Brand Name Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 1 SOCONS Purchase Request/ Identification Number:

F2FF086174AW01

Project/Program Name: Spectrum Analyzer

Section B: Description of the Supplies/Services Required Rohde & Schwarz PR 100 Spectrum Analyzer. The Spectrum analyzer is needed for the purposes of testing and verifying AFSOC RF Emitters Systems, troubleshooting interference and direction finding. The device is a portable receiver that detects, isolates and pinpoints RF signals.

Section C: Justification for Soliciting for a Particular Brand Name Item Rhode & Schwarz is the only brand available that provides the Portable Spectrum Analyzer and associated equipment (antennas) needed for testing or locating specific frequency ranges when troubleshooting RF interference issues on the installation.

Additionally, there are other brands on the market; however, there are no other brands that are portable and have the benefit of direction finding which is necessary when tracking down interference.

Additionally, the United States Central Command (CENTCOM) has posted an official message requiring that all spectrum managers deploying in their Area of Responsibility are required to have training based on the Rohde and Schwarz PR100 before entering the theatre. Without this specific item, AFSOC will not have the equipment capability or knowledge to perform duties expected of its Spectrum Managers.

Section D: Efforts to Obtain Competition A Request for Quote will be issued via Federal Business Opportunities allowing for maximum practicable competition, limited to the specific Rhode & Schwarz brand name. The Request for Quote will be accompanied by this brand name justification to provide the basis of the need for the brand name item and provide industry the opportunity to challenge any information that is not accurate.

Section E: Steps to Preclude Future Specific Brand Name Requirements

Based on compatibility issues, training requirements and current use in forward operations; it is not anticipated that the brand name restriction can be eliminated for future purchases. Request for Quotes will continue to be issued on Federal Business Opportunities to allow for maximum practicable competition. As with this purchase, future purchases will include the brand name justification to provide the basis of the need for the brand name, allow vendors to introduce new products on the market meeting the requirements addressed in the justification and provide industry the opportunity to challenge any information that is not accurate.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1)(SAP) FAR 8.405-6(b)(GSA) (select one), that the circumstances of this contract action deem only a brand name product is reasonably available.
