PERFORMANCE WORK STATEMENT
FOR
GROUNDS MAINTENANCE and SNOW REMOVAL at HANSCOM AFB BUILDING ENTRANCES, FAMCAMP and SUDBURY
PREPARED BY:

1. DESCRIPTION OF SERVICES: The Contractor will provide all management, tools, supplies, vehicles, equipment, and labor necessary to perform grounds maintenance at desig-nated facilities, remove snow from building entrances and walkways on Hanscom AFB and roads and parking areas at FAMCAMP and the remote Sudbury site. For snow removal at building entrances, shovels or snow-blowers may be used.
1.1 GROUNDS MAINTENANCE: The Contractor shall provide complete grounds mainte-nance as defined below in the area designated as FAMCAMP on the drawing provided in Ap-pendix 2A. The Contractor shall provide tree-line cleanup along the access road at the Sud-bury geographically separated unit as shown on the drawing provided in Appendix 2A.
1.1.1 Grounds and Landscape Maintenance: The Contractor shall submit a Landscape Maintenance Plan to ensure healthy, disease-free, well-manicured landscape for Government Representative approval. The Plan shall be submitted within 5 calendar days after award.
The Contractor shall update and resubmit the plan for the Contracting Officer Representa-tive’s (COR) approval on an annual basis.
1.1.2 Seed Mix: The preferred grass seed mixture for HAFB is: 39.31% Perennial Ryegrass, 29.44% Crossbow Creeping Red Fescue, 28.45% VNS Kentucky Bluegrass, 0.37% other crop seed, 2.42% inert matter, and 0.01% weed seed.
1.1.3 FAMCAMP consists of improved, semi-improved and unimproved grounds and tree line cleanup areas. Trash and litter shall be removed in all areas including tree-line areas.
1.1.4 Improved Grounds: Improved grounds are indicated on drawing in Appendix 2A and shall be indicated in the Landscape Maintenance Plan. Proper mower height of cut, sharp blades, and low moisture content are the main requisites for a successful mowing operation.
Not more than one-third of the grass will be removed in any one mowing operation. Improved grounds shall maintain grass height between 2 1/2 and 3 1/2 inches. Grass clippings shall not be visible after mowing; there shall be no accumulation of grass clippings. All improved ar-eas shall be edged along sidewalks, driveways, curbs, and other concrete or asphalt edges.
Vegetation shall be removed from all cracks and/or joints in pavements. Weeds and excess vegetation shall be removed from all mulched areas. Grass and weeds shall be trimmed around shrubs, trees, buildings, fences, poles, posts, fire hydrants, boulders, and other fixed objects. The trimmed height shall be the same as the grass height. The Contractor shall pro-vide as part of the Landscape Maintenance Plan, an annual schedule to perform an effective fertilizer and lime application program for all improved grounds. Eliminate pests as needed.
The Contractor shall ensure fallen leaves are removed and composted off site in the spring and fall. No leaves, trash or grass clippings can be dumped or blown in the woods surround-ing FAM Camp.
1.2 SNOW REMOVAL SERVICES:
1.2.1 BUILDING ENTRANCES WALKWAYS AND MECHANICAL ROOM
ENTRANCES: Polyethylene cutting edges to be on all equipment being used for snow re-moval. No equipment to be used on pavers, poured rubber surfaces and other surfaces that can be damaged from the equipment, these surfaces must be cleared by shovel. Avoid driving equipment on non-paved surfaces unless being used to remove snow in the area. The Contrac-tor will remove snow from building entrances, walkways, stairs, handicap ramps, porches and mechanical room entrances (entire width) as often as necessary to ensure the continued safe operation of Hanscom AFB, which includes emergency calls, stairs and handicap ramps shall be cleared at the time sidewalks are cleared. Walkways on grass or non-defined surfaces will be maintained at minimum width of thirty six (36”) inches. Table 1.2 is a list of buildings re-quiring snow removal, how many entrances exist, and the estimated square footage of walk-way needing to be cleared. Also included in Table 1.2 is a list of buildings with special re-quirements as defined in this Performance Work Statement (PWS) This contract does not in-clude plowing roads or parking lots on base, or removing snow from common walkways. A map of Hanscom AFB is attached in Appendix 1. A larger printout may be obtained on re-quest. Specific/individual facility maps are available upon request.
1.2.1.1 ROUTINE SERVICES: The snow removal services will begin (crew(s) and equipment in place) when an accumulation of 1/2 inch of snow or any ice has formed on any surfaces except those areas as defined in paragraph 1.2.1.3. During snow storms the Contractor will remain on base to continue services to ensure the continued safe operation of Hanscom AFB until snow ceases and all entrances are clear of snow and ice.Snow not to accumulate more than 2” at all times during storm.
1.2.1.2 EMERGENCY SERVICES: The Contractor must be ready to respond to emergency calls and be on base within one (1) hour of receiving the call from the COR in the event that snow has begun or ice has accumulated unexpectedly.
1.2.1.3 SPECIAL SHOVELING REQUIREMENTS: The Contractor shall provide snow removal at the child care and youth activities on the Base to include the Child Development Center- Building 1994, School Program -Building 1999, the Youth Center- Building 1993.
Child Development Center Building 1994 all doorways in back of the building to have a path to the fence line, entire back fence line to be cleared to gate. Accumulations cannot ex-ceed ½ inch during hours of operation and in excess of 1" at all other times. This includes all walkways and islands leading from facility. In the case of overnight storms, snow must be re-moved not later than (NLT) 0630 on weekdays. During hours of operation no machinery shall be used to remove snow, hand shovel use only. Sidewalks between the Child Development Center and the Lincoln School as well as the sidewalks from Privatized Housing to the Lin-coln School must be cleared of snow accumulations in accordance with this paragraph.
School Program Building 1999 sidewalks in front of building 1999 and the Community Center must be clear of snow, accumulations cannot exceed ½ inch during hours of operation and in excess of 1" at all other times. This includes all walkways leading from facility exits.
In the case of overnight storms, snow must be removed not later than (NLT) 0630 on week-days
Youth Center Building 1993 accumulations cannot exceed ½ inch during hours of opera-tion and in excess of 1" at all other times. This includes all walkways leading from facility.
An emergency path six feet wide (6’) to be cleared from back doorways to the parking lot on both sides of the building. These are currently non paved surfaces. Snow must be removed not later than (NLT) 0900 on weekdays and 0800 on Saturdays. Hanscom will remove any patio furniture before winter/snow events. If furniture is seen and must be moved please con-tact the COR at that time.
1.2.1.3.1. The Contractor is responsible for treating all surfaces to keep them free from any ice or snow accumulation surrounding the Child Development Center 1994, School Program Building 1999 prior to opening (0630 hours) and the Youth Center B1993 (0900) and as needed during hours of operation. The Contractor is responsible for treating all sidewalk sur-faces to include emergency exits/pathways before, during and after any snow/ice event or non-event (see paragraph 1.2.1.5). Treatments will be applied as needed with the goal of eliminating the possibility of any ice formation. This would include freeze-thaw situations, blowing and drifting snow and all weather events involving precipitation and marginal freez-ing temperatures. An environmentally safe, non-hazardous ice melt product shall be utilized.
The product used will also have a comparatively fast break-down rate to ensure no contact with clients at school buildings. The Contractor shall provide the Safety Data Sheet (SDS) to be approved by HAFB Environmental. Ice melt containers (labeled as Ice Melt) shall be filled and maintained with the same product being used to treat area around these buildings. No sub-stitutions of ice melt product to be used without prior Environmental approval.
1.2.1.4 By 15 November of each year, the Contractor shall place and maintain a minimum of 160 10 gallon sand/salt mix container (mix to be 70% sand 30% salt) within the entrance of the facilities, locations marked on map for the building manager to utilize. Provide small shovel for each container to be used for spreading mix. Contractor to replace if damaged or missing within 1 day after notification. Each container should be clearly marked “SAND/SALT ONLY”. The Contractor shall remove containers and contents no earlier than 15 April and no later than 30 April each year unless directed otherwise by the COR. The Contractor shall replace or repair any damaged barrels within one (1) day after identification.
The Contractor shall keep the area around barrels clean and excess sand shall be removed.
Each container to be filled after each event.
1.2.1.5 NON SNOW EVENTS: Due to the proximity of Hanscom AFB to Massport, the base will experience drifting and blowing snow accumulation problems. Due to these conditions, re-performance of shoveling/clean-up efforts shall need to be accomplished around the base and Famcamp to the same requirements as the above mentioned snow events, at no additional cost to the government, COR will notify when non- snow events occur and contractor must respond within one (1) hour.
1.2.1.5.1 Buildings such as the Base Pool with its unique glass roof design and heating system cause snow to slide off the roof frequently requiring additional snow removal efforts. The contractor shall use extreme caution when providing services in this location as snow falling from the roof line creates an “avalanche” type affect. Based on snowfall amounts, snow may be required to be removed to a designated location on base to aid in the snow removal efforts.
1.2.1.5.2 Blowing and drifting snow from large building roofs during high winds will also re-quire additional snow removal services. Snow removal from roof by others will also require additional snow removal services.
1.2.1.5.3 At no time will Hanscom AFB snow removal resources (equipment/manning) be made available to accomplish any snow removal task identified in this PWS. Snow stockpile areas will be identified prior to the start of the winter season.
1.2.2 FAMCAMP: The Family Campground is occupied year round and is an RV campground owned/operated by Hanscom AFB.The Contractor shall provide snow removal and sand / salt application at the Family Campground, Bedford MA (to include the Water Treatment Plant) on the designated paved areas shown on the drawing Appendix 2B. Performance is to be conducted in such a way that the facility is able to remain open and operational and that all personnel may traverse roads. Work at FAMCAMP must be done concurrently with the Base. Work at Sudbury must be done no later than 2 days after snow removal. The Contractor shall provide snow removal once there has been one inch of accumulation and must continue for the duration of the storm. The contractor is responsible for placing markers on each corner to delineate road-ways to minimize the deterioration of grounds from plowing by 15 November each year. Water treatment plant is in an enclosed area and may require snow to be removed from that area if snow banks get too high. Contractor should use caution plowing to avoid damaging unpaved roadways. Snow not to accumulate more than 2” at all times during storm.
1.2.2.1 Each plow event must cover the ENTIRE width of the pavement excluding individual RV units. No snow will be stockpiled and banked so that it blocks existing roadways and/or building entrances.
1.2.2.2 Snow removal and/or ice alleviation services will begin when there is accumulation of one inch or greater of snow or ice has formed on any surface. The Contractor is responsible for removing any sand accumulation.
1.2.2.3 Ice shall be removed immediately by snow removal operations and sanded with sand/salt mixture to provide secure footing. Sand shall be removed and disposed of as necessary to pre-vent accumulation.
1.2.2.4 The Contractor is responsible for snow removal/clean-up after storm accumulations have exceeded depths that may inhibit safe driving conditions for congestion and future snow-fall accumulations. Areas should be maintained to the boundary lines indicated in paragraph
1.2.2. This shall be determined by the COR and the Contractor in the preseason briefing.
Snow will not be stock piled along the Massport fence line at any time to minimize interfer-ence with airport security concerns. At no time will Hanscom AFB snow removal resources (equipment/manning) be made available to accomplish any snow removal task identified in this PWS. Snow stockpile areas will be identified prior to the start of the winter season.
1.2.3 SUDBURY: The Contractor shall provide snow/ ice removal and sand / salt application at the Sudbury facility in Sudbury, MA on the Access Road, Parking areas shown on the draw-ing Appendix 3. Performance is to be conducted in such a way that the facility is able to remain open and operational and that all personnel may traverse roads safely.
The Contractor shall provide snow removal for every one to three inches of snow accumulation during the life of this contract. In no case shall accumulation exceed three inches.
1.2.3.1 Each plow event must cover the ENTIRE width of the pavement. No snow will be stockpiled and banked so that it blocks existing roadways and/or building entrances.
1.2.3.2 Snow removal and/or ice alleviation services will begin when there is accumulation of one inch or greater of snow or ice has formed on any surface. The Contractor is responsible for removing any sand accumulation.
1.2.3.3 Ice shall be removed immediately to provide secure footing by snow removal operations and sanded with sand/salt mixture. Sand shall be removed and disposed of as necessary to pre-vent accumulation.
1.2.4 Snowfall Totals: The following defines the typical snowfall year and should be the basis of the proposal.

1.2.5 SNOW CONTROL PLAN: The Contractor shall provide a snow, ice control and Quality control plan for uninterrupted base mission capability within ten (10) calendar days of award that identifies removal of snow and ice from areas identified and will be monitored for compliance. The Contractor shall provide information for and participate in the Government Snow and Ice Control Committee briefings.
1.2.6 STORM COMMUNICATION: Throughout the duration of any storm event, the con-tract manager shall maintain communication with the Government’s snow control center and COR to provide status on building entrances and youth facilities. The COR will maintain di-rect contact with the contractor prior to any imminent storm via phone or email, contractor will notify the COR when crew are mobilizing to Hanscom, FAM Camp and Sudbury, con-tractor must also notify when leaving and any equipment failure and location. The COR will identify any special facility requirements (mission requirements) that may impact the priority of snow removal from building entrances/sidewalks. This communication will serve as re-quired documentation that the contractor was on site performing in accordance with this PWS.

1.2.7 MAINTENANCE OF MONTHLY LOGS: The Contractor will prepare and submit a typed report due to the COR NLT 5th of each month. The report will record all actions taken at each building for the prior month. The report will identify each building, on which days each building was serviced, as well as any damage to building entrances, walkways, landscaping, walls, or exterior equipment.
1.2.8 DAMAGE TO GOVERNMENT PROPERTY: Any damage to Government property (including landscaping) will need to be repaired by contractor at no cost to the Government by the end of April.
SECTION 2
Performance Assessment
The contractor shall be aware that in the absence of any contract requirement from the Service Summary does not detract from its enforceability nor limit the rights or remedies of the gov-ernment under any other provision of the contract. The contractor shall ensure the following service summary requirements are accomplished.

2.2. QUALITY ASSURANCE: Civil Engineering COR will evaluate the Contractor’s perfor-mance by monitoring performance to ensure services are received. It is the contractor’s respon-sibility for their quality control. The COR will evaluate the Contractor’s performance through intermittent on-site inspections of the Contractor’s quality control program and receipt of com-plaints from base personnel. The COR may inspect each task as completed or increase the num-ber of quality control inspections if deemed appropriate because of repeated failures or cus-tomer complaints. Likewise, the COR may decrease the number of quality control inspections if performance dictates. Base Civil Engineering receives all complaints from base customers on snow removal. The Contractor will be responsible for initially validating those complaints. If there is a disagreement with the customer, the COR will make the final determination on the validity of the complaint.
3. SAFETY: The primary safety interest of the COR is to ensure the operations of the Contrac-tor does not result in hazard (direct or indirect) to Hanscom AFB personnel, property, and to provide a safety program guidance necessary to accomplish this objective.
3.1. Contractor Safety: The Contractor is solely responsible for maintaining a work site and project execution in compliance with NFPA 70B, 70E and with the Occupational Safety and Health Administration (OSHA) Regulations (Public Law 91-596) and the resulting standards, OSHA Standard 29 CFR 1910, 1926, and the protection of their employees. The Contractor shall be responsible for the safe conduct of all craftsman, laborers and subcontractors. It is the Contractor’s sole responsibility to make certain that all safety requirements are met. In the event of an emergency, call 911. If dialing from a base land line phone, call 9911.
3.2. Mishap Reporting: In performing work under this contract on a Government installa-tion, the contractor shall report any accidents involving Air Force property/equipment dam-age, or contractor personnel injuries occurring on the job or an accident resulting in death, in-jury, occupational disease, or adverse environmental impact to the contracting officer within five days. All provisions in AFFARS Clause 5352.223-9001, Health and Safety on Govern-ment Installations apply to this contract.
4. CONTINUED USE OF FACILITIES: During this contract, the buildings will continue to be occupied. Work will be performed in an orderly manner with minimum disturbance and inconvenience to the occupants and patrons. The Contractor will confine and limit his personnel to only those areas required for performing the work. If a walkway or entrance is under mainte-nance or is inoperable, the Contractor will erect temporary barriers/warning signs advising users that it is unavailable for use.
SECTION 5
GOVERNMENT-FURNISHED PROPERTY AND SERVICES
5.1. Government Furnished Property (GFP): Government Furnished Property is not ap-plicable to the in the performance of this contract.
5.2. Reserved.
5.3. Government Furnished Services: Government Furnished Services are applicable dur-ing the performance of this contract.
5.3.1. Security Police: The government will provide general on base Security Forces service.
The Security Forces’ telephone number is 911 for emergencies, for crime in progress 781-225- 5613 and 781-225-5613 for non-emergency calls.
5.3.2. Fire and Emergency Services: The government will provide general on-base fire pro-tection services. The contractor shall comply with fire prevention rules and regulations en-forced by the Hanscom AFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters and/or calls to dispatch, call 781-225-3330.
5.3.3. Emergency Medical Service: The telephone number is 911 for emergencies.
Note: Calling 911 from a cell phone will be received by off base emergency 911 system, causing a delay in response time by emergency personnel. When possible use a base telephone to re-ceive on base help.
5.3.4. Utilities: The government will furnish utility services. These utilities include natural gas, electricity, water and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to pro-vide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
5.3.5. Refuse Collection: The government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract for government provided facilities.
The government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use the government dumpsters for collection of construction debris.
5.3.6. Workspace: The government will provide adequate workspace around the equipment area.
6. GENERAL INFORMATION:
6.1 HOURS OF OPERATION: Normal working hours at Hanscom AFB are from 7:00 AM to 4:00 PM, Monday through Friday (excluding holidays). The Contractor is not subject to nor-mal working hours but working hours are established based upon snowfall and the requirements of this PWS.
6.1.1 HOLIDAYS: Hanscom AFB recognizes the following holidays; snow shoveling oper-ations must continue even on federal holidays to maintain access and safety of all facilities:

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed.
7. BASE ACCESS REQUIREMENTS:
7.1 The contractor shall comply with requirement and procedures IAW FAR 5353.242-9000, Contractor Access to Air Force Installations. Prior to coming to Hanscom AFB to perform any work, Contractor shall contact the COR to coordinate access to the base as well as to the building (s) where the work shall be performed. A list of the names of the workers will be re-quired to gain access, and passes shall be distributed at the visitor’s building at Vandenberg Gate. Workers shall have proof of identification as well as a valid license. If bringing a vehi-cle on base, the contractor will need proof of registration and insurance of that vehicle. Con-tractor employees must have identification that readily identifies them as contractors. During the course of the contract, certain areas/sites may be restricted or closed to contractor person-nel. The contractor shall comply with all requirements for entry. In addition, unscheduled gate closures may occur at any time and personnel entering or exiting the installation may ex-perience delays
8.0 Listing of Contractor Employees:
8.1 Contractor Employees: The contractor is required to have an on-site contract manager that can obligate the contractor. The on-site manager must be on-site throughout the progress of the storm. Should the storm last more than 12 hours, an alternate contract manager must be on-site. The contractor must maintain the following minimum manning:

8.2 The contractor shall not employ persons on this contract if such employee is identified to the contractor as a potential threat to the health, safety, security and general wellbeing or oper-ational mission of the installation and its population. The contractor shall not employ persons on this contract is such employee is of any threat to the wellbeing and safety of children. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the contractor em-ploy any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities. The contrac-tor shall be prohibited from employing off-duty COR’s who are surveilling any contracts/sub-contracts awarded to the Contractor. All contract employees depending on particular condition, occasion or place, or job assignment shall require professional, suitable attire. All contractor employees shall conduct themselves in a professional, courteous manner. The selection, as-signment, reassignment, transfer, supervision, management, and control of contractor employ-ees in performance of this PWS shall be the responsibility and prerogative of the contractor;
however, the contractor shall comply with the requirements set forth in this PWS and Hanscom AFB regulations concerning conduct of employees as referenced herein. The contractor shall employ and maintain a technically trained and experienced work force.
9. Housekeeping: The contractor shall keep the work areas clean and neat in accordance with Industry Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this PWS.
