STATEMENT OF WORK

DBEH 18-1547, Repair Envelope, FAC 1645

May 29, 2019

GENERAL REQUIREMENTS

1. Provide all the equipment, labor, materials, and transportation necessary to Replace Envelope of FAC 1645, CCAFS, FL. Project will provide a complete usable roof system, and all items indicated in the contract documents. Total roof area is approximately 30,000 SF.

2. All work to be accomplished in accordance with this Statement of Work, drawings for DBEH 18-1547 (28 pages) and specifications for DBEH 18-1547 (358 pages).

3. Asbestos mitigation is not anticipated to be required for this project. Contractor is to notify Contracting Officer if mitigation for asbestos material is suspected.

4. Performance period for project will be 180-days to include 10 non-access days.

PRIMARY AND CRITICAL WORK COMPONENTS AND TASKS:

The following paragraphs highlight the primary and critical work components and tasks. These components and tasks are presented to emphasize to both the government and contractor employees the primary and critical project requirements:

1. DEMOLITION: Demolish/remove existing roof system, to include but not limited to lightning protection, roof membrane, roof insulation, edge metal, flashings, gutters, and downspouts as shown on said drawings. Remove lightning protection system with exception of down lead conductors that are to be protected and be bonded to new roof mounted system and to be re-used, except roof “D” / roof “J” as noted in drawings and Flag Note 10 on ED-101 and Flag Note 15 & 16 on E-100. All roof membranes and insulation will be removed to the deck or framing except Roof Section “I” where new roof will cover existing roof. Contractor shall dispose of all demolished items off base and shall submit a solid waste disposal tracking report according to Section 01 11 00.00 30, Paragraph 1.10.6

2. ROOFING SYSTEM: Install SBS modified bitumen roofing system and 24 gauge steel panel roof system per manufacturer’s recommendation, including base sheets, insulation and edge metal, gutters, downspouts, and various details as indicated on said drawings.

a. Contractor to provide shop drawings of all metal, flashing, and details not shown in said drawings.

b. Roof “I” will include watertight warranty and will be installed with new plywood decking and “peel and stick” underlayment. Contractor is to assume there is presently no plywood decking.

c. WIND DESIGN ANALYSIS: For all new roof systems, the contractor shall submit a wind design analysis to include, but not limited to, wind speed, exposure category, co-efficient, importance factor, designate type of facility, negative pressures for each zone, methods and requirements of attachment. Wind design analysis to include roof plan delineating dimensions and attachment patterns for each zone. Wind design analysis to be prepared and sealed by a state of Florida Licensed Project Engineer.

3. INSULATION AND SP (SUPPLEMENTAL) DRAWINGS:

a. SUPPLEMENTAL (SP) DRAWINGS: The original drawings for the project are sheets 1 - 22 of the 28 sheet drawings. Subsequent to the original design, the original drawings were modified with supplemental drawings. These are sheets 23 – 28, specifically sheets SPG-001, SPA-001, SPAD- 101, SPA-101, SPA-301, and SPA-601. Primarily these SP sheets increased the roof slope from 1/8” to 1/4” for Roofs, A, B, and C; resolves associated conflicts with doors, wall lights, water spigots, and handrails; and adds an access ladder from Roof C to Roof E.

b. INSULATION BID VALUES: A Roofing Insulation Schedule is provided at bottom of Sheet SPA- 101 and shown below. Contractor is to bid for the values of insulation provide in this table.

c. FINISHED ROOF SURFACE SLOPE ROOF A, B, C, & E: Due to uncertainties in slope of the existing roof deck of Roof A, B, C, and E, the actual slope of the installed taped insulation, may be less than those shown on the Insulation Schedule given above. The intent of the design is to provide a “finished roof surface slope” of ¼” per foot for Roof A, B, C, and E. This slope will be the addition of the slope in the deck, plus the slope of the tapered insulation. To achieve the intent of the design for these roof areas, the contractor will determine the slope in the deck, and vary the taper of the insulation to meet the “finished roof surface slope” of ¼” per foot. In other words, for these roof areas, the contractor is to construct a roof surface slope of ¼” per foot made up of the insulation slope plus the roof deck slope. Reference Project Specific Note #6, Sheet SPA-001.

d. WALL FLASHING CONFLICTS: Due to the increase in roof slope, the contractor should assume the western wall flashing at the upper most slope of Roof A & B will conflict with several items that will need to be demolished, replaced, or modified to resolve the wall flashing conflicts. Contractor shall include the following work items in their bid:

Roof A:

• Modify Stair Hand Rails – 2 Each, Ref: SPAD-101, Flag Note 2&9; SPA-101, Flag Note 2&9

• Replace Door and Door Frame – 1 Each, Ref: SPAD-101, Flag Note 5&9; SPA-101, Flag Note 4&9

• Demo Wall Mounted Light Fixtures – 10 Each, Ref: SPAD-101, Flag Note 6&9; SPA-101, Flag Note 5&9

• Demo Water Spigots – 2 Each, Ref: SPAD-101, Flag Note 8&9; SPA-101, Flag Note 9

Roof B:

• Modify Stair Hand Rails – 1 Each, SPAD-101, Flag Note 3&9; SPA-101, Flag Note 3&9

• Replace Door and Door Frame – 2 Each, Ref: SPAD-101, Flag Note 5&9; SPA-101, Flag Note 4&9

• Demo Wall Mounted Light Fixtures – 8 Each Ref: SPAD-101, Flag Note 6&9; SPA-101, Flag Note 5&9

Contractor shall perform all the work list above to resolve wall flashing conflicts and provide a complete and usable facility.

e. INSULATION SUBMITAL: At the completion of determining the slope in the deck for Roof A, B, C, and E, verify there are no conflicts between the roof and/or wall items and proposed insulation, the contractor shall submit a tapered insulation plan showing all proposed roof areas, slopes, thicknesses, crickets, and ridge lines of new insulation.

4. FALL PROTECTION RAILING AND ACCESS LADDER:

a. Sheet A-100, Flag Note 14 and 15 indicates repair of staircase railing and installation of aluminum railing with new wall mounts on Roof D and utilization of existing wall mounts at Roof C.

Contractor to note possibility of dissimilar metal separation requirements for Roof C existing wall mounts.

b. ACCESS LADDER WITH FALL PROTECTION RAILING, WALKWAY LANDING: Reference Sheet SPA-101 and SPA-301. Contractor shall install aluminum access ladder to provide access from Roof C down to Roof E. In addition, provide 6 foot long sections of fall protection railing on each side of the ladder at the Roof C. Additionally install approximately a 3’ by 3’ SBS modified bitumen walkway landing at top and bottom of ladder, and an aluminum or stainless steel chain at top of ladder to eliminate fall hazard when ladder is not in use.

c. Contractor is to submit material data submittals for fall protection railing and aluminum ladder.

5. VIEWING PLATFORM GRATING & HVAC REPLACEMENT:

a. VIEWING PLATFORM: Sheet AD-100, Flag Note 2 and Sheet A-100, Flag Note 19 indicates removal and replacement of steel viewing platform grating to facilitate roof replacement. Note spot welds are present and spot welds may be required for sound installation. Additionally, contractor is to assume 300 SF of painting repair (Flag Note 19).

b. HVAC REPLACEMENT: Sheet AD-100, Flag Note 5 and Sheet A-100, Flag Note 18 indicate replacement of an existing HVAC Unit and stand. The unit and stand must be removed to facilitate roof replacement and the due to age and deterioration, the HVAC unit must be replaced. Contractor shall submit material data submittal prior to ordering the HVAC unit. The HVAC unit will be replaced with the following HVAC unit, but the supply and return will be located similar to existing:

(1) Brand: TRANE,

(2) Description: 12.5T Packaged Unitary Heat,

(3) Model Number: WSH150E4R0R

(4) 12.5 Ton Heat Pump

(6) 460/60/3

(7) Reliatel

(8) Motorized outside damper 0-50% (Fld)

(9) 18kW electric heater 3 ph (Fld)

(10) Condenser Coil Coating – Modine

c. HVAC STAND: the HVAC Stand will be constructed of aluminum or galvanized steel per Flag

Note 8 on SPA-101. Contractor shall provide separation per Dissimilar Metal note on Sheet A-001.

Contractor shall submit shop drawing stamped and signed by a Florida Professional Engineer.

6. LIGHTNING PROTECTION: Provide and install new lighting protection system. New lightning protection system shall be in accordance with NFPA 780, and AFI 32-1065. All lightning protection aerials and components in contact with the new metal roof panels shall be aluminum. Lightning protection aerials shall not exceed 12”. Lightning protection material shall be selected in accordance with figures and notes on Sheet E-501, “Dissimilar Metals.” According to contract specification and/or this SOW, contractor shall provide the following:

a. Installation/ shop drawings from a certified Lightning Protection Institute (LPI) Designer.

b. Certifications for installer as UL listed or LPI Master Installer.

c. Lightning Protection System Inspection Certificate: Reference Specification Section 26 41 00, 1.4.4.

Provide third party certification that lightning protection system complies with NFPA 780 and AFI 32-1065.

d. Lightning Protection As-Built Drawings to include all test results as indicated above. Test results shall certify the new L/P components meet or exceed the testing requirements of AFI 32-1065.

Continuity testing will demonstrate continuity of new components and continuity of new components to existing ground rods. New ground rod will be tested in accordance with AFI 32- 1065.

e. Sheet E-100, Flag Notes 9-12 and 17-18 indicate installation of new ground bus, surge protection device and ¾” conduit enclosed ground wire from West Electrical Room, to water service line and COMM room ground bus. Exterior, interior, or combination of exterior and interior ground wire routing will be acceptable. All exterior fasteners will be stainless steel. Contractor is to submit material submittal for surge protection device.

7. WARRANTY AND WARRANTY SIGN:

a. Contractor is to submit all warranty information for new roof, in addition upon completion of the project contractor is to provide and install warranty signs for each warranty included in the project.

b. For bidding purposes contractor shall install up to 6 warranty signs. Warranty signs shall appear the sample warranty sign provided in specification, Attachment II, Sample Warranty Sign.

8. SAFETY:

a. Prior to commencing work contractor shall submit an accident prevention plan in accordance with

SECTION 01 35 26, Paragraph 1.6.

b. Regarding Section 01 35 26, since this is not a USACE design/build project, nor does USACE have oversight, EM 385-1-1 will not be enforced. However, the contractor is required and must comply with 29 CFR 1926 (OSHA) to the fullest extent.

9. MISCELLANNEOUS ITEMS:

a. PAINT FOR DAMAGED OR EXPOSED AREAS: Contractor shall provide new paint in areas damaged by demolition or construction work. Additionally, contractor will paint unpainted areas that were previously hidden but with new roof installation are now exposed, such as, removal and replacement of a long rake flashing with a shorter rake flashing.

b. Sheet ED-101, Flag Note 7 and Sheet E-100, Flag Note 7 – Existing Light Fixture on roof is to be disposed of rather than salvaged and reinstalled. Contractor is to coordinate outage request from USAF maintenance contractor, remove and dispose of light fixture and will remove and dispose of all wiring from fixture to electrical panel.

10. SUBMITTALS: The Submittal Registry at the end of Specification Section 01 78 00 is the primary list of submittal requirements. These submittals are indicated with a “G” in column (f). The submittals listed below are all the submittal requirements mentioned in this Statement of Work. The underlined items are in addition to those listed in the submittal registry.
