STATEMENT OF WORK

to

REPLACE FISH SCREEN ON HATCHERY WATER INTAKE

at

CRESTON NATIONAL FISH HATCHERY

(16-025)

I. PROJECT SCOPE

Provide all materials, equipment, and labor necessary to replace the existing fish screen on the hatchery water intake in Jessup Mill Pond at the Creston National Fish Hatchery (NFH), Kalispell, Montana. Work includes removing the existing trash rack and fish/debris screen, installing a new traveling fish/debris screen, installing a new sluice trough, installing a new water pump and associated piping for the fish screen spray system, installing a new motor control panel, installing new electric power cables to the control power and equipment, start-up of the equipment, and training Hatchery personnel on operation and maintenance.

II. BACKGROUND

The existing fish barrier was installed in the Hatchery water supply intake structure in 2004. The openings between the existing screen and the concrete walls of the inlet structure are large enough to allow passage of small fish into the water supply to the Hatchery. Also, the existing screen requires manual cleaning and must be cleaned frequently. The intent of the new traveling screen is to prevent passage of small fish, and eliminate manual cleaning. The new traveling fish screen and pump shall run intermittently as debris accumulates to reduce the usage of electricity.

III. DESCRIPTION OF WORK TO BE PERFORMED

A. The Contractor shall remove the existing trash rack, fish screen and screen mounting hardware and install new guide channels and the new traveling fish screen in the inlet structure as shown on Sheet 4 of Drawing No. 6F-MT-395-16-025.

1. Before dewatering the intake structure, the Contractor shall ensure, with assistance from the Creston NFH staff, that an acceptable water flow rate will continue to be delivered to the hatchery. Normal operations require 7,000 GPM; however, the flow rate may be reduced to 3,500 GPM temporarily depending on the time of year and hatchery operational requirements. The Contractor shall, with the assistance of the Hatchery Manager, develop a plan to continue the delivery of flow while the intake vault is dewatered.

a. No changes in the flow to the hatchery shall be made without the consent and approval of the Hatchery Manager. Notice of any proposed change in flow shall be given to the Hatchery Manager at least 48 hours in advance.

2. After the vault is dewatered, clean the inside of the vault so that the floor and sides are free of debris before installing guide channels and screen.

3. The walls and floor of the vault must be clean and dry enough to ensure adherence of adhesives and/or grout.

4. Install a neoprene bearing strip on the floor of the vault continuous from wall to wall where the fish screen will contact the floor.

a. Use GE Iron Grip Silicon Adhesive, or approved equal, to bond new neoprene bearing strip to vault floor.

5. New guide channels shall be constructed of stainless steel angles mounted as shown on Sheet 4 of Drawing No. 6F-MT-395-16-025. Ensure that the screen is mounted so that there are no openings greater than 0.125” around the frame or seals.

a. Angles shall be stainless steel, 4 x 4 x ¼

b. Note that the vertical walls may not be flat, parallel, or square with the floor of the inlet structure. If necessary, fill any gap between the new guide angles and the inlet structure walls with non-shrink grout.

c. Install ½ inch UNC 304 stainless steel epoxy anchors walls as shown on the drawing to attach the stainless steel anchors to the walls of the vault.

d. Elongate the holes in the angles to allow the space between them to be adjusted.

e. Attach angles to vault walls using flat washers, lock washers, and nuts.

All attaching hardware shall be 304 stainless steel. Apply never-seize to both the internal and external threads prior to assembly.

B. The Contractor shall provide and install a new traveling fish screen, Hydrolox Series 1800 by Intralox, LLC per Farmers Conservation Alliance budgetary estimate dated 6/6/2016, or approved equal that meets the following requirements.

1. Design Flow Rate: 18 Cubic Feet per Second (CFS)

2. Open Area: 32%

3. Spray Wash Water: 60 GPM at 60 PSIG

4. Slot Width: 0.068 inch maximum

5. Screen equivalent to Hydrolox S1800 Mesh Top UV Resistant Acetal

6. Frame Material: 304 Stainless Steel

7. Screen Height: 12 feet (shaft centerline to shaft centerline)

8. Screen Width: 58 inches

9. Belt Width: 46 inches

10. Filtering Width: 43.5 inches

11. Weight per screen: 2090 pounds

12. ½ HP, 230/480V, 3-phase, TEFC drive motor, suitable for VFD service

13. Debris Pegs: 1900 pegs, each protruding 0.75 inches

14. Spray Bar: One stainless steel bar with flush out valve

15. Manual take-up

16. Splash hoods: Front and rear, 5052 aluminum

17. Debris / Fish Sluice: 20 feet long, 5052 aluminum

18. Belt pullers: 2 sets

C. The Contractor shall provide and install a new pump to provide a supply of water for the traveling fish screen’s spray bar system.

1. Pump shall be Berkeley “LT” Series, or approved equal, self-priming centrifugal pump, capable of delivering 60 GPM at 60 psig.

a. Pump shall be close-coupled to the drive motor.

b. Pump and motor shall be designed for continuous duty.

c. The pump shall be non-overloading.

d. The pump motor shall be 230/480V, 3-phase, TEFC

2. Provide and install a fabricated pump mounting platform as shown on Sheet 4 of Drawing No. 6F-MT-395-16-025. Attach the mounting platform to the intake vault wall using 3/8” UNC 304 stainless steel epoxy anchors, nuts, and washers.

3. Install the pump according to manufacturer’s instructions and recommendations.

4. Provide all pipes, hoses, foot valve, isolation valves, and fittings necessary for the pump suction and discharge piping.

a. Pipe shall be Schedule 40 galvanized steel, or copper. No PVC pipe shall be used.

b. Dielectric unions shall be used between the new pump discharge pipe and the stainless steel spray header.

5. The new pump shall be mounted in a location shown on Sheet 4 of Drawing No. 6F-MT-395-16-025.

6. Provide unions or flanges to allow the pump to be easily removed.

D. The Contractor shall install new electric service to the new traveling fish screen on east side of Fish Hatchery Road to power the fish screen motor and pump.

1. Provide a new 480 volt, three phase branch circuit to the new fish screen from the existing panel LP-1 located in the Water Treatment building. Route new buried wires as shown on Sheet 2 of Drawing No. 6F-MT-395-16-025.

Provide water-tight sleeves and seal building wall penetrations for electrical wiring.

a. Provide and install “Buried Cable” warning tape in the cable trench 8 inches below grade.

2. New cable shall be copper with THWN insulation buried in PVC conduit.

a. Cable shall be sized to prevent a voltage drop in excess of 5 volts at the highest anticipated electrical load under normal operating conditions.

3. Provide and install a control panel containing the variable frequency drive for the traveling fish screen motor and the motor starter for the spray pump motor; and timers to control start frequency and run time of the traveling fish screen motor and the spray pump. Under normal conditions, the pump will only run when the fish screen is running.

a. The enclosure shall be NEMA 4, lockable dead face front panel door.

b. Control panel shall have run status indicator lights, HOA switches for both the screen motor and the spray pump motor.

c. Motor controls shall include the VFD, motor starter, and overload protection.

d. Timers shall have capability to provide a minimum of 4 starts / stops per day.

4. Provide a 60 amp lockable disconnect at the new motor controller located at the fish screen site. Disconnect may be incorporated into the control panel

5. Provide liquid tight flexible conduit from control panel to pump and screen motors to allow easy motor replacement.

6. All electrical work shall meet the requirements of the 2014 National Electrical Code.

E. The Contractor shall install a new sluice trough to collect debris from the traveling fish screen and deposit the debris on the bank of Jessup Mill Pond.

1. The Contractor shall work with the Hatchery staff to determine the sluice trough discharge location.

2. The sluice trough shall be installed so that it discharges debris on the bank of Jessup Mill Pond as shown on Sheet 4 of Drawing No. 6F-MT-395-16-025.

3. The sluice trough shall be sloped ½ inch per foot as shown on Sheet 4 of Drawing No. 6F-MT-395-16-025.

V. PRODUCTS

A. The fish screen barrier shall be a vertical traveling screen type with a sluice trough to dispose of debris and shall be configured as shown on Sheet 4 of Drawing No. 6F-MT- 395-16-025. The screen and sluice trough shall be designed and constructed by the screen manufacturer. Screen shall be a complete and fully functional system with a single point power and spray wash connections. Screen panel shall be designed to be installed into guide slots as shown on the drawings. Gear motor, media, flights, rollers, etc. shall be preassembled at factory and factory tested. The fish screen shall be designed to meet the requirements outlined in Section III.B. of this Statement of Work

B. Provide pump and system of pipes, coupling and valves to deliver water to the traveling screen’s spray wash. The pump shall be designed to meet requirements outlined in Section III.C. of this Statement of Work.

VI. PROJECT COORDINATION

A. At the end of each work day, the Contractor shall inform the Project Inspector of the work scheduled for the following day.

B. The Contractor shall initiate a conference call with the Contracting Officer and the

Contracting Officers Technical Representative at least once per week, and more often if necessary to keep Regional Office personnel informed of progress and aware of potential problems encountered during the installation of the fish barrier system.
