In order to complete an accurate and detailed proposal for Buckley AFB, one would need to understand the number of electrical assets of the specified facilities. Typically, an accurate electrical one-line diagram can most nearly be used or a customer provided bus count. One or the other but not both at a minimum will be needed.

CE/SCS will provide one-line drawings with start and stop points.

Under section 1. Description of Arc Flash Assessment Services, 1.5 Labeling: Label requirements specified looks to be outdated, “which would be orange for H/R Category 0 to 4 or red for H/R above Category 4. NFPA 70E 2015 Standard requires incident energy or categories on the labels but not both.

Please clarify which label standard we shall use and it is recommended to implement per NFPA 70E 2018 Standard, recently released.

Use the most current standard. Use stickers.

Page 37 of 37 section 2 Deliverables, #5 ‘Report Delivery with Consultation on Results’ please clarify consultation on results if it is onsite or a telecon.

This will be onsite.

Page 37 of 37 section 2 Deliverables, #8 ‘All work and products delivered within 60 days’ please clarify if the 60 days include the onsite data collection or just reporting after the onsite data collection work is complete.

The PoP will be extended to 90 days instead of 60 days.

Have previous arc flash/short circuit/power coordination studies/analysis been performed on the listed building? If so, are these reports available for review prior to the bid/proposal?

Yes and once we receive the reports from 460 Civil Engineer Squadron we will distro those.

Are the buildings listed in the PWS restricted access buildings, or located in a restricted area? If escorts are required to access the building and to perform the necessary data collection, will the government furnish the escorts, or does the contractor have to provide the escorts and include escort time/hours/effort with the submitted bid/proposal?

Buildings are in a restricted area however, escorts will be provided upon award.

Section 2 Line Item 2 of the PWS lists an ‘Appendix A’. This appendix is not included with the solicitation. Please provide Appendix A for review.

There is no Appendix A. This will be updated with a revised PWS and an amendment to the RFQ.

Please indicate the format the building drawings are available in, such as .PDF’s, .TIF’s, .DWG’s, .DFX’s, hard copies only. The different available drawings formats will affect the effort to produce the new drawings required by the PWS.

When the 460 Civil Engineer Squadron

Are existing one line electrical drawings available of each building? If so, please provide.

All/any existing drawings will be provided by 460 SCS and 460 CES.

Do you know the quantity of electrical equipment items to be included in the study for each building?

Quantity of electrical equipment items are identified in electrical drawings within marked demarcation points.

Is the study include the medium voltage electrical distribution system (13.2 kV, 12.47 kV, 12 kV, 4160 volt, other voltage) at each site?

CE from Breaker start/stop

Is the study only for low voltage (600 volts and below) at each site?

No, the High Power Amplifiers in the Satellite Readout Stations also need to be assessed (~8.2KV)

What is the smallest motor size that needs to be modeled (eg. 50 HP)?

Older ones are 5 HP newer ones are 10HP

Are the locations close together or is there a long wait to get from one location to the other?

We do not have a map but locations are close together.

What is the drive frequency of the new motors in building 434?

Per SCS, motors are DC voltage driven – not frequency driven.

Extra Notes from 8 Jan 18 Site Visit:

Fuse cutouts should be identified in the one-line drawings.

Interlock cabinets need to be coordinated with SCS because there cannot be a work stoppage.

Technical manuals are available but they are old.

Current software model is easypower.

Generators are out of scope.

Treat survey as a utility and not a generator.

Training is not needed.

When awarded a weekly status email is required on the progress being made.

Workspace and escorts will be provided to vendor.

460 CONF only wants a final quote.

Once the contract is awarded pictures may be taken under certain circumstances. All recording devices must be approved by the Wing.

Include the following when posting the contract – “If any video or photographic documentation is needed during the assessment, Arc Flash assessors will work directly with 460 SCS Security Managers to obtain ‘Authorization to use Prohibited Items within the Restricted Area.’ All equipment with recording capabilities will be subject to search and seizure in order to protect classified systems and information and eliminate any risk to National Security.”
