving all of the following different disciplines: architectural, civil, mechanical, and electrical.

(2) The Program Manager and designated alternates shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract with no dollar amount restrictions.

(3) The Program Manager shall be available by cellular telephone.

(4) During normal duty hours, the Program Manager or designated alternate shall be available to meet on the installation with government personnel within one hour.

After normal duty hours, the Program Manager shall be available to meet on the installation within two hours from the time of notification for emergency or urgent situations.

1.1.1.2 Installation Construction Manager

a. The Contractor shall provide an Installation Construction Manager that will be knowledgeable on all projects on the installation(s) they are assigned. The name of this person and any alternates shall be designated in writing to the Contracting Officer as a part of the management plan (see paragraph 3).

(1) The Installation Construction Manager shall have experience in construction superintendence for similar size/scope projects and be familiar with all aspects of general construction management, practices, methods, and materials.

(2) The Installation Construction Manager and designated alternates shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract that do not have cost impacts.

(3) The Installation Construction Manager shall be available by cellular telephone.

(4) During normal duty hours, the Installation Construction Manager shall be available to meet on the installation with government personnel within thirty (30) minutes.

After duty hours the Installation Construction Manager or equivalent alternate shall be available to meet on the installation within one (1) hour from the time of notification for emergency or urgent situations.

1.1.1.3 Job Foremen

a. The Contractor shall maintain a Job Foreman on each project site with work being accomplished. This person shall be able to answer all questions pertaining to the work being accomplished. The name of this person shall be designated to the Contracting Officer. If the person changes, the Contracting Officer shall be notified.

(1) The Job Foreman shall possess experience in an appropriate field for the job being supervised.

(2) The Job Foreman shall be available by cellular telephone during normal duty hours.

1.1.1.4 Lead Craftsmen/Tradesmen

a. Lead Craftsmen/Tradesmen in standard trades must be certified or licensed at the journeyman level (or equivalent for non-standard trades).

1.1.1.5 Quality Control Officer

a. The Quality Control Officer shall have experience in the area of construction quality control. The Quality Control Officer shall manage the contractor’s quality control plan.

This person shall have the authority to direct contractor personnel to correct construction deficiencies. The Quality Control Officer shall be clearly designated per installation. The Quality Control Officer shall maintain direct supervision of all construction activities at all times, at each installation.

1.1.1.6 Environmental Officer

a. The Environmental Officer shall have suitable training and experience in environmental management for construction work. The Environmental Officer shall manage all of the environmental concerns for each project. This function may be fulfilled by consulting firm. The Environmental Officer must perform documented site inspections at least weekly. Site inspections must be submitted as part of the Contractor’s daily reports.

1.1.1.7 Site Safety and Health Officer (SSHO)

a. Site Safety and Health Officer (SSHO) shall be provided at the work site at all times to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the Contractor. The Contractor Quality Control (QC) person can be the SSHO on this project. The SSHO shall meet the following requirements:

(1) Level 2:

(a) Experience with safety work on similar project.

(b) 30-hour OSHA construction safety class or equivalent within last 3 years.

(c) Competent person training as needed.

1.1.1.8 Draftsmen/CAD Professional:

All personnel developing or modifying drawings must have experience in this type of position.

Draftsmen/CAD professionals will develop, update and ensure compliance of all drawings with drawings standards established in the SABER specification. Personnel must demonstrate proficiency with AutoCAD by becoming, at minimum, an Autodesk Certified Professional.

1.2 PROFESSIONAL CERTIFICATION

1.2.1 The Contractor shall ensure that employees have current and valid professional certifications and licenses as stated in the accepted contractor’s management plan (see paragraph 3) before starting work. The Contractor shall ensure that all employees maintain proper certifications and licenses for the length of the contract.

1.3 MANAGEMENT PLAN

1.3.1 The Contractor shall create, maintain, and implement a Management Plan as part of their proposal. This plan shall then be continually maintained throughout the life of the Contract by all successful bidders and resubmitted when requested or whenever changes in key personnel are made. The Management Plan shall include a position description for all personnel, required minimum qualifications, required job experience (with examples) and specifies what positions are being accomplished by subcontractors. A complete organizational chart shall also be submitted and kept current as part of the management plan. This plan shall be submitted electronically in a *.PDF and in a three-ring binder, and shall contain all requirements. The plan shall have a cover sheet that includes the solicitation number, subsequent contract number, Contractor name, address, and business phone number. All listed requirements shall be included. The contents of the binder shall be fully tabulated and a table of contents will be used.

1.3.1.1 The Contractor will provide personnel meeting the minimum requirements and qualifications specified in the position descriptions for Key Personnel in the contractor’s Management Plan.

1.3.1.2 The Contractor shall include a narrative describing their approach for recruiting, training and retaining qualified staffing throughout the contract period; program management policies and procedures to project planning, execution information flow, reporting and Government interface; policies and procedures for selection and management of subcontractors; how subcontractors will be integrated into overall project management; and ability to handle the workload of concurrent projects at several installations.

1.3.1.3 The contractor’s organizational approach shall provide project management, project engineering, CAD support, project design, site superintendence, safe working environments, quality control, environmental management, subcontract purchasing and administration, and general office administration.

1.4 MEETINGS

1.4.1 The Contractor shall ensure key management personnel participate in and provide briefings to the Base Civil Engineer (BCE), or Director of Public Works (DPW), at each site, as required. The BCE or DPW will be represented by the SABER program manager, project manager, and project inspector. The Contractor’s Program Manager and Installation Construction Manager, as a minimum, will interact, in the form of conferences, meetings, and reviews, on a weekly basis with government personnel at each installation regarding the performance and status of their respective task orders. The CO may decide to reduce the frequency of meetings if needed. The purpose of these meetings is to discuss the status of active projects, schedules, projections, problems, 01 31 01-4 corrective actions, recommendations, etc., to help accomplish project and program goals.

The Contractor shall be required to provide a written listing of all active projects for each installation containing, as a minimum: project name, project number, T.O. number, T.O.

completion date, scheduled completion date, project status, and pertinent remarks. The listing shall be prepared by the Contractor in advance of the scheduled weekly meeting and copies of the listing shall be provided to all personnel in attendance. Contracting representatives and other government personnel may also attend these weekly meetings.

The Contracting Officer at each site shall determine the most appropriate and mutually convenient date and time for the weekly meetings.

1.5 QUALITY CONTROL PLAN

1.5.1 See Section 01 45 01 Contractor’s Quality Control.
