Question 1: Flag Note 2 indicates to install new condensing units on prefabricated roof curbs with stainless steel caps. Has structural engineering analysis been performed to ensure the existing joists that support the roof will also support the weight of a curb and condensing unit?

These roofs were constructed with light-weight panels and may not be of sufficient strength to support heavy A/C loads. Please provide structural information about the existing roof and underlying support structure.

ANSWER 1: As a value engineering item and to eliminate un-necessary roof penetrations the existing CU supports can be modified/extended as required for new condensing unit dimensions and pressure treated wood cribbing placed underneath far edge of supports resting on roof for additional support.

Question 2: Regarding mounting the roof curb on the existing roof, the curb will have to be anchored in some manner to the underlying roofing support structure and not anchored to the roof. The roof will not provide sufficient anchorage for a new curb and A/C unit.

1. Is the existing support structure concrete beams or steel bar joists?

2. Shouldn’t the new curb be cut into the existing roof to rest on the existing underlayment roof support structure and not rest directly on the roof?

3. Please provide engineering information regarding the underlying support structure for the existing roof. Concrete beams, steel bar joists, size of beams or joists, spacing, etc.

4. Please provide detailed anchorage details for anchoring new curb and condensing unit to roof whether curb is placed directly on the roof or sat on existing underlying roof support structure.

ANSWER 2: As a value engineering item and to eliminate un-necessary roof penetrations the existing CU supports can be modified/extended as required for new condensing unit

Question 3: Can the new condensing unit be placed on the existing condensing unit support structure instead of cutting into the existing roof? If the existing support structure needs to be modified to accommodate the new condensing unit, that would probably be better than cutting into a perfectly good roof.

Question 4: Detail 3M-502 shows an AHU support frame for AHU’s 1N and 1S. The Trane units specified are constructed with hanging points specifically designed to suspend their units.

In addition, Flag note 1 on Drawing MC-101 indicates to “support unit per manufacturer’s installation instructions.”

If we choose to price and furnish Trane AHU’s, can we use their hanging system for their AHU’s or do the new AHU’s have to be hung with the heavy steel suspension frames shown on M-502?

ANSWER 4: Per Flag note #1 on MC-101 AHU shall be mounted per manufacturer’s requirements.

Question 5: Drawing seems to imply (by showing) that A/C system 1N has 4 refrigerant lines while 1S has two refrigerant lines. How many refrigerant lines are required for each unit?

ANSWER 5: Contractor in responsible for the number and sizing of the refrigerant lines based on manufacturer requirements of equipment submitted that meets specified capacities.

Question 6: Drawing shows two refrigerant lines for both A/C 2N and 2S. How many refrigerant lines are actually required for each unit?

Question 7: Just as a clarification, Flag Note 8 indicates to demo existing supply and return diffusers. BUT, the flags are only pointing to a certain number of diffusers and not all of them.

It confuses things when the flag note points to, for example 13 out of 55 total diffusers. I will concede, in some places, the flag does indicate “Typ” while pointing to some of the diffusers, but not all 13 of the diffusers that the flag points to indicate “Typ”. It would have been clearer to indicate “Typ 55 Places” if all of the diffusers get removed. Just want to clarify.

Do all of the supply and return diffusers and grilles get removed and replaced with new or just the ones indicated by Flag Note 8? Question does not apply to 2nd floor since the entire air distribution system gets replaced anyway.

Question 8: Scope of work (01 11 00.00 55 1.2.3) requires reuse of existing ceiling suspension system. Ceiling Spec (09 51 00 2.2) requires new. How is the contractor required to address this conflict?

ANSWER 8: Existing suspension system shall be re-used as much as possible. It is a possibility that some new hangers will have to be proved as specified in 09 51 00 2.2 due to the age of the building and suspension system.

Question 9: _Note 14 on Sheet A-001 requires Contractor to relocate Building Occupants and Mission Specific Items, Equipment, and Supplies. 1st Floor Rooms were not accessible during the pre-bid walkthrough. What are the items to be relocated in the 1st Floor N and S Winds and where will the Contractor be allowed to temporarily store these items? What operations will be active during construction and will there be any required construction phasing/sequencing to maintain existing operations?

ANSWER 9: Discussions with building occupants has determined that relocation is not required. If that changes during construction the Government will relocate the occupants.

Question 10: Notes on AD Drwgs requires some End Items to be Recycled (Note 1) and some End Items to be Removed (Note 5). Can the Contractor be provided with a list of End Items to be Removed and Recycled and, if scheduled to be turned over to the contracting officer, where are they to be delivered?

ANSWER 10: All removed/demolished material becomes the contractor’s responsibility for disposal either through re-cycling or offsite landfill.

Question 11: Ceiling conditions above the existing drop ceilings of the 2nd Floor N and S Wings were confirmed during the pre-bid walkthrough. Accessibility to the 1st Floor N and S Wings was not allowed during the pre-bid walkthrough and above ceiling conditions (joist, beams, concrete, drywall, etc…) are not specified in the solicitation documents. What is the condition of the existing ceiling within the 1st Floor N and S wings so that the Contractor can determine how to suspend the new Acoustical Ceiling? What is the specification on the 2’x4’ tile proposed on the 2nd floor Ceiling Plans? Are Acoustical Tile Edges required to be Square (to match existing) or Tegular?

ANSWER 11: Existing ceiling conditions for Hangar G 1606:

1st Floor North and South: Acoustical lay in ceiling tiles suspended directly from joist structure that is space approximately 15” on center of joist running east and west.

2nd Floor North: Acoustical lay in ceiling tile suspended directly from structure above through and below gypsum hard ceiling located 26” above top of T supports for ceiling.

Total clearance form top of grid to bottom of GYP is 26” clear. ***North side only*** Sporadically attached to the gypsum board installed above he lay in ceiling there are 12x12 tectum tiles that shall not be disturb during construction. Contractor shall utilize existing openings and supports or make penetrations at areas 12x12 tile is not present. NOTE: No abatement is in scope for this area. The separation wall between the corridor and office spaces is a pre-insulated 1.5” metal panel wall existing opening can be re-used where capable new penetrations will be required per coordinated shop drawings

2nd Floor South: Acoustical lay in ceiling tile suspended directly from structure above through and below gypsum hard ceiling located 26” above top of T supports for suspended ceiling. Question 12: Paint specifications (3.13.1) calls for Exterior/Interior, Metal/Wood/Drywall Surfaces, and Concrete Surfaces to be painted. Plans require all penetrations (Gen Note 2 M- 002), damage from demolition (Note 4 AC-101), 1st Floor N. Wing ceiling perimeter trim (Note 6 AC-101), and ST. STL. Chase (Note 5 MC-101) to be painted. Can a Paint Scope be provided to the Contractor that may govern the plans and specifications?

ANSWER 12: All repairs shall match existing surface material and adjacent paint color if applicable. Paint specification is as specified in section 09 90 00 Paints and Coatings.

Are fans to be provided by others? Is this typical to locations that call out EF? What are the specifications/equipment schedule/quantity on any new Exhaust Fans that may be need to be provided by Contractor?

ANSWER 13: All exhaust fans are existing to remain for this project ED-102 demo note shall be disregarded.

Question 19: Note 26 on Sheet M-002 requires the Contractor to maintain the existing roof warranty. Who is the existing Roofing Contractor that provided the warranty? May the Contractor abandon the existing roof penetration and provided new?

ANSWER 19: The warranty is provided by Soprema and the roof was installed by National Roofing . Abandon in place and provide new penetrations is acceptable.

Question 20: Plan View 1 requires a New Intake Louver per Note 5. May the contractor use the existing louver that is in the same location that Plan View 1 requires a new 12x8 OA Intake Louver? In Plan View 2 Note 3 is referencing a wall penetrations for the 8x8 OA that appears to be incorrect, an existing louver doesn’t exist in this location. Is a new 12x8 OA Intake Louver per Note 5 required in this area?

ANSWER 20: Flag note #3 is mislabeled on Plan View 2. Controactor is responsible for providing and installing (2) new 12x8 louvers.

Question 21: The 1st floor was not available during the pre-bid walk through to confirm the conditions of the existing duct work and diffusers. The North Wing makes reference to the Diffusers (Note 5 between Columns JK & J) to remain. Will any of the existing flex duct or diffusers be required to remain?

ANSWER 21: Flag note #5 is for supply and return ductwork only. No supply and return “Diffusers” are to remain in this area Flag #5 arrow pointing to wrong area on DWG.

ANSWER 23: Intentions are for any part of the existing perimeter trim and support that can get scratched or scuffed shall be painted. This is being left in place to prevent damage to existing wall.

Question 26: Spec reference 1) requires an independent T&B agency. Reference 2) requires a further independent commissioning agent. This seems to be substantial overkill for this relatively small project. Spec reference 3 requires commissioning “that meets the LEED NC Energy & Atmosphere (EA) Prerequisite 1, Fundamental Commissioning.” This standard does NOT require an independent commissioning agent for installations under 50,000SF. Please confirm if it would be acceptable for 1) the prime, or performing subcontractor, to perform T&B subject to an independent commissioning agent, 2) the prime, or performing subcontractor, to perform the commissioning (per Reference 3) subject to an independent T&B, 3) a single independent agency to perform the T&B and commissioning functions, or 4) the commissioning requirement may be waived completely.

ANSWER 26: Commissioning requirement cannot be waived for the project. Although in an effort to value engineer the project the independent requirement can be waived for the Commissioning Authority.

Question 29: According to the Society for Protective Coatings (SSPC), there are NO painting contractors within Brevard County that possess the QP-1 certification called for in the referenced specification (not even the 45SW’s current IDIQ painting contractor). There are only a handful in the state of Florida and only ONE within 100 miles of CCAFS. This requirement is overly restrictive, especially considering the minimal amount of painting anticipated. Please confirm if this requirement may be waived.

ANSWER 29: This requirement can be deleted for this project.

Question 30: New condensing units are to be installed on a new curb with SS caps. In order to accomplish this, we will need structural drawings for the structure below and information regarding the construction of the existing roofing to be cut and repaired associated with the installation. Also, the design engineer of record will have to confirm the loading on the existing structure as we expect it is light gauge trussing. Alternatively, we could modify the existing or provide new hot-dipped glav. stl. brackets and attach to the wall similar to the existing units.

Question 32: Note requires contractor to provide moving services for the “relocation of building occupants and mission specific items, equipment, and supplies”. Please confirm if this is valid and, if so: 1) quantify the amount of items, equipment, and supplies to be relocated, 2) identify the temporary storage location of these items (and whether gov. or contractor provided), and 3) confirm if items are to be reinstalled by the contractor prior to the end of the project.

Question 39: Please confirm which notes apply to which units. For example, Note 3 only applies to units AHU-2N and AHU-2S. If units are to be provided with hot-gas reheat/bypass, please confirm the basis of operation as this is not mentioned on M-602/M-604.

ANSWER 39: Per DWG M-604 hot gas by-pass/ reheat is only required on the two constant volume units AHU-1N & AHU-1S. Per DWG M-602 VFD’s are only required for variable volume AHU-2N & AHU-2S.

Question 40:

#3 – “maintain 500 cfm of outside air”, OA design is 300 cfm per M-601

#5 – “interlocked exhaust fan EF-1 & EF-2”. The only exhaust fans with an air-path connection to this space are the bathroom exhaust fans. I don’t think that is what was intended and, given the very small amount of OA provided, interlocking with an EF(s) shouldn’t be necessary.

#6 – o See above regarding EF-1 & EF-2 o “Minimum 1,000 CFM (adjustable) of ventilation air”, OA design is 300 cfm per M-o “CO2 sensor in room 105”, room 105 is not served by these units o “Maximum 2,300 cfm (adjustable) of outside air”, OA design is 300 cfm per M-601 o It seems as if the intent of the design is a constant ventilation and NOT demand control ventilation based on CO2 sensors

#7 – Please confirm that an emergency shutdown is required and where it is to be located (I don’t think they were intended for Rm. 105 for these 2nd floor units on both sides of the hangar). If required, please clarify if there are four (one for each unit in a designated location) or two (one for each side of the hangar).

Given the small amount of OA provided, may we delete the OA filter and DPT shown?

Question 41:

#2 – system description mentions an automatic damper in the return air path. This item is not shown in the diagram and should not be necessary for this constant volume unit.

#3 – There are no exhaust fans that have a direct air path to the space served by these units.

#4 – If required, please confirm the location of the emergency shutdown for each side of the hangar.

#8 & #10 also make reference to exhaust fans and return air dampers.

ANSWER 41: Return air path damper and exhaust fans for AHU-1N & 1S can be disregarded. Emergency shutdown is required and shall be located in rooms 106 & 115.

Question 42: Please confirm the approximate location of the tap from the wireway that is the “source” to determine the extent of demo. Also, why are there four of these on each side? We assume one for the AHU, one for the CU, and one for the duct heater. Are there two for the CU in the same circuit (one inside and one outside) or is the 4th one serving the 2nd floor AHU since there isn’t one indicated there on ED-103?

ANSWER 42: The wireway where the tap is made is directly below the disconnect switches in the mechanical room.

One disconnect switch feeds the AHU and heat in the first floor mechanical room, one disconnect switch feeds 2nd floor AHU and heat, one disconnect switch feeds the 2nd floor condenser unit and the last disconnect switch feeds the 1st floor condenser unit.

Question 43: ED-101-Please confirm if the existing F/A conduit and wiring for the duct detectors may be reused rather than removing and reinstalling across the high-bay to the F/A panel in the NW corner. Please confirm that the duct detectors for AC-2 and AC-4 (ED-103) are also to be removed and, similarly, if the existing FA conduit and wiring may be reused.

ANSWER 43: All existing duct detectors shall be removed and reinstalled. Existing fire alarm conduit and wiring may be reused.

Question 44: ED-102 says to demo (Typ 4?) exhaust fans. MD-102 says existing exhaust fans to remain and there are no new exhaust fans included in the M-601 equipment schedule.

Similarly, EC-102 refers to “new exhaust fan” and MC-102 shows them as existing to remain.

Please clarify.

ANSWER 44: All exhaust fans are existing to remain for this project ED-102 demo note shall be disregarded.

ANSWER 47: All mechanical equipment shall be 460/3 as scheduled, E-602 has incorrect voltage listed, E-601 single line is correct and still valid for this project.

ANSWER 49: Per electrical note # 15 on E-002 contractor is responsible for protection of all existing utilities.

ANSWER 54: Equipment is fed from a feeder tap in the first floor mechanical room.

Feeder tap will be from the wireway located below the disconnect switches in the first floor mechanical room.
