What are the hours of operation for the Network technicians who will disable port security for the 48 hour time period?
Hours of operation for network technicians is not applicable. The network technician will disable port security prior to in areas where contractors will install EUD.
CLIN 0003 mentions “provide warranty”, but the PWS doesn’t mention a warranty. What did you want warranted?
Each EUD should come with a standard manufacturer warranty. Also, the contractor is expected to provide a 1-year warranty period for the imaging, cabling, and overall functionality of each system.
1. Is the "standard METC IMD student image" the "baseline image" (Para. 1.3.2)? Or, does the "baseline image" include the "program specific software"?
a. Does this mean separate IMD images based on different IMD training groups, curricula, etc?
b. Or, will there be a single image, which will change based on revision level only?
There is one standard image for all EUD’s.
There is also a standard list of required programs to be installed on each system. All 1,600 EUD’s are expected to be loaded identically.
The contractor can create one image to include the standard list of required programs.
1.3.1. Is there only one (1) "baseline image" at a
time, and is it the "newest image" referred to in 1.3.1?
There is one baseline image and at the time of install the contractor will be giving the newest image available from the Government.
1.3.1. Will the "newest image" referred to in
1.3.1 only be used on EUD's that have not previously been imaged under this contract?
Correct
1.3.1 Will the government specify the AGM
image version number to be utilized for all 1600 devices during the period of performance of the contract?
The government will provide both the image version and all other software that is to be loaded on each EUD.

1.3.2 the same as the Army Gold Master (AGM) referred to in 1.3.1?
Yes. This will be provided to the contractor by the government.
1.3.2 How will the non‐standard "software
needed for that specific device" be made available to the Contractor?
Will the Contractor be allowed input to the Deployment Plan?
Input will be allowed, so long as it meets all prevailing requirement for the network.
1.3.5 Will a Government representative be
present for the "final functions check" referred to in 1.3.5?
Yes.
1.3.5 Will each EUD will be considered
accepted upon completion of the Contractor's "final functions check" referred to in 1.3.5.
Pending confirmation of all requirements by the government representative.
1.4 Is all other software, besides the
"baseline image," considered "non‐standard software" as referred to in 1.4?
Would the government provide a complete list of non‐standard software?
- Additional software is as follows: MiPacs, DEVAA, MESA 2012, DCAM, UDR, FEDLOG, TEWLS, Lockdown Browser, QuestionMark Secure, DMLLS with Business Objects, CITRIX, SmartSync, Office2013 (w/o Outlook, ONLY Excel, Word and PPT), QuickTime, Java, FireFox, IE, IBM Lotus Form Viewer, and Connection Monitor 3.
1.4 Is all "non‐standard software" to be
loaded on a per device basis prior to deployment?
Yes.
1.4.e Will the "operational tests" referred to in 1.4.e be used only to test basic operations of the EUD and its compatibility with the network?
The operational tests will be used to confirm that all requirements listed have been performed and are fully functional on each system.
1.4.e Will the Contractor be required to do testing on the "non‐standard software" as well?
If so, do the tests exist and will the Government provide them?
Yes, contractors will test non-standard software and the Government will provide them.
4.0 Threshold #5 mentions a "government
employee". Is that the GPM, the "Government technician" referenced in 1.3.1, or the user?
Please clarify.
It may be either the GPM or a Government technician.
4.0 Threshold #5 indicates Contractor
responsibility for transfer of data. However, 1.2 specifies "no data migration will be required for this project." Please clarify.
No data migration will be required for this project.
No page count is identified in the solicitation, please clarify.
Pages will be numbered as # of #.
No format directions are identified in the solicitation, please clarify. For example, does the Government want this information in any particular format (e.g. Word, Excel, PDF), font type or size (e.g. Times New Roman) or paragraph spacing (e.g. double‐spaced)?
For technical proposal and responses to the proposals, please be consistent with a standard pitch-12 of same font.
Pricing table does not have a CLIN for cable management, do you have estimation on number of cables, which needs to be replaced or repaired. We cannot roll up cable management cost to existing CLINS, because we don’t believe you will need 1600 cables replaced or repaired.
At this time, there is not an estimation of cables to be replaced. However, there is a reasonable expectation more than 85% will need to be replaced.
What government imaging software/tools exist at site to image these laptops? Ghost, SCCM? If SCCM, will contractors have access to push image? If SCCM, can PXE Boot be used?
The contractor will provide the solution to image the laptops.
Will the government provide a copy of the draft deployment plan? This will help contractor determine adequate manning required....ie simultaneous deployment across multiple buildings.
The Government shall provide plan that includes tasks, but the contractor shall provide “how” the task shall be accomplished.
The anticipated schedule for this contract is 3 months, as described in the RFP. The vendor would like to know how firm this schedule is and if there is a possibility for the schedule to be extended to 4 months?
There is a reasonable expectation that this work will not exceed the 90 day period of performance; therefore, extensions are not being evaluated at this time.
Once old laptops are removed and hard drive are taken out, do old laptops needs to be boxed before taken to the warehouse? if yes, who will provide the boxes?
Your Response: Old laptops are required to be placed in boxes before being taken to warehouse.
Clarification Required: Who is providing the boxes?
All new EUDs will come in a box. Once the new device is removed from the packaging, it is expected that the old device will be placed into that box.
Will the government be providing the containers, boxes or packing for the old EUD’s to be placed in and moved to the appropriate location?
All new EUDs will come in a box. Once the new device is removed from the packaging, it is expected that the old device will be placed into that box.
Will the government provide the spreadsheet that they would like the EUD information put on that matches your internal Asset management system?
It will be the contractor’s responsibility to provide the information requested, in a format the meets the predefined areas of interest.
2.B – Cable management – Does the government have specific cable management requirements?
(Zip ties, Velcro cable mgmt, etc…)
The Government does not have specific cable management requirements. Cable management requirements shall be discuss between Government and contractor on case-to-case basis.
Hard Drive Removal
* Will the government be providing the containers, boxes or packing for the old HD’s to be placed in and moved to the appropriate location?
All new EUDs will come in a box. Once the new device is removed from the packaging, it is expected that the old device will be placed into that box.
1.3 – Onsite EUD image load and deployment
* Will the government be providing the required testing procedures that we need to conform to?
Yes.
1.3.1 Access the Image:
What is the current size of the latest Army Gold Master (AGM) Image (15gb, 20gb, etc.)?
Is there a time‐stamp as to how long it takes to load the base image (20 minutes, 30 minutes, etc.)?
- 5 gb
- It takes an estimate time of 45 minutes to an hour.
2. Load the Image on EUD:
* This task refers to customizations of the software. How many customizations and of what nature are to be made?
Please clarify question.
2. Special Requirements
* Does the government require the personnel working on the project to have a security clearance? (NACLC, Secret, etc..)?
Background checks are required.
3.2. Quality assurance
* Based on the commentary in this section, is there an expectation for suppliers that they would have to perform on‐going service if any issues arise on the EUD’s?
What would be the warranty period for these services?
Each EUD should come with a standard manufacturer warranty. Also, the contractor is expected to provide a 1-year warranty period for the imaging, cabling, and overall functionality of each system.
1.4. TASK 4 ‐ Software Installation:
e. Perform system operational tests to confirm proper installation of software.
* How many software packages are there and is there a list that can be provided?
* Is there a time‐stamp as to how long each software load takes (20 minutes, 30 minutes, etc.)?
* What is the maximum number of software loads that one EUD might have? Is there a list of the 1600 EUD’s and what each one will receive in terms of software loads? For example an user in one building gets 2 software loads whereas another receives 15. By knowing the number of software loads each person will receive will help determine the amount of time per EUD, which will assist in creating a cost structure.
The below listed software will be provided along with the standard image:
MiPacs, DEVAA, MESA 2012, DCAM, UDR, FEDLOG, TEWLS, Lockdown Browser, QuestionMark Secure, DMLLS with Business Objects, CITRIX, SmartSync, Office2013 (w/o Outlook, ONLY Excel, Word and PPT), QuickTime, Java, FireFox, IE, IBM Lotus Form Viewer, and Connection Monitor 3.
It takes an estimate time of 45 minutes to an hour.
All EUD’s will receive the same image and software.

2. Special Requirements
* Does the government require the personnel working on the project to have a security clearance? (NACLC, Secret, etc..)?
Background checks are required.
The PWS states the government will provide patch cables as required (to replace damaged).
Will the government also provide the materials required to apply cable management (velco, Panduit, etc.) as required. In other words, are all supplies government provided. PWS Para 1.0 states the contract shall furnish “all management, tools, supplies, and equipment …“.
The Government will only supply patch cables as required.
In the solicitation, CLINS 1, 2, and 3 all describe “labor, tools, supplies, and transportation” to be contractor furnished. Should “supplies” be removed from this, as it appears supplies are
GFE.
All supplies will not be supplied by the Government. The Government will only supply patch cables as required.
In the solicitation, CLIN 3 ends with “and provide warranty”. Is this a warranty of the new laptops since it is expressly called out? A warranty on workmanship would apply to all CLINS not just
CLIN3.
Each EUD should come with a standard manufacturer warranty. Also, the contractor is expected to provide a 1-year warranty period for the imaging, cabling, and overall functionality of each system.
Will the government create, maintain, and coordinate the execution of the Deployment/Installation Plan? In particular, coordinating with each customer area for access, network management office for port security, and equipment custodians for the transfer or equipment?
What roles does the contractor have in each of these areas and, if these issues impact the ability of the contractor to perform, how will this be addressed?
Yes. The roles of the contractor will be addressed in the deployment plan. Issues will be addressed as needed.
Do I have the ability to work in an area on POST to dismantle and configure systems?
Will I be given a standard desktop load CD from the communications professionals on post to configure the laptops?
Yes.
PWS Para 2.1 states “Current (within 3 years) Security+ and Computing Environment (i.e., A+, Windows 7) certificates are required certifications and will meet all DoD requirements to gain administrative access (See DoD 8570.01‐ M).” Can we assume the Security+ is meeting the 8570.01‐M requirements while the Windows 7 certification are additional due to the nature of the work? There is no Windows 7 requirement in 8570. Can we also assume Windows 7 is the baseline OS for the Army Gold Master and that will not change to Windows 8 during this deployment? What SPECIFIC “Windows 7” certificate would be acceptable to the government?
IAW DoD 8570.01-M, a computing environment certification is required in order to receive elevated rights on the network in order to perform administrative functions on each system.
C3.2.4.8.3 “In addition to the IA baseline certification requirement for their level, IATs with privileged access must obtain appropriate Computing Environment (CE) certifications for the operating system(s) and/or security related tools/devices they support as required by their employing organization. If supporting multiple tools and devices, an IAT should obtain CE certifications for all the tools and devices they are supporting. At a minimum the IAT should obtain a certification for the tool or device he or she spends the most time supporting. For example, if an IAT is spending most of his or her time supporting security functions on a CISCO router, the IAT should obtain a CE certification for that equipment.
This requirement ensures they can effectively apply IA requirements to their hardware and software systems.”
There is no expectation that Windows 8 will be implement.
Since the hours of operation identified fall outside normal duty hours, how does the Government Project Manager (GPM) intend to communicate with the Contractor Project Manager (CPM) and alternate?
The government and contractor will hold regular meetings (can be by phone) to discuss progress as well as the schedule and address any issues that may arise during the period of performance.
Since the hours of operation identified fall outside normal duty hours, how does the Government intend to ensure access to the facilities for the contractor?
Upon verification of background checks, the government will take all necessary actions to grant facility access for the contractor.
Once the old laptop is removed, what is the maximum period of time before the new replacement laptop must be in place?
a. Once removed from old laptops, does the Government have additional data removal/destruction activities required (e.g.
degaussing)?
b. If the Government requires additional data removal/destruction activities, will the Government provide the hardware and software necessary to conduct the additional activities?
All EUDs must be in place within the period of performance. There is a reasonable expectation that as each classrooms EUDs are removed that the new devices will be put in place.
Once the HDs are removed from the EUDs, the government will handle the remaining destruction requirements.
Will any of the facilities require completion of an end‐of‐day closure checklist by the contractor?
Contractors are required to provide a daily list to GPM of computer names imaged and ready to deploy to specific rooms.
How does the Government intend to address issues encountered during imaging? Laptop fails to boot, other than operator error, encountered?
Image stability, other than operator error, encountered with image loading? Driver stability, other than operator error, encountered with driver failures?
Given that these are all new devices, there is little expectation to encounter such issues.
What are the encryption requirements for the new laptops?
Encryption will be taken care of by Government Technician
68 What are the warranty requirements?
Each EUD should come with a standard manufacturer warranty. Also, the contractor is expected to provide a 1-year warranty period for the imaging, cabling, and overall functionality of each system.
What type of cables will the Government provide?
CAT 6
Are Government provided cables already tested and approved?
Yes
In paragraph 1.4 b of the PWS, “Dispose of refuse to approved Government receptacles.” Are these receptacles Government provided or contractor provided? If receptacles are contractor provided, what are the approval requirements? Where are the receptacles located?
Government is responsible for the disposal of EUDs.
Please clarify the IAT Level required to work on this effort in paragraph 2.1. According to DOD 8570, Table AP3.T2 “DOD Approved Baseline Certifications,” IAT Level 1 requires A+ certification while IAT Level 2 requires Security+ certification. Paragraph 2.1 states “Contractor personnel working on this requirement shall be Information Assurance Technician (IAT) Level 1 certified and qualified…” and later in the paragraph states, “Current (within 3 years) Security + and Computing Environment (i.e. A+, Windows 7) certificates are required certifications and will meet all DOD requirements to gain administrative access.”
Please amendment posted to clarify the requirement to be IAT Level II.
Paragraph 4, Service Summary, performance objective “Capture of data from existing computer equipment” states a threshold, “”100% of the EUDs have current software, programs and required data transferred.” This contradicts paragraph 1.2, Tsk 2 (Data Migration) which states, “No data migration will be required for this effort.” Please clarify.
No data migration will be required.
In paragraph 5 of PWS, “the Contractor will be responsible to provide transportation of EUDs from warehouse…” will the Government provide the vehicles necessary for transportation?
No. It is expected that the contractor will transport all devices to and from the warehouse.
File details come from the government source that posted it. Updated .
