About this file
This document is a Proposer Response Template for the Colorado Office of Information Technology (OIT) User Interface Permits Modernization Request for Proposal (RFP 2025000282). The RFP seeks a qualified vendor to develop a modernized permit management system that will provide a user-friendly interface for both public and agency users, supporting approximately 92 permit processes across the state. The template requires proposers to comprehensively respond to mandatory minimum requirements including an executive summary, references, business and technical requirements, data integration, disaster recovery, system configuration, uptime, training, technical support, data privacy, project management, and accessibility standards.
The proposal seeks a solution that will create transparency for permittees and the public by integrating with a permit dashboard, with the potential for phased implementation to accommodate permit section staff needs. The single point of contact for this solicitation is Darla Wear, a Purchasing Agent, who can be reached at Darla.wear@state.co.us. Proposers are expected to provide detailed responses demonstrating compliance with each requirement, including specific examples from previous projects, methodologies, and delivery plans. The response template requires vendors to be prepared to provide evidence supporting their proposal upon request by the state.
