1. BACKGROUND

This project was generated out of the Activity Management Review and is one of the series of projects to replace and upgrade the infrastructure in the buildings originally constructed at Schriever AFB. To mitigate future age related failures, save energy, and improve quality of work area lighting, convert the current fluorescent lighting to LED (light emitting diode) lighting in Building 400 hallways. LED lighting holds a number of advantages when it is compared to fluorescent lighting.

• Light Quality – LED produces light in a variety of color temperatures which are similar to fluorescent, but do not exhibit the flickering issues.

• Dimmable - There are many LED options with complete dimming qualities. Fluorescents are expensive to dim and do not do it as effectively as LEDs.

• Energy Efficient - On average, new T8 LED tubes are around 30% more efficient than Fluorescent T8 tubes.

• Mercury Free - LEDS are mercury free, making them environmentally friendly and free from recycling fees.

• Easier to Control - Fluorescent lights burn out faster when controls are administered (like occupancy sensors). LEDs have no such problem as their lifespan is not affected by being turned on or off.

• Directional Lighting - LEDs offer effective directional lighting, allowing light to be illuminated where it is needed. Fluorescents produce multi-directional light, meaning some light is lost within the fixture.

• Lifespan- The average life of a T8 Linear Fluorescent Lamp is 30,000 hours, while a T8 LED will last 50,000 hours. That said there are newer linear fluorescent T8 lamps that can last up to 84,000 hours.

The major downside of LED lighting is the high initial cost, but considering substantial energy savings, LED lighting will produce a ROI in a short period of time. This LED lighting replacement project will save an estimated 115,238 KWH per year and $18,748.57 per year in electricity and maintenance costs. The Simple Payback Period (SPP) is 0.23 years. The savings to Investment Ratio (SIR) is 1.13. Presently the hallway lights burn out continuously requiring high maintenance works. Schriever AFB needs to meet energy usage and energy intensity reduction mandates. This project will help in meeting the goals.

2. PROJECT GOALS

Replace the existing hallway lights of a mixture of 89 each downlights, 313 each 2’x4’ troffers, and 54 each 4’ surface mounted fluorescent lighting fixtures with LED lights and add lighting controls in Building 400 Hallways. In addition, lighting energy conservation occupancy sensors/controls shall be added or redesigned to take full advantage of the proposed replacement LED lighting devices.

3. SCOPE OF WORK

The Contractor shall provide all labor, materials, equipment, and supervision to perform the following tasks in accordance with the contract documents. The Contractor shall provide the Government with shop drawings and construction, and warranty for this project.

3.1 The Contractor shall replace the existing fluorescent lighting fixtures with new compatible LED lighting fixtures. The LED lighting shall include but not limited to LED lamps, ballasts, reflectors, brackets, sockets, screws, quarter-turn fasteners, wires, occupancy sensors, and lighting controls.

3.2 The Contractor shall survey and document the existing hallway lighting areas that exist in the interior of Building 400. The Contractor shall verify the exact number of the existing fluorescent lighting fixtures to be replaced.

3.3 The Contractor shall submit a set of shop drawings identifying the reflected ceiling locations, the existing emergency egress and general illumination lighting fixtures to be replaced with the new proposed LED lights, and the existing controls and supply circuits back to supply lighting panel circuit breakers.

3.4 The shop drawings shall show the proposed hallways of Building 400 lighting distribution plots in Ft-Candle illumination units shown on a 2’x2’ grid at a level 32” above the floor or ground level. The Contractor shall provide these plots to the government in order for the government to validate that the proposed lighting fixtures being provided will meet UFC recommended illumination levels for the intended use of the areas to be illuminated.

3.5 The shop drawings shall contain but not limited to calculations of the projected electrical voltage, current, power, voltage drop, type of emergency and general illumination LED lights.

The shop drawings shall demonstrate and verify the constructability and the levels of illumination required by lighting codes. Manual override lighting controls and electrical power supply wiring proposed by the Contractor shall meet the electrical codes in all the areas to be lighted.

3.6 There is an existing UPS (uninterruptable power supply) system installed in Building 400 that is wired to provide emergency back-up power to Egress and Emergency lighting circuits.

The Contractor shall verify that there is sufficient UPS power for emergency illumination to support the new LED emergency lighting for a minimum of 90 minutes in the event of failure of normal lighting. The calculations of this verification shall be included in the shop drawings.

3.7 The shop drawings shall identify any new requirements to install the proposed new LED lighting.

3.8 After the shop drawings are received by the government and approved for construction by the Project Manager (PM) and Contracting Officer (CO), the contractor shall be allowed with purchase of required materials, demolition of the old existing lighting, and installation of the proposed new LED lighting.

3.9 The Contractor shall provide even non-glare, 35 ft-candle soft white color light to the hallways. All LED lights to be provided shall include a five year full replacement warranty on light output level, the fixture, driver, lens, and occupancy controls. LED color temperature shall be 4000 degree. Occupancy sensors with manual override shall be provided.

3.10 Final drawings in AutoCAD format of the as-built lighting plots, reflected ceiling lighting locations, electrical “one-line”, control drawings, light connection electrical “home run” drawings, material “cut-sheets”, warranty processing procedures, maintenance instructions, operating instructions, service manual, and lighting panel board schedules shall be provided on two copies of CDROM and two printed hard copies to the contracting officer upon completion of the installation. Upon completion, the Contractor shall schedule an inspection by the CO and the COTR. Once the CO approves the installation and verifies that all contract requirements and documentation required is supplied, the CO will certify the project is completed.

3.11 All lights, controls, panels, switches, TVSS, circuit breakers, and components to be provided shall satisfy “Buy American” and “Green Procurement” federal contracting procurement regulations. All equipment parts procured shall be interchangeable with standard manufacturer’s replacement parts commercially available from manufacturer’s local (Colorado Springs/Denver) distribution supplies. LED light engines and their power supplies shall be supplied with a five year full replacement warranty to cover the entire parts and materials supplied. Entire lighting systems shall be designed with a minimum of twenty years of trouble free service life goal. Materials that will degrade or deteriorate in less than 20 years shall not be used or they shall be field replaceable items while the equipment is in service. The panel that feeds power to the lighting panels are to be new “Eaton Brand Commercial grade Electrical Panels or UL listed equivalent”. Circuit breakers, parts, and coordination shall be interchangeable between the connected panels and lighting controls.

3.12 The Contractor shall commission, provide documentation, training for 50 CES maintenance staff, and warranty for one year all labor and parts used on all lighting project deliverables. The equipment manufacturer shall provide parts and service during the additional manufacturer’s equipment warranty period. For all LED lighting components, the manufacturer shall provide full warranty of all parts for five years from initial installation. The government will be notified by the Original Equipment Manufacturer if during the warranty period there is a known recall, manufacturing flaw, or design flaw that is identified. The manufacturer of the equipment shall provide the additional manufacturer’s warranty parts to the government directly during the manufacturers covered warranty period.

3.13 Any old lighting, conduit, wires, and controls no longer used in the new lighting system shall be demolished and removed to an approved recycling facility or landfill. Any recycled material should remain property of the government and disposed of under the Qualified Recycling Program (environmental).

3.14 Wiring/metals can be given directly to the Environmental Compliance Office. A metal recycle bin can be provided if coordinated through 50 CES/CEIE Environmental Compliance Office prior to start of project. Any ballast being recycled must be validated as PCB (polychlorinated biphenyl) free.

3.15 The Contractor shall provide dumpsters as required to dispose of all trash generated at the construction site. The Contractor shall remove and dispose of all dumpsters and waste at least weekly and at the conclusion of the project. The Contractor shall track the Volume/Weight and type materials that were recycled. Copy of receipts for recycled materials should be provided to the CO at SAFB so that the base can track how much materials they are sending for recycling.

The CO will turn those records over to 50 CES/CEIE (567-3360/4028) which is the Environmental Compliance office for SAFB.

4. DRAWING REQUIREMENTS

4.1 The shop drawings shall demonstrate and verify that the proposed LED lights will provide the required levels of illumination required by IES HB-10 Lighting Handbook and ETL 12-15 LED Fixture Design and Installation Criteria for Interior, exterior Lighting Application, and other applicable lighting codes.

4.2 The contractor shall submit the shop drawings for the Government’s review and approval. The Government shall have up to 14 calendar days to review for each submission.

Written review comments shall be provided on the AF Form 3000.

4.3 The contractor shall submit the final as-built drawings in accordance with Specification Section 01 33 00.

5. WORK REQUIREMENTS

5.1 GENERAL PROVISIONS

5.1.1 The Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional product meeting SAFB Specifications.

5.1.2 All work must conform to the Project Statement of Works and Specifications, unless specific instructions contained herein exceed the requirements of the specifications.

5.1.3 The work area will be confined to the applicable areas as described in this document.

5.1.4 A submittal register is provided for this project. Provide submittals and maintain the Submittal Register throughout project construction period of performance. Submittals shall be in accordance with Section 01 33 00, Submittal Procedures, of the Specifications.

5.1.5 Before project commencement and closeout, ensure that all Environmental reports have been submitted and approved by the Contracting Officer (CO) and environmental group (CEIE) in SAFB Civil Engineering.

5.2 PROJECT REQUIREMENTS

5.2.1 AF Form 103, Base Civil Engineering Work Clearance Request The Contractor shall submit an AF Form 103 prior to commencing field work. Expect at least 30 business days for approval.

5.2.2 The Contractor shall obtain all required permits such as Work Clearance, Emissions Permit, Burn Permits, Water Hydrant water use, Environmental Waste Disposal/Cleanup permits, etc. The Contractor is responsible for ensuring any asbestos testing or remediation will be conducted by them at their cost.

5.2.3 Mission Impact

The Contractor shall limit impact to the mission to an absolute minimum. Any impacts shall be coordinated through the 50 CES Project Manager.

5.2.4 Building Systems Outages

Work shall be phased such that building systems outage to an absolute minimum. Outage shall be requested to CO or 50 CES Project Manager at least 10 business days in advance. Any electrical outages cannot result in the running of the emergency generators located on Schriever AFB. If backup power is needed during power outages, contractor is responsible for supplying portable generators.

5.2.5 Site Access

Access to the mechanical and electrical rooms in Building 400 shall be coordinated through the 50 CES Project Manager and the building 400 Facility Manager. Contractor shall provide their own escorts while performing work within the facility.

5.2.6 Restricted Area Access

The Contractor’s primary project employees shall apply for and be credentialed to access SAFB and the Restricted Area in order to perform site surveys and work required for this project.

5.2.7 Damage to Existing Building

Contractor shall be responsible for the repair of any building damages resulting from work performed as part of this project.

5.2.8 Government shall not be held responsible for any changes to equipment, device ratings, settings, or additional labor for installation of equipment or devices ordered and/or procured prior to the NTP (Notice to Proceed).

5.2.9 Provide a list of references complete with points of contact, addresses and telephone numbers.

5.2.10 Project Schedules (AF 3604) and Updates.

5.2.10.1 Project Schedule: Provide a legible project schedule in printed and PDF format indicating all critical milestones leading to a final completion date.

5.2.10.1.1 Salient features to be included in the contractors’ progress schedule include, but not limited to:

• Construction Surveying/Construction Layout

• Material Acquisition

• Removal of Existing Equipment

• Installation of New Equipment

• Pre-Final and Final Inspections

• Punch-list Items/Final Cleanup

• Lead and lag time expected/required

5.2.10.2 The contractor shall be required to submit weekly project schedule updates. Project updates shall include project progress report (AF 3605), project time count, project milestones, material lead times, and tentative/adjusted finish dates. A two week look-ahead schedule shall be submitted with the weekly project schedule update.

5.2.11 Quality Assurance

5.2.11.1 The contractor shall be required to secure and coordinate all applicable project related new equipment testing. The 50 CES construction inspector shall be given the opportunity to accompany the contractors’ representative to observe all equipment testing practices.

5.2.11.2 All completed layout, submittals, and project schedules shall be reviewed internally for completeness prior to submittal to the Schriever AFB 50 CES Engineering.

5.2.12 Additional services incidental to the work include, but are not limited to:

5.2.12.1 Final project clean up.

5.2.12.2 Submittal of “as-built” drawings and close out submittals per Form 66 requirements.

5.2.12.3 All other items incidental to completion of the work in its entirety.

5.2.12.4 The Contractor shall return all areas affected by construction activities, both within and outside the scope of this project, to their previous existing condition. The contractor is responsible for site cleanup, repair of damaged real property, restoration and establishment of native vegetation, and removal of any and all construction refuse generated.

5.2.13 Work Equipment and Materials Staging

All work, equipment and materials required for this contract shall be staged in an area coordinated with the 50 CES Project Manager. This staging area will not interfere with building operations or access to work spaces by plant or building personnel. Staging area will be cordoned off appropriately per applicable safety requirements.

5.2.14 Construction Water

All construction water shall be obtained from the water fill station at Building 826. 50 CES will provide an access code and instructions for using the water fill station. The water fill station will meter the amount of water used. Fire hydrants shall not be used unless expressly authorized, in writing, by the Contracting Officer. Check with the PM for the Water Point Code.

5.2.15 The Contractor’s primary project employees shall apply for and be credentialed to access SAFB and the Restricted Area in order to perform site surveys and work required for this project.

5.2.16 Winter exclusion may not be applied based on requirements in the performance period.

Requests to alter the construction time limits shall be submitted to the Contracting Officer at least (10) business days in advance.

5.2.17 Provide a list of references complete with points of contact, addresses and telephone numbers.

5.2.18 Pre-Construction Conference

5.2.18.1 The Contractor shall schedule a Pre-Construction Conference at Schriever AFB within ten (10) business days after the contract award with the CO, PM, Base Safety Officer, 50 CES Security Manager, 50 CES/CEIE Environmental, and Base Engineering Operations Supervisor to discuss the contract requirements and procedures. The Contracting Office will produce the meeting minutes.

The following contract requirements and procedures will be discussed during the Pre- Construction Conference, but are not limited to:

a. Project Schedule

b. Contractor Work Progress Reporting Plan

c. Quality Control Plan

d. Accident Prevention Plan

e. Environment Protection Plan

f. Contractor Submittals

g. Contractor Storage/Laydown Yard

h. Utility Outages

i. Government Furnished Information and materials

j. The SAFB operating conditions and the base personnel’s specific concerns

k. Restricted Area Security Requirements

5.2.18.2 The meeting orients the Contractor on Government procedures, contractual lines of authority, and administrative/construction matters. If the magnitude of the project warrants, the preconstruction conference may be held in two parts. The first part of the conference in this case will cover the SAFB operating conditions, the base personnel’s specific concerns, and the Restricted Area Security Requirements and the second component will cover local administrative features between the Government agencies and the Contractor.

5.2.18.3 The agenda of this conference will cover introductions, safety, design briefings (as applicable), user coordination, defense materials system, environmental protection, administrative/technical requirements, Government and Contractor organizations, anticipated critical items, access and security, and potential problem areas. The Contractor Quality Control (CQC) system, Health and Safety plan and Environmental Protection plan are typically discussed in separate meetings.

5.2.18.4 The Contractor shall prepare detailed minutes of the meeting to include items discussed. The original minutes are forwarded to the CO and PM for review with formal written concurrence typically requested within 5 days. The CO, PM and Contractor sign final minutes of the Preconstruction Conference and the original is sent to the CO and PM. Courtesy copies are provided to the Base Safety Officer, 50 CES Security Manager, 50 CES/CEIE Environmental, and Base Engineering Operations Supervisor.

5.3 SITE COORDINATION

5.3.1 Digging/Construction Permit – Within 10 business days of NTP, Contractor submits a construction/digging permit request to the CO and 50 CES Construction Manager (CM). No excavation can be accomplished without the approved permit.

5.3.2 Site/Building Release Request – Within 10 business days after NTP, and after the joint inventory, the Contractor submits a building/construction site release request to the CO and CM.

No work can begin until site/building release is granted.

5.3.3 Site Joint Inventory – Prior to site/building release and start of construction, a joint inventory of the existing site will be conducted by the contractor, PM, and Using Agency. The Contractor requests the site inventory to the CO and CM.

5.3.4 Temporary Power Plan – Prior to the use of any temporary electric on a project site, a temporary power plan must be submitted and approved. The Contractor shall submit the temporary power plan to the CO and CM. The CO and CM will review the power plan and the PM will approve or provide reasons for disapproval by a letter.

5.3.5 Site Plan – When the Contractor requests a digging permit, they are also required to submit their site plan. The plan will definitize site organization during the construction process.

It must include all temporary structures to be erected. Approval from the 50 CES Operations is required prior to the CM accepting the plan.

5.3.6 Winterization Plan – In the fall/winter prior to any ambient temperature sensitive construction activities, the contractor must prepare a winterization plan and submit to the CO and CM for review and acceptance. Activities that require winterization are indicated in the technical provisions of the specifications.

5.3.7 Utility Outage Requests – These requests are initiated by the Contractor to the CO and CM by submitting a Power Point presentation detailing the impact and affected areas of the outage. The lead time for the request is fifteen (15) business days in accordance with the contract requirements or the SAFB utility outage policy. No work is allowed to proceed until the CO provides the approval of the outage to the Contractor by a letter.

5.3.8 Road Closure Request – These requests are initiated by the Contractor to the CO and CM by submitting a Power Point presentation detailing the impact and affected areas of the road closure. The lead time is fifteen (15) business days in accordance with the contract requirements

GLEN 18-1011 Page 11 or the SAFB policy. No work is allowed to proceed until the CO provides the approval of the road closure to the Contractor by a letter.

5.4 SPECIAL CONDITIONS/REQUIREMENTS

5.4.1 All construction work shall be subject to stoppages and delays due to critical SAFB mission requirements.

5.4.2 The construction site is located in B400. It is a restricted building requiring a special permit to access the building. Coordinate with the base security officer for access.

5.5 GUIDES & REGULATIONS

5.5.1 The project shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration.

5.6 ENVIRONMENTAL COMPLIANCE

The contractor is responsible for adhering to all environmental protection requirements per Specification Section 01 57 20.00 10.03 Environmental Protection Schriever AFB.

5.6.1 Contractor Hazardous Material Approval Form, dated 03 March 2017 shall be submitted for approval before any HAZMAT is brought on the base. In addition, the contractor shall fill out an AF 3952 for each chemical proposed. Finally, the contractor must report the usage of each chemical on a monthly basis. This is in accordance with the Hazardous Materials procedures established by the Schriever AFB Hazmat Management Program.

5.6.2 Any recycled material should remain property of the government and disposed of under the Qualified Recycling Program (environmental). The removal of any government-owned recyclable material shall be coordinated through the SAFB Environmental Compliance Office (719-567-3360/4028) to ensure that proper logistics arrangements are made that allow ease of base removal and prevent abandonment issues sans notification.

5.6.3 The contractor shall submit copies of all waste manifests, start date of waste accumulation, and proof of universal waste management training to the CO for all fluorescent lights removed by contractor. These documents are required by 50 CES/CEIE.

5.6.4 Transformers and other equipment containing PCB materials shall be turned in to the SAFB Environmental Compliance Office. Units labeled NON-PCB do not require special handling or disposal.

5.6.5 No equipment containing PCB’s shall be installed during this contract. Transformers installed during this contract shall be accompanied by a non-PCB certification statement.

5.6.6 The proper form should be completed to account for the weight of recycled materials.

Additionally, an invoice for the profits from that recycling shall be turned into the government with a copy furnished to environmental and the contractor's payment shall be offset by that amount.

5.7 SUBMITTALS

5.7.1 Submit the followings electronically in accordance with the attached Contract Specifications and attached Schedule of Submittals AF Form 66. Government approval is required for submittals. Government will have fourteen (14) calendar days for review and approval all submittals in this section requiring Government approval.

a. Contractor Quality Control (CQC) Plan CQC defines the quality management system. The Contractor shall develop and maintain the plan to ensure quality products and services. The CQC system consists of plans, procedures, and organization necessary to provide materials, equipment, workmanship, and construction pursuant to contract requirements. The CQC Plan shall be submitted by the Contractor and accepted by the CO prior to commencement of construction work.

b. Project Work Plan

The Contractor shall produce and submit a project work plan for approval. The plan shall contain at a minimum the strategy and milestones for completing the project tasks and completed in Gant Chart Format.

c. Contract Progress Schedule (AF 3064)

The Contractor shall submit a signed AF 3064 Contract Progress Schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance as described in the Table of Deliverables above. The Contractor shall also provide a line graph depicting actual construction progress (solid line) versus scheduled construction progress (dotted line) throughout the period of performance.

The CO and PM will approve the first (baseline) progress schedule and it shall not be altered without the approval of the CO.

The CO and PM will sign subsequent and periodic updates to the progress schedule.

d. Contract Progress Report (AF 3065)

The Contractor shall submit weekly AF 3065 after the issuance of NTP. The work elements and percentages of the total job identified on the AF 3065 shall be identical to the work elements and percentages on the AF 3064. If the Contractor is more than 5% behind schedule, the Contractor shall note in the Remarks section the reason why and what is being done to get back on schedule. The PM will sign the AF 3065 and send to the CO for coordination and approval.

An AF 3065, signed by the PM and the CO, shall accompany each invoice submitted in Wide Area Work Flow (WAWF).

c. Health and Safety Plan (H&SP) Health and Safety Plan is prepared at the start of work and consists of Part I, Administrative Section; Part II, Accident Prevention Plan; and Part III Activity Hazard Analyses (AHA). This plan shall be written by the prime contractor for the specific hazards of the work to be performed and implements, in detail, pertinent requirements of EM 385-1-1 and OSHA.

Each feature of work shall have an applicable AHA which defines the measures to be taken by the contractor and all workers to control hazards associated with the construction operations, materials, services, and/or equipment required by the contract.

Provide two copies of the H&SP electronically in CD/DVD format requiring review and approval by the SAFB Safety and Health Office. Comments by the SAFB Safety and Health Office will be considered by the CO for acceptance of H&SP.

f. Environment Protection Plans.

Contractor Hazardous Material Approval Form, dated 03 March 2017 shall be submitted for approval before any HAZMAT is brought on the base. In addition, the contractor shall fill out a AF 3952 for each chemical proposed.

The contractor must report the usage of each chemical on a monthly basis. This is in accordance with the Hazardous Materials procedures established by the Schriever AFB Hazmat Management Program.

In accordance with AFI 32-7001, Environmental Management, Para 5.7: “Contractors shall know the environmental requirements that apply to their daily duties and receive the commensurate level of environmental education and training for those duties.”

Environmental can provide resources for the contractors training prior to their starting work, this training is mandated by AF/DoD policy.

g. Construction Material Approval Submittals (AF IMT 3000)

Transmittal of Shop Drawings, Product Data, Material Samples or Manufacturer’s Certificates of Compliance, is the form utilized by the Contractor for submittal to the Government of the specific data for the materials and equipment selected for incorporation into the construction.

h. Contractor Storage/Laydown Yard

The Contractor may be assigned one of the available spaces/yards in the Contractor Lay down Yard for use during the execution of Schriever AFB TOs issued under this contract. The individual yards provide approximately 30’ by 100’ fenced area that can accommodate Contractor provided office/storage trailer(s), and trash dumpster. The Contractor shall comply with all requirements of the tenant agreement or grant. The area provided to the Contractor must be maintained in a clean, neat and serviceable

GLEN 18-1011 Page 14 condition at all times to include feed/vegetation free. Security shall be the responsibility of the Contractor.

i. Utility Outages

Utility outages shall be requested in accordance with Specification Section 01 00 00 Para 1.10, Section 01 00 04 Para 1.6, and this SOW Para 5.3.7 and Appendix 2.

j. Shop Drawings

Submit two electronic copies of shop drawings in CD/DVD format requiring review and approval by CO in accordance with Specification Section 01 33 00, Para 1.10.2 for Government’s review and approval. The shop drawings shall be technically acceptable and constructible in accordance with the contract requirements. If additional hardcopies are requested, they shall not be less than A4 (8-1/2 by 11 inches) or more than AO (30 by 42 inches).

k. As-Built Drawings

As-Built Drawings are the responsibility of the Contractor and are maintained throughout the life of the construction contract. These are furnished to the Government upon project completion. During the progress of the contract, the Contractor shall keep a set of red-line drawings on the job site. Red-line drawings shall be based on the design drawings provided by the Government in accordance with Specification Section 01 00 00, Paragraph 1.5.9.1. These drawings shall be used to create As-builts meeting the requirements of paragraph 2 of Section 01 78 00 Closeout Requirements.

l. Operation and Maintenance (O&M) Manuals

Two copies of O&M Manuals shall be submitted electronically (in PDF format on CD/DVDs) and comply with the requirements specified in Section 01 78 23 Operation and Maintenance Data including parts lists, certifications, warranties and other such required submittals.

m. Other submittals required by the contract specifications

In addition to submittals required above, the contract specifications require various contract submittals. The Contractor shall provide these submittals in accordance with the instructions found in the specifications and on the Schedule of Submittals AF Form 66.

6. PERFORMANCE PERIOD

A Period of Performance of one hundred eighty (180) Calendar days will be allowed from the NTP. The Period of Performance includes processing all required submittals, installation of all components, testing, submission of as-built drawings, and lead time for any ordered materials.

The Performance period includes fourteen (14) calendar days for approval of all submittals, and plans.

Any and all project delays shall be addressed on an as-needed basis, and any requests for contract time extension shall be provided, in writing, to the CO.

Winter exclusion is not applied based on requirements in the performance period. Requests to alter the construction time limits shall be submitted to the Contracting Officer at least (10) business days in advance.

6.1 WORK HOURS

Standard work hours under this contract are Monday through Friday, 7:00 a.m. to 5:00 p.m.

Mountain Standard Time (MST). Upon written request from the Contractor, the CO may grant permission to deviate from the standard work hours on a case by case basis. Request to the CO for non-standard work hours shall be requested at least 48 hours in advance. In addition to non-standard work hours, the Contractor shall not work on federal holidays without written approval from the CO.

7. MEETINGS

The time and place of meetings shall be determined by the CO. Project meetings shall include, at a minimum, the Contracting Specialist, CM, and PM.

7.1 PRE-CONSTRUCTION CONFERENCE (KICK-OFF MEETING)

The contractor shall attend one pre-construction conference (kickoff meeting) at Schriever AFB.

A Pre-Construction Conference will be held at SAFB within ten (10) business days after the contract award.

7.2 PRE-CONSTRUCTION SITE CONDITION SURVEY

The Contractor, prior to the start of any on-site construction activities, shall conduct a site condition survey with the CO and CM, after which the Contractor shall note any different site condition and the condition of any structural damage that may exist immediately within or adjacent to work site.

7.3 PROGRESS MEETINGS

Weekly progress meetings shall be held. The contractor shall provide the weekly project schedule updates prior to the weekly progress meeting for discussion. These meetings will cover the progress made in the past period and will include any pertinent issues which could affect future contract progress. The Contractor will be responsible for providing Progress Meeting Minutes within one (1) business day of conclusion of the meeting.

8. CONTRACT COMPLETION

8.1 DELIVERY & WARRANTY

The Contractor shall complete all requirements prior to final inspection. Following final inspection, as-built drawings, O&M Manuals, and CDs shall be delivered to the CO within ten

(10) business days.

8.2 PRE-FINAL INSPECTION

The Contractor shall conduct a pre-final walk through inspection with Base personnel and publish the pre-final inspection findings in a pre-final inspection report.

8.3 FINAL INSPECTION

The Contractor shall conduct a final inspection with base personnel and publish the findings in a final inspection report. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection report. A final inspection shall not be performed until the pre-final inspection report has been resolved.

Final acceptance: Upon successful final testing in presence of the CO, PM, Inspector, and Using Agency, final “as-built” drawings submitted to CO, and approved site clean-up the contractors work will be complete.

9. INVOICING AND PAYMENTS

Invoicing will be IAW DFARS clause 252.232-7006, Wide Area Work Flow Payment Instructions and PGI 232.70 - Electronic Submission and Processing of Payment Requests and Receiving Reports.

Appendix 1: DELIVERABLES

Deliverables that will be in electronic format shall use a version that is compatible with the Government’s 2010 version of Microsoft Word, Excel, and Adobe Acrobat. Deliverables in AutoCAD shall be as listed in Paragraph 5.7. All deliverables shall also be dated.

A. As-Built Drawings

As-Built Drawings are the responsibility of the Contractor and are maintained throughout the life of the construction contract. These are furnished to the Government upon project completion.

As-built updates shall be accomplished daily by the Contractor and reviewed by the 50 CES Inspector and/or PM monthly to assure satisfactory performance in maintaining an accurate and current record of as-built conditions.

The Contractor shall keep on the job site, one (1) complete set of 30 by 42 inches paper copies of red line working drawings that are used to record all changes from the original drawings and specifications. These red line working drawings shall be corrected daily and the quality of draftsmanship shall be compatible with the draftsmanship of the original drawings. The red line working drawings must be reviewed for currency, completeness, accuracy and clarity on a monthly basis by the Inspector and/or PM in conjunction with the approval of progress payments. The Contractor shall continue to maintain the remaining set of working as-built drawings until such time as no additional changes and/or modifications to the project are expected.

The red line drawings shall incorporate changes in details of design or additional information obtained from shop drawings prepared and/or furnished by the Contractor; including but not limited to fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc. Any modifications made to the contract via RFI shall be annotated on the red line drawings and incorporated into the as-built drawings.

The Contractor shall submit as-built drawing information within fourteen (14) calendar days after Beneficial Occupancy Date (BOD) or Final Inspection, whichever comes first.

The Contractor shall submit two copies of as-built information; including but not limited to, updated record drawings, updated design drawings, and red line drawings; on CD, DVD.

Electronic disks shall be labeled with the contract number/delivery order number, project number, project title, the word “AS-BUILT”, the word “UNCLASSIFIED”, and the date of submission.

The As-Built drawings submitted as PDF files shall be arranged within a single PDF file as they would be when printed hard copy. All drawing sheets shall be combined into one PDF file, not as separate PDF files per sheet. Each page of the PDF file shall be a full drawing sheet.

All as-built information submissions shall be accompanied by an AF Form 3000.

The Contractor shall mark each as-built drawing sheet with the word “AS-BUILT”. The Contractor shall locate this mark in the revisions section of the title block, if provided.

Otherwise, the mark shall be located in the bottom right corner of the drawing sheet. The date of as-built shall also be included.

Contractor Shop Drawings shall be incorporated into the As-Built Drawings. Contract drawings will not be used to prepare shop drawings. Design plans prepared by the Contractor shall include the designer’s name on the As-Built Drawings.

All CAD documents submitted to government for as-builts will be brought up to AEC 6.0 CAD Standards within the project limits of construction project.

The Government shall have up to 14 calendar days to review the as-built submission. Written review comments shall be provided on the AF Form 3000.

B. CAD Drawings

Civil Drawings All CIVIL drawing data will comply with the AEC CAD Standard Release 6.0 currently being used by Schriever AFB, Civil Engineer Squadron. These standards can be found at the website https://cadbimcenter.erdc.dren.mil/. All as-built drawing shall be delivered on a CDROM/DVD in both *.PDF and *.DWG format. All sheets should be converted to PDF by their discipline.

All DWG files should be projected to both NAD 1983 State Plane Colorado Central FIPS 0502 US Feet and Geographic Coordinate System WGS 84 Zone 13. Duplication of this data in both coordinate systems assures compliance with both DoD and State standards. All civil drawings shall clearly indicate survey site control monuments for basis of bearings and distance.

The *.DWG file delivered shall be created using AutoCAD Map 3D 2014. Accuracy level of data provided shall be +/- .02 feet. All Civil drawings shall reflect mean combination ground to

GLEN 18-1011 Page 20 grid factor, be printed upon any calculation sheets anytime ground (modified) State Plane Coordinates are used, and be noted in the bearing source statement. Digital media must have an external label listing the name of the project and contract number and the words “As-Built Record Set”. The *.DWG’s shall be bound and have no external references. When opened the *.DWG’s shall be seen exactly as they should be plotted. Include any symbol libraries, font libraries, color tables, pen tables, plot configuration files, user command files, etc. necessary for a complete project. Compress, reduce, and/or purge all files using the appropriate utilities. All *.CTB and *.PC3 files shall be supplied if used on the project.

Architectural/Mechanical/Electrical/Plumbing/Structural Drawings As-built drawings shall conform to AEC CAD Standard Release 6.0 currently being used by Schriever AFB, Civil Engineer Squadron. These standards can be found at the website https://cadbimcenter.erdc.dren.mil/. The Industry Standard model file and sheet naming conventions, consisting of a Discipline/Code Designator, Drawing Type Code, Sheet Type Code/Designator, and Sheet Sequence Identifier shall be used for all submissions – diagrams of this naming convention can be found in the AEC CAD Standards. Where layers are not specified, the National CAD Standard will be used. All submittals will include any standard sheets (abbreviations, symbols, fonts, etc) necessary for a complete project. Architectural units will be used for all drawings (within five (5) feet of the structure extents). Acceptable drawing scales depend on the type of drawing and size of area the drawing encompasses – a detailed description of which drawing scale to select can be found in the current AEC CAD Standards.

Title Blocks shall have the GLEN number and/or contract number on all sheets. “RECORD DRAWING” shall be added below the title block on all sheets. The Government will provide the Contractor with an existing facility CAD file using our standard Title Block template. The contractor is to use this file to develop all their as-built drawings and will provide back to the Government a complete updated facility CAD file reflecting all new construction.

C. GIS

Not required for this project.

D. Operations and Maintenance (O&M) Manuals Submit O&M Manuals in accordance with 01 78 23 Operation and Maintenance Data.

Provide four copies of O&M Manuals in *.PDF format on separate CD’s including all warranties, warranty and vendor contact information, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. These manuals shall be broken down by discipline per the squadron configuration of the shops (i.e. the Utility Shop shall receive manuals on plumbing fixtures versus the HVAC Shop receiving manuals on heating and cooling equipment). Manuals must be organized by CSI specification sections.

Appendix 2: OUTAGE REQUEST INSTRUCTIONS

The contractor shall coordinate all equipment and utility outages with the 50 CES PM. The contractor shall provide the 50 CES PM with the date(s) and time(s) that the equipment or utilities will be out of service. These shall be provided at least 15 working days before the requested outage. The 50 CES PM shall enter this information on a 50SW Form 21 and route it to the 50 SW scheduler. The contractor shall attend the outage board with the 50 CES PM to discuss the outage and its impacts on base operations with the member of the Outage Board. The Outage Board convenes on Thursdays in B300, room 302, from 1300L-1400L. The contractor is only responsible for attending only one meeting; when the outage request is presented before the Board.

Appendix 3: AF FORM 103 WORK CLEARANCE PROCESS

The Contractor shall obtain and process an AF Form 103, Base Civil Engineer Work Clearance Request, for each contract. The Form 103 can be submitted through the SAFB Civil Engineer Customer Service Office, located at building 500. The AF Form 103 shall be properly completed, coordinated, and approved prior to performing work on Schriever AFB. One copy of the approved AF Form 103 shall be provided to both the CO and PM prior to commencement of any work for under this contract.

Step 1: Contact the 50 CES Customer Service Office to initiate the AF Form 103 process. This office can be reached at (719) 567-2300 and e-mail at 50cesCSworkflow@us.af.mil.

The Contractor will notify the Utility Notification Center of Colorado (UNCC), 1-800-922-1987.

UNCC will provide a locate number, which will be needed prior to the AF Form103 being approved.

Include in the correspondence for following:

- Contract Number

- Contract Performance Period Dates

- Indicated Start Date

- Contractor Points of Contact

Attachments Needed to the AF Form 103:

- Drawings showing locations of the work to be performed

- Detailed Descriptions of the work to be performed

Step 2: The Contractor shall continue to follow up with the 50 CES customer service personnel to check the status of the Form 103 and be available for questions or modifications needed to the document while it is in the review process.

Step 3: Once the Form 103 is approved, the contractor will keep a copy of the form at the work site during construction, as well as send a copy to both the CO and the PM.

In the event that the contract performance period will exceed the approved Form 103 dates, the Contractor shall resubmit an extension request no later than 30 days prior to the original expiration date.

Appendix 4: SAFB SECURITY REQUIREMENTS

All security requirements are to change based on SFS Installation Defense Plan.

Contractor is required to provide identification badges for their employees. All Contractor personnel shall wear these badges while on SAFB. Badges are required to identify the individual, company name, and be clearly and distinctly marked as Contractor. These are not substitutes for visitor, temporary or any other SAFB generated badges.

The contractor shall comply with all SAFB security requirements. SAFB is a controlled/restricted area and special security procedures are utilized to deter espionage, sabotage, and theft of Air Force resources. The contractor shall be responsible for security of his work areas in cooperation with applicable base agencies.

The contractor shall appoint, in writing to the Government, a Security Representative to arrange all needed security support for this Performance Work Statement (PWS). The contractor shall arrange all needed security support for this project. Contractor shall coordinate security matters with the 50 Civil Engineer Squadron (50 CES) and other base agencies, as needed. Assistance from the 50 CES Security Manager and 50 Security Forces Squadron (SFS) personnel will be provided to the contractor’s Security Officer.

It is the sole responsibility of the Contractor to obtain any and all required escorts prior to starting work.

Photographs will not be taken on Schriever AFB without prior coordination with the Security Manager and approval of the commander. Upon approval, photographs shall not be taken of any mission equipment, classified or sensitive materials. Use of digital cameras is limited and a make, model, and serial number of the camera to be used must be supplied to the Security Manager for approval prior to use.

Incidents of a violating photography procedures shall be treated as a breach of security and that person shall be susceptible to apprehension, search, confiscation of photography equipment and materials, and detainment. The contractor shall insure personnel are briefed on base security requirements.

Access to the Restricted Area will be required for this project, and it will be the responsibility of the contractor to provide personnel who are capable of passing the required security background investigations, and capable of obtaining…
