1.3 WORK COVERED BY CONTRACT DOCUMENTS
BASE-BID: REPLACE DITCH-9 CULVERTS and INSTALL NEW IN-CHANNEL
STRUCTURES.
This Project includes providing all labor, equipment, and materials to remove existing culverts at two road crossings, install two new culverts with steel headwalls and sheet pile wingwalls, install one engineered rock riffle, remove an existing metal flume, and install a steel discharge-measurement channel.
1. Excavate and remove three corrugated steel pipe culverts at CR 9.2.

1.4 ACCESS TO SITE
A. All operations of the Contractor (including storage of materials) upon Government premises shall be confined to areas authorized by the Station Manager and approved by the Contracting Officer.
B. Limit use of Project site areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Limits: Confine construction operations to road crossing construction area and approved access and storage/parking areas as designated by the Station Manager and approved by the Contracting Officer.
C. Site access to CR 9.2 is a single lane road such that large equipment may be difficult to turn around. Bidders are encouraged to visit the project site to determine the issues this may present in completing the project. Utilities exist overhead and buried at the crossing location.
1.5 COORDINATION WITH OCCUPANTS
A. Partial Government Occupancy: Government will be working on the Refuge during entire construction period, with the exception of areas under construction.
1. Provide not less than 48 hours' notice to Government of activities that will affect Government operations.
1.6 WORK RESTRICTIONS
A. On-Site Work Hours: Limit work to normal business working hours of 7:00 a.m. to 4:00 p.m., Monday through Friday, unless otherwise indicated.
1. Work on weekends will be restricted to Contracting Officer’s approval and at the Station Manager’s discretion.
2. No work will take place over Federally observed holidays.
B. Construction can commence as soon as the Notice To Proceed is provided to the Contractor and must be completed within 60 days of Notice to Proceed. In-water work onsite cannot proceed prior to September 25, 2017 and will be completed within 30 days.
Mountain snow melt, that contributes most of the Refuge’s channel flow, typically begins to decline after mid -July.

1.7 PERMITS AND FEES
A. The Contractor shall be responsible for obtaining all necessary local, State, and Federal permits and licenses, and payment of related fees, per the Contract Clauses.
1.8 APPLICABLE CODES, STANDARDS AND SPECIFICATIONS
A. All work shall comply with the codes and standards applicable to each type of work as listed in individual Sections of these Specifications.
B. Where a conflict occurs between a referenced document and the Project Specifications, the
Project Specifications govern.
C. Where a conflict occurs between referenced documents, the document containing the most stringent requirements governs.
D. Where referenced documents are not specified by date, the document current at the bid opening applies.
E. Materials, applications, and tests specified by reference to published standards of society, association, code, or other published standards are included in the specifications as if written in their entirety.
F. Conform to all regulations and statutes of the State of Colorado and to all Federal Regulations which apply.
1.9 MEANS AND METHODS
A. Means and methods of construction shall be such as the Contractor or subcontractors may choose; subject, however, to the Contracting Officer's right to reject means and methods proposed which:
1. Constitute a hazard to the work, persons, or property.
2. Will not produce finished work in accordance with terms of the contract.
3. Are contrary to specified means or methods included in the contract.
B. The right to reject means and methods of the Contractor or subcontractor shall not be construed or interpreted as acceptance of control of means and methods by the Contracting Officer.
C. The Contracting Officer's approval of means and methods or failure to exercise right to reject means and methods shall not relieve the Contractor of the obligation to complete the work required by the contract.
D. Total responsibility for control of all means and methods lies with the Contractor for all work.
1.10 SAFETY
A. The Contractor shall provide, erect and maintain all necessary barricades, suitable and sufficient flasher lights, flagmen, danger signals and signs, and shall take all necessary precautions for the protection of the work and the safety of the public. Roads closed to traffic shall be protected by effective barricades and shall be placed with acceptable warning signs. All barricades and

obstructions shall be illuminated at night and all lights shall be kept burning from sunset until sunrise. Install appropriate traffic signs at crossroads and approaches to site as needed to direct affected public traffic. Specific signs and barricade requirements are detailed in the American
National Standards Institute, Inc., "Manual on Uniform Traffic Control Devices".
B. The Contractor shall assume full responsibility and liability for compliance with all applicable
Federal, State, and local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site, including the provisions of 29CFR1910 and
29CFR1926 of the Code of Federal Regulations. The Contractor shall hold harmless the
Government for failure to comply with any applicable safety or health regulation on the part of himself, his employees, or his subcontractors.
C. The Contractor shall provide personal safety equipment and training commensurate with the hazards which may exist at the work site. The personal safety equipment and training shall be determined by a thorough hazard analysis of all work site areas. The safety program available at all work sites shall include a minimum of:
1. One nonfreezing-type fire extinguisher in each workshop and shed used for storage of materials at the work site. Place in location readily accessible to construction personnel.
2. A first aid kit for use of construction personnel commensurate with size of project with items necessary for first aid treatment of all injuries.
3. The Contractor shall conduct regular onsite safety inspections and all construction personnel shall receive a safety orientation.
4. Post telephone numbers of nearest hospital, ambulance service or flight for life, and fire station in conspicuous location. Advise all workers of location of telephone numbers.
1.11 ENVIRONMENTAL PROTECTION
A. The Contractor shall abate and control all environmental pollution arising from construction activities by complying with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement, as well as the specified requirements in this contract. Compliance with this requirement by subcontractors will be the responsibility of the Contractor.
B. Fossils and Artifacts
1. Should the Contractor discover any fossils or artifacts during construction operations, such objects shall become the property of the Government. The Contractor shall cease construction operations in the area of the "find," and immediately notify the Station
Manager of such discovery. Construction operations may proceed in other areas not affected by this clause. Care shall be exercised by the Contractor not to damage fossils or artifacts uncovered during excavation operations.
2. Failure to comply with this requirement may be considered a violation of the
Archeological Resources Protection Act of 1979 as amended. Destruction of historic and prehistoric sites and/or unauthorized collection of cultural materials can result in criminal and/or civil penalties. Penalties can include fines, prison sentences, and/or confiscation of equipment.
3. If the Contractor uses fill from a nongovernmental source to perform work that is required under this project, and a new borrow site is opened or an existing borrow area is

expanded in order to obtain such materials, the Contractor shall assure that any new borrow area disturbance meet the requirements of Section 106 of the National Historic
Preservation Act.
C. Abatement of Air Pollution
1. The Contractor shall comply with applicable Federal, State, and local laws and regulations concerning the prevention and control of air pollution.
2. Construction activities shall be performed in such a manner that air pollution will be held to a minimum.
3. Burning of materials, trees and brush, combustible construction materials, and rubbish will not be permitted. Construction debris shall be disposed of at a location designated by the Contracting Officer or hauled off the Station to an approved disposal site.
D. Prevention of Water Pollution
1. During construction the Contractor shall comply with all applicable Federal, State, and local laws and regulations concerning the control and abatement of water pollution.
2. The Contractor's construction activities shall be performed by methods that will prevent entrance or accidental spillage of solid matter, contaminants, debris, and other objectionable pollutants and wastes into streams, flowing or dry water-courses, lakes, ponds, and underground water sources. The Contractor shall dispose of all pollutants such as petroleum products, rubbish, cement, concrete, etc., and objectionable material shall be hauled away in tanks or barrels or buried in an approved landfill.
3. Sanitary facilities, such as chemical toilets shall be located far enough from wells, live streams, or ponds to prevent pollution of the water.
4. Dewatering work for structure foundations or earthwork operations adjacent to, or encroaching on, streams or watercourses shall be conducted in a manner which prevents muddy water and eroded materials from entering the streams or water courses. This shall be accomplished by construction of intercepting ditches, bypass channels, barriers, settling ponds, or other approved means. Excavated material shall not be placed in, or adjacent to, watercourses where it can be washed away by high water or storm runoff.
5. Incoming channel flow (upstream of the coffer dam) shall be continuously pumped into the downstream location.
E. Environmental Litigation: Time lost due to work stoppage because of failure of the Contractor to comply with these requirements may not be the subject of a claim for extension of time, for additional costs, or damages.

GENERAL REQUIREMENTS PAYMENT PROCEDURES
PAYMENT PROCEDURES 012900 - 1
1.1 SUMMARY
A. Section includes administrative and procedural requirements necessary to prepare and process
Applications for Payment.
1.2 SCHEDULE OF VALUES
A. Coordination: Coordinate preparation of the schedule of values with preparation of Contractor's construction schedule.
1. Submit the schedule of values to the Contracting Officer (CO) at earliest possible date but no later than seven days before the date scheduled for submittal of initial Applications for
Payment.
1.3 APPLICATIONS FOR PAYMENT
A. Each Application for Payment shall be consistent with previous applications and payments as certified by CO and paid for by Government.
B. Payment Application Times: The date for each progress payment is indicated in the Agreement between Government and Contractor.
C. Initial Application for Payment: Administrative actions and submittals that must precede or coincide with submittal of first Application for Payment include the following:
1. Schedule of values.
2. Contractor's construction schedule (preliminary if not final).
3. Submittal schedule (preliminary if not final).
D. Final Payment Application: After completing Project closeout requirements, submit final
Application for Payment with releases and supporting documentation not previously submitted and accepted, including, but not limited, to the following:
1. Evidence of completion of Project closeout requirements.
2. Written guarantees, warranties, and certificates.
3. Record (As-Built) Drawings provided by editing Government supplied Construction
Drawings.
4. All test reports.

A. Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work.
1.2 INFORMATIONAL SUBMITTALS
A. Contractor's Construction Schedule: Initial schedule, of size required to display entire schedule for entire construction period.
1. Submit a copy of working schedule, in electronic pdf format and labeled to comply with requirements for submittals. Include type of schedule (initial or updated) and date on label.
B. Construction Schedule Updating Reports: Submit with Applications for Payment.
1.3 COORDINATION
A. Coordinate Contractor's construction schedule with the schedule of values, submittal schedule, progress reports, payment requests, and other required schedules and reports.
1. Secure time commitments for performing critical elements of the Work from entities involved.
2. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.
PART 2 - PRODUCTS
2.1 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL
A. Time Frame: Extend schedule from date established from the Notice to Proceed to the date of completion.
B. Activities: Treat each component as a separate numbered activity for each main element of the
Work. Comply with the following:

4. Punch List and Final Completion: Include not more than 15 days for completion of punch list items and final completion.

1.2 INFORMATIONAL SUBMITTALS
A. Digital Photographs: Submit unaltered, original, full-size image files within three days of taking photographs.
1. Digital Camera: Minimum sensor resolution of 8 megapixels.
2. Identification: Provide the following information with each image description in file metadata tag:
a. Name of Project.
b. Name and contact information for photographer.
c. Date photograph was taken.
d. Description of vantage point, indicating location and direction (by compass point).
1.3 USAGE RIGHTS
A. Obtain and transfer copyright usage rights from photographer to Government for unlimited reproduction of photographic documentation, as necessary.
PART 2 - PRODUCTS

3.1 CONSTRUCTION PHOTOGRAPHS
A. General: Take photographs using the maximum range of depth of field, and that are in focus, to clearly show the Work. Photographs with blurry or out-of-focus areas will not be accepted.
B. Digital Images: Submit digital images exactly as originally recorded in the digital camera, without alteration, manipulation, editing, or modifications using image-editing software.
1. Date and Time: Include date and time in file name for each image.
C. Periodic Construction Photographs: Take photographs weekly, with timing each month adjusted to coincide with the cutoff date associated with each Application for Payment, or as necessary to document major construction activities. Select vantage points to show status of construction and progress since last photographs were taken.
D. Final Completion Construction Photographs: Take color photographs after date of Substantial
Completion for submission as Project Record Documents.

SECTION 013300 – SUBMITTAL PROCEDURES
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes requirements for the submittal schedule and administrative and procedural requirements for submitting Shop Drawings, Product Data, and other submittals.
1.2 DEFINITIONS
A. Action Submittals: Written and graphic information and physical samples that require
Contracting Officer (CO)’s responsive action.
B. Informational Submittals: Written and graphic information and physical samples that do not require CO's responsive action. Submittals may be rejected for not complying with requirements.
1.3 ACTION SUBMITTALS
A. Submittal Schedule: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, ordering, manufacturing, fabrication, and delivery when establishing dates. Include additional time required for making corrections or revisions to submittals noted by CO and additional time for handling and reviewing submittals required by those corrections.
1.4 SUBMITTAL ADMINISTRATIVE REQUIREMENTS
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. CO reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow time for submittal review, including time for resubmittals, as follows.
Time for review shall commence on CO receipt of submittal. No extension of the Contract
Time will be authorized because of failure to transmit submittals enough in advance of the
Work to permit processing, including resubmittals.

1. Initial Review: Allow 10 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. CO will advise Contractor when a submittal being processed must be delayed for coordination.
2. Intermediate Review: If intermediate submittal is necessary, process it in same manner as initial submittal.
3. Resubmittal Review: Allow 10 days for review of each resubmittal.
C. Paper Submittals: Place a permanent label or title block on each submittal item for identification.
1. Transmittal for Paper Submittals: Assemble each submittal individually and appropriately for transmittal and handling. Transmit each submittal using a transmittal form.
a. Transmittal Form for Paper Submittals: Use FWS transmittal form.
D. Electronic Submittals: Identify and incorporate information in each electronic submittal file as follows:
1. Name file with submittal number or other unique identifier, including revision identifier.
a. File name shall use station initials and Specification Section number followed by a sequential submittal number ( BACNWR-061000-005). Resubmittals shall include an alphabetic suffix after (e.g., BACNWR-061000-005_A).
2. Transmittal Form for Electronic Submittals: Use electronic form provided by CO.
E. Options: Identify options requiring selection by CO.
F. Deviations: Identify deviations from the Contract Documents on submittals.
G. Resubmittals: Make resubmittals in same form and number of copies as initial submittal.
1. Note date and content of previous submittal.
2. Note date and content of revision in label or title block and clearly indicate extent of revision.
3. Resubmit submittals until they are marked with approval notation from CO’s action stamp.
H. Distribution: Furnish copies of final submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on transmittal forms.
I. Use for Construction: Retain complete copies of submittals on Project site. Use only final action submittals that are marked with approval notation from CO’s action stamp.

PART 2 - PRODUCTS
2.1 SUBMITTAL PROCEDURES
A. General Submittal Procedure Requirements:
1. Submit electronic submittals via email as PDF electronic files.
a. CO will return annotated file by e-mail and/or standard mail. Annotate and retain one copy of file as an electronic Project record document file.
2. Action Submittals: Submit electronically as PDF electronic file. If paper copies are necessary, submit four (4) paper copies of each submittal. CO will return three (3) copies.
3. Informational Submittals: Submit electronically as PDF electronic file. If paper copies are necessary, submit three (3) paper copies of each submittal. CO will not return copies.
4. Certificates and Certifications Submittals: Provide a statement that includes signature of entity responsible for preparing certification. Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity.
a. Provide a notarized statement on original paper copy certificates and certifications.
B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
1. If information must be specially prepared for submittal because standard published data are not suitable for use, submit as Shop Drawings, not as Product Data.
2. Mark each copy of each submittal to show which products and options are applicable.
3. Include the following information, as applicable:

a. Identification of products.
b. Schedules.
c. Compliance with specified standards.
d. Notation of coordination requirements.
e. Notation of dimensions established by field measurement.

g. Seal and signature of professional engineer, if specified.
2. Sheet Size: Except for templates, patterns, and similar full-size drawings, submit Shop

Base reports on evaluation of tests performed by manufacturer and witnessed by a qualified testing agency, or on comprehensive tests performed by a qualified testing agency.
O. Schedule of Tests and Inspections: Comply with requirements specified in Section 014000
"Quality Requirements" and complying with requirements in the Construction Documents.
P. Field Test Reports: Submit written reports indicating and interpreting results of field tests performed either during installation of product or after product is installed in its final location, for compliance with requirements in the Contract Documents.
PART 3 - EXECUTION
3.1 CONTRACTOR'S REVIEW
A. Action and Informational Submittals: Review each submittal and check for coordination with other Work of the Contract and for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to CO.
B. Project Closeout: See requirements in Section 017700 "Closeout Procedures."
C. Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, Specification Section title and number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.
3.2 CO AND COTR ACTION
A. Action Submittals: Contracting Officer’s Technical Representative (COTR) will review each submittal, make marks to indicate corrections or revisions required, and return it. COTR will stamp each submittal with an action stamp and will mark stamp appropriately to indicate action as follows:

QUALITY REQUIREMENTS 014000 - 1
1.1 SUMMARY
A. Section includes administrative and procedural requirements for quality assurance and quality control.
B. Testing and inspecting services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with the
Contract Document requirements.
1. Specified tests, inspections, and related actions do not limit Contractor's other quality-assurance and -control procedures that facilitate compliance with the Contract Document requirements.
2. Requirements for Contractor to provide quality-assurance and -control services required by Contracting Officer (CO) or authorities having jurisdiction are not limited by provisions of this Section.
3. Specific test and inspection requirements are not specified in this Section.
1.2 DEFINITIONS
A. Quality-Assurance Services: Activities, actions, and procedures performed before and during execution of the Work to guard against defects and deficiencies and substantiate that proposed construction will comply with requirements.
B. Quality-Control Services: Tests, inspections, procedures, and related actions during and after execution of the Work to evaluate that actual products incorporated into the Work and completed construction comply with requirements. Services do not include contract enforcement activities performed by CO.
C. Product Testing: Tests and inspections that are performed by an NRTL, an NVLAP, or a testing agency qualified to conduct product testing and acceptable to authorities having jurisdiction, to establish product performance and compliance with specified requirements.
D. Source Quality-Control Testing: Tests and inspections that are performed at the source, e.g., plant, mill, factory, or shop.
E. Field Quality-Control Testing: Tests and inspections that are performed on-site for installation of the Work and for completed Work.
F. Testing Agency: An entity engaged to perform specific tests, inspections, or both. Testing laboratory shall mean the same as testing agency.
G. Installer/Applicator/Erector: Contractor or another entity engaged by Contractor as an employee, Subcontractor, or Sub-subcontractor, to perform a particular construction operation, including installation, erection, application, and similar operations.

H. Experienced: When used with an entity or individual, "experienced" means having successfully completed a minimum of five previous projects similar in nature, size, and extent to this Project;
being familiar with special requirements indicated; and having complied with requirements of authorities having jurisdiction.
1.3 CONFLICTING REQUIREMENTS
A. Referenced Standards: If compliance with two or more standards is specified and the standards establish different or conflicting requirements for minimum quantities or quality levels, comply with the most stringent requirement. Refer conflicting requirements that are different, but apparently equal, to CO for a decision before proceeding.
B. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits.
To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of requirements. Refer uncertainties to CO for a decision before proceeding.
1.4 INFORMATIONAL SUBMITTALS
A. Testing Agency Qualifications: For testing agencies specified in "Quality Assurance" Article to demonstrate their capabilities and experience. Include proof of qualifications in the form of a recent report on the inspection of the testing agency by a recognized authority.
1.5 REPORTS AND DOCUMENTS
A. Test and Inspection Reports: Prepare and submit certified written reports specified in other
Sections. Include the following:
1. Date of issue.
2. Project title and number.
3. Name, address, and telephone number of testing agency.
4. Dates and locations of samples and tests or inspections.
5. Names of individuals making tests and inspections.
6. Description of the Work and test and inspection method.
7. Identification of product and Specification Section.
8. Complete test or inspection data.
9. Test and inspection results and an interpretation of test results.
10. Record of temperature and weather conditions at time of sample taking and testing and inspecting.
11. Comments or professional opinion on whether tested or inspected Work complies with the Contract Document requirements.
12. Name and signature of laboratory inspector.
13. Recommendations on retesting and reinspecting.
B. Manufacturer's Field Reports: Prepare written information documenting tests and inspections specified in other Sections. Include the following:

2. Statement on condition of substrates and their acceptability for installation of product.

5. Other required items indicated in individual Specification Sections.
C. Permits, Licenses, and Certificates: For Government's records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, judgments, correspondence, records, and similar documents, established for compliance with standards and regulations bearing on performance of the Work.
1.6 QUALITY ASSURANCE
A. General: Qualifications paragraphs in this article establish the minimum qualification levels required; individual Specification Sections specify additional requirements.
B. Manufacturer Qualifications: A firm experienced in manufacturing products or systems similar to those indicated for this Project and with a record of successful in-service performance, as well as sufficient production capacity to produce required units.
C. Fabricator Qualifications: A firm experienced in producing products similar to those indicated for this Project and with a record of successful in-service performance, as well as sufficient production capacity to produce required units.
D. Installer Qualifications: A firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent to that indicated for this Project, whose work has resulted in construction with a record of successful in-service performance.
E. Professional Engineer Qualifications: A professional engineer who is legally qualified to practice in jurisdiction where Project is located and who is experienced in providing engineering services of the kind indicated. Engineering services are defined as those performed for installations of the system, assembly, or product that are similar in material, design, and extent to those indicated for this Project.
F. Specialists: Certain Specification Sections require that specific construction activities shall be performed by entities who are recognized experts in those operations. Specialists shall satisfy qualification requirements indicated and shall be engaged for the activities indicated.
1. Requirements of authorities having jurisdiction shall supersede requirements for specialists.
G. Testing Agency Qualifications: An NRTL, an NVLAP, or an independent agency with the experience and capability to conduct testing and inspecting indicated and with additional qualifications specified in individual Sections; and, where required by authorities having jurisdiction, that is acceptable to authorities.
1. NRTL: A nationally recognized testing laboratory according to 29 CFR 1910.7.

2. NVLAP: A testing agency accredited according to NIST's National Voluntary
Laboratory Accreditation Program.
H. Manufacturer's Representative Qualifications: An authorized representative of manufacturer who is trained and approved by manufacturer to observe and inspect installation of manufacturer's products that are similar in material, design, and extent to those indicated for this
Project.
I. Testing Agency Responsibilities: Submit a certified written report of each test, inspection, and similar quality-assurance service to CO with copy to Contractor. Interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from the
Contract Documents.
1.7 QUALITY CONTROL
A. Contractor Responsibilities: All tests and inspections are Contractor's responsibility. Perform additional quality-control activities required to verify that the Work complies with requirements, whether specified or not.
1. Engage a qualified testing agency to perform these quality-control services.
2. Notify testing agencies at least 24 hours in advance of time when Work that requires testing or inspecting will be performed.
3. Submit a certified written report, in duplicate, of each quality-control service.
4. Testing and inspecting requested by Contractor and not required by the Contract
Documents are Contractor's responsibility.
B. Manufacturer's Field Services: Where indicated, engage a manufacturer's representative to observe and inspect the Work. Manufacturer's representative's services include examination of substrates and conditions, verification of materials, inspection of completed portions of the
Work, and submittal of written reports.
C. Retesting/Re-inspecting: Regardless of whether original tests or inspections were Contractor's responsibility, provide quality-control services, including retesting and re-inspecting, for construction that replaced Work that failed to comply with the Contract Documents at
Contractor’s expense.
D. Testing Agency Responsibilities: Cooperate with CO and Contractor in performance of duties.
Provide qualified personnel to perform required tests and inspections.
1. Notify CO and Contractor promptly of irregularities or deficiencies observed in the Work during performance of its services.
2. Determine the location from which test samples will be taken and in which in-situ tests are conducted.
3. Conduct and interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from requirements.
4. Submit a certified written report, in duplicate, of each test, inspection, and similar quality-control service through Contractor.
5. Do not release, revoke, alter, or increase the Contract Document requirements or approve or accept any portion of the Work.
6. Do not perform any duties of Contractor.

E. Associated Services: Cooperate with agencies performing required tests, inspections, and similar quality-control services, and provide reasonable auxiliary services as requested. Notify agency sufficiently in advance of operations to permit assignment of personnel.
F. Coordination: Coordinate sequence of activities to accommodate required quality-assurance and -control services with a minimum of delay and to avoid necessity of removing and replacing construction to accommodate testing and inspecting.

3.1 TEST AND INSPECTION LOG
A. Test and Inspection Log: Prepare a record of tests and inspections. Include the following:

3. Date test or inspection results were transmitted to CO.
4. Identification of testing agency or special inspector conducting test or inspection.
B. Maintain log at Project site. Post changes and revisions as they occur. Provide access to test and inspection log for CO’s reference during normal working hours.
3.2 REPAIR AND PROTECTION
A. General: On completion of testing, inspecting, sample taking, and similar services, repair damaged construction and restore substrates and finishes.
1. Provide materials and comply with installation requirements specified in other
Specification Sections or matching existing substrates and finishes. Restore patched areas and extend restoration into adjoining areas with durable seams that are as invisible as possible.
B. Protect construction exposed by or for quality-control service activities.

PART 1 - GENERAL
1.1 SUMMARY
A. Section includes requirements for temporary utilities, support facilities, and security and protection facilities.
B. Related Requirements:
1. Section 011000 "Summary" for work restrictions and limitations on utility interruptions.
1.2 USE CHARGES
A. General: Installation and removal of and use charges for temporary facilities shall be included in the Contract Sum unless otherwise indicated. Allow other entities to use temporary services and facilities without cost, including, but not limited to testing agencies, and authorities having jurisdiction.
B. Water and Sewer Service from Existing System:
1. Potable and Non-potable water will NOT be available for use on site. The Contractor shall provide, protect, and maintain an adequate water supply for use on the project for construction purposes.
C. Electric Power Service from Existing System:
1. Electrical power from Station existing system is NOT available for use, the Contractor shall be responsible for providing temporary electrical service for connections and extensions of services as required for construction operations.
1.3 INFORMATIONAL SUBMITTALS
A. Erosion- and Sedimentation-Control Plan: Show compliance with requirements of EPA
Construction General Permit or authorities having jurisdiction, whichever is more stringent.
1.4 QUALITY ASSURANCE
A. Electric Service: Comply with NECA, NEMA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70.
B. Tests and Inspections: Arrange for authorities having jurisdiction to test and inspect each temporary utility before use. Obtain required certifications and permits.
C. Accessible Temporary Egress: Comply with applicable provisions in the U.S. Architectural &
Transportation Barriers Compliance Board's ADA-ABA Accessibility Guidelines and

1.5 PROJECT CONDITIONS
A. Temporary Use of Permanent Facilities: Engage Installer of each permanent service to assume responsibility for operation, maintenance, and protection of each permanent service during its use as a construction facility before Governments acceptance, regardless of previously assigned responsibilities.
PART 2 - PRODUCTS
2.1 TEMPORARY FACILITIES
A. Field Offices, General: Prefabricated or mobile units with serviceable finishes, temperature controls, and foundations adequate for normal loading.
B. Storage and Fabrication Sheds: Provide sheds sized, furnished, and equipped to accommodate materials and equipment for construction operations.
2.2 EQUIPMENT
A. Fire Extinguishers: Portable, UL rated; with class and extinguishing agent as required by locations and classes of fire exposures.
B. HVAC Equipment: Unless Government authorizes use of permanent HVAC system, provide vented, self-contained, liquid-propane-gas or fuel-oil heaters with individual space thermostatic control.
1. Use of gasoline-burning space heaters, open-flame heaters, or salamander-type heating units is prohibited.
2. Heating Units: Listed and labeled for type of fuel being consumed, by a qualified testing agency acceptable to authorities having jurisdiction, and marked for intended location and application.
PART 3 - EXECUTION
3.1 INSTALLATION, GENERAL
A. Locate facilities where they will serve Project adequately and result in minimum interference with performance of the Work. Relocate and modify facilities as required by progress of the
Work.
1. Locate facilities to limit site disturbance as specified in Section 011000 "Summary."
B. Provide each facility ready for use when needed to avoid delay. Do not remove until facilities are no longer needed or are replaced by authorized use of completed permanent facilities.

A. General: Install temporary service or connect to existing service.
