1.0 INTRODUCTION and BACKGROUND:
Project Background: The 50th Civil Engineer Squadron at Schriever AFB is seeking proposals to provide routine pavement maintenance within the parking lot areas of Buildings 210, 220, 500 and 440 & 442. The pavement maintenance process includes selective removal and replacement of failed pavement, crack sealing of “small” and “medium” cracks and repair of “large” cracks, and the application of a Latex Modified Type II Slurry Seal. Incidental work includes construction of access ramps and signing & striping.
Construction Scope: The Contractor shall execute the project as described in this statement of work, the project drawings, and the project specifications.
2.0 SCOPE OF WORK:
The Contractor shall provide all labor, tools, and materials to construct new asphalt pavement and incidental improvements in strict accordance with this SOW at Schriever AFB, CO. The Contractor shall provide the Government with complete construction, and warranty for this project.
3.0 DESIGN REQUIREMENTS
The contractor shall complete the work in accordance with the Project Drawings included herein. The contractor shall adhere to the following Codes, References and Guidelines:

4.0 WORK REQUIREMENTS
4.1 GENERAL PROVISIONS
4.1.1 The Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional product meeting SAFB Specifications.
4.1.2 All work must conform to the Project Drawings and Specifications, unless specific instructions contained herein exceed the requirements of the specifications.
4.1.3 The work area will be confined to the applicable areas as described in this document.
4.1.4 A Form 66 Submittal Register is provided for this project. Provide submittals and maintain the Submittal Register throughout project construction period of performance. This list of submittals is not all-inclusive; other submittals and forms may be required. Submittals shall be in accordance with Section 01 33 00, Submittal Procedures, of the Specifications.
4.1.5 Before project commencement & closeout, ensure that all Environmental reports have been submitted and approved by the CO and environmental group (CEIE) in SAFB Civil Engineering.
4.1.6 The contractor shall promptly clean up any spills and tracked or spilled soils or debris. The contractor shall promptly clean up all work areas, restore pavements, landscaping, and irrigation in kind, and repair any damaged real property after work activities have ceased.
4.1.7 Compliance with the US Access Board’s Architectural Barriers Act standards shall be maintained at all times. Any disruptions to traffic flow shall be coordinated with the CO and detailed traffic control plans conforming with the Federal Highway Administration’s 2009
MUTCD.
4.1.8 DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT, OR VEGETATION:
The contractor shall take appropriate action to restore any contractor caused damage to existing property or services, whether government, private, or commercially owned.
The contractor shall use reasonable care to avoid damaging buildings, equipment or vegetation. The contractor shall be liable for any damages to buildings, equipment or vegetation. The contractor shall replace, repair or pay for any damages as determined by the CO.
4.2 PROJECT REQUIREMENTS
4.2.1 Crack Sealing – Asphalt crack sealing shall be done in accordance with CDOT Standard Specifications, Section 408 – JOINT AND CRACK SEALANT, and as specified below.
a. Cracks are defined as “Small”, “Medium” and “Large”. All cracks shall be sealed or repaired as follows”:
i. “Small” cracks are between ¼ inches and ¾ inches wide. These cracks shall be routed to a nominal width 1/8 inches greater than the existing nominal width and to a depth not less than ¾ inches, sandblasted, waterblasted or wire brushed and cleaned using compressed air. Hairline cracks less than ¼ inches wide do not need to be sealed.
ii. “Medium” cracks are ¾ to 2 inches wide. These cracks shall be sandblasted, water blasted or wire brushed and cleaned using compressed air. Fill the crack with clean sand to 1 inch below the adjacent pavement surface, tamp lightly as needed with a steel rod to reduce any large voids in the sand. Apply the crack sealer over the top of the sand along the crack faces.
iii. “Large” cracks are greater than 2 inches wide and shall be repaired using pothole repair techniques instead of sealing as defined in section B. below.
Sealants shall conform to ASTM D3405 or ASTM D 1190, as specified or applicable.
Immediately before the installation of the crack sealant, the cracks shall be thoroughly cleaned to remove oxidized pavement, loose aggregate and foreign debris. The crack sealant shall be inspected for proper cure and set rating, bonding to the bituminous pavement, cohesive separation with the sealant, reversion to liquid, and entrapped air and voids. Sealants exhibiting any of these deficiencies at any time prior to the final acceptance of the project shall be removed from the crack, wasted and replaced as specified at no additional cost to the Government.
4.2.2 Pothole and Distressed Pavement Repairs
a. Remove existing asphalt pavements and base materials where shown on the project drawings or marked in the field, and properly dispose of these materials off of the installation. All removals shall be done to a straight and clean sawcut line. Base materials shall be removed to a sufficient depth to allow for the full depth of concrete and new base material to be placed. Weight tickets shall be provided for all removed materials.
b. Scarify and compact the sub-grade material to optimal compaction, correcting moisture as needed. Employ artificial heating, if needed, to properly consolidate and compact the subgrade prior to placement of new base course. Provide ASTM soil compaction tests at a minimum of three (3) random and representative locations in the subgrade. Compaction test results shall be provided to the contracting officer within 24 hours of the test.
c. Place and Compact Base Course. Place clean CDOT Class 6 aggregate base material and compact to optimal compaction, correcting moisture as needed. Six (6) inches of base course shall be placed and compacted in two lifts not exceeding three (3) inches. Provide ASTM soil compaction tests at a minimum of two (2) random and representative locations in each lift. Compaction test results shall be provided to the contracting officer within 24 hours of the test. Weight tickets are required for all aggregate base deliveries, and shall be collected by the project QC representative and delivered as a submittal to the contracting officer. Protect base and sub-base courses from moisture and temperature as needed to avoid project delays due to weather.
d. Placement of Hot Mix Asphalt Pavement - All Hot Mix Asphalt (HMA) materials or work will be evaluated for conformity to the Contract in accordance with subsection 105.05 of the Colorado Department of Transportation (CDOT) Standard Specifications for Road and Bridge Construction (Latest Edition). A total of four (4) inches shall be applied in 2-two inch lifts.
e. Hot Mix Asphalt (HMA) mix designs shall be specified as part of the project design. All asphalt applications shall be per Colorado Department of Transportation (CDOT) Standard Specifications for Road and Bridge Construction (Latest Edition) SECTION 702 - BITUMINOUS MATERIALS. Superpave Performance Graded Binders shall conform to the requirements listed in Table 702-1. Binder Grade for HMA Mixtures shall be PG 64-22 unless otherwise approved by the government.
f. A tack coat shall be applied on all vertical surfaces and between asphalt layers. A prime coat shall be applied on the aggregate base prior to paving. Tack and prime coats shall be in accordance with Section 407, Prime Coat, Tack Coat and Rejuvenating Agent of the CDOT Standard Specifications.
4.2.3 Place and Finish Concrete Curbs, Gutters, Sidewalks and Ramps
a. Concrete shall be designed in accordance with the provisions of the “ACI 318 Building Code and Commentary” with a minimum f’c = 4000 psi and assuming negligible soil sulfate resistance. International Building Code (IBC) site classification = D. Concrete mixed on-site is not acceptable. Steel reinforcement is not required.
b. Concrete testing shall be performed per CDOT, ASTM, and ACI requirements, plus a minimum of slump, temperature, and air content testing once each day concrete is placed. Concrete slump shall not differ from the approved mix design slump by more than 1.0 inches at time of placement. All materials test results shall be transmitted within 24 hours of receipt to the 50 CES Project Manager for review.
c. Cold Weather Limitations – Concrete placement shall be per ACI Standard for Cold Weather Concreting. Concrete shall not be placed on frozen ground.
d. Place concrete curbs, gutters and sidewalks where indicated in the project drawings. Where damaged curbs and gutters are removed for replacement, match existing curb/gutter type, size and elevation. Joins will be made at the nearest existing joint.
e. Place approved expansion joint-filler adjacent to all curbs and drain pans, ensuring no gaps and securing in place to prevent shifting. Sufficient space at the top of the joint filler shall be left for uniform joint sealant.
f. Provide straight concrete control joints where needed to prevent cracking, or as a minimum every 10 feet on new concrete curbs and gutters and at 5 feet on sidewalks. Provide control joint placement submittal for review and approval prior to concrete placement.
g. Uniformly seal expansion joints with approved concrete joint sealant
h. Concrete batch tickets are required for all ready-mix Portland cement deliveries, and shall be collected by the project QC representative and delivered as a submittal to the contracting officer.
i. Employ artificial heating and protective measures as needed to meet ACI requirements for placement of concrete in cold weather. Delays due to weather are not acceptable.
j. Finished concrete will be sloped to shed water. Curb, gutter and sidewalk sections shall be finished to match adjacent, existing finishes. Employ a curing compound.
k. Includes concrete formwork (to include stripping of forms).
l. Truncated Domes at accessible ramps shall be cast iron. Where existing domes are to be replaced with cast iron domes, the cast iron domes shall be the same size and shape. Includes removal of the existing truncated domes and adjacent concrete as necessary to install the new cast iron domes. New concrete shall be included to set the new cast iron domes.
4.2.4 Latex Modified Type II Slurry Seal
Slurry Seal shall consist of mixing asphalt emulsion, aggregate, and water and spreading the mixture on a surface or pavement where shown on the plans, as specified in these specifications and the special provisions, and as directed by the Engineer.
MATERIALS
The materials for slurry seal immediately prior to mixing shall conform to the following requirements:
Latex Modified Asphalt Emulsion
Latex emulsified asphalt shall be a quick traffic, quick cure (QT-QC) type, shall be homogeneous and show no separation after thorough mixing, shall break and set on the aggregate within five (5) minutes and shall be ready for cross-traffic within fifteen (15) to forty five (45) minutes. The latex asphalt emulsion shall conform to the requirements in Table I.

Water
Water shall be potable, free of harmful soluble salts and shall be of such quality that the asphalt will not separate from the emulsion before the slurry seal is in place in the work.
Aggregate
Aggregate shall consist of sound, durable, crushed stone or crushed gravel and approved mineral filler. The material shall be free from vegetable matter and other deleterious substances. Aggregates shall be 100% crushed with no rounded particles. The percentage composition by weight of the aggregate shall conform to the following grading:

Polymer Latex
Styrene Butadiene Rubber latex shall be added to the water/soap phase by injection prior to the mill manufacture of the asphalt emulsion by the emulsion producer. The latex shall be BASF NX 1118 or approved equal. The amount of latex solids shall be between 3 and 4 percent of the asphalt residual content and shall be certified by the emulsion producer on each load of emulsion delivered to the job site. No post or field addition of Polymer Latex will be allowed. Samples of latex shall be provided and shall conform to the following requirements.

Mineral Filler
The mineral filler shall be either Portland Cement or other approved mineral fillers, if required. Portland Cement if used, shall be commercially available Type I-II and shall be free of lumps and clods.
Mix Design
At least 7 days after the Notice to Proceed, the Contractor shall submit a laboratory report of tests and proposed mix design covering the specific materials to be used on the project. The percentage of asphalt emulsion proposed in the mix design shall be within the percentage range specified in Section “Proportioning.”
The tests and mix design shall be performed by a laboratory capable of performing the applicable International Slurry Seal Association (ISSA) tests. The proposed slurry seal mixture shall conform to the requirements specified when tested in accordance with the following tests:

a. Mixing test must pass at the maximum expected air temperature at the project site during application.
b. Using project source aggregate asphalt emulsion and set-control agents if used.
The laboratory report shall be signed by the laboratory that performed the tests and mix design and shall show the results of the tests on individual materials, comparing the test results to those required by the specifications. The report shall clearly show the proportions of aggregate, filler (as determined from the tests, minimum and maximum), water (minimum and maximum), asphalt solids content based on the dry weight of aggregate and set-control agent usage. Previous laboratory reports covering the same materials may be accepted provided they are made during the same calendar year.
Proportioning
Asphalt emulsion shall be added at a rate determined by the mix design and in the range of the table above. A job mix design shall be submitted by the Contractor for approval by the Contracting Officer that conforms to the specification limits, and that is suitable for the traffic, climate conditions, curing conditions and final use. This will include recommended application rate of slurry to suit the job conditions.
The Slurry Seal mixture shall be proportioned by the operation of a single start/stop switch or lever which automatically sequences the introduction of aggregate, emulsified asphalt, admixtures, if used, and water to the pug mill.
Calibrated flow meters shall be provided to measure both the addition of water and liquid additives to the pug mill. If necessary for workability, a retarding agent, that will not adversely affect the seal, may be used.
Water, and retarder if used, shall be added to ensure proper workability and (a) permit uncontrolled traffic on the slurry seal no more than three (3) hours after placement without the occurrence of bleeding, raveling, separation or other distress; and (b) prevent development of bleeding, raveling, separation or other distress within fifteen (15) days after placing the slurry seal.
Mixing and Spreading Equipment
The Slurry Seal shall be mixed in a self-propelled mixing machine equipped with a continuous flow pug mill capable of accurately delivering and automatically proportioning the aggregate, emulsified asphalt, water and additives to a double shafted, multi-blade pug mill mixer capable of minimum speeds of 200 revolutions per minute.
A minimum of two operational mixing machines of 12 cubic yard capacity, or larger, shall be maintained on the project. The slurry seal retention time in the pug mill shall be less than three seconds. No retention of mixed slurry seal shall be allowed within the pug mill by gate shut-off or other mechanical means. The mixing machine shall have sufficient storage capacity of aggregate, emulsified asphalt, and water to maintain an adequate supply to the proportioning controls.
The mixing machine shall be equipped with hydraulic controls for proportioning the material by volume to the mix. Each material control device shall be calibrated, properly marked, preset and lockable at the direction of the Engineer. The mixing machine shall be equipped with a water pressure system and nozzle type spray bars to provide a water spray immediately ahead of the spreader box.
The mixing machine shall be equipped with an approved fines feeder that provides a uniform, positive, accurately metered, pre-determined amount of a mineral filler, if used, at the same time and location that the aggregate is fed.
The slurry mixture shall be uniformly spread by means of a controlled spreader box conforming to the following requirements:
The spreader shall be capable of spreading a traffic lane width and shall have strips of flexible rubber belting or similar material on each side of the spreader box and in contact with the pavement to prevent loss of slurry from the box. The box shall have baffles, or other suitable devices, to insure uniform application on super-elevated sections and shoulder slopes. Spreader boxes shall be maintained in such a manner as to prevent chatter (wash boarding) or other surface defects that will affect the aesthetic value of the finished slurry seal mat.
The rear flexible strike-off blade shall make close contact with the pavement and shall be capable of being adjusted to the various crown shapes so as to apply a uniform slurry seal.
Slurry mixture, to be spread in areas inaccessible to the controlled spreader box, may be spread by other approved methods.
Placing
The slurry seal shall not be placed if either the pavement or the air temperature is below 55 degrees F (13C) and falling, but may be applied when both the air and pavement temperature is 45 degrees F (7C) or above and rising. The mixture shall not be applied if high relative humidity prolongs the curing beyond a reasonable time.
Before placing the slurry seal, the pavement surface shall be cleaned by sweeping, flushing or other means necessary to remove all loose particles of paving, all dirt and all other extraneous material.
48 hours prior to the slurry seal operations, the contractor shall notify all residents, businesses and agencies with an approved written notice detailing the streets and limits of work to be done along, with the hours of work. The contractor shall also post all streets with temporary "No Parking - Tow Away" signs at 50 foot staggered intervals. These signs shall also state the day of the week and hours of no parking.
Immediately before commencing the slurry seal operations, all surface metal utility covers (including survey monuments) shall be protected by thoroughly covering the surface with an appropriate adhesive and paper or plastic. No adhesive material shall be permitted to cover, seal or fill the joint between the frame and cover of the structure. Covers are to be uncovered and cleaned of slurry material by the end of the same work day.
Hand tools shall be available in order to remove spillage. Ridges or bumps in the finished surface will not be permitted. The mixture shall be uniform and homogeneous after spreading on the existing surface and shall not show separation of the emulsion and aggregate after setting.
Adequate means shall be provided to protect the slurry seal from damage from traffic until such time that the mixture has cured sufficiently so that the slurry seal will not adhere to and be picked up by the tires of the vehicles.
For the purpose of this project, the construction zone is defined to include all stockpile staging areas and travel routes to/from streets where the slurry seal is to be applied.
The Contractor shall abide, at all times, to the Manual on Uniform Traffic Control Devices (MUTCD) for Construction and Maintenance in Work Zones as applicable to this project.
Any deviations shall not be made without prior written approval from the Contracting Officer.
Payment
The contract price for slurry seal shall include full compensation for furnishing all labor, materials, tools, equipment and incidentals and for doing all the work involved in the furnishing and placing of the slurry seal complete in place, including cleaning the surface and protecting the slurry seal until it has set, all as shown on the plans, as specified in these specifications and as directed by the Contracting Officer.
4.2.5 Install Paint Markings
a. Paint shall be applied to clean, dry surfaces and only when the air and pavement temperature are above 50° Fahrenheit and less than 95° Fahrenheit. Paint temperature shall be maintained within these same limits. Paint shall be applied pneumatically with approved equipment rate of coverage specified. The contractor shall provide guide lines and templates as necessary to control paint application. Special precaution shall be taken in marking numbers, letters, and symbols. Edges of markings shall be sharply outlined. The paint shall be homogeneous, easily stirred to a smooth consistency, and shall show no hard settlement or other objectionable characteristics during a storage period of 6 months. Paint for Roads and Streets shall conform to FS A-A-2886, FS TT-P-1952 or High Build Acrylic Coating (HBAC), color as indicated/selected, color as indicated.
b. Two (2) coats of paint shall be applied.
c. Pavement marking paints shall comply with applicable state and local laws to ensure compliance with Federal Clean Air Standards. Paint shall conform to the restrictions of the local Air Pollution Control District.
i. Certificate needs to be submitted stating that proposed pavement marking paint meets the Volatile Organic Compound (VOC) regulations of the local Air Pollution Controlling District having jurisdiction over the geographical area in which the project is located.
ii. Colorado Department of Transportation (CDOT) Standard is allowable as an alternate pavement marking specification. Submittal must be approved by the Contracting Officer.
d. Waterborne & Durable Waterborne Paint:
i. Reflective markings: Pigmented binder shall be applied evenly to the pavement area to be coated at a rate of 105 plus or minus 5 square feet per gallon (each coat). Minimum thickness of all striping shall be 25 mil.
4.2.6 Install Thermoplastic Markings
a. All thermoplastic compounds shall be “Flametape Performed Thermoplastic Hot Tape” (shaped by manufacture) method unless otherwise approved by the CO. Flametape Thermoplastic shall be applied in accordance to manufacture’s specification. Contractor must provide qualifications of personnel showing they are approved applicator.
b. Thermoplastic pavement markings shall be placed upon dry pavement; surface dry only will not be considered acceptable condition. At the time of installation, the pavement surface temperature shall be a minimum of 40° Fahrenheit and rising. Thermoplastics, as placed, shall be free of dirt or tint.
i. Surface areas of new portland cement concrete pavement and decks that are to receive markings shall be sandblasted prior to placement of the pavement marking. The amount of sandblasting shall be sufficient to remove all dirt, laitance, and curing compound residue.
ii. The surface areas of new asphalt pavement, existing asphalt pavement, and existing concrete pavement that are to receive markings shall be cleaned with a high pressure air blast to remove loose material prior to the placement of the pavement marking. Should any pavement become dirty, from tracked mud ect. as determined by the CO, it shall be cleaned prior to placement of pavement marking.
c. Longitudinal Markings: All centerline, skipline, edgeline, and other longitudinal type markings shall be applied with a mobile applicator. All special markings, crosswalks, stop bars, legends, arrows, and similar patterns shall be placed with a portable applicator, using the extrusion method.
i. Apply thermoplastic at a minimum thickness of 100 mil for all longitudinal pavement markings on new surface treatments when no other durable markings exists.
ii. Apply thermoplastic at a maximum thickness of 90 mil for all longitudinal pavement markings on HMAC when no other durable markings exists.
d. Primer: After surface preparation has been completed, asphalt and/or concrete pavement shall be primed. The primer shall be applied with spray equipment. Primer materials shall be allowed to “set-up” prior to applying the thermoplastic composition. The asphalt concrete primer shall be allowed to dry to a tack free condition, usually occurring in less than 10 minutes. The Portland cement concrete primer shall be allowed to dry in accordance with the thermoplastic manufactures recommendations. To shorten the curing time of the epoxy resins an infrared heating device may be used on the concrete primer.
i. Asphalt Concrete Primer: Primer shall be applied to all asphalt concrete pavements at a wet film thickness of 0.005 inch, plus or minus 0.001 inch 265-400 square feet per gallon.
ii. Portland Cement Concrete Primer: Primer shall be applied to all concrete pavements (including Concrete Bridges Deck) at a wet film thickness of between 0.04 to 0.05 inch 320-400 square feet per gallon.
e. Markings: After the primer has “set-up”, the thermoplastics shall be applied at temperature’s no lower than 375° Fahrenheit nor higher than 425° Fahrenheit at the point of deposition. Immediately after installation of the marking, drop-on glass spheres shall be mechanically applied so that the spheres are held by and imbedded in the surface of the molten material.
| i. | Extruded Markings: All extruded thermoplastic markings shall be applied at the specified width and at a thickness of not less than 0.125 inch nor more than 0.190 inch. |
| ii. | Sprayed Markings: All sprayed thermoplastic markings shall be applied at the specified width and the thickness range; Centerline markings shall be applied at a wet thickness of 0.090 inch, plus or minus 0.005 inch, and edgeline markings at a wet thickness 0.060 inch, plus or minus 0.005 inch. |
iii. Reflective Glass Spheres: Immediately following the application, reflective glass spheres shall be broadcast onto the molten thermoplastic marking at a rate of 7-8 lbs per gallon of paint. Glass spheres will be evenly dispersed to a wet film thickness of 0.38mm (15 mils); AASHTO, M248-1, 1.2.1
f. All cross walks, turn arrows, and stop bars will be burnished by grinding method and replaced with “Flametape Performed Thermoplastic Hot Tape”. “Flametape” thermoplastics will be recessed into pavement. Finished product will produce a near flush finish. All cross walks shall have a slip resistant surface. Upon application the material shall provide a minimum static coefficient of friction of 0.6 when tested according to ASTM C 1028 (wet and dry), and a minimum static coefficient of friction of 0.6 when tested according to ASTM D 2047. These anti-skid/anti-slip elements must have a minimum hardness of 8 (Mohs scale).
g. Pavement markings, including plastic tape, shall be removed in the areas shown in the drawings. Removal of the markings shall be complete as possible without damage to the surface. Aggregate shall not be exposed by the removal process. After markings are removed, the cleaned pavement surfaces shall exhibit adequate texture for remarking as specified. Contractor shall demonstrate removal of the pavement marking in an area designated by the Contracting Officer. The demonstration area will become the standard for the remainder of the work.
4.2.7 Signs and Posts:
a. Signs: Sign reflectivity and heights shall conform to MUTCD and CDOT standards. The contractor shall fabricate the signs in accordance the most current version of Colorado Department of Transportation Standard Specification for Road and Bridge Construction, the Standard Alphabets for Highway Signs, and Standard Highway Signs as published by the FHWA, and the Colorado Supplement to Standard Highway Signs. The backside of all signs will have “Schriever” brown backing that matches existing Schriever AFB signage. Apply a durable preprinted label on the back of the new signs that displays the year and month the signs were installed. Artwork and sign details shall be submitted for government approval. Sign posts shall be set in a 12” diameter by 3’ deep concrete footing. The upper post shall be a 2”x2” perforated galvanized square tubing (12 gauge). The lower post shall be a 2 ¼” x 2 ¼” perforated galvanized square tubing (12 gauge) which is embedded in the concrete footing. Two 3” x 3/8” bolts with locknut (zinc plated) shall secure the upper post to the lower post.
4.2.8 Traffic Control
a. Standard work hours under this contract are Monday through Friday, 7:00 a.m. to 4:00 p.m. Mountain Standard Time (MST). Upon written request from the Contractor, the CO may grant permission to deviate from the standard work hours on a case by case basis. Request to the CO for non-standard work hours shall be requested at least 48 hours in advance. In addition to non-standard work hours, the Contractor shall not work on federal holidays without written approval from the CO. The contractor shall provide a parking lot phasing plan which maintains sufficient parking for the building facility while other areas are closed for construction. Weekend work and work after standard work hours will be considered for this project with advance written approval. No streets shall be closed during construction.
b. Prior to commencement of work, the Contractor shall submit a Traffic Control Plan, and a Method of Handling Traffic, for each phase of construction.
c. The Traffic Control Plan shall include any and all required advance signage, channelizing devices required, barricades, flaggers, shuttle bus detour and/or alternate turn-around routes, and a means for inspecting and maintaining traffic control during off hours.
d. Traffic control plans shall also include installation of any and all temporary fencing, and limitations affecting pedestrian traffic.
e. If demolition or construction operations pose a safety hazard to pedestrians, handicap access and/or vehicles in the vicinity, appropriate measures will be taken to eliminate the hazard.
f. Suitable warning signs shall be placed near the beginning of the worksite and well ahead of the worksite for alerting approaching traffic from both directions. Small markers shall be placed along newly painted lines or freshly placed raised markers to control traffic and prevent damage to newly painted surfaces or displacement of raised pavement markers. Painting equipment shall be marked with large warning signs indicating slow-moving painting equipment in operation. The Manual on Uniform Traffic Control Devices (MUTCD) for Streets and Highways and local jurisdictional requirements shall be used for guidance for traffic control procedures.
g. The Contractor shall prevent traffic from crossing a wet stripe. Stripes which have been marred or picked up by traffic before they have dried shall be repaired at the Contractor’s expense. Removal of the paint from the vehicles that crossed wet paint shall be at the contractor’s expense.
h. A two week notice will be given and approved by the CO before closing off any section of the roadways or parking lots.
i. All traffic control plans including pedestrian traffic will be approved by the Contracting Officer prior to implementation.
4.2.9 Utility Locates
a. A Form 103 BCE Work Clearance Request form is required prior to execution of any work. The 50 CES Project Manager will initiate and process the 103 Work Permit. The Contractor shall be responsible for contacting UNCC Locates at 1-800-922-1987 and obtaining mark-outs and clearances from Commercial Utility Companies (Telephone, Gas, Electric, Water and Sewer). The contractor shall provide proof from the respective utility company that the site is cleared for construction. The Contractor shall be responsible to preserve any and all utility locate markings, and is ultimately responsible for identifying and avoiding contact with existing utilities. This shall include taking any and all additional measures to ensure that utility locate markings are preserved as best field management construction practices allow.
b. All Schriever AFB utility locates will be accomplished using best available information including: pavement markings, installation utility maps, and as-built drawings.
c. It is the Contractors responsibility to be aware of utilities within the project area. The Contractor will be responsible for damages caused to base infrastructure utilities as a result of construction activity.
d. The Contractor shall, upon any and all breaches of base infrastructure utilities, notify the base fire department or appropriate utility of any immediate hazard, critical leak, or outage caused as a result of construction.
4.2.10 Project Schedules and Updates
a. The contractor shall be required to submit weekly project schedule updates. Project updates shall clearly note project progress, project time count, project milestones, material lead times, and tentative/adjusted finish dates. A two week look ahead schedule shall be submitted with the weekly project schedule update.
b. Items to be included in the contractors’ progress schedule include, but not limited to:

4.2.11 Materials Testing/Quality Assurance
a. The contractor will be required to secure and coordinate all project related materials testing to include in-situ soil density testing and compaction testing. Concrete testing shall be per ASTM standards, and include, as a minimum, air content, temperature, slump, and compressive strength. The 50 CES construction inspector shall be given the opportunity to accompany the contractors’ representative to observe all materials testing practices.
b. All completed layout, test submittals, and project schedules shall be reviewed internally for completeness prior to submittal to Schriever AFB 50 CES Engineering.
4.2.12 Additional services incidental to the work including, but not limited to:
a. Installation and removal of all temporary fencing as needed to secure the construction work zones.
b. Construction surveying/layout.
c. Protection of existing irrigation. If irrigation equipment is encountered and is in conflict with the items of work, the irrigation equipment shall be relocated and/or replaced in kind, to accommodate the work.
d. Backfill and compaction. All curbs, gutters and excavations shall be backfilled with select fill.
e. Final project clean up.
f. Submittal of “as-built” drawings and close out submittals per Form 66 requirements.
g. All other items incidental to completion of the work in its entirety.
h. The Contractor shall return all areas affected by construction activities, both within and outside the scope of this project, to their previous existing condition, to include site cleanup, repair of damaged real property, restoration and establishment of native vegetation, and removal of any and all construction refuse generated.
4.2.13 Construction Water. All construction water shall be obtained from the water fill station at Building 826. 50 CES will provide an access code and instructions for using the water fill station. The water fill station will meter the amount of water used. Fire hydrants shall not be used unless expressly authorized, in writing, by the Contracting Officer.
4.3 PROJECT DRAWINGS

The CDOT Standard Details included in the Project Drawings are included for the contractor’s convenience. All work shall be accomplished in accordance with CDOT Standard Specification for Road and Bridge Construction. Other applicable CDOT Standard Drawings not included in the Project Drawings are required.
4.4 SPECIAL CONDITIONS/REQUIREMENTS
4.4.1 A Bid Tabulation Form is included. This bid tabulation lists the only pay items to be used for this contract. If the contractor believes that additional line items are necessary for completion of the required work, they may add them to the proposal sheet and attach a clear explanation for the additional line item(s). The contractor is to propose the quantities/amounts to cover all costs to complete the project. The proposal sheet will be used by the Government for purposes of evaluation of the proposal(s).
4.4.2 All construction work shall be subject to stoppages and delays due to critical SAFB mission requirements.
4.5 GUIDES & REGULATIONS
4.5.1 The construction specifications for this contract are the Colorado Department of Transportation (CDOT) 2011 Standard Specifications for Road and Bridge Construction, with all published Standard Special Provisions, with the following exceptions: Sections 100, 102, 103, 104, 105, 107, 108, and 109. Division 01 – General Requirements are provided as attachments to the Statement of Work, as follows:

4.5.2 The project shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration.
4.5.3 The Contractor must comply with the SAFB Overarching Environmental Specifications, which outlines provisions to help ensure Contractor compliance with environmental law. Include a Spill Prevention and Response Plan with every project. See Section 01 57 20_00 10 of the Specifications.
4.6 AS-BUILTS & DRAWINGS
4.6.1 GIS and CAD Requirements
Geographic Information System (GIS) Data All GIS deliverables will be provided in an ArcGIS 10.x geodatabase using the SDSFIE 3.0 USAF adaptation. The SDSFIE standards and tools can be found at ttp://www.sdsfieonline.org/. Any alterations or additions to the SDSFIE standards need to be approved prior to delivery of the personal geodatabase by the GeoBase Program Manager at Schriever AFB. The GIS data delivered will need to be projected to both NAD 1983 State Plane Colorado Central FIPS 0502 US Feet and Geographic Coordinate System WGS 84. Duplication of this data in both coordinate systems assures compliance with both DoD and State standards.
Common Installation Picture (CIP) The CIP is the standard USAF geospatial data set that depicts facilities and physical features on an installation. The CIP is comprised of georeferenced vector layers in a digital format with related attribute information.
CIP vector layers shall include those features that generally depict installation facilities and physical features including, but not limited to: structures, paved surfaces, improved surfaces, hydrography, and boundaries.
Mission Data Sets (MDS) MDS is the standard USAF geospatial data set that depicts thematic mapping layers such as utility systems or environmental features on an installation. Examples of utility systems attribute fields include, but are not limited to manufacturer, year installed, depth, disposition, use, size, material, and condition.
CAD - Civil Drawings All CIVIL drawing data will comply with the AEC CAD Standard Release 5.0 currently being used by Schriever AFB, Civil Engineer Squadron. All as-built drawing shall be delivered on a CDROM/DVD in both *.PDF and *.DWG format. All sheets should be converted to PDF by their discipline. All DWG files should be projected to both NAD 1983 State Plane Colorado Central FIPS 0502 US Feet and Geographic Coordinate System WGS 84. Duplication of this data in both coordinate systems assures compliance with both DoD and State standards. All civil drawings shall clearly indicate survey site control monuments for basis of bearings and distance.
The *.DWG file delivered shall be created using AutoCAD Map 3D 2014. Accuracy level of data provided shall be +/- .02 feet. All Civil drawings shall reflect mean combination ground to grid factor, be printed upon any calculation sheets anytime ground (modified) State Plane Coordinates are used, and be noted in the bearing source statement. Digital media must have an external label listing the name of the project and contract number and the words “As-Built Record Set”. The *.DWG’s shall be bound and have no external references. When opened the *.DWG’s shall be seen exactly as they should be plotted. Include any symbol libraries, font libraries, color tables, pen tables, plot configuration files, user command files, etc. necessary for a complete project. Compress, reduce, and/or purge all files using the appropriate utilities. All *.CTB and *.PC3 files shall be supplied if used on the project.
5.0 PERFORMANCE PERIOD
A Period of Performance of Ninety (90) Calendar days will be allowed from the execution of the Contracting Officer’s (CO) Notice To Proceed (NTP). The Period of Performance includes processing all required submittals, installation of all components, testing, submission of as-built drawings, and lead time for any ordered materials. The Performance period includes twenty one (21) calendar days for approval of all preliminary submittals, plans, and permits.
Any and all project delays shall be addressed on an as-needed basis, and any requests for contract time extension shall be provided, in writing, to the contracting officer for consideration by the 50 CES project manager.
If the work period extends into periods of unsuitable weather, the project may be suspended for Winter Exclusion.
5.1 WORK HOURS
Standard work hours under this contract are Monday through Friday, 7:00 a.m. to 4:00 p.m. Mountain Standard Time (MST). Upon written request from the Contractor, the CO may grant permission to deviate from the standard work hours on a case by case basis. Request to the CO for non-standard work hours shall be requested at least 48 hours in advance. In addition to non-standard work hours, the Contractor shall not work on federal holidays without written approval from the CO.
6.0 MEETINGS
The time and place of meetings shall be determined by the CO. Project meetings shall include, at a minimum, the contracting specialist and the Project Manager.
6.1 KICK-OFF MEETING
The contractor shall attend one pre-construction (kickoff) meeting at Schriever AFB. A pre-construction meeting will be held at the Contracting conference room within two (2) weeks after the award.
6.2 PRE-CONSTRUCTION SITE SURVEY
The Contractor, prior to the start of any on site construction activities, shall conduct a condition survey with the Contracting Officer and the 50th CES Project Manager, after which the Contractor shall note the condition of trees, shrubs, grassed areas, concrete, and any structural damage that may exist immediately within or adjacent to work site. Damaged landscaping, equipment, and/or real property not identified during the pre-construction survey shall be the contractor’s responsibility to correct prior to contract close-out.
6.3 PROGRESS MEETINGS
Weekly progress meetings shall be held. The contractor shall provide the weekly project schedule updates prior to the weekly progress meeting for discussion. These meetings will cover the progress made in the past period and will include any pertinent issues which could affect future contract progress. The Contractor will be responsible for providing Progress Meeting Minutes within (3) business days of the conclusion of the meeting.

7.0 CONTRACT COMPLETION
7.1 DELIVERY & WARRANTY
The Contractor shall complete all requirements prior to final inspection. Following final inspection, all drawings, O&M Manuals, and CDs shall be delivered to the CO within (14) calendar days.
7.2 PRE-FINAL INSPECTION
The Contractor shall conduct a pre-final walk through inspection with Base personnel and publish the pre-final inspection findings in a pre-final inspection (punch list) report. The Contractor shall include a draft DD Form 1354, Transfer and Acceptance of Real Property to the Contracting Officer for review.
7.3 FINAL INSPECTION
The Contractor shall conduct a final inspection with base personnel and publish the findings in a final inspection report. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection (punch list) report. A final inspection shall not be performed until the pre-final inspection (punch list) report has been resolved. At the final inspection, the Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the Base Civil Engineer (BCE) or other appropriate organization for signature and acceptance, if required.
Final acceptance: After final “as-built” drawings have been submitted and approved by the CO, and approved site clean-up the contractors work will be complete.

APPENDICES
Appendix 1: DELIVERABLES
The Contractor shall provide submittals to the CO via the IMT Form 3000. A list of deliverables needed for approval can be found on the Project Submittal Form AF-66. This list of submittals is not all-inclusive; other submittals and forms may be required. Any submittal that will be in electronic format shall use a version that is compatible with the Government’s 2010 version of Microsoft Word, Excel, Adobe Acrobat, and AutoCAD. All deliverables shall also be dated.
Task Project Work Plan (Deliverables)
