I. Contracting Activity.
Robins AFB Operation Contracting Directorate, Production Support Flight, AFSC/PZIMA
II. Nature and/or description of the action being processed.
A requirement from the United States Air Force (USAF), 402d Commodities Maintenance Group - Engineering Branch (402 CMXG/MXDE) at Robins Air Force Base (AFB), Georgia for a Robotic De-Paint System, B180 (L7WC10) is being initiated. This justification and approval is being requested for the Brand Name procurement of Fanuc robots and Rockwell Automation programmable logic controllers (PLCs)/ Human Machine Interface (HMI), (hereinafter Industrial Control Items (ICI)). This requirement will be procured under FAR 13.500 procedures using the guidelines provided in FAR 6.302-1 for documentation purposes. These systems will be procured on a Firm-Fixed-Price basis and are essential in producing quality assets for the F-15, C-17, C-130, and C-5 weapon systems. The estimated Period of Performance (PoP) is 18 months. The total cost is $3.3M; however, the Brand Name portion is $217,000, as outlined below.
III. Description of supplies/services required to meet agency needs.
This contract will be for one (1) robotic de-painting system (L7WC10). The contract will be for turn-key systems to include the robots, support equipment, integration, delivery, installation, acceptance testing, and de-paint system training. The estimated value for L7WC10 is $3.3 million. This contract will have period of performance of 18 months.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The items in this order that are being restricted to a particular brand are the robots and ICI. The Government is requiring the robots be of the brand Fanuc and the ICI be of the brand Rockwell Automation. These items account for approximately $217,000 or less than 9% of the total order of $2.5 million. Utilization of these brands is essential to prevent duplication of cost (formalized robotic and controls training and spare parts) and time delays (operator and maintenance robotic and controls on job training (OJT)). Over the last ten years Robins Air Force Base Commodities Group has procured nine (9) robotic systems that perform various duties. The purchase descriptions for these systems only called out required performance specifications and did not require particular brands. In all ten cases, the vendor supplied a Fanuc robot with Rockwell Automation ICI (if the system required such). In the last ten years, our robot operators have accumulated 95 years of combined experience with these systems and our maintenance personnel have accumulated over 100 years of combined experience. Additionally, the Government has already spent over $100,000 in formalized robotic and controls training for these two brands, with more planned for the near future. The Government has already purchased over $50,000 in software used to troubleshoot/maintain these brands. Spare parts totaling over $200,000 are being purchased to support these two brands. Placing other robotic and ICI in the 402 CMXG equipment lineup is not mission effective or cost effective and places additional robotic and controls training and support burden on the Government as Fanuc robots and Rockwell Automation ICI are currently fielded and have been the focus of many years of training, experience, and support efforts. The amount of production time lost to realize the same level of experience obtained with Fanuc robotics and Rockwell Automation ICI would be unacceptable. The procurement of other products would result in discontinuity and non-uniformity within the 402 CMXG equipment lineup and would result in additional robotic and controls training, support, and lost production cost. For these reasons, it is necessary for the 402 CMXG to continue to utilize Fanuc and Rockwell Automation products to continue to be able to produce assets on-time and on-budget to support the war fighter. According to the market research performed, the price difference between the required brands' equipment and similar or "Equal" equipment from other brands is negligible.“Equal” items will not be accepted.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
This requirement is exempt from synopsis, however a combination synopsis solicitation will be posted on FBO. Request for Information number “RFI_Robotic_Paint_Removal_System” was posted on 16 February 2017. Three companies responded to the RFI, these included Aerobotix, Titan Robotics, and rpGatta. While Titan Robotics responded to the RFI, they indicated that they were not capable.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Government anticipates the price will be determined fair and reasonable based on adequate price competition. Price analysis will be performed on this requirement and negotiations will be held, if necessary, to ensure that the Government receives a fair and reasonable price.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted in accordance with FAR Part 10. Preliminary market research determined that there are several robot systems and ICI available commercially; however, these products do not support the 402 CMXGs ability to produce assets and would create duplication of cost and time delays.
Market research determined that the requested equipment is available in the commercial marketplace from multiple sources and multiple acquisition vehicles. Market research also showed that the requested equipment is the industry standard in robotic paint systems in North America. Any robotics integrator can purchase and utilize the requested products in their designs and as discussed above typically do; however, their selection of the requested parts cannot be left to chance. See the attached Market Research. A total of three (3) integrators were found that had the proper experience and technical ability (Aerobotix, Southwest Research Institute, and rpGatta).
IX. Any other facts supporting the use of Other Than Full and Open Competition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
In an effort to remove or overcome barriers to competition in the future, the market will be scanned frequently for new companies and products that could satisfy the Government's requirements. 402 CMXG staff meets regularly with equipment manufacturers and vendors and attends manufacturer and industry robotic and controls training to keep current on technology. Vendor and trade magazines are scanned for new, open technologies that can satisfy future equipment requirements. As a production shop, the agency will continually revisit the brand name equipment currently being used and will research for manufacturers and products that will be in the Government's best interest as best value for future replacement equipment at the agency's site. The current situation requires Fanuc robotics and Rockwell Automation ICI as they are the only brands that meet the Government's needs while not requiring duplication of cost and causing unacceptable delays in fulfilling the Government's ability to produce assets. Since there is a continual revisit of the brand names currently being used by the agency for the present equipment, if/when alternatives to the requested equipment become available, they will be reviewed for approval to use.
