Q and A

1. Q: Can you clarify 2- crew members for 1994 and 2 crew members for 1999 at all times during storm?

A: The PWS requires a total of at least 6 crew members for buildings mentioned above (2 for each building 1994, 1993, and 1999) removing snow during a storm at all times to maintain requirements of not more than 2 inches of snow at all times. If required areas are fully cleared crew members may move on to other buildings.

2. Q: Can you clarify reporting to COR constantly?

A: The onsite manager must keep an open line of contact with the COR throughout duration of storm event. Onsite manager must contact COR when crew is mobilizing to Base, FAMCAMP, or Sudbury. Onsite manager must provide names of personnel on Base to COR when requested for safety reasons. Base security requires all contractors be accounted for in case of emergencies.

Onsite manager must contact COR 1 hour before crews departure and address any areas identified by the COR as non-compliant. If equipment failure occurs COR must be contacted

ASAP.

NOTE: Each building has a facilities manager, when it snows the COR hears from each one of them. Constant communication between onsite manager and COR, builds trust and allows the COR to provide answers to facilities manager proactively instead of having to questions the contractor. This overtime will lessen the amount of questions overall. The more communication the less oversite from the COR.

3. Q: Can you clarify no more than 2” snow accumulation on the entire base at any time?

A: At routine buildings the snow cannot accumulate more than 2" at any time during the storm.

At the children's buildings the snow cannot accumulate more 1/2 inch during operating hours and 1 inch other times. We do realize that during some storms that will be impossible to keep up with, but in general that’s what is expected.

4. Q: What is the Sudbury Grounds site?

A: Sudbury Grounds is a defunct radar site that is used occasionally and needs to be plowed in winter and have trash and debris along access road removed at all times. The Sudbury access road is lowest priority during a snow event but must be done. Snow must be removed NLT 2 days after snow storm.

5. Q: Are there different levels of service?

A: When it comes to levels of service please see Section 1.2.1.3 SPECIAL SHOVELING REQUIREMENTS in the PWS and Table 1.2 Building Details for list of priority buildings from High to Routine.

6. Q: Do the roads on base need to be plowed?

A: No CE handles the plowing of the roads on base. Please see Maps for visual of snow removal areas around each building.

7. Q: When must snow be completely removed from Bldg. 1994 CDC High Priority Bldg.?

A: Per PWS section 1.2.1.3 NLT 0630.

8. Q: Is rubber edged equipment allowed at Bldg. 1994?

A: Yes at Bldg. 1994 CDC unless kids are around and normal operating hours then hand shovel must be used.

9. Q: At building 1993 Youth Center will the furniture be cleared on patio?

A: Yes CE will remove the patio furniture before winter/snow events. If furniture is seen and must be moved please contact the COR at that time.

10. Q: Are paths to sheds required at bldg. 1993 Youth Center?

A: No paths to sheds required at bldg. 1993 Youth Center.

11. Q: Who provides sand/salt buckets?

A: Contractor to provide sand/salt buckets IAW PWS section 1.2.1.4.

12. Q: Will the Pool Bldg. 1550 need to be cleared multiple times?

A: Yes IAW PWS section 1.2.1.5.1, snow tends to slide off the roof of the base pool bldg. 1550 and will require frequent additional snow removal efforts. Sometimes during and after storm has ended.

13. Q: Can machine equipment be used on pavers at bldg.. 1305?

A: No, IAW PWS section 1.2.1 no machine equipment may be used on pavers, poured rubber surfaces, and other surfaces that can be damaged from the equipment. Pavers must be hand shoveled.

14. Q: Are there storage areas?

A: Yes, storage along fence at bldg. 1810, containers may be placed here.

15. Q: Are employee credentials required?

A: Yes, after award contractor must submit employee credentials for access to base.
