1. DESCRIPTION OF SERVICES.
The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Buckley Air Force Base (AFB) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor’s performance will be based on the Contracting Officer’s (CO) and Contracting Officer’s designated Representative (COR) evaluation and results required by the Service Summary (SS) and not the frequency or method of performance. It is at the contractor’s discretion to determine the levels of frequencies to attain the level of service at the best value unless otherwise specified. The evaluation of results will be based on COR performance assessment, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The contractor shall comply with the Buckley Facilities Excellence Plan (FEP), revisions and applicable federal, regional, state, and local laws and commercial standards.
1.1. MAINTAIN IMPROVED GROUNDS.
Improved grounds are identified in Appendix A and B.
1.1.1. Mow. The contractor shall mow all improved grounds to look well-manicured, with a neat and professional appearance at all times. Maintain grass height between 2 ½ and 5 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area.
1.1.2. Edge. The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds, not less than twice per growing season, so that grass does not spread over hard surfaces. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.
1.1.3. Trim. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, curbs, sidewalks, street edges and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.
1.1.4. Irrigation – Improved.
The contractor shall maintain, adjust, and repair existing lawn irrigation systems during the growing season.
1.1.4.1. Operation of irrigation systems. The contractor shall irrigate improved grounds to maintain the health of the turf ensuring no ponding of water, excessive runoff, etc. This includes lawns, plants, flowers, landscaped areas, and all areas requiring manual watering (see Appendix A and B). Contractor shall position hoses, etc., for manual watering and then remove/store hoses, etc., between waterings to ensure neat, clean appearance of areas. The Contractor is prohibited from connecting to any hydrant within the boundaries of the installation without prior approval. Contact COR for approval coordination. Contractor shall practice water conservation measures whenever possible and shall position all watering systems to avoid overspray onto pavements, sidewalks, roadways, etc. Watering shall follow Aurora City watering recommendations as listed in Appendix F. If daytime watering is necessary, Contractor shall notify the CO or COR of the reason for daytime watering, and the duration daytime watering will be in progress. Irrigation responsibilities also include setup, monitoring, adjusting, etc., of irrigation system computer, clocks/timers, controllers, pumps, etc. Contractor shall be responsible for day-to-day operation of the base-wide automated irrigation system.
Buckley has a centralized master irrigation controller in building 1022. Contractor to manage controller and provide reports to COR monthly.
1.1.4.2. Maintenance of irrigation systems. The contractor shall maintain irrigation systems.
Maintenance includes but is not limited to draining and charging systems, replacing damaged or broken valve devices, solenoids, sprinkler heads, and repair of ruptured pipes. Maintain equipment and systems to be efficient and in good operational working order. Provide COR with monthly schedule for each controller that lists the past month’s operating times and frequencies per zone with scheduled start times. Coordinate with COR to ensure progress towards Air Force water use reduction goals. Existing controllers may be retrofitted or complimented with RF controllers capable of communicating with master controller.

Controller replacement, retrofitting or radio frequency complimenting shall be accomplished by a CO issued work order (see para 1.8 Work Order Establishment). The irrigation system to be maintained and related workload data is identified in Appendices A, B and G.
1.1.4.3. Replacement of irrigation system parts. Replacement of pumps, zone controllers, clocks/timers, master controllers or backflow prevention devices is not included in routine maintenance of irrigation systems, replacement shall be on a case-by-case, reimbursable basis. When replacement of these irrigation system parts is necessary, the Contractor shall submit an estimate to CO and COR that outlines the time and materials required to accomplish the repair. The parts, equipment, and materials required to accomplish the repair shall be in compliance with industry standards. Any work performed on the irrigation system must be accomplished by a fully-trained and certified technician. The Contractor must immediately notify CO or COR when the work necessitates any utility outages to BAFB but must be at a minimum of (2) two weeks prior to outage. Once the work has been completed and approved by COR, the Contractor shall submit an invoice to the CO and COR that outlines the accumulation of time and materials, excluding all profit and overhead costs. If any funding remains after the period of performance has terminated, then the funding will be de-obligated.
1.1.4.4. Back-up Irrigation. During periods of prolonged irrigation system breakdown, vulnerable trees and plantings shall be watered using a hose and/or truck. No vegetation shall be allowed to die because of lack of capability or effort. The COR shall be notified immediately if an irrigation system breaks down and back-up irrigation is required. Also, if an area is considered to be Improved or Semi-Improved Grounds, and an irrigation system is not currently in place, then the area must be watered using alternative methods.
Equipment necessary to accomplish back-up irrigation will be provided by the Contractor. Water can be obtained from Government-approved sources; however, the Contractor shall monitor water usage and provide monthly meter reports to 460th CES/CEOSS Service Contracts Element. Non-potable water sources will not be used at this time.
1.1.4.5. Maintain Backflow Preventers. The Contractor shall ensure all backflow preventers, check valves, and shut-off valves to irrigation systems are inspected, calibrated, certified, and operate in accordance with all applicable State and Federal regulatory standards. The Contractor shall maintain a record of all backflow preventer component calibration, testing, certification, and documentation in accordance with all applicable Air Force Instructions. The Contractor shall provide a copy of all backflow preventer maintenance records annually to the COR (364 days from NTP) and upon termination of contract.
1.1.4.6. Vacuum Breaker Testing and Certification. The Contractor shall ensure that pressure vacuum breakers (PVB’s) testing and certification is accomplished annually. Test and certify PVB’s meet the requirements of ANSI/ASSE Standard 1020. Documentation shall be provided to COR upon completion and shall be maintained by the Contractor accordingly.
1.1.4.7. Perform Spring Activation and Winterization. Contractor to activate and winterize all 460th Space Wing irrigation systems located within the improved and semi-improved areas represented in Appendices B and G. The Contractor shall activate the system after danger of freezing has passed and when necessary for plants, trees and grass to start receiving water. The Contractor shall clean, rebalance, and repair the system as necessary to reestablish the irrigation capability each spring. When required, the Contractor shall shut-off and completely drain and blow out entire irrigation system prior to winter freezing to prevent damage to systems. The irrigation system must be drained and blown out with an air compressor at the outlet side of the backflow preventer. Any landscape damaged during the winterization of the irrigation system shall be returned to its previous state within an appropriate time to accomplish the repair or replacement as determined by the COR. The Contractor shall ensure that the irrigation system is fully-winterized in order to prevent damage to the system when the system is re-activated. The Contractor shall schedule and coordinate the spring activation and winterization of the irrigation systems with the COR.
1.1.4.8. Winter Watering of Trees. The Contractor shall be responsible for the watering of trees, shrubs, etc. during the period in which the irrigation system is winterized to guarantee their survival until activation of the irrigation system in the spring.
1.1.4.9. Periods of Drought. During drought conditions, the Contractor shall ensure that all trees and shrubs in Improved and Semi-Improved Areas receive sufficient water to survive.
1.1.5. Remove Debris/Police Grounds. The contractor shall perform general litter patrol in all areas of improved grounds. Remove and dispose of natural debris, (tree limbs, dry brush, rodent habitats, dead
P a g e | 6 animals, etc.), and man-made debris. Police areas for debris and remove to maintain a neat and professional appearance.
1.1.6. Leaf Removal. The contractor shall remove leaves in improved grounds to maintain a neat and professional appearance. Leaf removal must be completed within 4 days upon issue of the delivery order for this special requirement. At other times remove leaves as a part of the litter patrol to maintain a neat and professional appearance.
1.1.7. Fertilization. The contractor shall have a pH adjustment and fertilizer application program. The contractor shall annually perform a laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass, tree, plant and season as recommended by the Colorado State University Extension Service (www.ext.colostate.edu). Provide test results to COR to average at least two sample locations per building. List results by building number.
Coordinate with COR using test results and Colorado State University Extension Service recommendations to determine optimum amendment and fertilizer application levels. Apply fertilizer and other soil amendments to bring soil condition to that suitable for the vegetation being treated. Apply amendments and fertilizer twice annually (generally spring and fall) unless testing and recommendation, as coordinated with COR, determines once annual application is sufficient.
1.1.8. WEED / PEST CONTROL. The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan in the areas covered by this Grounds Maintenance PWS in a manner that will ensure the health and general well being of installation personnel. The following types of pests are common on this installation and their abatement should be specifically addressed in the IPM plan and used to determine the workload: voles, prairie dogs, rabbits, wasps, bees, beetles, borers, aphids, ants, other rodents, etc. The Contractor shall use only approved pesticides as stated in DoD Instruction 4150.07, DoD Pest Management Program, Encl 4 para 4.2.2, AFI 32-1053, Pest Management Program, para 4.7.4 and
4.7.6. All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure that all workers have current State of Colorado certification for the pest control services being performed.
Control weeds in improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance. Control weeds in semi-improved areas with up to three herbicide and or pulling procedures per building annually. Restore grounds made barren where weeds are removed to the level of care of the surrounding area (i.e. semi-improved, improved, etc.) Civil Engineer Asset Management (Environmental) Flight and Pest Management Section must approve all pesticides and herbicides prior to use. All herbicides and pesticides used must be on the installation-approved inventory list and applied by certified personnel. When practical, the Contractor shall utilize chemicals that are environmentally-friendly, using the minimum quantities per the label. The label will list the % of chemical application rates needed for maximum control of each plant species. Any pre-emergence herbicides shall be of the non-leaching type. Soil toxicity shall be avoided and mitigated if discovered. The Contractor shall apply chemicals only under the recommended weather and environmental conditions as such to avoid wind drift and prevent damage to adjacent and non-target vegetation. NOTE: See paragraph 4.4 and sub-paragraphs for further requirements.
1.1.8.1. Paved Areas. The Contractor shall eliminate all weeds and crack grass from all paved surfaces in or directly adjacent to improved areas, including curbing. If chemical control is used, Contractor shall exercise reasonable effort to control and minimize run-off. Weeds or crack grass shall not exceed one and one half (1-1/2) inches in length at any time. In addition, a soil sterilant may be used in conjunction with a nonselective herbicide to help suppress repeat chemical applications.
1.1.9. Lawn Renovation. The contractor shall renovate lawns in improved and semi-improved grounds as identified by the CO or COR. Lawn renovation may be categorized as repairing existing lawn areas, or removing lawn areas and replacing the areas with xeriscape landscaping. This requirement will be initiated by a CO issued work order (see para 1.8 Work Order Establishment). Renovate deteriorated lawn area to match surrounding areas or with xeriscaped landscaping as approved by COR. P a g e | 7 completed and approved by COR, the Contractor shall submit an invoice to the CO and COR that outlines the accumulation of time and materials, excluding all profit and overhead costs. If any funding remains after the period of performance has terminated, then the funding will be de-obligated.
*NOTE: The Contractor must also submit a local Base Civil Engineer Work Clearance Request or Digging Permit (AF Form 103 {electronic copy available upon request}) in order to obtain approval prior to moving or disturbing soil on BAFB. The Contractor must immediately notify CO or COR when the work necessitates any utility outages to BAFB. Coordinate all outages with 460 CEOSS.
1.1.10. Prune Shrubs, Hedges and Other Plants. The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned and trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Shrubs directly adjacent to buildings shall be no higher than the bottom of the building’s ground floor window sills. Volunteer tree growth seedlings shall be removed at no additional cost to the Government.
1.2. MAINTAIN SEMI-IMPROVED GROUNDS.
Semi-improved grounds are identified in Appendix A and B.
1.2.1. Mow. The contractor shall maintain grass height between 4 and 10 inches in all semi-improved grounds areas. Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same grass heights.
1.2.2. Trim. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, curbs, sidewalks, street edges and other fixed obstacles and temporary obstacles/objects on semi-improved grounds. Trimming height shall match surrounding area grass height. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.
1.2.3. Weed Control Spray/Pull Rock Beds. The contractor shall treat rock beds for weed control included in semi-improved areas as represented on the official grounds map dated 10/15/2012 up to 3 times per growing season and pull dead remnants in excess of 2” in height after kill.
1.2.4. Irrigation - Semi-Improved.
The contractor shall maintain, adjust, and repair existing lawn irrigation systems during the growing season.

Once the work has been completed and approved by COR, the Contractor shall submit an invoice to the CO and COR that outlines the accumulation of time and materials, excluding all profit and overhead costs. If any funding remains after the period of performance has terminated, then the funding will be de-obligated.
1.2.4.4. Back-up Irrigation. During periods of prolonged irrigation system breakdown, vulnerable trees and plantings shall be watered using a hose and/or truck. No vegetation shall be allowed to die because of lack of capability or effort. The COR shall be notified immediately if an irrigation system breaks down and back-up irrigation is required. Also, if an area is considered to be Improved or Semi-Improved Grounds, and an irrigation system is not currently in place, then the area must be watered using alternative methods.
Equipment necessary to accomplish back-up irrigation will be provided by the Contractor. Water can be obtained from Government-approved sources; however, the Contractor shall monitor water usage and provide monthly meter reports to 460th CES/CEOSS Service Contracts Element. Non-potable water sources will not be used.
1.2.4.5. Maintain Backflow Preventers. The Contractor shall ensure all backflow preventers, check valves, and shut-off valves to irrigation systems are inspected, calibrated, certified, and operate in accordance with all applicable State and Federal regulatory standards. The Contractor shall maintain a record of all backflow preventer component calibration, testing, certification, and documentation in accordance with all applicable Air Force Instructions. The Contractor shall provide a copy of all backflow preventer maintenance records annually to the COR (364 days from NTP) and upon termination of contract.
1.2.4.6. Vacuum Breaker Testing and Certification. The Contractor shall ensure that vacuum breaker testing and certification is accomplished annually. Documentation shall be provided to COR upon completion and shall be maintained by the Contractor accordingly.
1.2.4.7. Perform Spring Activation and Winterization. Contractor to activate and winterize all 460th Space Wing irrigation systems located within the improved and semi-improved areas represented in Appendices B and G. The Contractor shall activate the system after danger of freezing has passed and when necessary for plants, trees and grass to start receiving water. The Contractor shall clean, rebalance, and repair the system as necessary to reestablish the irrigation capability each spring. When required, the Contractor shall shut-off and completely drain and blow out entire irrigation system prior to winter freezing to prevent damage to systems. The irrigation system must be drained and blown out with an air compressor at the outlet side of the backflow preventer. Any landscape damaged during the winterization of the irrigation system shall be returned to its previous state within an appropriate time to accomplish the repair or replacement as determined by the COR. The Contractor shall ensure that the irrigation system is fully-winterized in order to prevent damage to the system when the system is re-activated. The Contractor shall schedule and coordinate the spring activation and winterization of the irrigation systems with the COR.
1.2.4.8. Winter Watering of Trees. The Contractor shall be responsible for the watering of trees, shrubs, etc. in the improved and semi-improved areas during the period in which the irrigation systems are winterized to guarantee their survival until activation of the irrigation systems in the spring.
1.2.4.9. Periods of Drought. During drought conditions, the Contractor shall ensure that all trees and shrubs in Improved and Semi-Improved Areas receive sufficient water to survive.
1.3. MAINTAIN UN-IMPROVED GROUNDS.
Un-improved grounds are identified in Appendix A and B. These areas exist in a dry-land state and receive maintenance only as it relates to the control of weeds, pests, and fire prevention, etc. The contractor shall
P a g e | 9 maintain grass and vegetation in un-improved grounds to prevent woody encroachment. The contractor shall mow un-improved grounds up to once per year, according to the discretion and coordination of the COR, to a height not to exceed 24”. Cutting height of unimproved areas shall be no less than 6” when cut.
Contractor to remove woody saplings in ditches and low areas before they reach 42” in height.
1.4. MAINTAIN FLOWER BEDS, INERT BEDS.
The contractor shall maintain flower beds, inert beds, as identified in Appendix A and B to present a neat and professional appearance. Maintenance activities shall include fertilizing, watering, weeding, amending soil, mulching, monthly dead stem, leaf, and petal removal, repairing and maintenance of micro or other bed irrigation. Selected beds to have twice annually flowers provided and placed as listed in Appendix B.
Contractor shall conform to good xeriscaping practices for the area.

1.7. SPECIAL REQUIREMENTS.
1.7.1. Trees. The contractor shall prune or trim all trees as necessary. The contractor shall be responsible for identifying all trees that require pruning or trimming. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute ANSI A300 Part 1 industry standards. Pruning shall be required to lift, remove, and/or cutback branches that conflict with normal traffic or safety. In addition, the contractor shall prune or trim trees that pose public safety hazards. Minimum safety clearances are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings. Trees that pose threats to structures or buildings shall be removed by contractor after coordination with COR. Topping and de-horning are not permitted. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is the responsibility of the contractor. Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (fewer than 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet. Contractor shall be responsible for removing and disposing of all debris generated from trimming or pruning operations.
1.7.1.1. Tree Care. The contractor shall treat trees to eliminate harmful insects such as borers, beetles, weevils, scales, honey locust plant bugs, mealy bugs, moths, aphids or other harmful, debilitating or potentially fatal pests. Contractor shall brace, cable, guy (to keep tree vertical), and deep water all trees within improved and semi-improved areas which require such for healthy growth. The contractor shall remove and dispose of all guy wires, cables, straps, and stakes when the trees are sufficiently strong to withstand the winds and climate at Buckley Air Force Base. The contractor shall adjust wires, cables, and straps as required, to prevent girdling.
1.7.1.1.1. Tree Guards and Repellents. The Contractor shall install and maintain appropriate tree guards and repellents (e.g., Thiram) in order to effectively prevent rodent and animal damage to tree and shrub trunks, including their root systems, within the improved and semi-improved areas. When repellents are used, they shall be handled and reported as any other application of chemicals noted in this PWS.
*NOTE: COR or BAFB’s Integrated Pest Management Coordinator (IPMC) shall determine the appropriateness of the tree guard application(s).
1.7.1.1.2. Tree Wrapping. The Contractor shall wrap the base of any immature deciduous tree that has soft wood and is potentially threated without wrapping in addition to all deciduous trees three-and-one-half (3-1/2) inches in diameter or less. The Contractor shall wrap the trees from the bottom to the first set of branches in the fall and remove the tree wrapping in the spring.
1.7.1.2. Tree Standards. The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest edition, unless otherwise directed by the CO.

1.7.1.3. Emergency Spot Pruning/Trimming. Emergency spot pruning/trimming shall only be accomplished through issuance of a work order by the CO or COR. The contractor shall complete an emergency spot pruning/trimming within one (1) workday from the work order date. Typically, emergency
P a g e | 10 spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.
1.7.1.4. Tree and Stump Removal. Tree and stump removal shall only be accomplished through issuance of a work order by the CO or COR. The contractor shall perform stump and perimeter roots removal by completely removing, by cutting and grinding all growth to a minimum of 6 inches below grade. Stumps shall be ground within one (1) week of the tree removal date. Stump-grinding debris shall be removed the same day grinding is performed. In areas where a lawn sprinkler system exists, the contractor shall backfill with topsoil, and lay sod to match the existing ground grade. In areas where no lawn sprinkler system exists, the contractor shall backfill with topsoil and compact to match existing grades.
1.7.1.5. Emergency Tree and Stump Removal. The contractor shall perform emergency tree and stump removal only after the issuance of a work order by the CO or COR. For terms, see 1.8.
1.7.2. Emergency and Special Event Services. The contractor shall upon notification by the CO or COR through the issuance of an oral or written work order, perform emergency or special event grounds maintenance service. Upon notification of an emergency, the contract manager shall respond within one (1) hour to meet with the CO and Government evaluator and initiate emergency services. Upon receiving direction by the CO, contractor personnel shall begin emergency work within two (2) hours. Oral work orders for emergency services to minimize damages or mitigate hazardous conditions will be confirmed with written work orders. The CO will notify the contractor as soon as a special event requirement is known, but no less than twenty four (24) hours prior to the event. For terms, see 1.8.
1.7.3. Xeriscaping and Urban Forest Services. The contractor shall upon notification by the CO or COR through the issuance of a work order, perform xeriscaping and or urban forest design and installation services. For terms, see paragraph 1.8.
1.7.4. Special Cuts. The contractor shall upon notification by the CO or COR through the issuance of a work order, perform special cuts. Special cuts/mowing include any combination of mowing, edging, trimming, clearing of litter and foreign debris, or other grounds-type work identified in the PWS.
Designated special event areas shall be serviced within twenty four (24) hours prior to start of the special event. For terms, see 1.8.
1.7.5. Planting trees, shrubs, and vegetative beds. The contractor shall upon notification by the CO or COR through the issuance of a work order, perform planting of trees, shrubs, and vegetative beds to include but not limited to: removal and disposal of trees, shrubs, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability. For terms, see section 1.8.
1.7.6. Facility Grounds Area Determination. The demarcation line that separates one adjoining facility’s grounds area from another’s can be a physical feature such as a fence, street, parking lot, significant landscape feature, or a change in land use. If no physical feature is available as a demarcation line, the distance halfway between the adjoining facilities will be used, unless otherwise indicated by the COR.
Open spaces with no buildings will be handled using streets, fences or other significant landscape features to separate adjoining Ground’s areas.
1.8. Work Order - Establishment. The Contracting Officer will request a cost proposal based on the provided AF Form 332 (Civil Engineering Work Request). The Contractor shall provide a firm fixed price cost proposal IAW Attachment 7, Work Order Price List. This requirement will be established by a signed work order identifying the CLINS with the appropriated funding. Requested and/or submitted cost proposal do not obligate the Government. The Contractor shall obtain a signed work order prior to the commencement of work. The Contractor must also submit a local Base Civil Engineer Work Clearance Request or Digging Permit (AF Form 103 {electronic copy available upon request}) in order to obtain approval prior to moving or disturbing soil on BAFB. The Contractor must immediately notify CO or COR when the work necessitates any utility outages to BAFB.

2. SERVICES SUMMARY.
The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of Government validation and confirmation of services provided. 2.1. DELIVERABLES See Appendix C - Data Requirements
2.2. QUALITY CONTROL. The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society (PGMS), Tree Care Industry Association, American Society of Landscape Architects, the American National Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service. Include the inspection system requirements of FAR 52.246-4 in this document. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the CO for review and approval. Include a recommended process to address customer complaints. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required. Plan to be reviewed and approved by CO.
2.3. QUALITY ASSURANCE. The Government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the CO a Contract Action Report (CAR) DD Form 2772 for issuance to the contractor. The contractor shall respond to the CAR IAW instructions provided and return it to the CO within ten (10) calendar days of receipt.
2.4. PERFORMANCE ASSESSMENT.
2.4.1. Periodic Inspections / Validations. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s schedule. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends.
Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the CO or COR.

Failing to meet the performance threshold as outlined in the SS for any of these performance objectives in any one (1) month period shall result in a warning or letter of concern from the CO.
Failing to meet the performance threshold as outlined in the SS of these performance objectives in any combination for any two, or more consecutive or non-consecutive months during a calendar year shall constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
2.5. PERIODIC PROGRESS MEETINGS. The CO, Functional Commander, COR, other Government personnel as appropriate, and the Contractor shall periodically meet to discuss the Contractor’s performance. The following issues shall be discussed, opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the Contractor to prevent unsatisfactory occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.
The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the contractor. Should the contractor not concur with the minutes, the contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1. FACILITIES.
No Government facilities will be provided for contractor use in support of the requirements of this contract.
3.1.1. RESERVED.
3.1.2. LAY DOWN SPACE.
Approximately 20,000 square feet of exterior space is provided and/or made available that is fenced in and secure. Within the Government provided space, the Contractor may elect to provide an office trailer and/or temporary facility as shelter from inclement weather at the Contractor’s expense. Actual location and setup of an office trailer or temporary facility is to be coordinated with 460 CES. The contractor shall ensure the lay down area assigned to the contractor is maintained in a neat and clean manner. The CO reserves the right to reallocate and relocate the location assigned during the term of the Contract. Upon completion or termination of this Contract, or upon such reallocations or relocations, return the lay down area to the Government in the same condition as received.
3.2. UTILITIES.
If available, the Government shall furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The Contractor shall not change or modify any utility system or component; or connect any Contractor property, equipment or system without prior CO review and approval. The contractor shall practice energy conservation in the Government provided facilities.
3.3. MATERIALS. No Government furnished materials will be provided.
3.4. SECURITY, FIRE, AND MEDICAL SERVICES. The Government will provide police and fire protection. In the event of a medical emergency, Aurora ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis. From a Government land line, dial 911 for emergencies; or dial 720-847-9117 from a cell phone . Dial 720-847-9252 for non-emergency Buckley AFB Security Forces and 720-847-9925 for non-emergency Buckley AFB Fire Dept. NOTE:
Dialing 911 from a cellular phone on Buckley AFB will connect to off base authorities and response time may be delayed. If calling 911from a cell phone, report your location at Buckley Air Force Base.
3.5. TELEPHONE. The Government will not provide a telephone line in the Government provided lay down area.
3.6. SOLID WASTE COLLECTION AND DISPOSAL. The Contractor shall use existing bulk containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS. The contractor shall adhere to all base level recycling programs to include disposal of yard/tree waste in specified dumpster collection stations or at the recycling collection center on base. The CO or COR shall identify these specific dumpsters for yard/tree waste.

4.0. GENERAL INFORMATION.
4.1. MISSION.
The overall Civil Engineer mission at Buckley AFB is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, civilian employees and retired community.
4.2. RESERVED.
4.3. DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT, OR VEGETATION.
Damages to Government buildings, equipment, or vegetation are addressed in clause 52.237-2 – “Protection of Government Buildings, Equipment, and Vegetation.”
4.4. ENVIRONMENTAL REQUIREMENTS.
In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:
4.4.1. Hazardous Materials. The CO shall approve all hazardous materials brought on base by the contractor prior to use. The contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the CO may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
4.4.1.1. Spill Control. The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.
4.4.2. Pesticides. All pesticides must be approved prior to use by the Command Entomologist if not on base approved list (Submit list with intended uses via the CO).
