About this file

This is a Justification and Approval (J&A) document for the use of other than full and open competition for a federal contract.

The contracting activity is Naval Air Systems Command (NAVAIR), Joint Strike Fighter Contracts Department (AIR-2.6), on behalf of the F-35 Lightning II Joint Program Office (JPO). The action approves an increase in ceiling and extension of work for the Transitional Unclassified Information Technology (IT) Contract N0001924C0057, originally awarded to General Dynamics One Source (GDOS) on a sole source basis. The contract supports IT and Cyber Security services for the F-35 JPO. The government requires continued support from the incumbent contractor for an additional twelve months to ensure seamless transition to a new data center and prevent mission-critical degradation of services. The extension completes transitional work within the current contract scope.

The required supplies and services include planning the unclassified network transition to a new data center and modernizing the Joint Virtual Environment (JVE), execution of transition, network relocation, program management, enterprise architecture, life cycle management, testing, operations and maintenance, enterprise data management, service desk support, training services, information assurance and cybersecurity services, and application and software management. The document details that 28 vendors responded to an RFI posted March 20, 2025 (closed April 8, 2025), but none could support the 12-month extension without causing unacceptable delays. A Notice of Intent to Sole Source was posted December 18, 2025 (closed January 5, 2026), yielding five capability statements; none demonstrated ability to conduct the required migration without service degradation. Three vendors responded to additional detailed information issued March 12, 2026 (due March 31, 2026); two declined to pursue the effort, and the third lacked required technical, schedule, and performance capabilities. The statutory authority cited is 10 U.S.C. § 3204(a)(1) (only one responsible source). The Contracting Officer determined the anticipated cost to be fair and reasonable. The JPO plans to pursue a competitive source selection for the follow-on Unclassified IT Contract for five years of performance.

Text version

As critical infrastructure for the F‑35 program, the JVE underpins day‑to‑day fleet effectiveness and enables global coordination, data accessibility, and secure communication. Given these mission‑essential dependencies, any disruption caused by a transition to a new vendor would present an unacceptable operational risk to the F‑35 fleet and the broader enterprise.

GDOS can continue the work they have already implemented to support the migration without a learning curve while preventing data loss, security vulnerabilities, and downtime. This work is a logical follow-on to the original work that only the incumbent can perform without a significant disruption. GDOS possesses the institutional knowledge of the JPO’s risk tolerance, security protocols, and data protection measures which are essential for this work. A new source could not acquire this knowledge and skill in a reasonable timeframe to support the migration.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable:

A Request for Information (RFI) for the unclassified IT follow‑on effort was posted on SAM.gov on 20 March 2025 and closed on 08 April 2025. Twenty‑eight vendors responded to the RFI. The RFI also served as the basis for market research supporting the 12‑month extension, and none of the responding vendors were able to support the required 12‑month extension without causing an unacceptable delay.

A Notice of Intent to Sole Source was posted on SAM.gov on 18 December 2025 and remained open until 05 January 2026. The Government received five capability statements in response.

After a thorough evaluation, none of the respondents demonstrated the ability to conduct the required migration to a new data center without causing a degradation of services, which would present an unacceptable operational risk.

The Government issued further detailed information on 12 March 2026 to the same five vendors that responded by 05 January 2026. This included information on transition activities, outstanding projects, and the required timeline. Three vendors submitted capability statements before the 31 March 2026 closing date. Two of the three vendors indicated they were not interested in pursuing the transitional unclassified IT contract. After evaluating the three vendors’ capability statements, the Government determined that the vendor lacked the capability to meet the required technical, schedule, and performance requirements.

7. Determination of Fair and Reasonable Cost:

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition:

The JPO is pursuing a competitive source selection for the follow-on Unclassified IT Contract, for a five year period of performance.
