Contractor Questions for Discharge Planner – Registered Nurse, FA3010-16-R-0015
1. Is there an incumbent contractor for these services?
Answer: Yes
2. If there is an incumbent, can the Government please provide the company name, contract number, and contract award value for the base and all option periods?
Answer: Company Name: CNI Professional Services LLC, Norman OK; Contract Number FA8503-12- D-0041-RC04; Total award amount for the subject position: $249,240.00
3. If there is an incumbent, how long has the employee been performing services?
Answer: Approximately 2 years
4. Is this a new requirement?
Answer: No
5. If this is an existing requirement, what is the current bill rate?
Answer: This information is not releasable.
6. Are we required to provide the first right of refusal under FAR 52.222.17?
Answer: FAR 52.222-17(b) states the following: “The Contractor and its subcontractors shall, except as otherwise provided herein, in good faith offer those service employees employed under the predecessor contract whose employment will be terminated as a result of award of this contract or the expiration of the contract under which the service employees were hired, a right of first refusal of employment under this contract in positions for which the service employees are qualified.”
7. What is the occupational code or level of RN (I - III) for the Discharge Planner?
Answer: 12313 - Registered Nurse II, Specialist
8. Please confirm that there is no technical information response required as part of the proposal submission.
Answer: Technical information is NOT required as part of the proposal submission.
9. On page 8 of the RFP it states “An offer using a sliding price scale or subject to escalation based on a contingency will be evaluated as noncompliant.” Can you please provide an example of this as we are unfamiliar with this term? Does this meant that we are unable to escalate our prices? Will we be penalized if we keep the same price for the base and option years?
Answer: You can offer a sliding scale or escalation but just not based on contigencies.
10. Why is this position not being procured through the CLASS contract?
Answer: An addendum to the requirement was not accepted; therefore, it is being procured locally.
11. SF1449, Box 10 Shows NAICS of "622110" Please review/advise as the SF 1449 - Continuation Sheet and Performance Work Statement call for an individual, RN Discharge Planner on a personal services basis. We believe that NAICS 621399, Office of all other Miscellaneous Health Practitioners is a better match.
Answer: Service will take place in a large hospital; therefore, NAICS code 622110 will remain unchanged and is most appropriate for this requirement.
