PERFORMANCE WORK
STATEMENT
FOR
Testing, Adjusting, Calibration Sound/Noise Measuring
Existing Building Recommissioning
PREPARED BY:

1. DESCRIPTION OF SERVICES:
1.1. Scope: The contractor shall provide all labor, tools, transportation, travel, equipment, hoses, gauges, calibrated test equipment, materials, independent qualified Testing, Adjusting and Balancing (TAB) and independent commissioning services to provide a complete build-ing heating, ventilating and air condition (HVAC) recommissioning. The contractor shall be responsible for insuring all services and parts provided under this contract are in accordance with the terms and conditions outlined herein and conform to the manufacturer’s equipment operating, maintenance and installation recommendations, existing mechanical system draw-ings and this Performance Work Statement (PWS) in accordance with local, state, federal standards, codes, regulations and pertinent engineering and trades standards.
1.2. Requested Service: The contractor shall provide all management, tools, supplies, test-ing, equipment, and labor necessary to fully provide recommissioned buildings that function as designed. The contractor shall provide all compatable balancing tools required for each building’s HVAC control system. Building(s) 1614 requires a computer configured to work with HVAC Pro. All services shall be provided by an independent Commissioning Agent and qualified TAB services contractor with current certification, NEBB and/or AABC, from a rep-utable professional organization. Any work performed in the area where children are present the contractor's employees must pass a security check. Access to buildings, and areas within buildings, is controlled. For security reasons, some building/area access will need to be scheduled and coordinated when user escorts are available and access is allowed. Electronic devices (even phones) are not allowed in limited areas. The contractor shall understand that this is a military installation and access delays due to security issues are common. The cost to the contractor for the above mentioned security issues shall be factored into the contract price and not be considered as an add to the contract.
1.2.1. The contractor shall provide supporting documentation showing 5 years’ experience, within the past 10 years, proving past technical capability as a TAB Contractor who has pro-vided and coordinated work involving multiple subcontractors in the course of a project of this magnitude.
1.2.2. The contractor shall provide a commissioning work plan for each building within 20 calendar days of the start of the period of performance with narrative description of contrac-tor’s technical approach with work schedule in accordance with Appendices, facility drawings and PWS for the existing buildings and follow through with the commissioning plan to pro-vide fully functional recommissioned buildings. The TAB contractor shall evaluate, verify, test, adjust, calibrate and balance each building’s HVAC system, air distribution system, wa-ter distribution system and controls and recommission the building to its original design and present a preliminary TAB Report within 10 business days upon completion of each facility.
1.2.3. Along with the TAB Report, the contractor shall submit a descriptive list of all remain-ing deficiencies that prevented TAB work from being performed, listing recommended solu-tions for repairs of remaining deficiencies. The list shall include all pictures, sketches, sizes, one-line diagram(s) and supporting technical documentation to be submitted with methods and techniques for remedial repairs of said deficiencies; including line items costs for said re-pairs and submitted for government determination. The final TAB report shall be due and submitted when TAB work can no longer be performed due to deficiencies at the govern-ment’s determination or when the building is complete and shall be submitted as a paper copy and electronically.
1.2.4. Fully test, adjust, calibrate, balance, and commission existing mechanical systems in ac-cordance with the Appendices A and in accordance with local, state and federal codes, regula-tions and pertinent engineering and trades standards. Contractor to include minor repair items such as: fan pulleys, re-attaching blown flex connections, minor damper repairs and adjusting or installing (government provided) fan belts. The Contractor shall present sound engineering options to optimize the original design to reduce energy consumption, determine root causes of problems, and improve building systems’ control sequences for efficient and effective building operation. Contractor shall provide all means of access to perform the work to pro-vide a complete TAB for each building for all hard to access equipment or lack of flow sta-tions. All air and water flow rates shall be provided in the TAB Report and ultra-sonic/ transit time methods may be necessary for water pipes without flow stations. Provide sound meas-urements in spaces where noise is noticeably objectionable to occupants and make adjust-ments if possible to reduce noise or make recommendations.
1.2.4.1. Confined Space: This contract has the potential for entry into permitted and non-permitted confined space areas. Permit required confined space areas will require, IAW AFI 91-203, The U.S. Air Force Mishap Prevention Program, and AFFARS Clause 5352.223-9001, Health and Safety on Government Installations, a prebrief prior to the start of any service which includes the contractor, COR, Safety Office and Fire Department. It is the contractor’s sole responsibility for compliance with OSHA (Public Law 91-956. The prebrief will inform the contractor of any known hazards and the contents of the space. Additionally, the contractor will be briefed on precautions and procedures implemented by 66 ABG/CE to protect Air Force workers. The Fire Chief will coordinate the confined space entry contract and either approves or disapproves use of the rescue team supplied by the installation FES Flight. At the conclusion of the contract, an after-action brief will be required where the con-tractor will provide information regarding hazards encountered or created in the space(s).The COR will contact the CO and ABG/SE immediately if an unsafe act or procedure is per-formed by the contractor.
1.2.5. The contractor shall be provided existing electronic building drawings at the start of the contract and will maintain red line drawings by marking up existing HAFB drawings for each building to identify any changes and deficiencies. These drawings will be kept within the drawing records vault at CE Building 1810.
1.2.6. The commissioning work plan shall include, but not be limited to: energy consumption reduction opportunities, comfort, indoor air quality, temperatures, humidities, critical temper-atures and humidities for computer and electronic equipment cooling systems, building and system static pressures, location and marking of static pressure sensors, attenuate noise, HVAC system, controls calibration, trending, design, service and maintenance issues, testing, adjusting and balancing to bring the building back to design or better than design.
1.2.7 Weekly meeting and minutes of the meetings: The contractor shall meet every other week in Building 1810 and provide oral and written briefing to the government key personnel of their progress. The contractor shall provide minutes of all meetings and attach a copy of their written progress report within 72 hours. The contractor shall provide the draft meeting minutes and allow all parties to review the meeting minutes and update and revise the minutes with final minutes to reflect government input within 1 week. The Contracting Officer Repre-sentative (COR) may request daily e-mail status reports.
1.2.8 Request for information (RFI): All drawings, O&Ms and building data are in the doc-uments archives at the base CE offices and will be available for contractor use to support their work. All document copies in any form (electronic, paper, etc…) will be provided by the con-tractor. At any time the contractor has encountered a technical issue, question, clarification, substitution or deficiency during the performance of their effort, the contractor shall provide a formal Request for Information (RFI) with the details of the question, documentation, refer-ences, impact, and proposed solutions and the date when the information is needed. Written RFIs shall be due in 24 hours. Complete RFI should be sent to Contracting and the Contract Officer Representatives (COR). The contractor shall allow 3 days for response.
1.3. Quality Assurance: According to the contract’s inspection clause, the government will evaluate the contractor’s performance under this contract. The COR is a representative of the Contracting Officer (CO) and will participate in the administration of this contract. Any mat-ter concerning a change to the scope, prices, terms or conditions of this contract shall be re-ferred to the CO. All services to be performed by the contractor will be subject to review by the CO or COR. The contractor shall provide an answer to a submitted Corrective Action Re-port (CAR) and Customer Complaint Form from the COR within one (1) working day from receipt. The contractor shall provide written response addressing the root cause, corrective ac-tion and preventive actions (s).
1.4. Continuation of Essential Services during Crisis: This requirement has been deter-mined not to be essential and does not require continued support during a crisis as define in DFARS Clause 252.237-7023.
1.5. Hours of Operation: The contractor shall perform work Monday thru Friday, under this contract during the following hours: 07:00 a.m. until 3:00 p.m., excluding Federal Holidays.
Work required to be performed outside of these hours shall only be done after approval from the Contracting Officer.
1.5.1. HOLIDAYS. Hanscom AFB recognizes the following holidays:

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled ser-vice day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.
1.6. Contractor Personnel: The contractor shall not employ persons on this contract if such employee is identified to the contractor as a potential threat to the health, safety, security and general wellbeing or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States Government if the em-ployment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regula-tions (JER). In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities. The contractor shall be prohibited from employing off-duty COR’s who are surveilling any contracts/subcontracts awarded to the Contractor. All contract employees depending on particular condition, occasion or place, or job assignment shall require professional, suitable attire. All contractor employees shall con-duct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this PWS shall be the responsibility and prerogative of the contractor; however, the contractor shall comply with the requirements set forth in this PWS and Hanscom AFB regulations concerning conduct of employees as referenced herein. The contractor shall employ and maintain a techni-cally trained and experienced work force.
1.7. Environmental Protection and Safety: The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations and requirements regard-ing environmental protection and occupational safety and health. The contractor shall comply with any laws or regulation changes during the term of this contract. The contractor shall fol-low manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness and materials handling (including hazardous materials).
1.8. Hazardous Material (HAZMAT): The contractor shall not store chemicals/HAZMAT on Hanscom AFB. All chemicals/HAZMAT shall be approved prior to being transported on base for use by any contractor. The contractor shall prepare and submit to the COR, ten (10) calendar days after contract award date, one (1) each, Chemical/Hazardous Material Request Authorization Form (Air Force Form 3952) and Material Safety Data Sheets (MSDS) for each chemical, material and substance proposed to be used in performance of this PWS. The Con-tracting Officer Representative (COR) will forward the completed AF Form 3952(s) and MSDS to 66 ABG/CEIE for approval. The contractor shall not transport or use any chemical, material or substance on Hanscom AFB before written approval is provided by 66 ABG/CEIE. Contractor shall maintain copies of MSDS(s) for all chemicals. The MSDS(s) shall correspond with the manufacturers of the chemicals on hand. Manufacturer, material, and MSDS shall match. NOTE: MSDS refers to manufacturer MSDS. Once material is ap-proved for use, contractor shall contact base Environmental Management (EM) (66 ABG/CEIE) and provide a list of all material. 66 ABG/CEIE shall determine any additional material requirements based on the hazard code of the material.
1.9. Hazardous Waste: Contractor shall dispose of any spent/processed chemical solutions and used rags in waste drums located in the shop/area where the work is being performed.
1.10. Discharges: Any discharges into industrial waste treatment plant (IWTP) or sanitary sewer shall be done in accordance with Hanscom Industrial Waste Water Discharge Permit as instructed by 66 ABG/CEIE. The contractor shall maintain records of written authorization issued by 66 ABG/CEIE for discharges into IWTP and sanitary sewer.
1.11 Spills: Upon occurrence of any spills that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 911 to report the incident.
When possible, the contractor shall use a base telephone to receive help from Hanscom AFB
911. If using a cell phone, request Hanscom AFB 911. The contractor shall report all envi-ronmental violations to the COR. The contractor shall submit a typed or written report about the incident within four (4) clock hours. The contractor shall provide five (5) copies of the written report. The contractor shall provide one copy to the CO, two copies to the COR, a copy for Unit Environment Coordinator (UEC) and a copy for record. The format of the re-port shall be left up to the contractor, but the report shall contain the following information.
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and the rate of discharge 6.) Any damages or injuries involved 7.) Extent of the area impacted 8.) Potential hazards 9.) Action taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment) and whether 911 were called and which agencies responded.
1.13. Housekeeping: The contractor shall keep the work areas clean and neat in accordance with Industry Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this PWS.
1.14. Tool Control and Accountability: The contractor or contractor’s personnel shall in-ventory the container or bag of tools at the beginning of each work day and at the end of each work day. Contractor personnel shall immediately notify the COR of any tools that are miss-ing or lost from the work area or container (i.e. tool or job box or tool bag). The COR will re-port to appropriate government personnel of any missing contractor’s tool(s) not located within one hour after notification of lost or missing tools.
1.15. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Hanscom AFB per AFI 31-204 (in its entirety), Motor Vehicle Traffic supervision.
1.16. Visitor Pass: The contractor shall comply with requirements and procedures IAW FAR 5353.242-9000, Contractor Access to Air Force Installations. A list of names will be required to gain access to the installation. Passes shall be distributed at the visitor’s center at the Van-denberg gate. Workers shall have proof of identification as well as a valid license, registration and insurance if bringing a vehicle onto base. Contractor employees must have identification that readily identifies them as contractors. During the course of the contract, certain areas/sites may be restricted or closed to contractor personnel. The contractor shall comply with all re-quirements for entry. In addition, unscheduled gate closures may occur at any time and per-sonnel entering or exiting the installation may experience delays. Once gaining access onto Hanscom AFB, Contractor shall immediately sign the logs at Building 1810, indicating time and date of arrival. Before departure, Contractor shall again sign the logs indicating the depar-ture time, as well as the work performed and the buildings worked in. A copy of a signed work receipt on Contractor’s letterhead detailing work performed shall also be given to the Civil Engineering Government Representative or left in the log book prior to departure.
1.17. Foreign National(s): The contractor shall notify the COR before sending a Foreign National representative to perform services. Special rules apply for foreign national(s) visit-ing a US Government facility.
1.18. Health and Safety on Government Installation: In performing work under this con-tract on a Government installation, the contractor shall comply with federal, state and local regulations regarding occupational safety and health and the specific health and safety require-ments established by this contract. The contractor shall notify the COR of any injuries that occur to contractor personnel while on the installation. The contractor shall notify the COR of damage to government property or equipment during the execution of the contract.
1.19. Emergency Procedures: Contractor employees shall follow the direction of Govern-ment employees in regards to emergency evacuation procedures, i.e. fire, tornado, active shooter and bomb threats. It is the contractors’ responsibility to account for their employees following an emergency evacuation. Contractor personnel shall participate with government personnel in all fire and tornado drills and at no additional cost to the government.
1.20. Partnering Agreement: The contracting officer may require a partnering agreement be-tween the government and the contractor to ensure joint cooperation and a sound partnership of all parties involved in the execution of this contract. Partnering is the creation of a government-contractor relationship that promotes achievement of mutually beneficial goals. It involves an agreement in principle to share the risks involved in completing the project and to establish and promote a nurturing partnership environment. Representatives from each organization are en-couraged to participate in developing the partnering agreement. Suggested representation is the civil engineer manager, the government inspector, the government contract administrator, the contractor’s manager and the contractor’s quality control person. All costs for the partnership agreement should be shared equally between the government and contractor. This group is responsible for developing a formal partnering agreement that should be signed by all parties involved. The agreement should contain as a minimum: specific goals to be reached and a list of objectives to reach the goals, a set of metrics to evaluate the objectives, a frequency for meetings to review the metrics, and a statement of cooperation to execute the terms of the agreement.
SECTION 2
Performance Assessment
The contractor shall be aware that any absence of any contract requirement from the Service Summary does not detract from its enforceability nor limit the rights or remedies of the gov-ernment under any other provision of the contract. The contractor shall ensure the following service summary requirements are accomplished.

1.2.3 90% Compliance
3.3.1. Security Police: The government will provide general on base Security Forces service.
The Security Forces’ telephone number is 911 for emergencies, for crime in progress 781-225- 5613 and 781-225-5613 for non-emergency calls.
3.3.2. Fire and Emergency Services: The government will provide general on-base fire pro-tection services. The contractor shall comply with fire prevention rules and regulations en-forced by the Hanscom AFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters and/or calls to dispatch, call 781-225-3330.
3.3.3. Emergency Medical Service: The telephone number is 911 for emergencies.
Note: Calling 911 from a cell phone will be received by off-base emergency 911 systems, caus-ing a delay in response time by emergency personnel; if so, let the off-base 911operator know you are calling from HAFB. When possible use a base telephone to receive on base help.
3.3.4. Utilities: The government will furnish utility services. These utilities include natural gas, electricity, water and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to pro-vide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.3.5. Refuse Collection: The government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract for government provided facilities.
The government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use the government dumpsters for collection of construction debris.
3.3.6. Workspace: The contractor shall note that work site is in the mechanical rooms, trenches, basements, on the roof, and crawl spaces.
4.0 APPENDICES
APPENDIX A
The following lists the building numbers, type, general building use, and approximate square footage that are part of this service contract. It is the Contractor’s responsibility to provide TAB and commissioning service for each building HVAC system and identify discrepancies, provides TAB, energy calculation and commissioning reports and recommended solutions to satisfy the scope of services as described in PWS.
