This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This is a brand name requirement for Haworth branded workstations.

The Solicitation number FA251726QA004 shall be used to reference any written quote provided under this Combined Synopsis/Solicitation.

The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06, effective 10/01/2025.

This is for Combined Synopsis/Solicitation is solicited as a 100% Small Business Set-Aside. The North American Industrial Classification System (NAICS) code is 337214 – Office Furniture (except Wood) Manufacturing. The size standard is 1,100 employees. The quotes will be evaluated IAW FAR 52.212-2, found herein. Please read and comply with all requirements for submitting a quote under the solicitation instructions and the addenda to FAR 52.212-1. Failure to comply with all instructions contained within this synopsis/solicitation could result in the quote being ineligible for award. It is the quoter’s responsibility to ensure their quote meets all the requirements identified herein.

The purpose of this Combined Synopsis/Solicitation is for the Space Systems Command (SSC) -two (2) additional Haworth branded workstations to integrate with the existing office furniture at Building 1840 on Peterson Space Force Base (SFB).

The Following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.

Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”

Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the combined synopsis/solicitation.”

The delivery location is Peterson Space Force Base. The required Delivery Date for this requirement is on or before 4 Weeks after receipt of award for all CLINS in Table 1.

The resulting award will be a Firm-Fixed Priced Purchase Order.

Any questions regarding this solicitation shall be submitted to the contracting team no later than (NLT) 10:00 A.M. Mountain Time (MT) Tuesday, 03 February 2026. All questions must be submitted to both the Contract Specialist, Anna-Marie Scott at anna-marie.scott@spaceforce.mil and Contracting Officer, Cayce Moses at cayce.moses@spaceforce.mil. Questions submitted after this deadline may not be answered.

Quotes and contract documentation shall be provided NLT 10:00 A.M. (MT), 05 February 2026 to 21 CONS/PKA. Please submit quotes to both the Contract Specialist, Anna-Marie Scott at anna-marie.scott@spaceforce.mil and Contracting Officer, Cayce Moses at cayce.moses@spaceforce.mil. Submit no more than 5 pages in response to this request. After 5 pages, the Contracting Officer will not evaluate information. It is the quoter’s responsibility to complete their reps and certs at SAM.gov for the quote to be evaluated for award.

Late submissions: Quoters are responsible for submitting quotations so as to reach the Government office designated by the time specified in the solicitation. Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and may not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.

The contractor’s quote/response shall consist of three (3) separate parts:

2. Format and Specific Instructions.

1. PART I – PRICED QUOTE

The quoter shall either submit on company letterhead a quote identifying the unit price, total line-item price, overall price for all CLINs from Table 1 or fill in Table 1 (see above).

B. PART II – TECHNICAL DOCUMENTATION

Quoter shall submit technical information to confirm the items requested will be provided as stated in this combined synopsis/solicitation (see Table 1).

C. PART III – PAST PERFORMANCE INFORMATION

Past performance information will also be gathered using the CAGE code submitted with the quote. The Contract Performance Assessment Reporting System (CPARS) may be searched to evaluate past performance and information may also be pulled from the System for Award Management (SAM) on SAM.gov, IAW FAR 9.104-6.

52.212-2 Evaluation – Commercial Items (Nov 2021) This tailored clause takes precedence over the clause incorporated by reference.

The Government will award a firm fixed priced purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Award will be made based on the competitive quote with the lowest evaluated price that meets the technical criteria and past performance information criteria on an acceptable/unacceptable basis. If any technical criteria or past performance items are determined to be unacceptable that quote may not be evaluated further and may not be eligible for award.

Addendum to FAR 52.212-2 - Evaluation -- Commercial Items (Nov 2021).

1. Evaluation:

By submission of its quote, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to adhere to all solicitation requirements may result in an offer being determined unacceptable and ineligible for further evaluation. The evaluation process follows:

Part I – Priced Quote Evaluation Initially, the Government will place all quotes that meet the requirements of the solicitation in order by price, beginning with the lowest evaluated price. The price will be evaluated using either a quote identifying the unit price, total line-item price, overall price for all CLINs identified in Table 1 provided in Addendum to FAR 52.212-1.

The Government will then evaluate the lowest evaluated priced offer to determine if it is reasonable and complete. If there is a conflict between the unit price and the overall price, the unit price will be used to determine the correct evaluated price. Failure to quote for any price element, may cause the quoter’s quote to be rejected as unacceptable.

Quoters whose evaluated price is unreasonable (in accordance with FAR 13.106-3) may not be considered for award.

Part II – Technical Documentation Evaluation Next, the lowest evaluated priced offeror will be evaluated on an Acceptable/Unacceptable basis for the Technical Requirement. For the three (3) lowest evaluated priced offeror to receive a rating of “Acceptable”, the offeror shall submit technical documentation that confirms their product meets the minimum requirements as stated in this combined synopsis/solicitation (see Table 1). The offeror shall also submit documentation proving that all quoted items meet the requirements identified in Attachment 1 – Statement of Work (SOW) – 08202025 and Attachment 3 – Parts List. Additionally, if an offeror cannot deliver all items in Table 1 by 4 Weeks after award, their quote may be found technically unacceptable. If any of the three (3) lowest evaluated priced offeror do not demonstrate all necessary requirements, it will receive an “Unacceptable” rating and evaluation of that quote will stop.

The technical factor will receive one of the following ratings listed below.

Part III – Past Performance Information Evaluation Next, the Government will evaluate the lowest evaluated priced technically acceptable offeror for past performance with information gathered via the CAGE code submitted. The Contract Performance Assessment Reporting System (CPARS) may be searched to evaluate past performance, and information may be pulled from the System for Award Management (SAM), IAW FAR 9.104-6. In the case of a quoter without a record of past performance or for whom information on past performance is not available on CPARS.gov, or SAM.gov or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, neutral shall be considered "acceptable".

For the Government to have a reasonable expectation the offeror will successfully perform the required effort, the offeror must not be debarred, suspended, or otherwise determined to be ineligible to receive an award (i.e. the offeror does not have derogatory information in www.sam.gov; nor has a CPARS rating below satisfactory for any contracts). If the offeror is debarred, suspended, or otherwise determined to be ineligible to receive an award (i.e. the offeror does have derogatory information in www.sam.gov; does have a termination for cause within the last 3 years); or has a CPARS rating below satisfactory marginal for any rated category, then the Government would not have a reasonable expectation that the offeror will successfully perform the required effort. Without that reasonable expectation, the offeror would be found unacceptable.

In conducting the Past Performance evaluation, the Government reserves the right to use information obtained from other sources available to the Government, to include, but not limited to SPRS, or other databases; the Defense Contract Audit Agency (DCAA); the Defense Contract Management Agency (DCMA); and interviews with Program Managers, Contracting Officers, and contacts included in the quoter’s provided documentation.

The past performance information factor will receive one of the following ratings listed below.

Acceptable Based on the offerors’ performance record, the

2. Basis of Award:

If the lowest of the three (3) evaluated priced quotes receives an “acceptable” technical and past performance information rating, that quote represents the most advantageous offer to the Government, evaluation of that quote is complete, and the evaluation process will stop, resulting in an award. If the lowest evaluated price quote receives an “unacceptable” technical and/or past performance information rating, evaluation of that quote will stop. In that instance, the next lowest evaluated priced offeror will be evaluated using the methodology above and the process will continue (in order by price) until a quote receives an “acceptable” technical and past performance information rating, or until all offerors are evaluated.

Conversations conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a purchase order without the opportunity for a quote revision. The Government intends to award a purchase order without conversations (while keeping with FAR Part 12 and 13). However, the Government reserves the right to conduct conversations with one, some, all, or none of the vendors if deemed in its best interest.

In the case that a discrepancy exists, procedures will be executed IAW FAR 52.212-4(s).

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause-

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall-

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items-

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

Qualification Requirements (Feb 1995)

(a) Definition. "Qualification requirement," as used in this clause, means a Government requirement for testing or other quality assurance demonstration that must be completed before award.

(b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item under this contract or simply a component of an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or their subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification.

(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.

(e) If an offeror, manufacturer, source, product or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. (d) Comptroller General Examination of Record. ITEM UNIQUE IDENTIFICATION AND VALUATION (JAN 2023)

(a) Definitions. As used in this clause-

"Automatic identification device" means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

"Concatenated unique item identifier" means-

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.

"Data matrix" means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

"Data qualifier" means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

"DoD recognized unique identification equivalent" means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.

"DoD item unique identification" means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.

" Enterprise " means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

" Enterprise identifier" means a code that is uniquely assigned to an enterprise by an issuing agency.

"Government's unit acquisition cost" means-

(1) For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery;

(2) For cost-type or undefinitized line, subline, or exhibit line items, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery;

and

(3) For items produced under a time-and-materials contract, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery.

"Issuing agency" means an organization responsible for assigning a globally unique identifier to an enterprise, as indicated in the Register of Issuing Agency

Codes for ISO/IEC 15459, located at http://www.aimglobal.org/?Reg_Authority15459.

"Issuing agency code" means a code that designates the registration (or controlling) authority for the enterprise identifier.

"Item" means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

" Lot or batch number" means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

"Machine-readable" means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

"Original part number" means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

"Parent item" means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.

"Serial number within the enterprise identifier" means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.

"Serial number within the part, lot, or batch number" means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

"Serialization within the enterprise identifier" means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.

"Serialization within the part, lot, or batch number" means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.

"Type designation" means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.

"Unique item identifier" means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.

"Unique item identifier type" means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.
