Exhibit A - Submission Instructions:

Electronic Submission – BidNet Website BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.

Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.

Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.

Things to remember:

a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.

b. The solicitation submission application typically uploads proposals within five minutes. Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.

c. BidNet will send an email confirmation if the proposal was uploaded correctly.

d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.

Each electronic submittal shall consist of:

1. One (1) original (signed in ink or via digital signature) of Attachment 1

f. One (1) digital file version of the Proposal, readable in Word 2003 or newer, or in PDF format.

Flash Drive Submission If a vendor elects not to submit a proposal via electronic submission, proposals can be submitted directly to CDPHE.

EMAILED PROPOSALS WILL NOT BE ACCEPTED

It is the responsibility of the Offeror to ensure that its proposal is received by the CDPHE Purchasing and Contracts Unit at the location listed in these instructions on or before the due date and time. Offerors sending their proposals must allow sufficient delivery time to ensure receipt of their proposals by the time specified. Allow at a minimum, two additional days for any proposal sent via USPS. The proposal package shall be hand delivered or sent by USPS/Fed-X, UPS or delivery service to:

Please note the Mailroom Hours of Operation are:

Monday through Friday 8:00 - 4:00 Closed for lunch from 11:30 - 12:30 daily

Each submittal shall consist of:

i. One (1) original (signed in ink or via digital signature) of Attachment 1

ii. One (1) electronic version of the Proposal, on USB flash drive, readable in Word 2003 or newer, or in PDF format.

C. Proposals must be submitted and sealed in an appropriate envelope or package. All submittals must be clearly marked on the outer envelope or packaging with the following information:

i. Offerors Name

ii. Solicitation Number and Title

iii. Proposal Submission Due Date and Time
