Maintain Pavements Responses to Pre-Proposal RFIs

Question No. 1 Question #1-Would it be allowed to use an emulsion that fits into the most recent CDOT Slurry Seal Specification? The project specifications requires a different base oil (6422) that isn’t as readily available by local suppliers. The emulsion in the CDOT specification given is readily available and is proven to work in this climate. Please see Attached (Table 702-4).

Response: Yes, CDOT specified emulsion is acceptable. The contractor shall submit a material submittal for review and acceptance prior to use.

Question No. 2 What is the allowable dry time for the above mentioned slurry seal per the CDOT specification?

Response: The contractor will be responsible to provide a suitable dry time prior to restriping and traffic and may vary due to weather and temperature conditions. It will be the contractor’s responsibility to protect the slurry seal.

Question No. 3 Please Confirm that a prime coat is not needed.

Response: A prime coat is not required.

Question No. 4.

What are the hours that can be worked on Saturdays and Sundays?

Response: Upon written request, work on Saturdays and Sundays will be allowed from 7:00 a.m. to 4:00 p.m. Written request shall be a minimum of 48 hours in advance. Weekend work shall be shown on the milestone schedule.

Question No. 5.

All contractors are to bid on the quantities provided and final quantities will be finalized by the awarded contractor and the government correct?

Response: Yes, the quantities shown on the project drawings shall be used as the basis of the bids. Upon award, the areas and cracks will be field marked and measured not to exceed the provided quantities.

Question No. 6.

Please provide specific requirements/procedures for utilizing nuclear gauge density testing equipment on Schriever AFB. This equipment is required to be used to test soil density and asphalt density.

Response: A NRC Form 241 is submitted to Bio-Environmental Engineering, Attention SSgt James Boone. SSgt Boone can be reached at 567-6103 or 567-3948 (james.boone.4@us.af.mil). This is a Federal Form through the Nuclear Regulatory Commission certifying the equipment. Once approved, Bio-Environmental will issue a project specific letter – see attached sample. Most of the commonly used testing firms at Schriever should be aware of this process.

Question No. 7.

Can we replace sand with foam backer rod in “Medium” Cracks?

Response: Yes, a foam backer rod will be acceptable. The contractor shall provide a material submittal for review and acceptance prior to use.

Question No. 8.

Will “Large” cracks be paid by the square foot?

Response: Yes, see bid tabulation and project drawings. The “Large” cracks and distressed area will be paid for by the square foot.

Questions No. 9.

Will “RAP” (Recycled Asphalt Product) be allowed in the new asphalt? If so, what percentage of RAP is allowed?

Response: No, Recycled Asphalt will not be allowed.

Question No. 10.

Per Walk thru discussion tack coat will not be needed between lifts on a hot to hot mat lift? Please confirm.

Response: Confirmed. A tack coat will not be required on a hot to hot mat lift.

Question No. 11.

Is there any special training that the crews will have to complete prior to start of project per SAFB?

Response: Escort Training will be required for designated escort personnel inside the Restricted Area. This normally takes about 1 hour for the training. Our Security Manager will be available at the Pre-Construction Meeting to discuss RA access and training in more detail.

Question No. 12.

Refer to the Statement of Work and response above. It is recommended that a minimum of two contractor personnel obtain RA Access Badging per the SOW. The designated personnel can escort up to 10 workers into the RA. Positive visual contact must be maintained by the Escorts at all time. The Security manager will provide more detailed information at the Pre-Construction Meeting.

Question No. 13.

Per the supplied information it looks like contractors and subcontractors will receive badging that might have Restricted Area access. Per SOW “It is the sole responsibility of the Contractor to obtain any and all required escorts prior to starting work”. Please clarify.

Response: As stated above, it is recommended that a minimum of two contractor personnel obtain RA Access Badges per the SOW. The personnel having RA Badges can escort up to 10 other contractor/sub-contractors (each) into the RA. A minimum of two is recommended so that one escort can stay with the crew at the project site while a second escort can assist with escorting concrete and asphalt trucks into the RA. All other workers will be required to get a daily Visitor or “V”-Badge to access the RA. The personnel with the “V”-Badges will need to be with an escort while inside the RA. The Escort RA badges will expire at the completion of the contract. The “V” Badges are the yellow badges that the contractors received at the pre-bid site walk.
