Section B: Description of the Supplies/Services Required
The government intends to solicit other than full an open for the purchase of three (3) Freeway Monitor The Freeway Monitors. The Freeway Monitor product was developed by Protogate, Inc. in response to the AMDOTS project request for a standardized monitoring capability. The Freeway Monitor is intended to be used on Freeways equipped with hard disks. It adds an SQL database to the Freeway, along with a software daemon which uses the serial data ports to retrieve data and store it onto the disk. Both the raw data and "meta"-information such as the timestamps, addresses, CRC check results, and sequence numbers are stored; the raw data is written to ordinary disk files, and the meta-information (including pointers to the location of each raw data packet within the disk files) is written into an SQL database. Both the raw data and meta-information are available for immediate extraction and display, and either or both can also be retrieved for off-line analysis. The Freeway Monitor also includes a set of PHP webpages which users can use to configure and control the monitoring capabilities, and to examine the recorded data in real-time.
Information can be presented at several levels of detail, from high-level graphs of serial-line activity down to low-level displays of every byte sent across the serial data line.
Within the AMDOTS project, the Freeway Monitor product is referred to as a Remote Monitoring Unit (RMU). The RMU provides data collection and storage, with limited analysis for Missile Warning, Air Mission, and Space Sensor message collection and stand-alone post-test analysis capability. Stored data format is standardized across all locations which greatly reduces the post-test analysis time over previous methods of data collection.
Section C: Justification for Soliciting from a Single Source
Protogate is the designer, developer and manufacturer of the Protogate Freeway monitor which was released 22 August 2006. They provide all hardware and software components of the RMU system except for the equipment needed to physically tap into STRATCOM existing lines. These devices are normally patch panels (for serial lines) or Ethernet taps (for IP connections) and are provided by the customer. The remaining components are all proprietary to Protogate, Inc. As such, the RMU can only be maintained by Protogate since they are the sole developer/ manufacturer of these components. These system are a proprietary part of the STRATCOM AMDOTS system. Since the Freeway Monitor product was developed, Protogate has provided the AMDOTS project with hardware and software maintenance support. Hardware support normally includes equipment repair and replacement. Software support normally includes bug fixes and updates. Protogate is the only vendor product which can be maintained under our existing system and maintenance contracts. This requirement is to procure three (3) RMU's to replace existing, end of life systems that are currently in deployed locations. 55 CONS maintains the current PThe Freeway Monitor also includes a set of PHP webpages which users can use to configure and control the monitoring capabilities, and to examine the recorded data in real-time. Information can be presented at several levels of detail, from high-level graphs of serial-line activity down to low-level displays of every byte sent across the serial data line.
Protogate currently holds the warranty and maintenance contract for all RMU's utilized by STRATCOM. The current warranty and maintenance contract is under re-acquisition with an anticipated start date of 01 October 2016, and is be procured as a sole source acquisition to Protogate for the warranty and maintenance of current and future RMU's. Single Source Justification (Simplified Acquisition)
CLIN for the procurement of additional and replacement units is being added to the re-acquisition to allow for continued use of these systems in support of the AMDOTS and STRATCOM mission. These three (3) units will be added to the new 55 CONS acquisition for warranty and maintenance effective 01 October 2016.
Section D: Efforts to Obtain Competition
Protogate Inc. is designer, developer and manufacturer of the Freeway Monitor that is currently utilized by the STRATCOM AMDOTS system. These Freeway Monitors as such, the serial data cards and associated software are proprietary to Protogate. Protogate is currently the only source with the necessary design, manufacturing, production, and process data capable of providing these RMU's as well as the extended warranty that meets the minimum requirements for form, fit, and function of the AMDOTS RMU.
Section E: Steps to Preclude Future Single Source Awards
The USG will continue to research new designs, developments and products that may better suit the needs and abilities of the AMDOTS system in every effort to obtain a better product and future competition. If the AMDOTS system is ever replaced then steps will be taken to open competition to a new RMU which would be compatible with the new system.
Section F: Contracting Officer's Determination
