STATEMENT OF WORK

Hunt Check Station Support

Umatilla National Wildlife Refuge

1. GENERAL: Mid-Columbia River Refuges, 64 Maple Street, Burbank, WA 99323. Umatilla National Wildlife Refuge (Refuge) has a need to provide local coordination for the hunt program.

2. BACKGROUND: The Umatilla National Wildlife Refuge has a very busy waterfowl hunting program. On a given hunt day, we may host up to 100+ visitors. The volume of visitors, and the accompanying "hunt lottery" requires that the hunt check station be attended. An attendant is required to sell duck stamps, sell season passes, take daily fees, ensure that correct lottery winners are present and accounted for during the blind selection process, run a daily "standby lottery," ensure federal and state regulations are being followed, and organize the use of 43 hunting blinds.

3. SCOPE: Contractor will be responsible for the following tasks:

3.1. Mow all hunting trails prior to the hunting season and perform other maintenance such as repairing hunting blinds, replacing damaged signs and repairing vandalism to ensure appropriate and safe access. An estimated 2 miles of hunting trails are to be maintained during the first week of October.

3.2. Post an estimated 105 hunting-related signs, as determined necessary by the refuge manager, throughout the refuge.

3.3. Open and clean out 10 pit blinds.

3.4. On non-hunt days provide the necessary reporting on all hunt statistics for the website, answer calls, keep hunt area maintained and reconcile all fees with the headquarters in Burbank.

3.5. Operate the Hunter Check Station until 9:00 a.m. on hunting days and again from 11:00 a.m. to 1:00 p.m.

3.6. Summarize the data collected on hunt permits into a database.

3.7. Deliver receipts and reconcile accounts at the McNary National Wildlife Refuge each Monday.

3.8. Complete post-season reports, clean up, and sign removal.

4. CONTRACTOR QUALIFICATIONS: Contractor shall:

4.1. Have the capability to reach the refuge and perform these services during inclement weather.

4.2. Have and maintain a thorough knowledge and understanding of refuge and state hunting regulations.

4.3. Have and maintain experience using tractors in the performance of duties. USFWS will provide service specific tractor training.

4.4. Be capable of walking over uneven surfaces and lifting up to 50 pounds.

5. PLACE/PERIOD OF PERFORMANCE:

5.1. All services will be rendered at Umatilla National Wildlife Refuge, with the exception of reconciliations at McNary National Wildlife Refuge.

5.2. The Government anticipates awarding this contract with a base year and four option years based on availability of funding. The performance period shall be September 25, 2017 to February 18, 2022, reflected in one (1) base and four (4) option years.

The period of performance will be 19 weeks. The contractor will begin two weeks prior to the beginning of the waterfowl hunting season. Specific period of work shall be September 25 through February 18.

5.3. The contractor shall arrive at and open the Hunter Check Station 1 hour and 45 minutes before the start of legal hunt time (sunrise) on Wednesdays, Saturdays, Sundays, Thanksgiving, and New Year's during the legal hunting season. This time will change weekly. The earliest arrival time would be 5:40 a.m. on October 14.

5.4. Duties not related to managing the Hunter Check Station shall be coordinated and completed on Mondays and Tuesdays. Duties may be performed during normal business hours.

6. GOVERNMENT FURNISHED EQUIPMENT/MATERIALS: The refuge will supply the tractors for mowing, signs, hunting pamphlets, additional tools for sign installation, maintenance equipment, cleaning/repair supplies, vehicles, and all other materials needed to safely and successfully run the hunting program. The contractor is not expected to provide any tools or supplies.

7. INSPECTION AND ACCEPTANCE: Government acceptance is contingent upon the material being removed and the site contoured to a more natural appearance at the completion of the project.
