Question 5-1) Are preventative maintenance materials to be included in the firm fixed price or are all materials to be reimbursable to the contractor at cost plus the contractor’s mark-up?
Answer: All materials including preventative maintenance items are cost reimbursable plus mark up.
Question 5-2) In reference to the Answer given to Question #18 provided in amendment
#4; are only the rates provided by the contractor in relation to the line items on page 240 be adjusted based on SCA or CPI changes in option periods?
Answer: Revise 52.217-S0093R Auto Renewal Option Clause (Feb 2009)
C. All requests for increases in Contract Pricing, shall be requested in advance in accordance with not more than annually; adjustment based on changes in the service contract rates applicable to this contract; and shall be set forth as part of a separate written modification to the Contract mutually agreed upon by the parties.
Replace with the following:

Question 5-3) The solicitation documents do not mention any clauses for CPI increases to option year totals. When will option year increases to the provided base year firm fixed annual contract price be considered?
Answer: Each option year will be adjusted by CPI and/or changes in SCA as supported by negotiations.
Question 5-4) In reference to the Answer given to Question #18 provided in amendment
#4; how will annual price increases due to performing preventative maintenance services required in greater than 1 year increments, such as switchgear maintenance performed every three years, be addressed to cover related costs of services in option years?
Answer: Cycled maintenance requirements should be averaged in on a per year basis.
Question 5-5) Per section 3 Management /Quality Control under Firm Fix Price (Page
208 of 291). What are the required licenses and certifications for the staff?
Answer: There should be a Journeyman level HVAC technician on site with CFC certification and experience with Liebert CRAC units. The contractor should have available for emergency calls a Master Electrician and Master Plumber.
Question 5-6) Please define if the custodial component is required on the weekend?
Answer: Saturday there is no requirement for custodial service but currently every other
Saturday the floors in the break room and copier rooms have been cleaned and on Sunday custodial staff has been on site to complete tasks to make the building presentable for the week.
Question 5-7) Please clarify the meaning of bi-monthly full load generator testing. Is this every two weeks or every two months?
Answer: This is a test done twice during the month by operating the transfer switch and operating the generator for a 15 minute period.
Question 5-8) Per section 4.3, air balance testing is mentioned as a requirement for the environmental controls. Please clarify the requirements and frequency of air balance testing.
Answer: The air balance testing requirement is upon request of the Smithsonian or any time there is a change made to the HVAC system. Air balancing should be monitored by the contractor.
Question 5-9) The answer to Question 67 in Amendment 4 states that “All material and parts are reimbursable by the Smithsonian at cost plus the contractors’ markup.” Does this include all preventive maintenance material and parts? Does this include consumables for the custodians – toilet paper, paper towels, soap, etc…?
Answer: All materials including preventative maintenance items and consumables are cost reimbursable plus mark up.
