JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

DEPARTMENT OF THE AIR FORCE

902d CONTRACTING SQUADRON

RANDOLPH AFB TX 78150

(i) Description of the supplies or services required to meet the agency’s needs: HQ

AETC/CCV has a requirement to lease approximately 170 each exhibit booths to include the exhibit space of approximately 25,000 square feet and all associated booth dressings to support the 2012 Air Education and Training Command (AETC) Symposium. Each exhibit booth will require different electrical needs/sources and connections. This will be a firm fixed price purchase order for the exhibit booths electrical requirements. Total estimated value is $31,570.00. The performance period for this acquisition is 11 January

2012 through 13 January 2012.

(ii) Facts justifying the award of a sole source contract: The 2012 AETC

Symposium/Air Force Association Expo is sponsored by the HQ AETC/CCV and administered by the AFA to recognize outstanding performances within AETC. As a co-attended event, it is imperative that all exhibit booths and associated deliverables identically match. Air Force Association has contracted with MC2 to provide a turnkey solution booth space and all associated deliverables/incidental services to support the

AETC symposium which includes electrical services. MC2 has subcontracted with

Harper Wood Electric for all their electrical booth requirements. Due to this agreement with MC2, the Expo sponsored booths will require the same electrical contractor, Harper

Wood Electrical, in order to minimize disruption of electrical service and increased efficiency due to one electrical point of contact. The Henry B. González Convention

Center thru an exclusive agreement only allows 3 electrical contractors to work in their facility. Harper Wood Electric is one of their exclusive electrical contractors and best fits the electrical requirements for the exhibit booths.

(iii) A statement that the proposed sole source is the only known source that can satisfy the Government’s requirement: The AFA has already leased from MC2 approximately 25,000 square feet to include both exhibit space and necessary deliverables at the Henry B González Convention Center in San Antonio, Texas which will be hosting the Air Force Association (AFA) Exposition. The AETC Symposium will hold the exhibitions, ceremony and reception in the same facility requiring identical booth displays where the AFA Exposition is scheduled to simultaneously take place.

MC2 is the sole source contractor that will provide the turnkey solution for booth space and all associated deliverables/incidental services in support of the Expo and is the sole source for the lease of all exhibit areas within the convention center. The AFA’s

Exposition is tailored to the professional requirements of the Air Force enlisted, officers, guardsmen and reservist. In order to provide a seamless and integrated exposition, AETC/CCV must utilize the same electrical contractor within the convention center provided to the AFA by MC2 in support of the 2012 AFA Exposition. The AETC

Symposium is a world-class event with high visibility attendees, such as Medal of Honor recipients, military general officer, and multiple distinguished visitors from the local, state and federal government. All booths within the convention center must be identical in appearance and function to include electrical services. For this reason, no other source other than the exclusive exhibit booth provider Harper Wood Electric can provide the turnkey services to meet this requirement.

(iv) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or service is required: To ensure the above is met, AETC/CCV will however, continue to evaluate other venues through market research. Continued efforts in this regard will ensure that the Government is getting a fair and reasonable price by ensuring the

Government utilizes the most efficient and economical venue for presentation of these awards.
