Market Research: Market research was conducted to attempt to find additional providers of RSMeans. It was discovered that RSMeans is the sole provider of the RSMeans Online software. The RSMeans Online is unique in that it is not sold to other contractors and can only be found through the RSMeans Company. Research will be conducted for any future actions to determine if additional suppliers become available that offer items meeting all of the requirements similar to those identified for this contracting action.
8:
Other Facts: Local engineering sections at ANG bases are familiar with the RSMeans products, either by hard copy or software on CD's. The online version has been used for the past several years and has streamlined the effectiveness of the cost estimation process. The Air National Guard has had previous contracts with RSMeans and it is not cost effective to change programs. All historical documentation can be accessed through RSMeans which is unique to the RSMeans Online software. Updates are made at least quarterly and all users have the exact estimations simultaneously.
3:
Description of Services or Supplies: Professional series online license for construction cost estimating data. RSMeans Online is a construction estimation database that is used by professional estimators for up to date labor, materials and overhead costs for specific projects types and locations. The RSMeans Online data is an estimation source which helps calculate the costs of construction prior to beginning construction. The database is used for a wide variety of construction types and can estimate based on overall materials, square footage and location. It can be used at almost any stage of cost planning but will become more accurate as the project progresses. RSMeans products are the most commonly used estimation reference systems and have become critical for the performance of Cost engineering.
5:
Reasons for Authority Cited: A: FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. RSMeans is needed to satisfy mission requirements in preparing accurate cost estimates for facilities throughout the Air National Guard. Additionally, RSMeans cost estimation products represent the industry standard for cost estimation throughout the Department of Defense and is familiar to resident engineers. The Gordian Group is the sole producer of the RSMeans online product and is an entirely proprietary software platform.
Reasons for Authority Cited: B:
Reasons for Authority Cited: C: RSMeans is the industry standard and stands alone in what it can provide to the Air National Guard. RSMeans stores data from year to year so the customer can have historical documentation. Because RSMeans has been the software the Air National Guard uses for construction estimation, it would not be cost effective to change programs/companies.
