SECTION 011000 - SUMMARY

PART 1 - GENERAL

1.1 SUMMARY

1.2 PROJECT INFORMATION

1.3 WORK COVERED BY CONTRACT DOCUMENTS

A. See Statement of Work.

1.4 WORK UNDER SEPARATE CONTRACTS

A. General: In the event there is work being performed under a separate contract the Contractor shall cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract or other contracts.

Coordinate the Work of this Contract with work performed under separate contracts.

1.5 ACCESS TO SITE

A. All operations of the Contractor (including storage of materials) upon Government premises shall be confined to areas authorized or approved by the Contracting Officer.

1.6 WORK RESTRICTIONS

A. Work Restrictions, General: Comply with restrictions on construction operations. Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction.

B. On-Site Work Hours: Limit work to normal business working hours of 7:00 a.m. to 4:00 p.m., Monday through Friday, unless otherwise indicated.

1. Work on weekends will be restricted to Contracting Officers approval and at the Station Managers discretion.

2. No work will take place over Federally observed holidays.

C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:

1. Notify Station Manager not less than 48 hours in advance of proposed utility interruptions.

2. No interruption of the water supply to the hatchery for fish rearing can be tolerated.

1.7 PERMITS AND FEES

A. The Contractor shall be responsible for obtaining all necessary local, State, and Federal permits and licenses, and payment of related fees, per the Contract Clauses.

1.8 APPLICABLE CODES, STANDARDS AND SPECIFICATIONS

A. All work shall comply with the codes and standards applicable to each type of work as listed in individual Sections of these Specifications and the Statement of Work.

B. Where a conflict occurs between a referenced document and the Project Specifications, the Project Specifications govern.

C. Where a conflict occurs between referenced documents, the document containing the most stringent requirements governs.

D. Where referenced documents are not specified by date, the document current at the bid opening applies.

E. Materials, applications, and tests specified by reference to published standards of society, association, code, or other published standards are included in the specifications as if written in their entirety.

F. Conform to all regulations and statutes of the State of Colorado and to all Federal Regulations which apply.

1.9 MEANS AND METHODS

A. Means and methods of construction shall be such as the Contractor or subcontractors may choose; subject, however, to the Contracting Officer's right to reject means and methods proposed which:

1. Constitute a hazard to the work, persons, or property.

2. Will not produce finished work in accordance with terms of the contract.

3. Are contrary to specified means or methods included in the contract.

B. The right to reject means and methods of the Contractor or subcontractor shall not be construed or interpreted as acceptance of control of means and methods by the Contracting Officer.

C. The Contracting Officer's approval of means and methods or failure to exercise right to reject means and methods shall not relieve the Contractor of the obligation to complete the work required by the contract.

D. Total responsibility for control of all means and methods lies with the Contractor for all work.

1.10 SAFETY

A. The Contractor shall provide, erect and maintain all necessary barricades, suitable and sufficient flasher lights, flagmen, danger signals and signs, and shall take all necessary precautions for the protection of the work and the safety of the public. All ponds and water control structures shall remain accessible by vehicle. Roads closed to traffic shall be protected by effective barricades and shall be placed with acceptable warning signs. All barricades and obstructions shall be illuminated at night and all lights shall be kept burning from sunset until sunrise. Install appropriate traffic signs at crossroads and approaches to site as needed to direct affected public traffic. Specific signs and barricade requirements are detailed in the U.S. Department of Transportation, "Manual on Uniform Traffic Control Devices".

B. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site, including the provisions of 29CFR1910 and 29CFR1926 of the Code of Federal Regulations. The Contractor shall hold harmless the Government for failure to comply with any applicable safety or health regulation on the part of himself, his employees, or his subcontractors.

C. Provide personal safety equipment and training commensurate with the hazards which may exist at the work site. The personal safety equipment and training shall be determined by a thorough

hazard analysis of all work site areas. The safety program available at all work sites shall include a minimum of:

1. One nonfreezing-type fire extinguisher in each workshop and shed used for storage of materials at the work site. Place in location readily accessible to construction personnel.

2. A first aid kit for use of construction personnel commensurate with size of project with items necessary for first aid treatment of all injuries.

3. The Contractor shall conduct regular onsite safety inspections and all construction personnel shall receive a safety orientation.

4. Post telephone numbers of nearest hospital, ambulance service or flight for life, and fire station in conspicuous location. Advise all workers of location of telephone numbers.

1.11 ENVIRONMENTAL PROTECTION

A. The Contractor shall abate and control all environmental pollution arising from construction activities by complying with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement, as well as the specified requirements in this contract. Compliance with this requirement by subcontractors will be the responsibility of the Contractor.

B. Fossils and Artifacts

1. Should the Contractor discover any fossils or artifacts during construction operations, such objects shall become the property of the Government. The Contractor shall cease construction operations in the area of the "find," and immediately notify the station manager of such discovery. Construction operations may proceed in other areas not affected by this clause. Care shall be exercised by the Contractor not to damage fossils or artifacts uncovered during excavation operations.

2. Failure to comply with this requirement may be considered a violation of the Archeological Resources Protection Act of 1979 as amended. Destruction of historic and prehistoric sites and/or unauthorized collection of cultural materials can result in criminal and/or civil penalties. Penalties can include fines, prison sentences, and/or confiscation of equipment.

3. If the Contractor uses fill from a nongovernmental source to perform work that is required under this project, and a new borrow site is opened or an existing borrow area is expanded in order to obtain such materials, the Contractor shall assure that any new borrow area disturbance meet the requirements of Section 106 of the National Historic Preservation Act.

C. Abatement of Air Pollution

1. The Contractor shall comply with applicable Federal, State, and local laws and regulations concerning the prevention and control of air pollution.

2. Construction activities shall be performed in such a manner that air pollution will be held to a minimum.

3. Burning of materials, trees and brush, combustible construction materials, and rubbish will not be permitted. Construction debris shall be disposed of at a location designated by the Contracting Officer or hauled off the Station to an approved disposal site.

D. Prevention of Water Pollution

1. The Contractor is responsible for implementing the terms and requirements for a National Pollution Discharge Elimination System (NPDES) permit, as required by the Environmental Protection Agency (EPA). The Government and the Contractor will be co-permittees. The Contractor shall prepare and submit all permit application documents for the US Fish and Wildlife Service to sign as owner, except that the Government will prepare and sign a separate Notice of Intent (NOI) to discharge for the Contractor to include with the permit application. The Contractor is solely responsible for executing the terms and conditions of the permit as issued by the EPA. The Contractor shall submit to the Contracting Officer a copy of all permit applications and a copy of all approvals from the EPA. Allow the Government 10 days for review of the application package prior to submission.

2. During construction, the Contractor shall comply with all applicable Federal, State, and local laws and regulations concerning the control and abatement of water pollution.

3. The Contractor's construction activities shall be performed by methods that will prevent entrance or accidental spillage of solid matter, contaminants, debris, and other objectionable pollutants and wastes into streams, flowing or dry water-courses, lakes, ponds, and underground water sources. The Contractor shall dispose of all pollutants such as petroleum products, rubbish, cement, concrete, etc., and objectionable material at a jurisdictionally accepted waste management facility.

4. Sanitary facilities, such as chemical toilets shall be located far enough from wells, live streams, or ponds to prevent pollution of the water.

5. Dewatering work for structure foundations or earthwork operations adjacent to or encroaching on streams or watercourses shall be conducted in a manner that prevents muddy water and eroded materials from entering streams or watercourses. This shall be accomplished by construction of intercepting ditches, bypass channels, barriers, settling ponds, or other approved means. Excavated material shall not be placed in or adjacent to watercourses where it can be washed away by high water or storm runoff.

E. Environmental Litigation: Time lost due to work stoppage because of failure of the Contractor to comply with these requirements may not be the subject of a claim for extension of time, for additional costs, or damages.

CONSTRUCTION PROGRESS DOCUMENTATION 013200 - 1

SECTION 013200 – CONSTRUCTION PROGRESS DOCUMENTATION

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:

1. Contractor's construction schedule.

2. Construction schedule updating reports.

3. Daily construction reports.

4. Site condition reports.

1.2 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.

1. Critical Activity: An activity on the critical path that must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

1.3 INFORMATIONAL SUBMITTALS

A. Contractor's Construction Schedule: Initial schedule, of size required to display entire schedule for entire construction period.

1. Submit a working electronic copy of schedule, using software indicated, and labeled to comply with requirements for submittals. Include type of schedule (initial or updated) and date on label.

1.4 COORDINATION

A. Coordinate Contractor's construction schedule with the schedule of values, submittal schedule, progress reports, payment requests, and other required schedules and reports.

1. Secure time commitments for performing critical elements of the Work from entities involved.

2. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.

PART 2 - PRODUCTS

2.1 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL

A. Time Frame: Extend schedule from date established from the Notice to Proceed to the date of completion.

B. Activities: Treat each separate work area as a separate numbered activity for each main element of the Work. Comply with the following:

1. Activity Duration

2. Procurement Activities

3. Submittal Review Time

4. Punch List and Final Completion: Include not more than 15 days for completion of punch list items and final completion.

C. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.

1. Phasing: Arrange list of activities on schedule by phase.

2. Work under More Than One Contract: Include a separate activity for each contract.

3. Work by Owner: Include a separate activity for each portion of the Work performed by

Owner.

4. Work Restrictions: Show the effect of the following items on the schedule:

a. Coordination with existing construction.

b. Limitations of continued occupancies.

c. Uninterruptible services.

d. Partial occupancy before Substantial Completion.

e. Use of premises restrictions.

f. Provisions for future construction.

g. Seasonal variations.

h. Environmental control.

5. Work Stages: Indicate important stages of construction for each major portion of the Work.

6. Other Constraints

SUBMITTAL PROCEDURES 013300 - 1

SECTION 013300 – SUBMITTAL PROCEDURES

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes requirements for the submittal schedule and administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, and other submittals.

1.2 DEFINITIONS

A. Action Submittals: Written and graphic information and physical samples that require Contracting Officer responsive action.

B. Informational Submittals: Written and graphic information and physical samples that do not require Contracting Officer responsive action. Submittals may be rejected for not complying with requirements.

1.3 ACTION SUBMITTALS

A. Submittal Schedule: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, ordering, manufacturing, fabrication, and delivery when establishing dates. Include additional time required for making corrections or revisions to submittals noted by Contracting Officer and additional time for handling and reviewing submittals required by those corrections.

1.4 SUBMITTAL ADMINISTRATIVE REQUIREMENTS

A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.

1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.

2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.

a. Contracting Officer reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.

B. Processing Time: Allow time for submittal review, including time for resubmittals, as follows.

Time for review shall commence on Contracting Officer receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.

1. Initial Review: Allow 10 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.

2. Intermediate Review: If intermediate submittal is necessary, process it in same manner as initial submittal.

3. Resubmittal Review: Allow 10 days for review of each resubmittal.

C. Paper Submittals: Place a permanent label or title block on each submittal item for identification.

1. Transmittal for Paper Submittals: Assemble each submittal individually and appropriately for transmittal and handling. Transmit each submittal using a transmittal form.

a. Transmittal Form for Paper Submittals: Use FWS transmittal form.

D. Electronic Submittals: Identify and incorporate information in each electronic submittal file as follows:

1. Name file with submittal number or other unique identifier, including revision identifier.

a. File name shall use station initials and Specification Section number followed by a sequential submittal number (CrestonNFH-61220-001). Resubmittals shall include an alphabetic suffix after (e.g., RMANWR-061000-001.A).

2. Transmittal Form for Electronic Submittals: Use electronic form provided by Contracting Officer.

E. Options: Identify options requiring selection by Contracting Officer. Clearly mark options selected by the Contractor from the options on the manufacturer’s product data sheet.

F. Deviations: Identify deviations from the Contract Documents on submittals.

G. Resubmittals: Make resubmittals in same form and number of copies as initial submittal.

1. Note date and content of previous submittal.

2. Note date and content of revision in label or title block and clearly indicate extent of revision.

3. Resubmit submittals until they are marked with approval notation from Contracting

Officer’s action stamp.

H. Distribution: Furnish copies of final submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on transmittal forms.

I. Use for Construction: Retain complete copies of submittals on Project site. Use only final action submittals that are marked with approval notation from Contracting Officer’s action stamp.

PART 2 - PRODUCTS

2.1 SUBMITTAL PROCEDURES

A. General Electronic Submittal Procedure Requirements:

1. Electronic submittals shall be submitted via email as PDF electronic files. Files and attachments must be legible at full size; do not submit written or graphic information at a scale smaller than the original document.

2. Contracting Officer’s Representative, through the Contracting Officer, will return annotated file by e-mail and/or standard mail. Annotate and retain one copy of file as an electronic Project record document file.

B. General Paper Submittal Procedure Requirements:

1. Action Submittals: Submit four (4) paper copies of each submittal unless otherwise indicated. Contracting Officer’s Representative through the Contracting Officer will return three (3) copies.

2. Informational Submittals: Submit three (3) paper copies of each submittal unless otherwise indicated. Contracting Officer will not return copies.

3. Certificates and Certifications Submittals: Provide a statement that includes signature of entity responsible for preparing certification. Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity.

a. Provide a digital signature with digital certificate on electronically-submitted certificates and certifications where indicated.

b. Provide a notarized statement on original paper copy certificates and certifications where indicated.

C. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.

1. If information must be specially prepared for submittal because standard published data are not suitable for use, submit as Shop Drawings, not as Product Data.

2. Mark each copy of each submittal to show which products and options are applicable.

3. Include the following information, as applicable:

a. Manufacturer's catalog cuts.

b. Manufacturer's product specifications.

c. Standard color charts.

d. Statement of compliance with specified referenced standards.

e. Testing by recognized testing agency.

f. Application of testing agency labels and seals.

g. Notation of coordination requirements.

h. Availability and delivery time information.

4. For equipment, include the following in addition to the above, as applicable:

a. Wiring diagrams showing factory-installed wiring.

b. Printed performance curves.

c. Operational range diagrams.

d. Clearances required to other construction, if not indicated on accompanying Shop

Drawings.

5. Submit Product Data before or concurrent with Samples.

6. Submit Product Data in the following format:

a. PDF electronic file.

b. Four (4) paper copies of Product Data unless otherwise indicated. Contracting

Officer’s Representative through the Contracting Officer will return two (2) copies.

D. Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data unless submittal based on drawing files is otherwise permitted.

1. Preparation: Fully illustrate requirements in the Contract Documents. Include the following information, as applicable:

a. Identification of products.

b. Schedules.

c. Compliance with specified standards.

d. Notation of coordination requirements.

e. Notation of dimensions established by field measurement.

f. Relationship and attachment to adjoining construction clearly indicated.

g. Seal and signature of professional engineer if specified.

2. Sheet Size: Except for templates, patterns, and similar full-size drawings, submit Shop Drawings on sheets at least 8-1/2 by 11 inches , but no larger than 30 by 42 inches. 11 by 17 is the preferred size.

3. Submit Shop Drawings in the following format:

a. PDF electronic file.

b. Four (4) opaque copies of each submittal. Contracting Officer’s Representative through the Contracting Officer will retain two (2) copies; remainder will be returned.

E. Closeout Submittals and Maintenance Material Submittals: Comply with requirements specified in Section 017700 "Closeout Procedures."

PART 3 - EXECUTION

3.1 CONTRACTOR'S REVIEW

A. Action and Informational Submittals: Review each submittal and check for coordination with other Work of the Contract and for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to Contracting Officer.

B. Project Closeout and Maintenance Material Submittals: See requirements in Section 017700 "Closeout Procedures."

C. Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, Specification Section title and number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.

3.2 CONTRACTING OFFICER AND CONTRACTING OFFICER’S REPRESENTATIVE

ACTION

A. General: Contracting Officer’s Representative will not review submittals that do not bear Contractor's approval stamp and will return them without action.

B. Action Submittals: Contracting Officer’s Representative will review each submittal, make marks to indicate corrections or revisions required, and return it. Contracting Officer’s Representative will stamp each submittal with an action stamp and will mark stamp appropriately to indicate action as follows:

1. Approved as submitted.

2. Approved, except as noted. Resubmission not required.

3. Approved, except as noted. Resubmission required.

4. No action taken. See comments on reverse. Resubmission required.

5. Disapproved.

6. Other: (comments as noted)

C. Informational Submittals: Contracting Officer’s Representative will review each submittal and will not return it, or will return it if it does not comply with requirements. Contracting Officer will forward each submittal to appropriate party.

D. Incomplete submittals are unacceptable, will be considered nonresponsive, and will be returned for resubmittal without review.

E. Submittals not required by the Contract Documents may not be reviewed and may be discarded.

TEMPORARY FACILITIES AND CONTROLS 015000 - 1

SECTION 015000 – TEMPORARY FACILITIES AND CONTROLS

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes requirements for temporary utilities, support facilities, and security and protection facilities.

B. Related Requirements:

1. Section 011000 "Summary" for work restrictions and limitations on utility interruptions.

1.2 USE CHARGES

A. General: Installation and removal of and use charges for temporary facilities shall be included in the Contract Sum unless otherwise indicated. Allow other entities to use temporary services and facilities without cost, including, but not limited to testing agencies, and authorities having jurisdiction.

B. Water and Sewer Service from Existing System:

1. Non-potable water from Governments existing water system is available for use without metering and without payment for uses directly related to the project. Provide connections and extensions of services as required for construction operations.

C. Electric Power Service from Existing System:

1. Electric power from Stations existing system is not available due to the project site location.

1.3 INFORMATIONAL SUBMITTALS

A. Erosion- and Sedimentation-Control Plan: Show compliance with requirements of EPA Construction General Permit or authorities having jurisdiction, whichever is more stringent.

1.4 QUALITY ASSURANCE

A. Electric Service: Comply with NECA, NEMA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70.

B. Tests and Inspections: Arrange for authorities having jurisdiction to test and inspect each temporary utility before use. Obtain required certifications and permits.

TEMPORARY FACILITIES AND CONTROLS 015000 - 2

1.5 PROJECT CONDITIONS

A. Temporary Use of Permanent Facilities: Engage Installer of each permanent service to assume responsibility for operation, maintenance, and protection of each permanent service during its use as a construction facility before Governments acceptance, regardless of previously assigned responsibilities.

PART 2 - PRODUCTS

2.1 TEMPORARY FACILITIES

A. Field Offices (if used), General: Prefabricated or mobile units with serviceable finishes, temperature controls, and foundations adequate for normal loading.

B. Storage and Fabrication Sheds (if used): Provide sheds sized, furnished, and equipped to accommodate materials and equipment for construction operations.

2.2 EQUIPMENT

A. Fire Extinguishers: Portable, UL rated; with class and extinguishing agent as required by locations and classes of fire exposures.

PART 3 - EXECUTION

3.1 INSTALLATION, GENERAL

A. Locate facilities where they will serve Project adequately and result in minimum interference with performance of the Work. Relocate and modify facilities as required by progress of the Work.

1. Locate facilities to limit site disturbance as specified in Section 011000 "Summary."

B. Provide each facility ready for use when needed to avoid delay. Do not remove until facilities are no longer needed or are replaced by authorized use of completed permanent facilities.

3.2 TEMPORARY UTILITY INSTALLATION

A. General: Install temporary service or connect to existing service.

1. Arrange with utility company, Owner, and existing users for time when service can be interrupted, if necessary, to make connections for temporary services.

B. Sanitary Facilities: Provide portable sanitary toilet facilities for the use of the Contractors employees. These toilets shall be pumped out and sanitized at least once per week.

1. Comply with requirements of authorities having jurisdiction for type, number, location, operation, and maintenance of fixtures and facilities.

C. Electric Power Service:

1. Provide portable generators to provide electric power for construction.

3.5 OPERATION, TERMINATION, AND REMOVAL

A. C. Procedures Prior to Substantial Completion: Complete the following a minimum of 10 days prior to requesting inspection for determining date of Substantial Completion. List items below that are incomplete at time of request.

1. Terminate and remove temporary facilities from Project site, along with mockups, construction tools, and similar elements.

2. Complete final cleaning requirements, including touchup painting.

3. Touch up and otherwise repair and restore marred exposed finishes to eliminate visual defects.

D. Inspection: Submit a written request for inspection to determine Substantial Completion a minimum of 10 days prior to date the work will be completed and ready for final inspection and tests. On receipt of request, Contracting Officer will either proceed with inspection or notify Contractor of unfulfilled requirements. Architect will prepare the Certificate of Substantial Completion after inspection or will notify Contractor of items, either on Contractor's list or additional items identified by Architect, that must be completed or corrected before certificate will be issued.

1. Re-inspection: Request re-inspection when the Work identified in previous inspections as incomplete is completed or corrected.

2. Results of completed inspection will form the basis of requirements for final completion.

1.5 FINAL COMPLETION PROCEDURES

A. Preliminary Procedures: Before requesting final inspection for determining final completion, provide the following:

1. Certified List of Incomplete Items: Submit certified copy of the list of items to be completed or corrected (punch list), endorsed and dated by the Project Inspector and the Contractor or his designated representative. Certified copy of the list shall state that each item has been completed or otherwise resolved for acceptance.

B. Inspection: Submit a written request for final inspection to determine acceptance. On receipt of request, Contracting Officer will either proceed with inspection or notify Contractor of unfulfilled requirements.

1. Re-inspection: Request re-inspection when the Work identified in previous inspections as incomplete is completed or corrected.

1.6 LIST OF INCOMPLETE ITEMS (PUNCH LIST)

A. Organization of List: Include name and identification of each item, space, or area affected by construction operations for incomplete items and items needing correction including, if necessary, areas disturbed by Contractor that are outside the limits of construction.

1. Submit list of incomplete items in the following format:

a. PDF electronic file. Contracting Officer will return annotated copy.

1.7 SUBMITTAL OF PROJECT WARRANTIES

A. Time of Submittal: Submit written warranties as requested by the Contracting Officer for designated portions of the Work where commencement of warranties other than date of Substantial Completion is indicated, or when delay in submittal of warranties might limit Owner's rights under warranty.

PART 2 - EXECUTION

2.1 FINAL CLEANING

A. General: Perform final cleaning. Conduct cleaning and waste-removal operations in compliance with local laws and ordinances and Federal and local environmental and antipollution regulations.

1. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion for entire Project or for a designated portion of Project:

a. Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste material, litter, and other foreign substances.

b. Remove tools, construction equipment, machinery, and surplus material from Project site.

c. Remove labels that are not permanent.

2.2 REPAIR OF THE WORK

A. Complete repair and restoration operations before requesting inspection for determination of Substantial Completion.

B. Repair or remove and replace defective construction. Repairing includes replacing defective parts, refinishing damaged surfaces, touching up with matching materials, and properly adjusting operating equipment. Where damaged or worn items cannot be repaired or restored, provide replacements. Remove and replace operating components that cannot be repaired.

Restore damaged construction and permanent facilities used during construction to specified condition.

3.1 CONDUCTOR MATERIAL APPLICATIONS

3.2 INSTALLATION OF CONDUCTORS AND CABLES

A. Cables in conduit

1. Use manufacturer-approved pulling compound or lubricant where necessary; compound used must not deteriorate conductor or insulation. Do not exceed manufacturer's recommended maximum pulling tensions and sidewall pressure values.

2. Use pulling means, including fish tape, cable, rope, and basket-weave wire/cable grips, that will not damage cables or raceway.

B. Buried cables

1. Bury USE cable at least 3 feet deep. Avoid direct contact with sharp objects that might damage insulation.

2. Bore under Creston Hatchery Road to install new cable. Bore hole shall be only as large as necessary to pull cables through.

3.3 CONNECTIONS

A. Tighten electrical connectors and terminals according to manufacturer's published torque-tightening values. If manufacturer's torque values are not indicated, use those specified in

UL 486A-486B.

B. Make splices, terminations, and taps that are compatible with conductor material and that possess equivalent or better mechanical strength and insulation ratings than unspliced conductors.

1. Use oxide inhibitor in each splice, termination, and tap for aluminum conductors.

3.4 IDENTIFICATION

A. Identify and color-code conductors and cables so that the ends of individual cables can be identified. Hot cables shall be color coded red and ground cables shall be color coded red.

SECTION 330500 - TRENCHING AND BACKFILLING FOR UTILITIES

PART 1 GENERAL

1.01 WORK INCLUDED

A. Work for this Section includes excavation, trenching, backfilling and compaction for the installation of site utilities to the depths and dimensions shown on the drawings or designated in the specifications.

B. Excavation in this Section is unclassified. Unclassified excavation may include common and rock excavation.

1.02 JOB CONDITIONS

A. Bidders are expected to examine the site to determine the character of material to be encountered.

B. All stockpiles shall be located according to the directions of the Contracting Officer.

1.03 SAFETY AND PROTECTION

A. Trenches and excavations shall be sloped, benched, sheeted, shored, and/or braced where required in a manner consistent with established safe practices and in accordance with all applicable safety regulations.

B. Barricade open excavations occurring as part of this work.

C. Protect excavations from freezing. If frost action occurs, compact ground after thawing as specified herein.

D. All earthwork shall be conducted in sites which have been dewatered.

1.04 SUBMITTAL

A. The Contractor shall submit “As-Built” drawings identifying the actual location and depth of all installed conduit. Dimensions shall be made from a fixed reference point.

1.05 SURVEY DATA

A. Contractor shall be responsible for all construction surveys and staking required for performance of all work.

B. The information provided is the best available in reference to the location of existing underground utilities, structures, and facilities. The Contractor shall be responsible for all field verification and shall repair any damaged utilities resulting from construction activities.

PART 2 PRODUCTS

2.01 MATERIALS

A. General: Provide borrow soil materials when sufficient satisfactory soil materials are not available from excavations.

B. Satisfactory Soils: Soil Classification Groups GW, GP, GM, SW, SP, and SM according to ASTM D 2487, or a combination of these groups; free of rock or gravel larger than 3 inches in any dimension, debris, waste, frozen materials, vegetation, and other deleterious matter.

C. Backfill: Soil material used to fill an excavation.

1. Initial Backfill: Backfill placed beside and over pipe in a trench, including haunches to support sides of pipe.

2. Final Backfill: Backfill placed over initial backfill to fill a trench.

B. Crushed Rock Backfill: Shall consist of aggregate mixtures that conform to the requirements for aggregate surfacing as set forth in the Montana Department of Transportation Standard Specifications for Road and Bridge Construction. The material shall be selected to include a sufficient quantity of natural cementitious or binding material such that the surfacing will bond readily under the action of compaction.

PART 3 EXECUTION

3.01 PREPARATION

A. Identify required lines, levels, contours, and datum.

B. Identify known below grade utilities. Stake and flag locations.

C. Identify and flag above grade utilities.

D. Maintain and protect existing utilities remaining which pass through the work area.

E. Upon discovery of unknown utility or concealed conditions, discontinue affected work and notify the Contracting Officer immediately.

3.02 EXCAVATION

A. Maintain excavation free of water at all times.

B. Trenches shall be sufficiently wide to permit installation and inspection of conduit.

Slope or shore trench walls as required for safety.

C. The trench bottom shall be properly excavated to ensure adequate bearing of the conduit barrel along its entire length.

D. The trench bottom shall be free of sharp rocks and debris that may damage the pipe.

E. Excavation in rock and water-bearing earth shall be carried to a depth of not less than four (4) inches below the normal trench bottom elevation. Backfill this 4 inches with special bedding and compact to a density at least equal to that of surrounding earth.

F. Except where special bedding is required, care shall be taken not to excavate below the trench bottom elevation as shown in the typical trench detail on the drawings.

G. If unauthorized over excavation occurs, the excess depth shall be backfilled with moist earth or sand and tamped to a density at least equal to that of the surrounding earth at the Contractor's expense.

H. Unusable excavated material shall be removed from the site.

3.03 BACKFILLING

A. Prior to placing pipe in the trench and backfilling, the trench bottom at pipe joints shall be trimmed to insure adequate bearing of the pipe barrel along its entire length.

B. All joints, etc., shall remain uncovered for inspection purposes during testing.

C. Place backfill and fill soil materials in layers not more than 8 inches in loose depth for material compacted by heavy compaction equipment, and not more than 4 inches in loose depth for material compacted by hand-operated tampers.

D. For utility trenches, compact each layer of initial and final backfill to not less than 95 percent of maximum dry unit weight according to ASTM D 698.

E. In areas where trench excavation is in graveled roadway surface, backfill shall be as specified herein, except that it shall stop a minimum of 12 inches below the roadway surface. Crushed rock backfill shall then be placed in two equal depth layers and compacted.

F. In areas not in traveled roadways, excess material from the trench shall be mounded over the trench not to exceed four (4) to six (6) inches above the surrounding ground.

G. Excessive settlement or other evidence of improper backfill shall be corrected by reopening the trench to the depth required for proper compaction and then shall be refilled and compacted.

H. Puddling or water flooding for consolidating the backfill will not be allowed. The addition of water shall be limited to that needed for increasing the moisture content of the backfill material.

I. Filling and backfilling will not be permitted when either the fill material or sub grade are frozen.

3.04 DISPOSAL

A. Boulders and rocks larger than 6 inches shall be removed from the site and disposed of as directed by the Contracting Officer.

B. Surplus excavated material remaining on the site upon completion of backfilling shall be removed from the site and disposed of by the Contractor.
