Brand Name Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 1 SOCONS Purchase Request/ Identification Number:
Project/Program Name: Heat Laminator Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Marketing requires a 44” Wide Format Laminator for laminating and sealing 42” posters, banners and rigid boards for display.
Specifications: Hot & Cold laminating capabilities; Single & Double-sided mounting; 4” heat rollers; 2” mounting gap for mounting thick boards/materials; 3” core size; Able to use 2-10mm thick film; Dedicated power source 220-250; 60Hz; 20Amp; Temperature Control;
Cooling fan; 1 year warrantee; Training. We have $4K worth of laminate in-house with a 3” core.
Section C: Justification for Soliciting for a Particular Brand Name Item
GBS Spire III is the only brand that is capable of meeting our needs because it is a high-volume (industrial) laminator that maintains steady temperature with the 4” rollers and dedicated power source of 250V for even seal, and has the ability to mount material up to 2” in thickness.
Additionally, as stated in Section B, the Government currently has $4k worth of laminate with a 3” core that will not work with other laminators on the market. Utilizing another brand that is not capable of using the stocked laminate would result in waste of the funding spent to purchase the laminator and would cost additional funds to purchase new laminate for another product.
Section D: Efforts to Obtain Competition
There are a few other 44” wide format laminators but did not find any that have all the specs required, particularly the capability of running 2” thick material for mounting and 4” heat rollers for maintaining event heat.
Section E: Steps to Preclude Future Specific Brand Name Requirements
Through every available means, 1 SOFSS/FSK will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
