Performance Work Statement (PWS)

Section I: Description of Services/General Information

1. Vision Statement

Provide Shuttle Bus Service from the Aragon Dining Facility (DFAC) building 1160, Peterson Air Base (PAFB) CO to the 50th Space Wing Headquarters (50 SW/HQ) building 210, Schriever Air Force Base (SAFB) CO and North Entry Control Facility (NECF) building 200, SAFB CO. It is expected that this service will accommodate up to 25 people per trip from the hours of 0530- 2330 Monday through Friday except for holidays and family days as identified by the Air Force Space Command Commander. This shuttle service is used to support dorm residents and Technical Training School students only assigned to SAFB CO. Personnel not meeting the above criteria are not authorized to use this shuttle service (i.e. Base housing residents or civilian/contractor personnel attempting to use as a “Park-N-Ride” service).

1.1 Background

SAFB does not maintain the organic capability to provide shuttle bus service for personnel assigned to the SAFB living at PAFB. Dormitory personnel and Technical Training personnel who reside at PAFB require bus transportation to and from SAFB, Monday through Friday at the times listed in paragraph 1.2.

1.2 Scope

Notes:

- Shuttle Bus service will run Monday through Friday but will not run on weekends, holidays, or family days. A notification of the holidays and family days will be provided on 1 December of the current year for the upcoming year.

- Shuttle bus service will run as scheduled during weather delays/early release but will not run if SAFB and/or PAFB is closed due to bad weather.

1.2.1 Location and Hours of Work

Accomplishment of the results contained in this PWS requires work at PAFB and SAFB respectively. Normal workdays are Monday through Friday except for US Federal Holidays listed below, AFSPC Family Days, and weekends.

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed.

1.3 General Requirements

The Contractor shall provide the following:

1.3.1 Equipment

Appropriate vehicle conveyance able to transport up to 25 passengers at designated Bus Schedule Times as outlined in paragraph 1.2.

All contractor provided equipment shall have environmentally controlled capabilities (Heating and Air-Conditioning)

1.3.2 Equipment Maintenance

Contractor shall be responsible for all maintenance, repair and safety inspections of vehicles providing services under the agreement, as required by Federal, State, and local laws, rules, regulations, ordinances, directives, and guidance as prescribed in AFI 24-302 paragraph 1.11.

In the event that a bus becomes inoperable when scheduled to transport or while transporting passengers, the contractor will immediately dispatch a replacement bus if the estimated time of repair/replacement exceeds 20 minutes also notify COR or CO. Passengers shall not wait more than one hour from the time of bus breakdown until the arrival of alternate transportation.

Substitute service is provided by the contractor with no additional cost to the Government. The contractor shall submit a Delay Report in accordance with section 1.7 of the PWS.

1.3.3 Vehicle Operators

All drivers must have the following qualifications and provide supporting documentation in accordance with AFI 24-301 paragraph 8.1.2:

a. Be fully qualified under the laws of the State of Colorado as a Class C licensed driver

b. Have received, at the very least, the minimum training required by State of Colorado and submit evidence of such training prior to providing services under the Agreement.

c. Comply with all applicable Federal, State and local laws, rules, regulations, ordinances and directives, and maintain all required licenses and permits as required by the State of Colorado, Department of Revenue, Division of Motor Vehicles.

d. All supporting documents for the criteria listed above will be provided for each driver to the COR within 24 hours of appointment.

1.3.4 Vehicles

In accordance with 10 U.S.C. 2534, multi passenger motor vehicles used in performance of this contract must be manufactured in the United States or Canada. The contractor shall provide a sufficient quantity of busses that will be serviced so as to be in proper safe operating condition, the interior and exterior thoroughly cleaned, and air-conditioning. All seats will be supported and padded to optimize rider comfort. Seats, aisles, overhead racks, temperature control and lighting will be in accordance with Contract and Charter Bus Transportation Standards of Service Pages 27, 28 And 29 (http://www.defensetravel.dod.mil/Docs/BusAgreement.pdf ).

Smoking shall not be permitted on the vehicles at any time. The contractor will keep the equipment clean, orderly, and in a good state of repair. The Government may refuse to accept vehicles that are unsafe, unclean, have an offensive odor, or provide unsatisfactory passenger comfort.

1.3.4.1 Vehicle Radios

All vehicles will have radios permitting communication with other vehicles used in performance of this contract.

1.3.5 Vehicle Inspection Report

The contractor shall provide copies of the driver’s daily vehicle inspection report for each vehicle used in the performance of this contract in accordance with 49 CFR 396.11, 396.11 Driver vehicle inspection report(s) upon request by the COR or CO in accordance with AFI 24-302 paragraph 10.7.

1.4 Non-Personal Services

The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to or prepare work schedules for contractor employees. The contractor shall manage its employees and to guard against any actions that are of the nature of a personal service or give the perception of a personal service. If the contractor believes that any action constitutes or is perceived to constitute a personal service it shall be the contractor's responsibility to notify the COR and Contracting Officer (CO) immediately.

1.4.1 Business Relations

The contractor shall manage the timeliness, completeness, and quality of problem identification.

The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations.

1.4.2 Contract Management and Administration

The following subsections specify requirements for contract, management, and personnel administration.

1.4.3 Contract Management

The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at SAFB.

1.4.4 Contract Administration

The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support the contract. The contractor shall respond to Government requests for contractual actions within 24 hours to support operations at SAFB.

1.5 Contractor Qualification

The contractor shall possess/maintain approval carrier status by the Defense Travel Management Office (DTMO) (formerly known as Headquarters, Military Surface Deployment and Distribution Command (SDDC)) as evidenced by the list of DTMO-approved DoD bus carriers at http://www.defensetravel.dod.mil/Docs/BusAgreementPOCs.pdf IAW Department of Defense Financial Management Regulation 7000.14-R, Volume 10, Chapter 13. Failure to maintain the DTMO-approved status for the entire period of performance is a violation of the contract terms and may result in contract termination for cause.

1.6 Performance Requirements

The following section specifies the Performance Objectives and Performance Elements for the contract.

1.7 Delay Report

When a delay of 20 minutes or more occurs at any point in the movement for any reason, the contractor will immediately verbally inform the COR. Furthermore, the contractor shall provide a written report in accordance with the information requirements of paragraph IV-18 and IV-19 of the Military Bus Agreement, (http://www.defensetravel.dod.mil/Docs/BusAgreement.pdf ) on the following work day to the COR and the CO. The report will contain the following information:

• Delay at origin: provide actual departure time and place.

• Delay at destination: provide actual arrival time and place.

• Reason for the delay.

• Corrective action taken.

1.8 Security and Safety:

This section describes the security and safety for this effort. The following sub-sections provide details of various considerations on this effort.

1.8.1 Security and Base Access

The contractor shall comply with all requirements and procedures IAW AFFAR 5352.242-9000, contractor Access to Air Force Installations. A copy of the SAFB and PAFB Base Access

Request forms will be provided at the pre-performance conference or provided by Contract Administrator upon request. The contractors shall submit completed forms to the COR and CO for processing. All personnel requesting access to SAFB and PAFB will be required to present the Base Access Request forms a valid driver’s license along with one other valid form of identification and pass a background check at the SAFB and PAFB Visitor Control Centers prior to being granted access into base. All driver’s and replacement drivers will accomplish this within 7 work days of the driver’s start date.

1.8.2 Vehicle Inspection

The contractor shall ensure all runs allow approximately 5 minutes per bus for the 50 SW Security Forces Squadron (SFS) to conduct a vehicle inspection of the interior and exterior areas of the bus before personnel can be transported onto SAFB. The Government reserves the right to inspect the contractor's vehicles prior to contract award and the right to inspect the contractor's vehicles at any time during performance of the contract

1.8.3 Key Personnel Listing

The contractor will record, maintain, update, and provide a complete and comprehensive master listing of driver personnel used in the performance of the requirements of this contract and requiring access to PAFB and SAFB. The contractor shall submit the master listing to the COR and CO. Each contractor personnel must fill out a SAFB vehicle access request (attachment 2) and pass a National Criminal Investigation Check (NCIC). Additionally, each employee must adhere to all policies and procedures applicable to PAFB and SAFB access prior to gaining access to either installation.

1.9 Safety

The contractor shall comply with all safety regulations and procedures. The contractor shall maintain and provide a copy of a written safety plan to the 50 SW safety office prior to start of work IAW AFPAM 91-210 6.4. Upon request, contractor shall provide OSHA 300 and 301 logs to the safety office for mishaps occurring on the installation. Any mishaps involving damage to government property or injury to government personnel shall be immediately reported to the base safety office. The contractor shall submit a written report within 5 work days of each occurrence and in accordance with the information requirements of paragraph II-11 of the Military Bus Agreement to Contracting Officer Representative and the Contracting Officer. The contractor shall not disclose to the public the names and extent of injury or death of passengers, pending notification of the next of kin by the Government. The contractor may make announcements about its’ own employees. Contractors, whether regularly involved in routine site operations or engaged in temporary projects must follow all federal and state safety standards. (A001: Safety Plan)

1.10 Environmental Requirements

The contractor will not dump, discharge, or permit leaks of any fuel, lubricant, coolant, solid waste, water, or trash while on Department of Defense property. Vehicle emissions will comply with those in effect for the State of Colorado

1.11 Quality

This section describes the Quality Control components for this effort. The following sub-sections provide details of various considerations on this effort.

1.11.1 Quality Control Plan (QCP)

The contractor shall employ a commercial quality control program and procedures to identify, prevent, and ensure non-reoccurrence of defective services. Through implementation of the contractor’s quality control program and procedures, the United States Air Force shall receive quality services meeting the requirements of the contract. The contractor shall develop a QCP and maintain an effective commercial quality control program to ensure services are performed in accordance with the contract and this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractors QCP are the means by which they assure that all work complies with the requirement of the contract. The finalized QCP will be accepted by the Government at the time of the award of the contract. The CO may notify the contractor of required modifications to the plan during the period of performance. The contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the CO. Any modifications to the program during the period of performance shall be provided to the CO for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Governments review and approval. The Government may find the QCP "unacceptable" whenever the contractor’s procedures do not accomplish quality control objective(s). The contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable." The Government shall monitor the Contractors performance under this contract in accordance with the Governments QASP. (A002: Quality Control Plan)
