These Requests for Information (RFIs) are current as of 17 May 2013. All RFIs must be submitted NLT 17 May 2013 at 4:00PM, MST per the solicitation.

1. Are all 53.98 acres shown in the Work Load Data irrigated with in ground systems? No.

Approximately 49.5 of the improved acres are irrigated. The remaining 4.48 acres of improved are comprised of non-irrigated rock/mulch beds or native grasses that do not require watering but we intend to have maintained at improved levels.

2. How many acres listed as irrigated areas are controlled by irrigation clocks? Approximately

52.7 acres of the improved acres are irrigated with in place irrigation control systems and clocks. Approximately 31 acres of the semi-improved category are irrigated with tree / shrub drip systems and / or tree / shrub drip systems with native grass in place lawn sprinklers.

3. How many acres of the 53.98 acres require manual watering with hoses? When the irrigation systems are working properly, no manual watering with hoses is generally required. If an irrigation system goes down, it is the responsibility of the contractor to provide temporary watering. The contractor may choose the type of temporary watering to be used as long as all PWS requirements are met. Hoses are one acceptable method for temporary watering. Winter or draught watering of trees and shrubs is required if the in place irrigation systems are not sufficient to keep the trees healthy.

4. How many shrubs are to be pruned in the 393.63 acres listed in the Work Load Data? The exact number of shrubs is unknown. Google Earth’s satellite view has a relatively accurate representation. You may also take part in a site visit to estimate or count as needed.

5. What is the makeup of Buckley Seed Mix 1 by species and percentage of each species?

“Natures Choice Lawn Mix” state-certified seed mixture as supplied by Arkansas Valley Seed Company, Longmont, Colorado, or approved alternate. Apply at a rate of 220 pounds (PLS) per acre for drill seeding applications or double rate(440 PLS lbs/acre) for broadcast applications.

Seed Species (percentage by weight): Ephraim Crested Wheatgrass 70% Sheep Fescue 15% Perennial Ryegrass 10%

6. What is the make up of Buckley Seed Mix 2 by species and percentage of each species?

Shortgrass Prairie Seed Mix: State-certified seed mixture as supplied by Arkansas Valley Seed Company, Longmont, Colorado, or approved alternate. Seeding rates shown are rates to be used in drilled applications. Apply at a rate of 20.8 pounds (PLS) per acre for drill seed applications or double rate (41.6 PLS lbs/acre) for broadcast applications.

Seed Species (percentage by weight): Western Wheatgrass 6 Blue grama 1.8 Sideoats grama 2 Buffalograss 6 Little Bluestem 2.0

Perennial Ryegrass 3.0

7. Are there any Government furnished fuel tanks available at the lay down area? No

8. If we are to provide our own fuel tanks then what are the requirements /specifications we need to comply with? If fuel tanks have 55 gallon or more capacity to hold fuel the contractor would need to prepare a site specific Tier 1 SPCC Plan, which includes proper spill containment, spill control, and inspections. A copy of the plan must be provided to COR for review and approval by Elise Sherva 720.847.9077 elise.sherva@us.af.mil , along with copies of the inspection forms. Templates are attached. Alternatively, trucks / trailers with fuel may enter the base, fuel vehicles and exit the base on the same day without a requirement to provide the SPCC plan

9. We notice that the current lay down area is shared by more than one contractor. Will we be allowed to fence off the area used by us and install a lockable gate? No

10. Do you anticipate an extension to the proposal due date of May 29, 2013? No

11. Can we please request a breakout of the current contract values by Base Year, Option Years and any Extensions? The most recent contract ended on 13 January 2013, FA2543- 11-C-0003. No contract is presently in place.

12. Is the solicitation due to contract end or has the next option not been exercised? The previous contract has ended.

13. Do you anticipate any de-scoping of the contract during the Base Year or Option

Years? With the present sequestration and funding issues, the possibility of de-scoping the contract does exist but any certainty of a de-scoping is presently unknown.
