PURCHASE DESCRIPTION
FOR
High Power Coaxial Standards
18E-166A-RF & 18E-166B-RF
1. SCOPE: AFMETCAL is seeking to purchase High Power Coaxial Standards for its
Precision Measurement Equipment Laboratories (PMEL’s) (18E-166A-RF) and Air Force Primary Standards Laboratory (AFPSL) (18E-166B-RF). The High Power Coaxial Standards shall be used in the calibration of high power coaxial watt meters and couplers.
The High Power Coaxial Standards shall be complete and fully operational. It shall include all cables, adapters & meters necessary and meet all the specifications listed in this purchase description. The High Power Coaxial Standards could also be known as a “Power sensor” in this document.
2. PERFORMANCE REQUIREMENTS:
2.1. AFPSL Standards (18E-166B-RF)
2.1.1. Frequency Range: 1 MHz to 1 GHz
2.1.2. Power Range: 80 to 107 Watts
2.1.3. Directivity: Minimum Target Directivity shall be 28 dB .
2.1.4. Insertion Loss: Insertion Loss shall be < 0.05 dB.
2.1.5. Uncertainty: ±1% of reading (k=2)
2.1.5.1. Interpolation: The 1% of readings includes interpolating between calibration points.
2.1.5.2. Calibration Plane: The unit shall be calibrated at the output port, with the ability to transfer to input port. Through the measurement of insertion loss on a VNA. It shall be used to calibrate the PMEL Base Measurement Standards.
2.1.6. VSWR: < 1.05
2.1.7. Impedance: 50 ohm
2.1.8. Amplitude Modulation: Shall be able to handle up to 1 % Amplitude Modulation without effecting the accuracy. (This requirement is tied to existing Air Force amplifiers). This specification applies to the frequency range of the device (1 MHz to 1 GHz).
2.1.9. Harmonics: Shall not require harmonics to be less than -60 dBc when making a measurement.(This requirement is tied to existing Air Force amplifiers)
2.2. PMEL Base Measurement Standards (18E-166A-RF)
2.2.1. Frequency Range: 1 MHz to 1 GHz
2.2.2. Power Range: 1 to 1000 Watts
2.2.3. Directivity: Minimum Target Directivity shall be 28 dB .
2.2.4. Insertion Loss: Insertion Loss shall be < 0.05 dB.
2.2.5. Uncertainty: ±3% of reading (k=2)
2.2.5.1. Interpolation: The 1% of readings includes interpolating between calibration points.
2.2.5.2. Calibration Plane: The unit shall be calibrated at the output port.
2.2.6. VSWR: < 1.05
2.2.7. Impedance: 50 ohm

2.2.8. Amplitude Modulation: Shall be able to handle up to 1 % Amplitude Modulation without effecting the accuracy. (This requirement is tied to existing Air Force amplifiers). This specification applies to the frequency range of the device (1 MHz to 1 GHz).
2.2.9. Harmonics: Shall not require harmonics to be less than -60 dBc when making a measurement.(This requirement is tied to existing Air Force amplifiers)
3. FUNCTIONAL REQUIREMENTS (18E-166A-RF & 18E-166B-RF):
3.1. Automate Control: The High Power Coaxial Standard shall be able to determine the frequency of the signal to measure. This can be through an internal frequency counter or other means.
3.2. Sensors required: The frequency & power range shall be covered in three sensors or less.
3.3. Display: Can have a separate display unit or display screen on the sensor.
3.3.1. Display selections: Shall display Forward/Reverse Power, DBM/Watt and VSWR selection ability.
3.4. Calibration Points: An updateable E-PROM or storage media with at least 100 burnable correction points. Fewer points may be used if 1% interpolation specification (2.1.5.1 & 2.2.5.1) can be maintained. Any software required to burn the points shall be included.
3.5. Stability of Readings: Shall produce a stable reading within 1 minute of applied power.
3.6. Power: An assembled power cord of at least 6 feet in length for 110 to 120 volt operation shall be provided with each AC powered instrument. Each AC powered instrument shall have an AC power switch and a front panel indication when AC power is applied. If battery operated the required batteries shall be rechargeable.
3.6.1. Warm-up: Unit shall read within specified accuracy ≤ 10 minutes from plugging units into AC power.
3.7. Accessories and adapters: Any-and-All ancillary equipment/items and accessories (not otherwise specified) needed to perform as described shall be provided by the contractor.
This would include, but not limited to, special tools, cables, fixtures, programs, adapters and Standards.
4. PHYSICAL/MECHANICAL REQUIREMENTS (18E-166A-RF & 18E-166B-RF):
4.1. Type Sensor: Shall be inline insert able sensor type body.
4.2. Connectors: Connector shall be a laboratory grade N type and be capable of handling the necessary wattage required for High Power measurements. The N-Type connector shall be a hexagonal connector for precision torqueing.
4.2.1. (18E-166A-RF): Shall have changeable connectors, from male to female.
4.2.2. (18E-166B-RF): Shall have changeable connectors from male to female.
4.3. Physical Size: Shall be less than 6”L x 6”H x 3”D
4.4. Weight: Shall be less than 5 LBs
4.5. Shipping Container: A Reusable hard shell shipping container with internal padding to protect the sensors from shipping damage shall be provided. If there is a separate display unit, it does not need to be shipped in the case.
4.6. Operating Temperature: 73 +/- 6 f
4.7. Operating Humidity:20 to 50%
5. DISPLAY REQUIREMENTS (18E-166A-RF & 18E-166B-RF):
5.1. Hardware Interface: Shall be computer controlled thru GPIB, Ethernet, or USB connection. GPIB or Ethernet preferred.

5.2. Automated and Manual Control: The Sensor shall have the capability to perform automatic data acquisition through the measurement function(s) and range(s). Any additional data and programs not specifically identified hereafter, yet required to perform the stated tasks shall be provided by the contractor. Additionally, the Power Sensor shall be capable of making front panel manually operated measurements.
6. SOFTWARE:
6.1. If software is used to burn the calibration points into the sensor, it shall be provided.
6.2. Software Identification: All software used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software.
6.3. Source code: Copies of all source code used in these applications, with rights to reuse and modify, shall be provided.
6.4. Software shall be Windows 10 compliant.
7. UNCERTAINTY ANALYSIS (18E-166A-RF & 18E-166B-RF): The total Absolute
Uncertainty for all functions shall be the worst case Root-Square-Sum of Reference Standard absolute uncertainty, standard-deviation, stability, temperature/power coefficients (where applicable), all other system Type A and all other system Type B uncertainties are displayed in terms of Coverage Factor of two (k=2). All sources of uncertainty/error shall be included in the analysis. Any contractor caveat conditions or requirements to meet/perform an Absolute Uncertainty Analysis shall be clearly identified and documented by the contractor.
8. Interchangeability (18E-166A-RF & 18E-166B-RF): The first system shall be the same as the last system in terms of firmware, software, functionality, and configuration control. All replaceable assemblies, subassemblies, components, and parts of designated model provided under a single contractor or ordered from any one manufacturer shall be fully interchangeable without interference or degradation of performance.
9. FIRMWARE (18E-166A-RF & 18E-166B-RF): When firmware or software upgrade is anticipated by the manufacturer during the life of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade all High Power Coaxial Standards shall be updated to this upgrade. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.
10. LICENSING (18E-166A-RF & 18E-166B-RF): Where licensing issues apply to any part of the High Power Coaxial Standards, such licensing and associated documents shall be obtained and provided by the contractor. Licenses shall not contravene federal law, federal procurement regulations, or the requirements of this acquisition.
11. Model and Serial Number Identification (IUID) (18E-166A-RF & 18E-166B-RF): This item shall be clearly labeled with a model, serial number, and manufacturer’s name. Unique item identification labeling shall follow the Item Identification and Valuation clause as stated in the contract.
12. TESTING (18E-166A-RF & 18E-166B-RF): This item shall be inspected and tested at destination, as specified elsewhere in this contract. This item shall be checked with test equipment with parameters equal to or better than those required to assure that specified performance requirements are met. Test equipment used shall have first echelon certification directly traceable to a National Metrology Institute or other AFMETCAL approved equivalent laboratory when required. Tests shall be performed to assure the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of

performing all inspections and quality checks at the point of fabrication, as specified elsewhere in this contract, or as necessary, to ensure performance, as specified herein. In addition to all elements of this purchase description, all commercially published components provided with this system must, as a minimum, satisfy their commercially published performance specifications (and must be provided by the contractor).

DATA REQUIREMENTS
MANUALS: A set of operational and maintenance manuals shall be provided. As a minimum, the manuals shall include an explanation of features, performance specifications, operational instructions, theory of operation, calibration procedures, and an illustrated parts breakdown. Wherever possible, use of pictures, diagrams, schematics and mathematical formulas shall be included such that any text material may be better understood. Specifically, the calibration procedure shall include a list of required calibration equipment, by part number, connection diagrams and step-by-step instructions to follow for completing this task. In addition, a system- level manual explaining the system operation and software shall also be provided. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF).
A validation and verification of the manuals will be required. The manual shall be in accordance with the Air Force Technical Manual Contract Requirements (TMCR) TM86-01Q and Contract Data Requirements List (DD Form 1423).
CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument.
This calibration certificate must comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).
