BOILER INSPECTIONS Q & A
HANSCOM AFB
F2B3AQ6182A017
Q1: When will there be shut-down windows for work to be performed?
A: Every year in both April and September there is a 2-day plant shutdown.
Q2: How long are the safety valve inspections good for? Please reference the associated regulations and frequencies.
A: Per the National Board Inspection Code (NBIC) and ASME, safeties should be pressure tested annually to verify nameplate pressure.
Q3: Can you clarify the specific tests required of the boilers and related systems as listed in the Service Summary (SS 1) and the PWS (PARA 1.1)? Trying to estimate prices for a vague list is going to be difficult.
A: Just regular annuals (internal/external and operational). Test the safeties to verify nameplate pressure; recalibrate safeties for the proper pressure.
Q4: Is there any sort of breakdown of how many valves are on which units?
A: We have 40 safeties at the Central Plant; 29 safeties to be tested. The others are small enough that it would be cheaper to replace rather than test.
3 on boiler #1.
2 each on boilers 2, 3 & 4.
1 on each DA tank.
1 on each steam line to both DA tanks.
3 on turbine exhaust lines.
13 on floor.
Q5: Are there any pictures available for these boilers/tanks/turbines, etc.?
A: See photographic documentation related to #1 below
Q6: Please review attached inventory of valves for calibration. Need to know if you agree with the list and if you can tell us if this has to be done each year.
We assume the "In-Situ" valves [13] are each year....need a hard number to provide pricing.
A: See response to Q4 above.
Q7: Please clarify we are not doing hydrostatic testing as the words "pressure Test" is in the
PWS.
A: See Q3 (above). The pressure test refers to testing the boiler safety valves. Hydrostatic testing not required in this contract.
Q8: Please note: in 2018 each Deaerator should be re-inspected with Wet Fluorescent Magnetic Particle as required by both National Board & OSHA.
Report for DA #1 is attached for your review.
Is DA#2 due for inspection, because all we see is DA# 1report? Would this be added to this PWS or is it a separate contract?
A: The testing can be done staggered if needed, DA1 in spring and DA2 in fall shutdowns of FY2016 to ensure continuity of compliance. The PWS identifies the DAs in plural, indicating that both are to be inspected; therefore, no change in the PWS is necessary.
Q9: We should be doing an operational [Type "C"] as well as an internal/external [Type "A"] each year on the boilers [attached this year's proposed inspection schedule highlighted] per AFI 32-1068.
A: The schedule for the A and C inspections shall be that they both occur within a 12 month window.
These inspections should be scheduled during warmer months. This will allow us to have 2 boilers isolated and opened for internal inspection. The operational inspections on the other 2 can also be done at that time, one boiler at a time (will be an all-day event).
Should be scheduled every 6 months to ensure both “A” and “C” are done on all boilers each year.
