Statement of Work For Dosimeter Calibrator

1. SCOPE: The Contractor shall provide a multi-source panoramic Dosimeter Calibrator capable of supporting batch calibration of a large number of low and high intensity dosimeters. The Dosimeter Calibrator shall be self-contained with appropriate shielding allowing for the operator to be in the vicinity during operation. The Contractor shall provide training and installation on the Dosimeter Calibrator on site at the RADIAC Lab. The Contractor shall also provide multi-point calibration of the calibrator to certify the actual activities. The Contractor will also be responsible for the removal, decommissioning, and transportation of two old calibrators. All operations involving the direct handling of the source capsules shall be performed by properly trained Contractor personnel on site at the RADIAC Lab or at the contractor’s facility.

2. TECHNICAL TASKS: The Contractor shall accomplish all of the following specific tasks to comply with this Statement of Work (SoW).

2.1 REMOVAL AND INSTALLATION SAFETY PLANS: The Contractor shall prepare and submit for review and approval a plan covering the removal of the old calibrators, installation of the new calibrator, and safety-emergency procedures for the phase of this effort that may occur on site. The removal and installation plans shall cover, in order, the procedures to be used in the removal and storage of the old calibrators containing radioactive sources (Cs-137), the installation of the new calibrator containing Cs-137 sources, a personnel operating procedure that will be followed, and the procedures which address the potentially hazardous operations associated with the on-base work, along with appropriate safety measures and emergency procedures. A draft of the plan is required to be submitted with the proposal and will need to be finalized 30 days prior to the start of the work. The Contractor is required to possess a valid and current Nuclear Regulatory Commission (NRC) or Agreement State License for the handling of radioactive material covered in this SoW.

2.2 TRANSPORTATION: The Contractor shall be responsible for making all the arrangements with the appropriate authorities for all transportation requirements. If the calibrators are shipped to the contractor’s facility, the contractor is responsible for the transportation costs.

2.3 REMOVAL OF OLD 142S CALIBRATORS:

2.3.1 The two Model 142S Calibrators contain J.L. Shepherd Model 6810 source capsules which have decayed to approximately 10 Ci. The Model 142S Calibrators themselves are certified DOT 7A shipping containers for the specific purpose of radioactive material storage and transportation. The contractor shall provide the means to transport them out of the facility work area.

2.3.2 The Contractor shall as of the Contract Award Date be licensed by the NRC or an Agreement State to take possession and remove, decommission and transport the Model 142S Calibrators.

2.4 INSTALLATION OF NEW CALIBRATOR:

2.4.1 The Dosimeter Calibrator shall be installed in accordance with the Source Installation Safety Plan referenced in paragraph 2.1.

2.4.2 The Dosimeter Calibrator will utilize a Sealed Source Special Form in the NRC Catalogue of Approved Sealed Sources and Devices. The method of certification is as defined in Paragraph 2.5 of this SOW.

2.4.3 The Dosimeter Calibrator shall be provided with multiple dosimeter racks. One rack shall be capable of holding at least 50 pencil dosimeters. Other racks provided shall be capable of holding either complete TLD badges or badge inserts (at least 50).

2.4.4 The Dosimeter Calibrator shall be self-contained with appropriate safety interlocks and sources shall be fully shielded allowing for the operator to be in the vicinity during operation.

2.4.5 The Dosimeter Calibrator footprint shall be approximately 35” wide, 55” long, and 55” high or less.

2.4.6 The Contractor shall be licensed by the NRC or Agreement State to possess, handle, and transfer possession of said calibrator and source capsules.

2.4.7 In the event the safe use and operation of the calibrator is changed as a result of the accomplishment of this SoW, the Contractor shall provide calibrator operator training to one or more RADIAC Lab personnel. Each person completing this training shall be issued a certificate of training.

2.5 SOURCE CALIBRATION: The Contractor shall perform source calibrations to determine source activities and provide calibration and leak test certificates. Instrumentation used to calibrate the sources must be certified as traceable to the National Institute of Standards and Technology (NIST). Radiation output levels will be used to establish source activities. Activity will be determined by the formula: Activity (in Curies) = (1 meter reading R/hr) / 0.33. The one meter reading will be determined by using the inverse square law to extrapolate from a point inside the calibrator. Measured activities between 23 Ci and 30 Ci and between 8 and 12 mCi shall be acceptable.

2.6 ADVANCED NOTIFICATION: The Contractor shall notify the Contracting Officer one week prior to the proposed date for start of work. The Contractor, once on site, shall coordinate all activities involving removal and installation with Bionetics and AFMETCAL Engineering to ensure personnel safety and to allow evacuation of the immediate area surrounding the 142S Calibrators.

2.7 PERFORMANCE PERIOD: All work including training shall be completed within 30 working days from the proposed date for start of work. One full day shall be set aside to allow for training. Saturdays, Sundays, Federal holidays, and facility shutdowns are excluded.

3. ACCEPTANCE TESTING: Acceptance Tests will be conducted to determine the activity of the installed sources. The item will be checked with test equipment with parameters equal to or better than those required to assure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other AFMETCAL-approved equivalent international laboratory. Tests will be performed to assure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.
