NOTICE OF CONTRACT ACTION

AFTC/PZIE, 205 West D Ave, Eglin AFB, Florida 32542, intends to issue a new sole-source contract to Northrop Grumman Corporation, Herndon, VA, for a Fifth to Fourth Interoperability Signal Translator (FFIST III). The Government anticipates award in March 2017, of a cost-plus-fixed-fee (CPFF) contract type.

The statutory authority utilized is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency requirements. This notice is NOT a request for competitive proposals, bids, or quotes. A Request for Proposal (RFP) will not be issued. All responsible sources may submit a response in the form of a capability statement which, if received by the response date of this notice, shall be considered by the agency. Submission of such documents shall be at the interested party's expense. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

This is in support of the 46th Test Squadron. The proposed contractor developed the hardware for these systems. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 541712, size standard 1,000 employees. All responses received by Tuesday, 3 January 2017 will be considered by the Government.
