Tank Cleaning Questions and Answers

1 . Size of each Tank? 235,000 gallons Diameter? 36 feet Height? 33 feet

2. Roof Construction of each? Welded steel, cone fixed roof If External Floating Roof is the seal being removed by cleaning contractor? N/A

3. Product inside – No. 6 Fuel Oil – Is sample available or sample results? Sample can be made available.

4. Are there drawings and details available for the Tanks? None at the plant, maybe in vault

5. How far are the tanks apart? 34 feet

6. Are there photos of surroundings of each tank? Yes, an aerial view will be provided.

7. Is the area around the tank stabilized or have any matting? Yes If not, contractor to provide?

8. Can a door sheet be cut if needed? No, the Government does not want to interfere with the structural integrity of the tanks. Previous contractors have had success using a suction hose to clean the tanks.

9. Liquid solid separation needed? No, this is not a Government Requirement. If yes, 2 or 3 phase? N/A

10. What is the product volume in each tank to base bid? Approximately 36,000 gallons.

11. Do tanks have to be degassed? Advised prior to entry If so, Thermal Oxidizer or Scrubber? This is means and methods and should be determined by the contractor.

12. Steam Coils in tank? Yes, only at suction level Operational? Yes

13. Contractor to provide confined space rescue services? YES

14. Contractor to provide any cutter stock / dilutant if needed? YES

15. Is there steam available in area? Yes, via ¾” strainer drain valve If so, how much? 100 PSI

16. Closest water source? Spigot located in steam plant

1. Even though the existing steam coil/s are in disrepair, is it possible to use them to heat the existing oil to render it pumpable? No, current level below steam coil If so can the navy supply steam to the existing heating coils?

2. Are there historical inspection reports available for review? Yes, the inspection reports will be the Government has will be provided.

3. Are you anticipating the use of staging for the interior staging? This is means and methods and should be determined by the contractor.

4. What contingencies are there should more extensive repairs be required post inspection? No contingency repairs are required.

1. How much waste are we to assume is in each tank? Approximately 36,000 gallons.

2. Will steam, water or electricity be available? Yes, the contractor can access the Government outlets as required.

5. Where can we access the prevailing wage rates? Wage Determinations are on the RFQ post as an attachement and can also be viewed at the following link. https://www.wdol.gov/sca.aspx

6. How big of a staging area will we have for equipment? Large area located within pump house berm. Area is shown in the aerial view.
