NON-COMPETITIVE

COMBINED SYNOPSIS / SOLICITATION

Title: Maintenance Contract for 10X Genomics Single Cell Library Prep Instrument

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 75N95023Q00297 and the solicitation is issued as a request for quotation (RFQ).

This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures;

and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold.

THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS

SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT

PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).

The National Institute on Drug Abuse (NIDA), NIDA Office of Acquisitions – National Institute on Aging (NIA) Section, on behalf of the NIA intends to negotiate and award a purchase order without providing for full and open competition (Including brand-name) to 10X Genomics, 6230 Stoneridge Mall Road, Pleasanton, CA, 94588-3260, for the purchase of a Chromium Connect Assurance Plan. The anticipated award date is 5/31/2023.

This acquisition is non-competive due to the need for manufacturer authorized and trained technicians to perform the work. NIA currently owns a 10X Genomics Chromium Connect, which is a specialized instrument that allows for preparation of single cell libraries. These libraries are necessary for single cell gene profiling. This sophisticated equipment requires frequent maintenance to ensure the Chromium Connect is functioning properly and that the Lab continues to obtain consistent data and results for its many experiments. The Lab cannot use another vendor to service this equipment as the complexity of the instrument requires that only manufacturer authorized service technicians perform the work. To use any other technicians would void any manufacturer warranties and potentially invalidate study results. For these reasons, only the manufacturer of the instrument, 10X Genomics, can meet the Government’s requirement.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02, dated 03/16/2023.

(iv) The associated NAICS code 811219 and the small business size standard is $16.5M.

This requirement has no set-aside restrictions.
