COVERAGE
This policy applies to all Office of Protection Services (OPS) uniformed personnel and Supply Office staff.
PURPOSE
This policy regulates the appearance of OPS uniformed personnel at the Smithsonian Institution.
POLICY
It is the policy of OPS to ensure that all personnel understand and follow the guidelines pertaining to the appropriate appearance standards while representing the Smithsonian Institution. OPS personnel shall wear the issued uniform and equipment at all times while on duty unless otherwise directed by their supervisor.
GENERAL INFORMATION
It is vital to the public safety, as well as the safety of all officers, that the public is able to instantly recognize an officer as representing legitimate law enforcement authority. Hesitation by the public to seek assistance from an officer or to cooperate with an officer can, in some cases, be a matter of life or death. Consequently, an officer’s well-groomed appearance will facilitate instant recognition and encourage quick, respectful cooperation from the public. It also will assist officers in projecting a professional image. Officers must recognize that the public will often judge the effectiveness of OPS based upon first impressions. An officer who is inattentive to his/her personal appearance reflects an unfavorable image not only upon himself/herself, but the entire OPS.
Refer to OPS Policy 46, Use of Property and Equipment for OPS and Smithsonian rules and regulations regarding the use of OPS property and equipment.
OPS Training Branch staff and Personnel and Physical Security Division (PPSD) electrical mechanics and locksmiths also wear work-related uniforms suitable for their type of work.
These employees are also responsible for the care and wearing of uniforms and for maintaining a positive and professional personal appearance.
Title to all uniforms and SI-issued equipment is vested in the Smithsonian Institution.
Amendments or deviations to this policy must be approved by the Director of OPS or an authorized designee.

Supervisors will:
Assign lockers to uniformed personnel in their units
Arrange for inspection of lockers in their units, to be conducted in the presence of the user of the locker (or another officer who will sign an inventory of the contents of the locker).
Lockers shall be inspected at a minimum 2 times annually. Additionally, lockers are subject to ad hoc inspections at any time and items may be removed when an individual is separated from employment (resigns, retires or is removed) without clearing their issued locker.
Inspect the uniforms and the appearance of on-duty subordinate personnel at least once per shift to ensure the uniform is being worn per OPS policy and that all equipment is accounted for and functional

Uniform Wearing Guide – Security and National Zoo Police Officers
Officers unable to comply with any part of this directive due to medical or religious reasons must be approved by the OPS Director and produce administratively acceptable certification that documents the reason why they are unable to conform to this policy within two weeks of making their condition known. The medical documentation shall be from the Smithsonian Institution Office of Safety, Health and Environmental Management Health Unit or through a private physician. Additionally, the employee is required to provide updated administratively acceptable medical documentation every six months as long as the condition prevents the employee from conforming to any provision of this directive. The officer’s Security Manager/Chief, NZP, shall be responsible for monitoring the officer’s condition, medical certification, and compliance with this directive.
Shirt Guide: Short sleeve and long sleeve shirts shall be worn with the sleeves fully extended. The cuffs of long sleeved shirts shall be buttoned and extend just below the wrist. Where designated, officers will be issued BDU trousers for duty wear and Class A Standard Uniform pants for special occasions.
Female officers may wear the issued uniform skirt with a hem to the level of the center of the knee. Uniform skirts shall be marked with the letters Abbreviated Security Number (ASN), similarly to trousers.
Female officers who become pregnant should contact the Supply Office for their trouser and skirt requirements. Arrangements shall be made to transport the officer to the authorized uniform vender where the staff will take the measurements necessary to make the uniform adjustments. Since alterations may take several weeks to complete, pregnant officers should notify the OPS Supply Office as soon as possible of their maternity uniform needs.
Jacket, Winter Jacket and Sweater Guide: The issued outerwear jacket should fit comfortably through the body, with sleeves that end at the wrist. Outerwear and sweaters shall have a Smithsonian Institution or a National Zoological Park Police patch sewn at the top outside of the left sleeve. Officers shall wear the jacket buttoned with badge, nameplate, and rank insignia displayed.

Re-Ordering of all ballistic vests shall be coordinated through the Supply Management Officer and the OPS Supply Division after proper measuring of the officer, the Supply Management Officer will ensure that the agency is maintaining the NIJ approved specifications for Body Armor. The Body Armor and Outer Carriers will be inspected by both the officer and the OPS Firearms Instructor prior to the officer’s semi-annual weapon requalification for fit, cleanliness, sign of damage, abuse and wear. The inspections will consist of inspecting the Body Armor, the Outer Carrier and the duty belt equipment items for signs of damage and general cleanliness. Upon the completion of the inspection, the Body Armor Inspection Form will be completed by the officer, signed and returned to the Firearms Instructor, the instructor will provide a copy of the form to the OPS Supply Division to be placed in the officer clothing record.
Under no conditions will an officer attempt to repair body armor. Officers are responsible for reporting damage or excessive wear to the ballistic panels or cover to their supervisor or the Firearms Instructor.
Improper storage of body armor may contribute to premature wear, as well as reduce the protective capabilities of the ballistic system itself. When not wearing body armor, it should be stored under normal environmental conditions.
Care should be taken to store body armor flat, either on a shelf or other flat surface.
When this is not practical, suspended on a clothes hanger is the next best method. Body armor should never be folded or stood on its edge. Any improper storage will create "set wrinkles" in the body armor and may cause curling at the edges.
Body armor should never be stored in the trunk of a vehicle where it may be exposed to extremely high temperatures. High temperatures will affect the strength of some fibers that could diminish the performance of body armor.
All Body Armor found to be defective or damaged due to normal wear will be replaced in accordance with the guidelines and protocols established by the NIJ and the Vest Manufacturer, and all replacement request must go thru the OPS Supply Division and the OPS Training Division to ensure proper procurement and documentation has been done before being approved by the Director, OPS.
Standard Accoutrements of Uniform Items: OPS officers shall be issued a whistle that is clipped to the left pocket flap of the uniform shirt. OPS and NZP officers shall wear the issued nameplates parallel to and centered on the seam of the right breast pocket flap of the uniform shirt and the whistle on the left breast pocket flap. On the issued sweater, jacket and outer carrier of the body armor, the nameplate shall be worn in approximately the same location over the right chest.
Uniform Insignia and Patches: Appropriate rank insignia epaulettes shall be issued to OPS officers. Uniform epauletts shall be worn centered front to back and side to side on both shoulders of the uniform shirt, sweater as well as jacket and facing outward (not required on polo shirts where designated). Corporals are issued two silver stripes;

each bar equals five years of OPS service. Basic Entry Law Enforcement Training (BELT) and Honor Guard pins are to be worn centered above the name plate. No other pins or insignias are authorized.
The black mourning band (badge sash) shall be worn to honor OPS/NZP officers who have died in the line of duty, active-duty OPS/NZP officers who have died from natural causes, the line of duty death of officers from other agencies, and during National Police Week. The mourning band is authorized to be worn for 30 days to honor OPS/NZP officers who have died in the line of duty. To honor the memory of active-duty
OPS/NZP officers who have died from natural causes or the line of duty death of officers from other agencies, the mourning band shall be worn until the interment or the completion of the funeral for that officer. The mourning sash shall be worn horizontally across the badge (see OPS 63: Funerals and Memorial Services for guidance).

Officers shall not be relieved of the responsibility for uniforms or equipment damaged, lost, or stolen due to improper care or storage.
At no time shall an NZP or OPS officer wear a holster that does not contain a firearm.
Uniformed personnel are required to carry duty belts (i.e. NOT worn around the duty belt around the waist) when walking between the locker room and formation and from formation to the arms room. Once the unit has issued a firearm to the officer, the officer may then wear the duty belt around his/her waist. When leaving a post at the end of the day, officers and supervisors shall safely unload the weapon and immediately return the issued firearm to the unit and secure the duty belt in the storage locker. For further guidance on carrying a firearm, refer to OPS-4.
Note: National Zoo weapons will be accessed at the start of the officer’s tour of duty from the weapons room and from the officers’ individual weapon’s locker. At the end of the tour of duty, the weapon shall be safely unloaded and secured in the officers’ weapon’s locker. The duty belt should not be secured in the employee’s issued locker.
Officers who are not commissioned to carry a firearm, who are on weapons restriction, or are not performing duties at an armed post, shall NOT wear an empty holster.
Officers claiming a medical reason for not wearing any uniform item are required to notify their immediate supervisor in writing and avail themselves for further evaluation, as determined by their Security Manager, concerning the wearing of the item. They must also produce medical certification of their condition within two weeks from the OFEO Health Units or through a private physician and must continue to provide updated documentation every six months as long as the condition prevents the employee from complying with this guide.
Grooming Standards
Facial Hair: Male officers must be neatly shaven or maintain neatly trimmed and well-kept facial hair not more than ½ inches in length.
Hair Length for Males: Male officers shall not extend below the bottom of the back of the collar. Hair accessories may be used to meet this requirement; however, such accessories shall be concealed as much as possible and should not distract from the uniform. In addition, the use of one’s own hair to meet this standard is permitted as long as the style maintains a professional look and does not distract from the uniform.
Hair Length for Females: While on duty, hair length for female Officers shall not extend beyond 2 inches below the bottom of the back of the collar. Hair accessories may be used meet this requirement; however, such accessories shall be concealed as much as possible and should not distract from the uniform. In addition, the use of one’s own hair to meet this standard is permitted as long as the style maintains a professional look and does not distract from the uniform.
Hands: Fingernails shall be cleaned and trimmed as not to exceed ¼ inch from the end of the fingertip. A female may wear neutral color of polish or nail coating on her fingernails.

Security officers with uniform items that no longer fit or are worn shall follow the prescribed procedures for replacement by submitting a Special Order Clothing Request form and a memorandum stating the reason for the replacement to their respective Security Manager.
NZP officers receive a uniform allowance for dry cleaning and laundering.
Care and Maintenance of Body Armor
As dirt and perspiration may erode ballistic panels, each officer will be responsible for cleaning his/her body armor in accordance with the manufacturer's care instructions located in the center of the panel.
To clean the Outer Carrier do not ever put your carrier in a washing machine. This will void the warranty. External carriers have plastic in them and this will get damaged in a washing machine. Harsh detergents/bleach can fade the material and weaken the waterproof coating, to clean your vest carrier, first take your body armor and items out of the pockets.
Get a wash cloth and wipe down the vest with water, if that doesn't work, use a mild detergent, then wipe the soap off with a clean wet cloth, remember the material is waterproof so don't be afraid to rinse thoroughly.
If the officer carrier is still not clean enough, it should be hand washed in woolite or another mild detergent and then hanged to dry, if more cleaning is needed the officer can dry clean your vest carrier.
The officer must be certain to tell the cleaners that it cannot be put in the dryer, as the plastic will melt. Also tell the dry cleaners that only mild detergents can be used or it may fade the material.
To clean the Ballistic Panels, the officer must not immerse in liquid, a gentle hand wash with a sponge or wash cloth using mild detergent should be sufficient, then wipe off any excess detergent with clean water and wipe dry, remember do not dry clean, or machine wash or bleach or do not dry outdoors.
