Project Description: Construct Utilities Flight Control Road Cape Canaveral SFS, FL
Ref: Technical Specification: 01 11 00.00 30-1.2.2
Q1. Please clarify where site lighting is required, and what electrical work is required to install new power circuits at these locations.
A1. Correction there is no electrical work on this project. Paragraph 1.2.2 should be disregarded.

Q2. Will the storage area have water/sanitary sewer/electrical conveniently located for contractor use?
A2 The storage area is subject to contractor requirements, which are unknown at this time. It is anticipated water and power will be available, sanitary will not.

Q3. Is a geotechnical report available for this project? If not, at what elevation should the contractor anticipate ground water?
A3. No Geotech on this project. Wet ditches adjacent to project work will give an indication of the apparent ground water stage.

Q4. Is horizontal directional drilling permitted for all utilities in all locations?
A4. Horizontal directional drilling is allowed for all utilities. Flight Control Road may be cut for open trench, however the entrance to Area 59 is not open to road cuts, due to the vehicle types which cross from this direction.

Q5. What is the estimated quantity of transite pipe to be removed?
A5. Based on the quantity the contractor will need to remove to make the assembly connection.

Q6. Sheet C-113 shows Flag Note 15 pointing at an air release valve on the proposed 6” Force Main. Please confirm if this flag note applies to this part of the project.
A6. YES, FN15 is to provide an air release for the new 6” SS FM

Q7. Please confirm that Sheet C-114 should show the project from Station 29+98 to Station 43+00, instead of the Station 20+98 to 40+86 that is shown.
A7. The correct the station on sheet C-114 is 29+98 to 43+00 to correspond to match lines on C-113 & C-115

Q8. Sheet C-116 Flag Note 2 (two locations) states to take existing utility out of service, but it is unclear from the drawings what is being taken out of service at these locations. Please clarify.
A8. Showing the existing 12” pipe complicated the view, so it is turned off in the demo view.
The construction view shows the 12” pipe. The intent to take the 12” off line so the pipe can be cut and make the 3 service connection on C-116 & C-117.

Q9. Sheet FDEP1 Flag Note 82 refers to Detail 7/C-502 showing a detail for a hose bibb. Please confirm that this reference is supposed to be to Detail 5/C-502.
A9. Correct the right detail is #5 on C-502

Q10. Are there any contaminated soil concerns (SWMUs) associated with this project?
A10. There are no known SWMUs on this project, however the government IRP office will re-confirm when the dig/work permit is submitted for approval.

Q11. When we walked the project during the site visit, we were unable to locate the sanitary sewer manhole structure and air release assembly and equipment that is to be demolished as part of Flag Note 3. Please confirm if this has been previously demolished and would therefore not be part of this project.
A11. Base records at the time of design noted the air release valve. Discussions with the base O&M contractor (CLOIS) records note the air release valve was removed. No notation of when.

Q12. It was stated during the site visit that the septic tank and drain field system associated with Building 35420 is part of the scope of this project. Sheet C-102 Flag Note M indicates that this is a separate project (DBEH 20-1501) and is to be installed by others. Please confirm is this septic field and tank are part of this project. If so, please provide drawings and specifications for this item.
A12. The septic tank and septic field system are incorporated into separate project DBEH 20-1501, and are not part of this project.

Q13. To better determine the extent of the dewatering that will be required for this project, does the Air Force have any information on the mean water table for this project location? If so, please provide.
A13. No known geotechnical data for the project area. The wet ditches gives an indication of nearby water table. The comm manholes will require dewatering for their installation.

Q14. Design plans requires a 2” metered portable water service within the same location of the 2” water service requested on Solicitation FA252121B0007 / DBEH 20-1501. Please confirm which project the 2” PVC water service is to be installed for Facility 35420
A14. The installation of the 2” service (pipe sizes up to 3”) is part of this project Scope of Work. The separate project DBEH 20-1501 has the requirement to connect to the new service this project will provide.

Q16. The AWWA C651 states that it is the option of the purchaser (PAFB) because new mains do not typically contain coliform bacteria but often contain HPC bacteria. Should the proposal include pricing for HPC?
A16 Only testing for E Coli and Total Coliform is required for clearances of new potable water distribution systems on CCSFS. Contractor has freedom to test for HPC, but government does not require it.

Q17. Will the Govt. provide a dedicated GPS locator for the duration of the project? Or does that cost need to be included in the proposal?
A17. The government does not provide dedicated GPS locator. As for benchmarks surveyor can find them for State of Florida LABINS web site.

Q18. Current lead times for piping materials is currently 3 months or more after placement of the order. Will the Govt consider increasing the POP for longer procurement of materials?
A18. The current PoP is 180 days. If additional time is required due to material delays this will be addressed as required at that time.

Q19. The govt is requiring that perspective bidders hold their price for 172 days, does the govt intend to hold their award for the entire 172 days? If so, can winning bidders be allowed to revisit material prices?
A19. The bid acceptance date will be changed such that Contractors are required to hold bid prices firm until 30 September 2021.

Q20. Argentine Bahia seed is very difficult to find, will the govt consider Bahia alternatives to this type of seed?
A20. Drawing page C-111, footnote 7 states to use sod as the method of restoration. It is the intent of this project to provide sod restoration to disturbed earthen areas. The spec does not direct the use of seed, seed is not anticipated.

Q21. How many LF of open trench will the govt allow at one time? Will the contractor be required to cover trench openings when not working in them.
A21. Execution of project is primarily dependent upon contractor’s means and methods.
However, safety factors require minimal open trench at all times, and typically should be closed overnight. As a matter of safety, if some overnight trench is required, safety fences & lights at the portion to remain open overnight will be required. Ends of pipe are to be caped over night to prevent animals and stormwater enter the trench from getting into the pipe.

Q22. Sheet C-503 Note 8, BFP Assembly Notes, states that the potable water service shall be installed by a state licensed plumbing contractor. Please confirm that the site work including potable water may be installed by a company with a Licensed General Contractor or a Licensed Underground Utilities Contractor with no additional requirement for a licensed plumber.
A22. A State of Florida licensed UG utility contractor will be acceptable.

Q23. Sheet C-503 Note 8, BFP Assembly Notes, states that the fire services shall be installed by a state licensed fire sprinkler contractor. Please confirm that the site work including fire service, potable water and other utilities may be installed (in all areas to within 5 feet of a building) by a company with a Licensed General Contractor or Licensed Underground Utilities Contractor with no additional requirement for a licensed fire sprinkler contractor.
A23. A State of Florida licensed UG utility contractor will be acceptable.

Q24. Will any of the outages or open roadway crossings be required to be performed after hours or on weekends?
A24. The government does not anticipate night or weekend work. Flight Control Road is not generally subject to sensitive traffic, contractor may have the option for minimal duration open roadway cuts. If desired, coordinated/approval from the base Fire Chief will be required for temp closure.

Q25. : In the areas of the proposed water main installation along Flight Control Rd will the contractor be able to isolate sections of the existing 12” A/C water main while the proposed 8” water main is to be installed in close proximity adjacent to the existing 12” A/C water main to prevent the existing main from blowing out laterally and becoming a safety issue?
A25. The government does not see the need to shut the 12” down. We can consider off setting the new 8” further from the existing 12”, as there is sufficient space.

Q26. Drawing Sheet C-101 is labeled 90% Design Review Only and Not for Construction. Has the design been finalized? Please provide the 100% For Construction Drawings.
A26. This label is not correct. It is the 100% drawing

Q27. Spec Section 01 11 00.00 30, paragraph 1.3 describes that the project includes “providing site lighting”. No lighting sections nor description in the drawings appear to be shown. Please confirm that no site lighting (fixtures, poles, etc.) is included with this solicitation.
A27. There are no permanent site lighting requirements on this project. As a matter of contractor means and methods, if overnight lighting is required, base environmental office consultation is required for approval. If referring to paragraph 1.2.2 Electrical, if there is not electrical of lighting work, the paragraph should be disregarded.

Q28. The specification 01 35 26, para. 1.6.1.1.1 state that the QC Manager can serve all three roles on site (QC Mgr, SSHO, and Site Superintendent) which differs from what is stated with the section 01 11 00.00 30, para.3.8.2. Please clarify the personnel requirements for the QC Manager, SSHO, and Site Superintendent and if the roles can be fulfilled by one person or two persons.
A28. While full compliance for all roles is required, government concurs they may all be accomplished by one or two persons, qualified to perform the respective roles.

Q29. Will the contractor be permitted to utilize Horizontal Directional Drill procedures in lieu of open-cut road crossings?
A29. See response to Question 4. Note if HDD is used, we require the drilled pipe be of the internal diameter as design pipe. IF used HDEP pipe, it requires to up size the pipe diameter to meet the ID.

Q30. Sheet G-002 indicates that the SJRWMD ER Permit will be obtained by the Air Force.
Once obtained, the permit may contain additional scope requirements for the contractor. Will a copy of the permit be provided to the Contractor prior to bid due date?
A30. SJRWMD permit was not required for this project, so it was not obtained.

Q31. On drawing sheets C-111 through C-123, both the stated scale of 1”=50’ and the graphic scale of 1”=50’ do not match the linear distances depicted by the project stationing, which would indicate an actual scaled drawing of 1”=100’. Please clarify whether we should use the stated scale and depicted scale of 1”=50’, or the scale of 1”=100’ indicated by distances between station numbers, and will the drawings be revised?
A31. Correct the scale is 1” = 100” on the noted sheets

Q32. Is the tradesman installing mechanical joints on utility systems, i.e., tightening bolts with wrench(es), considered a Pipelayer Laborer ($20.51 base rate plus $9.59 fringe), or a Pipefitter ($35.70 base rate plus $21.26 fringe), or some other trade at some other pay scale?
A32. Please see attached Labor Advisor guidance related to the subject. (Plumbers- Pipefitters Agreement below)
