About this file

Exhibit X is a project description document prepared by Ryan Teves on May 29, 2026, for the UPRR Closure Structure project (City Work Order #41175) managed by the West Sacramento Area Flood Control Agency (WSAFCA) in California. The document contains two exhibits outlining the scope of engineering assessment work required. Exhibit 1 addresses the closure of existing cutoff walls, identifying a gap between Station 55+44 and Station 57+08, and requires evaluation of through seepage with a minimum of two design alternatives. Exhibit 2 requires a preliminary scour and erosion assessment of the UPRR Window, including analysis of the I-Street bridge cross-section at design flow conditions, with specific focus on bank toe and levee toe locations to assess potential levee embankment and foundation risks.

The document serves as a technical exhibit supporting WSAFCA's Request for Proposal for professional architectural and engineering services related to the UPRR Closure Structure. No specific pricing terms, contract duration, award dates, site visit requirements, or bidder conference information are contained within this exhibit. The work requires qualified engineering firms or individuals to submit proposals in accordance with WSAFCA's RFP terms and contracting procedures, with the selected contractor responsible for delivering the seepage evaluation, scour assessment, and erosion analysis as described in the project exhibits.

PROJECT DESCRIPTION:

Scour and Erosion Assessment of the UPRR Window: A preliminary scour and erosion assessment for the project area. Figure shows the cross section at the existing I-Street bridge, and maximum velocity pattern at the design flow condition. Note the cross-section plot shows the bank toe and levee toe. Scour and erosion must be conducted with respect to both locations to assess levee embankment and foundation risk.
