United States Department of the Interior
INTERIOR BUSINESS CENTER
Washington, DC 20240
LIMITED-SOURCES JUSTIFICATION
AUTHORITY: FAR 8.405-6 and 40 U.S.C 501
Task Order 140D0421F0005 This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
This is a Limited Source Justification executed by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division 1 Branch 2, on behalf of the DOI Office of the Chief Information Officer (OCIO).
2. Nature and/or description of the action being approved.
This action is to modify the existing Task Order acquire eight (8) months of additional support from the contractor currently performing the requirement. The existing limited source Task Order was awarded to Accenture Federal Services Inc. on November 2, 2020 as a logical follow-on. The original period of performance for this order was for a 9-month base period plus FAR 52.217-8 six-month extension (November 2, 2020 – February 2, 2022). The six-month extension has been exercised.
This action continues the same work currently being performed under the Task Order and includes transition to a new vendor as well as providing coverage during a potential protest.
AQD is in the process of finalizing the review and updates for two separate RFQs which will be competed against four existing BPAs to continue the support currently provided by Accenture.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The proposed additional period of performance will be from February 3, 2022 to October 2, 2022. This will consist of one (1) 5-month option period and a (3) three-month option period. The total proposed value for this action is The current Task Order 140D0421F0005 has a value of and this extension would increase the value to
The Department of the Interior (DOI) continues to progress in its Information Technology (IT) Transformation in order to create a modern, consolidated IT Service Delivery organization that the current Task Order 140D0421F0005 will support all Department bureaus, offices and approximately 80,000 DOI end users. In order to continue support for this effort the DOI Office of the Chief Information Officer (OCIO) is seeking a variety of services to fulfill the operational support requirements for the major functional components of its Chief Management Office (CMO) and the Identity, Credential and Access Management (ICAM) Office. This Task Order provides support for the following CMO functions:
1) Strategic Communications
2) Change Management Support
3) Customer Relationship Management4) Performance Management.
Additionally, this Task Order also provides support to the OCIO ICAM Branch, responsible for managing the DOI ICAM Program. This supports DOI’s need to improve existing operational ICAM services and processes now being provided across DOI, in accordance with the Chief Information Officer (CIO) Council, Federal Identity, Credential, and Access Management (FICAM) Roadmap. This includes the management of DOI’s enterprise identity management system (DOIAccess System), which enables streamlined collection and sharing of digital identity data to eliminate redundancies and inefficiencies, and to reduce security and privacy risks. Contract resources for the ICAM task provides technical expertise to develop and implement an ICAM Transition Plan, based on the FICAM Transition Roadmap
2.0 architecture, with DOI key personnel.
The OCIO requires a short-term extension of the current Task Order to continue with the flexibility in the respective functional areas that provide support on an as-needed basis until the requirements are recompeted and in place.
4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
The authority is FAR 8.405-6(a)(1)(i)(B) which states: “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.”
The extension of the current order to the incumbent requires the tasks of major functional components for CMO support and ICAM support which are two major program areas within the Office of the Chief Information Officer (OCIO).
The first is communications support for the Immediate Office of the Chief Information Officer (CIO).
The immediate office is providing all employees across the Department of the Interior with vital information regarding key Information Technology (IT) initiatives, service offerings, operations, as well as critical information pertinent to operating under the current COVID-19 environment. The support ensures that employees are properly equipped with the tools and resources they need to effectively and compliantly utilize approved technology resources. The communications support provided under this order includes support for the Office of Wildland Fire (OWF) which provides functions utilized throughout the Federal Government. This program is vital for the safety and welfare of Wildland firefighters in the field.
In light of the COVID-19 pandemic and the Department of the Interior maximizing telework, employees have become increasingly reliant on the communications provided via email announcements, newsletters, SharePoint sites, All-Hands meetings, meeting support, and more. The support also addresses media requests and meeting support. This Task Order also covers communications support of the Office of Wildland Fire program, which is a critical life-saving program within the Department of the Interior.
These communications are critical to Government staff in managing day-to-day program operations. The ability for the OCIO to quickly and effectively communicate using established DOI channels/systems is critical to DOI’s security, technology, and management functions during both normal and emergency operations.
The second program area is to provide support for the Identity Credential Access Management (ICAM) Program. The services under the ICAM program are tightly integrated into managing the unique inquiries, onboarding, registering, inventorying, and security, of Federal Employees and Contractors Credentials.
The ICAM program provides Smart Card (HSPD12) support for all of the DOI; which is required for systems access, building access, and required personnel data encryption for nearly all DOI personnel.
This is performed with specialized systems, equipment, and knowledge that is not common among most IT-support vendors.
The support services under the current Task Order are currently being competed as two separate requirements under four BPAs awarded in February 2021. There are two separate solicitations for this work going out to the four BPA holders to establish two separate BPA Call Orders. The extension period of eight months is required to compete the requirements, evaluate quotes, award the new BPA Call Orders, transition the highly specialized work to the new vendor(s) and provide coverage in the event of a protest.
The current Government need is for a short-term extension to the current Task Order until the new BPA Call Orders can be awarded and services transitioned to the new contractor(s). As stated above, two acquisitions for these services are underway and the extension provides time for the solicitation, selection of the awardee, hiring/onboarding staff, and transition-related activities for these critical services.
The short-term extension provides the Government with substantial economic benefits. This action ensures that critical support to the OCIO will continue in the interim while the requirements are recompeted and finalized. This includes the transition from Accenture to the new vendor(s).
Only the incumbent can provide the immediate level of service that is required and is currently being provided by Accenture. Issuing an extension of the current Task Order to the incumbent, who has been working efficiently and delivered a significant number of work products, will avoid undue substantial duplication of cost, as well as large delays in fulfilling the requirements at a critical juncture in CMO and ICAM Support. Due to the highly specialized nature of the work being performed, the mission impact to the Department of the Interior in any lapse in service would be substantial in meeting its mission. It would take a minimum of 30 days for any new vendor to acquire the institutional knowledge necessary to complete tasks currently in progress and tasks remaining to be completed. Accenture is uniquely qualified to support the OCIO, as the incumbent, they have current system knowledge, access, proper security clearances and has the capability to support this task with minimal disruption or schedule impact.
The resources provided by this contract are vital to the OCIO’s mission. Accenture is the only vendor that currently possess the operational infrastructure of personnel who have been performing the Governments requirements at a satisfactory level to successfully meet the Department's mission and goals.
Extending this Task Order would meet short-term requirement needs while the OCIO and AQD continue the current acquisitions to compete long term solutions for the CMO and ICAM services. An extension of the current requirement is the most economic and efficient means of continuing the highly specialized services at the level of quality required until the competitive acquisitions can be finalized. Therefore, it is in the Government’s best interest to extend the current Task Order.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
Per FAR 8.404(d) GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by 8.405-2(d).
