About this file

This is Exhibit A: Specifications and Requirements for RFP AABA 2027-0021, issued by the Division of Personnel & Administration Purchasing Unit on behalf of the Employee Benefits Unit (EBU), Division of Human Resources, Department of Personnel & Administration for the State of Colorado. The State seeks proposals to provide self-insured, experience-rated dental insurance administration services for two plan types: Basic Dental PPO Insurance and Basic Plus Dental PPO Insurance, covering approximately 39,500 benefits-eligible state employees and their dependents. The contract is expected to commence on April 1, 2027 (with active coverage beginning July 1, 2027) and will initially run through June 30, 2029, with a total anticipated contract duration not exceeding five years including optional renewal periods. The State is evaluating proposals based on five primary criteria: General Professional Services, Technical Component, Cost Component, Management Capability, and Customer Service. Required vendor services include claims adjudication and payment, customer service, underwriting, consulting, regulatory compliance, data integration with the State's benefits administration system, claims reporting portals, and network access across all geographic areas including rural regions.

Pricing will be structured as separate monthly administrative services fees for each dental plan type, with vendors required to confirm a five-year rate guarantee and repricing for in-network dental services. Monthly administrative fees will be system-generated based on enrollment data provided by the Department's online benefits administration vendor, with payment processed by the Department's accounting unit. The State currently does not assess an internal administration fee but reserves the right to add such fees in the future. All vendors must meet mandatory minimum qualifications and comply with state accessibility requirements under Colorado Revised Statutes 24-85-101, et seq., and Web Content Accessibility Guidelines (WCAG) Level AA standards. Implementation will include a transition period with agreed-upon milestones such as system readiness testing, file layout confirmation, eligibility data file exchanges, and staff training. Vendors interested in obtaining historical census, claims, and disruption data for proposal development must execute a Non-Disclosure Agreement and will be granted access to supporting materials via a secure Google Drive.
