Solicitation No. F17PS00685 Amendment 000002
Demolish and Remove Wildlife Holding Pens on
California Department of Water Resource Property
Woodbridge Road – Lodi, CA
The following are answers to questions posted by prospective offerors. Offerors shall consider the answers in preparation of their quote.
Question 01: Invoicing and payment … End of project lump payment only or progress payments?
Answer 01: Payment will be made upon completion of all work. This is in accordance with Paragraph (i) of FAR Clause 52.212-4 (Contract Terms and Conditions – Commercial Items).
Question 02: Prevailing wages for subcontractors, especially truck drivers who may have to travel long distances to reach the worksite, as well as hauling materials long distances for disposal. When does their prevailing wages start and stop.
Answer 02: In general, drivers are subject to prevailing wages. In general, prevailing wages start when the truck driver arrives to site and ends when they reach their destination (e.g. landfill). Ultimately, it is the prime contractor’s responsibility to classify all employees, ensure they are paid not less than the prevailing wages, and determine what hours of work are applicable to the prevailing wages. If there are any questions in regards to classification and/or applicability, the prime contractor shall direct all questions to the U.S. Department of Labor Wage and Hour Division.
Question 03: An existing drain ditch runs parallel to all three pen structures and restricts access to the worksite.
There currently is only one ditch crossover structure (earth over culvert pipe) for vehicle and equipment access which may limit work efficiency. Will we be allowed to installed additional (temporary or permanent) ditch crossover structures to facilitate worksite access?
Answer 03: No, unless absolute necessary. Refer to Paragraph 3.3 of the revised performance work statement (PWS) for additional information.
Question 04: An existing, old and dilapidated barbed wire fence runs parallel to all three (3) pens and is in close proximity (within 2 to 3 feet) of the outside perimeter of all three pens. Even with reasonable care, it is likely that some damage will occur to this fence due to close proximity and existing, dense vegetation (i.e. blackberry vines) intermingled with the fence and structure.
Answer 04: Contractor shall use reasonable care. If the contractor fails to use reasonable care and should damage to the structure and/or vegetation occur, contractor shall replace or repair the damage at no expense to the Government. Refer to Paragraph 5.2 of the revised PWS for additional information.
Question 05: Removal of Post Concrete Footings: (1) Concrete material will inevitably be broken up during removal, creating large and small chunks, as well as small flakes and chips. What is the smallest size concrete material that must be picked up and removed from site? (2) Filling holes left from removal of posts and concrete footing material. Where will dirt come from to fill the holes?
Answer 05: Contractor shall dispose of any concrete chips, chunks, and flakes greater than three inches in any dimension. Refer to Paragraph 4.1 of the revised PWS for additional information.
In accordance with Paragraph 4.3 of the revised PWS, contractor shall use excavated and surrounding soil to fill the holes.
Question 06: Are there any pipes or waterlines on site?
Answer 06: There are no known pipes or above or belowground waterlines on site. Prior to demolition, contractor shall confirm no buried lines are present. Refer to Paragraph 4.2 of the revised PWS for additional information.
Question 07: Is a Fire Plan required?
Answer 07: A Fire Plan is not required; however, due to the fire hazardous conditions, no smoking or open flames shall be allowed at the worksite. Refer to Paragraph 5.3 of the revised PWS for additional information.
