About this file
This document is a combined synopsis/solicitation for an Academic Development and Mediation (ADAM) contract to provide curriculum development, updates, and academic instruction services for the U.S. Air Force Test Pilot School (TPS) at Edwards AFB, CA.
The solicitation requests Firm Fixed Price quotes from small businesses for multiple task orders with short durations and small scopes, focused on developing course materials and providing instruction for the Flight Test Course or Space Test Course at TPS. The government intends to award at least 2 multiple-award IDIQ contracts with a 1-year base period and two 1-year option periods. Pricing is requested on a per-student basis across 5 curriculum topics. The solicitation has a small business set-aside. Offers are due by August 9, 2024, and the government plans to award without discussions if possible.

ADAM - F1STAB4080A001-BASIC Questions
1. Is there an incumbent on this or is this a brand new project? if yes, could you please provide us with their award number
a. This is a brand new requirement
2. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
a. This is a brand new requirement
3. If not brand new, could you please provide the current / previous contract number?
a. This is a brand new requirement
4. When I download the following attachment, I do not see a FTC, ETC, and STC Syllabi on the last page (Page 19). Will a syllabi be provided?
a. Course description titled “AU ACADEMIC SYLLABUS TPS” is attached to the solicitation
5. Solicitation paragraph 8 states “This is a two (2) year contract with 1 basic year and one
(1) option year.” Paragraph 7 lists Option year 1 and Option year 2. PWS paragraph 1.3 states “This contract’s period of performance is one (1) year, with an option for two (2) consecutive, successive years of follow-on performance after the expiration of the original period of performance.” Request clarification.
a. The PWS is correct. This contract’s period of performance is one (1) year, with an option for two (2) consecutive, successive years of follow-on performance after the expiration of the original period of performance. the solicitation has been updated to reflect the PWS.
6. The PWS states that travel will be reimbursed if required by the government, however, no travel CLIN is listed in paragraph 7 of the solicitation. How will travel be reimbursed?
Is a cost reimbursable CLIN contemplated?
a. Travel costs are reimbursable and should be included as part of the proposal response. A separate cost reimbusable CLIN for travel is suggested. Provide a total proposed amount that sums up the course being taught and the travel costs.
7. Since the tasks are intended to be short duration, it is likely that many of the personnel needed to support these tasks would not be located in the local Edwards AFB area. Will travel costs to/from Edwards AFB be reimbursable?
a. Travel costs are reimbursable and should be included as part of the proposal response. A separate cost reimbusable CLIN for travel is suggested. Provide a total proposed amount that sums up the course being taught and the travel costs.
8. Is it the government’s intent to make a single award? The solicitation gives the impression that there will be a single award. However, the PWS states that each contractor shall provide a program manager, which seems to imply that multiple awards may be contemplated.
a. The government’s intent is to make multiple awards.
9. The solicitation, paragraph 5 states “Interested parties who believe they can meet all the requirements for the items described in the synopsis are invited to submit”. Will offers that meet the requirements of only a portion of the items be considered or must the offeror be capable of providing all of the services described in the PWS?
a. The intent is to build a pool of instructors. Instructors that are strong in only a portion of the items will be considered for their portion.
b. Offerors that cannot meet all the requirements will not be considered
10. The PWS states in numerous cases that further details of the work required will be provided in subsequent task orders. This is understandable, however providing an accurate Firm Fixed Price quote without an understanding of the scope of the work is extremely difficult. Can the government provide an estimated scope of work that will allow all offerors to quote the same level of effort?
a. The courses to be taught will be in a defined time frame (3-days, one week, 10 days).
11. Paragraph 7 of the solicitation provides a CLIN structure. Is this the preferred format for the quote?
a. CLIN structure is only a suggestion. Contractors are welcome to submit their preferred CLIN structure.
12. Can we see a sample task order?
a. There are no sample task orders as this is a brand new requirement
13. The solicitations say FFP, but both PWS read like an IDIQ. Is the intent to execute these similar to an IDIQ?
a. Yes
14. Both PWS have CLIN to provide services and pricing on a “per student” basis. However, the ADAM PWS refers to deliverables such as building a academic content, which would be independent of the number of students. Is it technically acceptable to price ADAM deliverables in terms of total course development and small/large modifications to existing courseware?
a. The main goal of ADAM is instruction. Course instruction in the classroom.
There will not be any total course development and they can be some tweaks (with TPS approval) of the existing courseware.
15. Can you provide any guidance on preferred formatting of pricing for support of EVE paragraph 1.4.5.3. “Other Events”?
a. Vendors are free to provide their own pricing list format.
16. IAW FAR 19.1405, would the government consider a Service-Disabled Veteran-Owned
Small Business Set aside?
a. Yes
17. The Performance Work Statement references Task Orders. Will the government please confirm that an Indefinite Delivery, Indefinite Quantity (IDIQ) contract will be awarded with Task Orders (TO) issued against the IDIQ?
a. Yes
18. If an IDIQ is to be awarded with TO’s issued against it, will the government consider allowing TOs to be awarded on a Time and Material (T&M) basis or Firm Fixed Price (FFP) basis as appropriate for the specific situation?
a. Task Orders can be hybrid of firm fixed price with a cost reimbusable CLIN for travel.
19. Will the government clarify how many awards are anticipated?
a. At least 2 awards since the government is pursuing multiple awards.
20. The Contract Line Item Numbers (CLINs) mentioned in the SAM.gov posting paragraph 7 shows a Base with 2 Option Years. However, the SAM.gov posting paragraph 8 states, “This is a two (2) year contract with 1 basic year and one (1) option year.” The PWS also states, “This contract’s period of performance is one (1) year, with an option for two (2) consecutive, successive years of follow-on performance after the expiration of the original period of performance.” Please confirm which is correct.
a. The PWS is correct. the solicitation’s period of performance is one (1) year, with an option for two (2) consecutive, successive years of follow-on performance after the expiration of the original period of performance. It has been updated to reflect the PWS
21. Will the government provide information regarding the incumbent who is currently doing this work? My assumption is that there is no incumbent per se.
a. Correct, this is a brand new requirement
22. Will the government confirm that a quote may include any number of volumes and in any format so long as the minimum information requested is included?
a. Yes
23. Several of our experts work through the NRC Flight Research Lab in Canada and another is Australian. Would there be any issue regarding contracting nationals from these countries?
a. Yes, American citizenship is required.
24. We have core expertise in four of the five Curriculum Topics listed but we are weak in one – from the TPS perspective, would it be preferable for us to address how we will address any gaps? Or should we only speak to the sections that we have established and proven expertise?
a. We are looking for experts to build a pool for TPS to be able to pull from for curriculum and IP support. They can address gaps but we are looking for the experts and where they are most confident in teaching.
25. We would recommend that our experts deliver their content in person; however, most of our experts have multiple professional obligations, so we would like to propose an integrated instructional plan that plans instructor attendance so that each Curriculum Topic is covered in sequential progression. Would this be acceptable by TPS?
a. TPS has to overcome scheduling concerns on a daily basis. Risks such as aircraft availability, student availability and course instructor availability all have to be dealt with in real time. With the risks involved, TPS will be handling the schedule but is always open to suggestions.
26. How much time will TPS plan for the contractor to cover these materials for the Flight Test and the Space Test courses? Will there be fundamental differences in the content that the Flight Test students and the Space Test students are trained in?
a. The flight test and space test students will always be sitting together while courses are being taught.
