ARC FLASH ASSESSMENT SERVICE
PERFORMANCE WORK STATEMENT (PWS)
17 January 2018
460 SCS/SCP
SECTION 1. – DESCRIPTION OF ARC FLASH ASSESSMENT SERVICES
1.0. Scope of Work. Arc Flash Risk Assessment & Labeling using the Incident Energy Analysis Method to the standards of OSHA, ANSI, NFPA 70E, IEEE 1584, and NEC. The Arc Flash Program shall consist of:
1. Data Collection of Equipment
2. Electrical One-Line Drawings
3. Engineering Studies
a. Short Circuit Study
b. Coordinated Protective Device Study
c. Arc Flash / Incident Energy Analysis
d. Recommended Solutions for Mitigating Arc Flash Hazards
e. Written Report
4. Arc Flash Labels & Label Application required by all applicable standards listed in 1.0 Scope of Work. Labels will display the flash protection boundary, incident energy, work distance, required PPE level and the shock hazard voltage and boundaries.
5. Report Delivery & Consultation on Results
ARC FLASH ASSESSMENT SERVICES
1. General.
The Contractor shall complete the following objectives:
a. Determine equipment where an arc-flash hazard exists and requires an arc flash analysis / incident energy study.
b. Determine the minimum safe working distance (arc flash boundary) from the equipment where an arc-flash hazard exists.
c. Determine the minimum required Arc Rating for clothing and PPE (Personal Protection
Equipment) to protect workers from shock hazards and second degree burns.
d. Identify opportunities to reduce the arc flash hazard.
e. Implement arc flash and electrical shock warning labels on electrical panels.
f. Inform management and workers of the results.
1.1 Data Collection
Data will be collected on-site by qualified persons (as defined by OSHA and NFPA 70E) in appropriate PPE;
preferably assisted by a qualified facility employee or someone knowledgeable of the plant electrical equipment and facility layout. The equipment to be analyzed includes all the electrical equipment that could create an arc flash hazard requiring PPE as established by IEEE1584. It is assumed that the equipment in the scope of study is installed, operated, and maintained in accordance with manufactures’ instructions or industry recognized standards. The evaluation will include the collection of pertinent electrical data, a detailed arc-flash hazard analysis, a report describing the findings, corrective action recommendations, and arc-flash warning labels for each piece of equipment analyzed.
1.2 Power System One-Line Diagram Development
The Contractor shall develop a power system one-line drawing based on information gathered in the Data Collection phase. Electrical elements and components will be shown by standard industry accepted symbols representing each of the three phases and the connection of the power system with one line. The diagram will represent the actual facility power distribution system and path from the incoming power source to all loads and equipment.
1.3 Engineering Calculations and Hazard Analysis
The Contractor will use data from phase 1 and phase 2 to complete an Arc Flash/Incident Energy Analysis to IEEE
1584 and NFPA 70E standards. This phase is completed and or reviewed by a licensed professional engineer knowledgeable in the use of electrical engineering software and arc flash studies. PTW / SKM or EasyPower software can be used to determine the following:
1. Short Circuit Study
a. Ensure all equipment is properly rated to withstand a short circuit current
b. Determination of system operating modes and conditions that can impact short circuit currents and arc flash hazard energy level
c. Determine bolted fault current
d. Calculate arc fault current
2. Device Interrupt Rating and Evaluation Study
a. Determine if protective devices have adequate interrupting capacity for the available short circuit current
b. Compare calculated values to the device and equipment rating
c. Verify that the equipment is rated to safely handle short circuit currents without creating hazardous conditions
d. Arc Flash Survey/Assessment will be performed on equipment in the following locations:
i. Bldg 432 – Satellite Readout Station 1 – all antenna, equipment, and building hazards
ii. Bldg 434 – Satellite Readout Station 2 – all antenna, equipment, and building hazards
iii. Bldg 436 – Satellite Readout Station 3 - all antenna, equipment, and building hazards
iv. Bldg 437 – MILSTAR EHF Antenna Support Shelter - all antenna, equipment, and building hazards
v. Bldg 438 – AN/GSC-52B MET - all antenna, equipment, and building hazards
vi. Bldg 435 Rm 106 – Satellite Communication Equipment Building - all equipment and building hazards
vii. Bldg 430 – 460th Civil Engineering Power Plant – as outlined in diagrams from
460 CES showing demarcation points.
3. Protective Device Coordination Study
a. Determine “Total Clearing Time” at fault currents
b. Determine probable sequence of which device will open during a fault
c. Find protective device characteristics and arc duration
d. Ensure electrical system reliability and determine if arc flash energy levels can be reduced
4. Arc Flash/Incident Energy Analysis
a. Calculate incident energy
b. Calculate arc flash boundaries
c. Specify arc rating clothing & minimum PPE requirements
5. Recommended Solutions to Problems and Identify Opportunities
a. Inadequate interrupting ratings
b. Improper coordination problems
c. Potentially dangerous arc flash energy
d. Opportunities to reduce hazard/risk category level and level of PPE required
6. Written Analysis Report
a. A written report detailing and documenting the results from the data collection and engineering studies completed. The report includes the methods and standards used for the study and any observations made by the engineering team.
1.4 Report Presentation
The Contractor will deliver the report and a presentation of the results of the engineering studies completed including Arc Flash analysis and recommended solutions for improving the electrical distribution system. The report should be accompanied by program specific single-line diagrams developed during the modeling of the system.
1.5 Labeling
NEC® 110.16 and NFPA 70E 130.5 (D) requirements include placing an arc flash warning label on the equipment.
Labels will meet or exceed the requirements and standards of NFPA 70E equipment labeling. Labels can include any additional information that will help meet other areas of NEC and NFPA 70E requirements of equipment labeling. Labels will have language and color based on ANSI Z535.4, which would be orange for H/R Category 0 to
4 or red for H/R above Category 4.
2 Deliverables The following will be delivered upon report presentation
1. Updated One-Line Electrical Drawings supplied in hard copy & dfx. Format (equipment subject to arc flash analysis only)
2. One hard copy and one electronic copy of an Arc Flash Report Containing:
a. Arc Flash & Electrical Hazard Analysis
b. Short Circuit Analysis
c. Coordination Analysis
d. Recommendations and Corrective Actions Report
e. Copies of Arc Flash Labels for reprinting
f. Weekly Status e-mail on assessment progress
3. 1 Set of Arc Flash Labels
4. Arc Flash Label Application
5. Report Delivery with Consultation on Results
6. Help with OSHA compliance
7. No training required
8. All work and products delivered within 90 days
SECTION 2. – SERVICE SUMMARY
In accordance with AFI 63-138, Acquisition of Services, the Service Summary (SS) section contains only those items considered most important for mission accomplishment.
