SCOPE OF WORK
The purpose of the work specified herein is to provide driven pile installation and load testing for research purposes at a site known to be underlain by diatomaceous soils. Load testing will consist of static and dynamic axial compression tests and, optionally dependent on budget, lateral load testing on a single pile.
All necessary equipment, machinery, tools, lighting, instrumentation, analyzers, supplies, load frames, materials, fuel, mobilization/demobilization, setup, site preparation/restoration, safety equipment, skilled personnel, and incidentals to perform specified work shall be provided by the Contractor. Due to confined workspace at the location, Contractor will be responsible for traffic control. This scope of work will be performed in conjunction with an independent contract for cone penetration testing (CPT) within the pile load testing footprint (Figure 3). Contractor will be expected to work with ODOT to schedule pile driving and testing so that CPT work occurs before and after pile driving work.
The scope of work will include installation of one instrumented test pile and four reaction piles with dynamic pile driving analysis followed by end-of-drive and 24 to 72-hour restrike high-strain dynamic testing, and a static axial compression test. If budget allows, a lateral load test will also be performed. The test pile can be assumed to be a 50-ft. long, 16-in. diameter open-ended pipe pile. Piles shall be advanced at the locations and driven to depths as directed by the ODOT Engineer. The Contractor shall be required to provide all equipment to install and test the piles, and to supervise and perform the load testing. The location is indicated in Table 1 below and shown in Figure 1.

A truck-mounted pile driving rig will be able to access the test site. Expected site conditions include fill and colluvium (potentially with large cobbles) underlain by diatomaceous silts (from soft to very stiff) interbedded with volcanic ash, organics, and sand lenses. Pile installation and testing will be required to occur over a highway barrier.

Project Dates Work shall not be initiated prior to April, 2025, and shall be completed by November 15, 2025. As this SOW supports a university research partnership, the date selected for project start must be negotiated with ODOT to ensure each party is present on-site during project work. ODOT will work with the Contractor so that the project start date follows or coincides with ODOT’s separate and independent CPT project work dates. No work will be performed on holidays. Weekend work may be scheduled to avoid unnecessary demobilization/remobilization expenses. Once mobilized to the site location pile driving and testing should take no longer than 14 days.
Utility Search This Project is located within the Oregon Utility Notification Center area which is a utilities notification system for notifying utility owners about work being performed in the vicinity of their facilities. The notification system telephone number is 811 (or use the old number which is 1-800-332-2344). While there are no anticipated conflicts with the utilities listed below, the contractor shall contact the following:
1) CenturyLink, 2980 Crosby Avenue, Klamath Falls, OR 97603: The Contractor shall notify, in writing, CenturyLink, with a copy to the Engineer, at least 14 Calendar Days before beginning Work on the Project.
2) Pacific Power, 1950 Mallard Lane, Klamath Falls, OR 97601: Energized power lines overhang portions of the Work with a minimum vertical clearance of 18 feet. The Contractor shall maintain at least 10 feet of safety clearance. Exceptions require written approval from Pacific Power and may require an On-Site safety watcher, at no cost to the Contractor. The Contractor shall provide the ODOT Engineer a copy of the written approval of exception before beginning work.
3) TransCanada Gas Transmission NW; 201 West North River Road, Suite 505, Spokane, WA 99201: TransCanada Gas Transmission NW operates a 42-inch and a 36-inch diameter high pressure gas transmission pipelines near the Project limits. In the immediate area of the high-pressure gas lines, when moving any equipment, excavating, driving piles, or other road construction activities, the Contractor shall increase the Reasonable Accuracy Zone from 24 inches, as defined in OAR 952-001-010, to 10 feet. Exceptions require written approval from the TransCanada Gas Transmission NW and may require an On-Site safety watcher, at no cost to the Contractor. The Contractor shall provide the ODOT Engineer a copy of the written approval of the exception before beginning work. The Contractor shall notify, in writing, TransCanada Gas Transmission NW, with a copy to the ODOT Engineer, at least 7 Calendar Days before beginning excavation, installing guardrail posts, installing signs or other road construction activities within 10 feet of the 42- inch or 36-inch diameter high pressure gas transmission pipelines. When operating equipment directly above the high-pressure gas pipeline, the Contractor shall keep equipment on the paved surfaces only. The Contractor shall notify, in writing, TransCanada Gas Transmission NW, with a copy to the ODOT Engineer, at least 14 Calendar Days before beginning Work on the Project. In the event of an emergency, the Contractor shall call TransCanada Gas Transmission NW 1-800-447-8066 in addition to calls required by the Utilities notification system.
Contractor shall call for and have underground utilities located and marked before any work at the site begins. Some overhead utilities may be present. The Contractor shall provide the utility call-in ticket number to ODOT before work begins. The Contractor shall not perform ground penetration work within three feet of any marked/identified utility.
Test Piles The one test pile shall be a 16-in. outer diameter open-ended steel pipe pile of 50-ft. length. The pile will be driven to a depth of approximately 45 ft. The pile shall be instrumented with strain gauges and accelerometers mounted and protected internally and/or externally. Up to 20 strain gauges and 10 accelerometers are expected, and design will be agreed upon between ODOT and the contractor before piles are driven. The transducers must be capable of measuring strain and acceleration independently versus time, and capable of communicating with a data acquisition system at the ground surface. At a minimum, the test pile shall be installed and instrumented in general accordance with ASTM D 1143/1143M-20.
Reaction Piles The four reaction piles shall be sufficient to provide adequate reaction force to load the test pile to failure.
Dynamic Pile Driving Analysis Dynamic testing will be performed during installation of the test and reaction piles. The testing will measure strain and acceleration through transducers mounted externally on the pile during pile installation. The testing system will include a data acquisition system to record the data digitally on-site. High strain dynamic tests shall be performed on the test pile in accordance with ASTM D 4945-17 at the conclusion of driving and after a 24 to 72-hr. setup period. The contractor is responsible for providing complete test results and analyses, including both CAPWAP (Case Pile Wave Analysis Program) and wave equation (e.g., GRLWEAP) analyses.
Static Axial Load Test The static axial capacity of the test pile will be measured at least one day after the last test or reaction pile is installed to allow sufficient setup time. Generally, the testing shall use a reaction frame to connect four reaction piles, load cell, and load actuator to load the test pile. Vertical displacement will be measured at the head of the test pile. Displacement along the test pile will be measured with strain gauges. More specifically, all testing shall be conducted to conform with ASTM D 1143/1143M-20. Intervals between increases in applied load and the frequency with which data will be collected will be site and condition dependent and will be agreed upon on site prior to testing.
Static Lateral Load Test If budget allows, a static lateral load test will be performed after completion of the axial load test. The testing shall include use of a reaction frame, load cell and load actuator to induce lateral loading between the reaction pile and test pile. Lateral displacement and load will be measured at the head of the test pile. Displacement along the test pile will be measured with strain gauges. All testing shall be conducted to conform with ASTM D 3966/3966M-22. Intervals between increases in applied load and the frequency with which data will be collected will be site and condition dependent and will be determined by the ODOT engineer on site prior to testing.
Access to Project Site Access to the installation and test site will be via paved road or otherwise improved surface, and work will occur within ODOT right of way including ODOT’s permanent easement area. Figure 2 shows the approximate test location at the project site in more detail.
Water Sources and Delivery Water delivery access will be from the available locations as identified and managed by the Contractor. Sufficiently sized and lengths of water delivery pipe/hose/pumps shall be provided by the Contractor to adequately provide water to the hydraulic load system.
Pile Load Test Capacities Axial load tests may require capacity up to 1500 kip. Lateral load tests may require capacity up to 800 kips.
Anticipated Subsurface Conditions The subsurface materials anticipated to be encountered are native soils consisting of sands, gravels, silts, and clays, possibly with occasional cobbles or boulders. Upper units will likely consist primarily of colluvium and stream alluvium with deeper units being comprised largely of very soft to hard diatomaceous soils. Shallow groundwater is expected to be present.
TECHNICAL SPECIFICATIONS
1.0 SCHEDULE
Work shall not be initiated prior to April, 2025, and shall be completed by November 15, 2025. The date selected for project start must be negotiated with ODOT so that all parties are present during pile driving and testing. ODOT will work with the Contractor so that this project start date follows or coincides with ODOT’s separate and independent CPT project work dates. The start date will be the date Contractor mobilizes equipment and personnel to the work site. Once Contractor mobilizes equipment and personnel to a given work site, work shall progress continuously until all work at a given site is completed, no longer than 14 days, excluding holidays, subject to the requirements of Section 2.9 of these specifications.
2.0 MINIMUM REQUIREMENTS FOR ALL PILE INSTALLATION AND TEST OPERATIONS
2.1 Control of Work: The Contractor shall always have an on-site responsible supervisor on the job while work is in progress, capable of and with authority to make job site decisions as an official Contractor’s representative.
The scope of work will include installation of one instrumented test pile and four reaction piles with dynamic pile driving analysis followed by end-of-drive and 24 to 72-hour restrike high-strain dynamic testing, and a static axial compression test. If budget allows, a lateral load test will also be performed. The test pile can be assumed to be a 50-ft. long, 16-in. diameter open-ended pipe pile. Piles shall be advanced at the locations and driven to depths as directed by the ODOT Engineer. The Contractor shall be required to provide all equipment to install and test the piles, and to supervise and perform the load testing.
Generally, calibrations of all sensors and measurement devices should be performed in accordance with the timelines, ranges, and specifications outlined in ASTM D1143/D1143M-20. Specifically, the load cell and displacement transducers will be calibrated with the calibration report presented to ODOT personnel within 21 days before the start of load testing.
All pile installation, testing, and decommissioning of piles shall be in accordance with the following test methods, standards, and legal requirements as necessary and appropriate:

· ASTM D7383-19, “Standard Test Methods for Axial Rapid Load (Compressive Force Pulse) Testing of Deep Foundations”
· ASTM D1143/D1143M-20, “Standard Test Method for Deep Foundation Elements Under Static Axial Compressive Load”
· ASTM D3966/D3966M-22 “Standard Test Methods for Deep Foundation Elements Under Static Lateral Load”
· ASTM A252/A252M-19 “Standard Specification for Welded and Seamless Steel Pipe Piles”
· Administrative Rules, Water Resources Department, Chapter 690, Division 240, “Construction, Maintenance and Abandonment of Monitoring Wells, Geotechnical Holes, and Other Holes in Oregon” (Other Hole: OAR 690-240-0030)
· Federal and Oregon Occupational Safety and Health Administration (OSHA)
· Any and all local or state noise requirements, forestry permits, and permits issued
2.2 Condition of Equipment and Tools: All pile installation and testing equipment and tools shall have been maintained in good operating condition prior to being mobilized to the site and shall continue to be maintained in good condition for the duration of the project. Frequent or extended breakdowns shall be cause for rejection of pile installation and/or testing equipment and replacement at no cost to the Agency. The contractor shall secure all equipment and materials when away from the project site.
2.3 Property Damage: Cuttings and other waste generated during pile installation and testing shall be disposed of in a manner consistent with environmental regulations and approved by the ODOT representative. Property damage and contamination of waterways shall not be permitted. When track mounted rigs are operated on paved surfaces, steps to protect the paved surfaces from any damage shall be used during unloading or loading, mobilizing to and from sites or during installation and testing activities. When track or truck mounted rigs are operated on open State or private property, steps to protect against excessive (or at the discretion of the property owner) ground damage, such as ruts and torn sod etc., shall be used during unloading or loading, mobilizing to and from sites or during installation and testing activities. Any damage to State or private property caused by the Contractor shall be repaired within 15 days of such damage by a State-approved method. Measures shall be taken to prevent water or cuttings discharge to any local drainages, streams or wetland areas.
2.4 Personnel Requirements: The Contractor shall furnish a construction crew staffed with personnel experienced in the installation and testing (static and dynamic) of driven pile foundations. ODOT representatives shall have the authority to suspend work and require the replacement of any Contractor's personnel not exhibiting adequate capability or reasonable safety and responsibility in their job performance. Such replacements shall be made prior to resuming work and within 48 hours after the ODOT representative provides notification to the Contractor. Section 5.12 (Standby) shall not be invoked while waiting for replacement personnel. The load test frame and loaded members should be designed and approved by a Professional Engineer. The contractor may need to furnish an engineer to supervise the acquisition of field data.
2.5 Safety: Safety is of primary concern on this project, for the traveling public, Contractor's crew, and State employees. In the event the ODOT representatives determine there are concerns regarding safety, the ODOT representatives shall have the authority to suspend work until such time as those concerns are resolved to the satisfaction of the State. The Contractor shall take every precaution necessary to ensure the safety of all parties and the protection of all property associated with this project. The Contractor shall complete daily tailgate meetings to discuss and document a review of the previous day’s safety concerns or hazards and a review of upcoming tasks and actions that will be taken to properly manage safety risks for the current day’s tasks. This tailgate meeting will require the presence of the ODOT representatives. The ODOT representatives will review and sign the tailgate meeting notes when complete. All persons on the job site shall wear approved hard hats at all times and ANSI Class 3 reflective safety vests when on ODOT Right of Way or when on or adjacent to any other City, County, or private roadways, multi-use paths, or parking lots. During pile driving and testing operations, hearing protection, eye protection, and gloves (when deemed necessary) shall be worn by all personnel, including the ODOT representative. Section 5.12 (Standby) shall not be invoked during suspension periods due to failure to adhere to safety standards.
2.6 Equipment: The type of pile installation and testing equipment supplied by the Contractor shall be suitable for the terrain, testing specifications, and estimated capacities as described in the Scope of Work. Pile installation equipment shall have all tools, supplies, and spare parts necessary in sufficient quantities to achieve installation to the specified depths and avoid unnecessary delays. All testing equipment and instrumentation shall provide sufficient resolution, accuracy, and capacity to comply with applicable standards.
The ODOT representatives shall have the authority to suspend work and require the replacement of, or additional, construction or testing equipment at the Contractor’s expense if the Contractor cannot attain the specified or directed depth or capacity, undergoes unnecessary delays brought about by equipment shortages or inadequacies, or if the test data collection is not acceptable. Section 5.12 (Standby) shall not be invoked during suspension periods due to equipment shortages or inadequacies, or if the test data collection is not acceptable.
The Contractor shall supply water and all hoses, pumps, tanks, or other supplies and equipment needed to transfer and dispose of water for the load testing. The Contractor shall supply an electric power source, as needed, to continually operate all required tools, equipment, and systems during pile installation, testing, and decommissioning. At the completion of testing, piles shall be decommissioned by cutting piles off at least 3 feet below ground surface and backfilling to original grade.
2.7 Pile Installation Rig: The Contractor shall furnish the required crane and pile hammer for driven pile installation with dynamic pile driving analysis.
2.8 Test and Reaction Pile Installation: One instrumented test pile and four reaction piles will be installed at the locations and to the depths specified by ODOT personnel. The test pile will be 16” OD open-ended steel pipe piles 50’ in length. To the extent practicable, the reaction piles will be installed 8 feet from the test pile in diametrically opposite and equally spaced locations. A possible equipment staging and testing footprint is provided in Figure 3, including representation of the allowable area for pile driving and testing. The final geometry of the onsite operations will be determined based on site conditions at the time the work is executed. Strain gauges will be installed by the Contractor on the test pile as agreed upon between the Contractor and ODOT representatives. The Contractor will provide data acquisition and storage systems through electronic instrumentation to collect test data, including displacements at the pile head from LVDTs, jack pressure, load cell, accelerometer, and strain gauge readings. Meeting attendance and preparation with the ODOT Engineer is expected at least 14 days prior to the beginning of pile driving operations to evaluate and discuss the testing program, equipment expected on site, expected operating conditions, ODOT research team interaction, and personnel on site.
2.9 Days and Hours of Operation: To the extent practicable, all pile driving and testing operations shall be limited to daylight hours. Work hour restrictions may be in place for on-road project work if traffic volumes or local conditions during daylight hours dictate. Work shall not be conducted on state holidays.
2.10 Dynamic Pile Driving Analysis: Dynamic pile driving analysis will be performed during installation of the test pile and reaction piles in accordance with ASTM D4945-17. The Contractor will provide a portable computer and automatic data acquisitions system and all associated software to simultaneously monitor all instrumentation at time intervals designated by ODOT personnel. The Contractor should plan for a restrike measurement between 24 and 72 hours after installation at a time mutually agreed upon by the Contractor and ODOT personnel. The Contractor shall perform the restrike with a warmed-up hammer with the energy/fuel setting adjusted as indicated in the pile driving equipment approval document. Contractor shall restrike the test pile with 60 consecutive blows or until the pile penetrates an additional 3 inches, or until refusal driving conditions are reached, whichever comes first, unless otherwise determined by the Engineer. A hammer is considered warm after having struck 25 blows within a 10-minute period. Refusal driving is defined as 20 blows per inch. ODOT may terminate the restrike at any point during the testing.
2.11 Static Axial Compression Load Test: Pile load testing will be performed after restrike has taken place after the last pile is installed. Testing will be performed in general accordance with ASTM D1143/1143M-20. The preferred method from the Standard is Procedure B: Maintained Test. However, the choice of methodology will be influenced by project budget. As such, the Contractor should also provide an estimate that considers instead the use of Procedure A: Quick Test. Note that Procedure C: Constant Rate of Penetration Test will not be used. The pile will be loaded incrementally via a load actuator and measured with a load transducer mounted to a test frame with four reaction piles around the center test pile. The load will be transferred to the test pile with a spherical bearing cap. The pile will be loaded incrementally from the pile head using a loading and unloading sequence and loading duration predetermined by ODOT personnel; the loading sequence may be changed by ODOT personnel on site and communicated to the Contractor. Approximately 20 load increments and six unloading increments will be pre-determined by ODOT personnel, but these numbers may be increased based on observations made onsite. The loading increments will be held for at least the times specified in ASTM D1143/1143M-20 before the next load increment is applied, as directed by ODOT personnel. Longer increments may be specified at the failure load and at zero load to monitor creep displacements.
Axial pile head movements between the pile head and an independently supported reference beam will be measured with a wireline and scale, and four LVDTs mounted in diametrically opposite pairs The LVDT shall have a minimum precision of 0.001 inches.
The Contractor will provide a portable computer and automatic data acquisition system and all associated software to simultaneously monitor all instrumentation at time intervals designated by ODOT personnel. All transducers shall have a minimum of one redundancy and sufficient capacity to cover the entire range of reasonably anticipated conditions and measurement magnitudes.
Readings of the applied load, pile head movement, and strain measurements at points along the test pile shaft will be recorded continuously after each load increment is applied or removed. Sampling frequency shall be as high a reasonably practicable, but not less than five readings per minute. The readings will be recorded using the computer-controlled data-acquisition system. Readings from all transducers should be as simultaneous as is reasonably practicable.
2.12 Static Lateral Load Test: If budget allows, pile lateral load testing will be performed after completion of axial load testing according to ASTM D3966-22 Procedure A: Standard Loading. The pile will be loaded incrementally via a load actuator between the test pile and a reaction pile. Loading will be placed incrementally through a loading and unloading sequence and loading duration predetermined by ODOT personnel; the loading sequence may be changed by ODOT personnel on site and communicated to the Contractor. Up to 12 load increments and up to five unloading increments will be pre-determined by ODOT personnel, but these numbers may be increased based on observations made onsite. Each load increment will be applied for up to 20 minutes before the next load increment is applied, as directed by ODOT personnel. The largest load increment may be placed for up to 60 minutes, as directed by ODOT personnel.
Readings of the applied load, pile head movement, and strain measurements at points along the test pile shaft will be recorded through a data-acquisition-system and reported to ODOT personnel. Readings will be performed at time intervals designated by ODOT personnel consistent with the requirements of the applicable Standard(s). Readings across sensors should be taken as close to the same time as possible.
2.13 Reporting: Reporting of axial and lateral static load tests will include the displacement or load indicator reference, time of measurement, and time after load increment applied. Reporting of axial and lateral static load tests will include identification of each displacement indicator, placement of the indicator, scale and reference point used during the testing with a reference number or letter.
Reporting of the pile driving analysis will include transmission of digital acceleration and force measurements. Within three calendar days of completing each static load test, submit an electric copy of the load-displacement curves (up and down). The full test reports will be submitted within 30 calendar days with minimum information as specified in ASTM D4945-17 for dynamic pile driving analysis, ASTM D1143-20 for static axial compression load testing, and ASTM D3966-22 for lateral static load testing (if performed). Reports will include digital data obtained and recorded during pile driving and load testing.
2.14 Erosion and Sediment Control: It shall be the Contractor’s responsibility to control any occurrence of erosion or sediment laden fluids created as a result of the testing operation and prevent any runoff from the site into any roadside ditch or waterway without proper treatment to remove sediments. Where required, all spoils shall be collected, transported off site, and disposed of by the contractor. All erosion control and sediment removal measures taken shall be approved by the ODOT representatives and shall be incidental to the testing operation. Contractor shall seed and mulch test sites, access roads and other disturbed areas as directed by the ODOT representatives.
2.15 Hazardous Materials: The Contractor shall notify the ODOT representatives of any hazardous materials to be used on the job and shall have material safety data sheets (MSDS) for those materials available on site.
2.16. Investigation Derived Waste (IDW): The Contractor shall collect and dispose of all uncontaminated IDW. All labor, materials, and equipment necessary to handle and dispose of uncontaminated cuttings and fluids is considered incidental to the testing. Collection and disposal of single-use PPE (gloves, earplugs, etc.) shall be the responsibility of the Contractor.
2.17 Work Zone Traffic Control: The Contractor shall follow the Oregon Standard Specifications for Construction (OSSC) Part 00200 for Traffic Control. This project expects a one-lane daytime closure for up 3 days. Traffic Control shall be in accordance with the following standards and legal requirements as necessary and appropriate:
· Oregon Standard Specifications for Construction (OSSC) Part 00200
· Oregon Department of Transportation's "Sign Policy and Guidelines for the State Highway System"
· The Manual on Uniform Traffic Control Devices (MUTCD)
· The latest versions of the 1990 Americans with Disabilities Act (ADA), and the Public Right of Way Accessibility Guidelines (PROWAG).
· FHWA "Standard Highway Signs" manual
· ODOT "Oregon Temporary Traffic Control Handbook for Operations of 3 Days or Less" when directed by the Engineer only for mobile pavement marking operations or surveying work, available on the ODOT Traffic Control Plans Unit Website
· ODOT "Oregon Portable Changeable Message Sign Handbook", available on the ODOT Traffic Control Plans Unit website
· ODOT "Traffic Control Plans Design Manual", available on the ODOT Traffic Control Plans Unit website.
3.0 ENVIRONMENTAL PROTECTION MINIMUM REQUIRED MEASURES
3.1 General: The contractor shall take all reasonable steps required to protect the environment on and around the project site.
3.1.1 Do not discharge contaminated or sediment-laden water, directly into any waters of the State until it has been satisfactorily treated (e.g., by bioswale, filter, settlement pond, pumping to a vegetated upland location, bio-bag, dirt-bag or collected and transported to an approved off site location).
3.1.2 The ODOT representatives retain the authority to temporarily halt or modify the Project in case of excessive turbidity or damage to natural resources.
3.1.3 Maintain hazardous material spill containment booms and absorbent materials onsite to facilitate the cleanup of hazardous material spills. Install hazardous material spill containment booms or absorbent materials in instances where there is a potential for release of petroleum or other toxicants.
3.1.4 Do not place any material or waste on any public or private wetland, or in and adjacent to any waterway.
3.1.5 If flooding of the project site is expected to occur within 24 hours, evacuate areas used for staging, access roads, or storage and remove materials, equipment, and fuel.
3.2 Pollution Control Plan: The Contractor shall comply with Oregon State Spill Laws contained in OAR 340, Division 108 and OAR-108.010 and with Federal Laws found in 40 CFR Part 302-Table 302.4.
3.2.1 Prior to the commencement of pile driving the Contractor shall provide the ODOT representatives with a Pollution Control Plan that, at minimum states what action the Contractor shall take to prevent, contain or clean up a release of petroleum products or any hazardous material.
3.2.2 The Contractor shall have on site (and provide ODOT with a materials list) absorbent material or a Spill Control Kit capable of containing or cleaning up a release of product from the largest tank or reservoir at the project site, a spill containment and control plan with notification procedures, specific cleanup and disposal instructions for different products. A description of quick response containment and cleanup supplies shall be available on the site, including a supply of sediment control materials (e.g., a silt fence, straw bales, an oil-absorbing, floating boom whenever surface water is present) and the proposed methods for disposal of spilled materials. Contractor personnel shall be trained in the use and application of absorbent materials.
3.2.3 The Contractor shall immediately clean up all spills and notify ODOT representatives.
3.3 Additional Requirements: The ODOT representatives retain the authority to temporarily halt the project activities in case of non-compliance by the Contractor with any of the listed Environmental Protection Requirements above.
4.0 MATERIALS
4.1 Materials Supplied By ODOT/OSU/PSU: ODOT will not furnish construction or testing materials or supplies.
4.2 Materials Supplied by the Contractor: The Contractor shall supply all equipment and necessary supplies needed to complete the pile driving, dynamic pile testing and analysis, static axial pile load testing, static lateral pile load testing, data acquisition, repair any property damage, backfilling of holes and decommissioning of piles. Piles shall be decommissioned by cutting piles off at least 3 feet below ground surface and backfilling to original grade. The Pile Installation Contractor shall also provide the form to be used and filled out for the completion of daily safety tailgate meetings.
5.0 MEASUREMENT AND PAYMENT: Contractor shall itemize all costs for a single, final invoice not to exceed contracted amount, that includes the following categories. Also see Sample Contract Section 6.5 Compensation.
5.1 Administration: The invoice line item of Administration shall be considered payment in full for all materials, equipment, labor, mileage, and incidentals related to the administration of this contract. This includes but is not limited to, production and submittal of the Pollution Control Plan, production and submittal of all dynamic and static test reports. Payment is included in the Administration Bid Item. Payment for this item shall not be issued until the ODOT project personnel have received a copy of all pile test reports. Payment shall be lump sum.
5.2 Mobilization: The invoice line item of Mobilization shall be considered payment in full for all materials, equipment, labor, mileage and incidentals necessary to mobilize and demobilize all equipment and supplies to and from and within the project site. This item includes payment for any and all special equipment and labor necessary to accomplish the job (i.e. platforms, vehicles, cats, winches, cranes, helicopters, etc.). This item includes time required to setup the pile driving rig, dynamic pile test equipment, load test frame, and load test equipment. This item also includes any safety related items such as handrails and fall protection rails. Payment shall be per each mobilization, with only one mobilization allowed for the project. Payment shall be lump sum.
5.3 Driven Pile Installation: The invoice line item of Driven Pile Installation shall be considered payment in full for all materials, equipment, labor, and incidentals necessary to prepare the site, and advance the driven piles to the depths required. Pile driving measurements and payment shall be based on the nearest lineal foot.
5.4 Dynamic Pile Driving Analysis: The invoice line item of Dynamic Pile Driving Analysis shall be considered payment in full for all materials, equipment, labor, and incidentals necessary to perform dynamic pile driving analysis and furnish a report of the test to ODOT personnel. Payment shall be based on each.
5.5 Static Axial Pile Load Test: The invoice line item of Static Axial Pile Load Test shall be considered payment in full for all materials, equipment, labor, mileage and incidentals necessary to prepare the site, setup equipment, perform testing, collect data, issue a testing report, and takedown equipment for a static axial load test. Payment shall be based on each.
5.6 Static Lateral Pile Load Test: The invoice line item of Static Lateral Pile Load Test shall be considered payment in full for all materials, equipment, labor, mileage and incidentals necessary to prepare the site, setup equipment, perform testing, collect data, issue a testing report, and takedown equipment for a static lateral load test. Payment shall be based on each.
5.7 Piles: The invoice line item Piles shall be considered payment in full for all materials, equipment, labor, mileage and incidentals to furnish the open pipe piles required to complete the scope of work and that will be installed as either test piles or reaction piles. Pile payment shall be based on each number of piles.
5.8 Dynamic Pile Driving Analysis Report: The invoice line item Dynamic Pile Driving Analysis Report shall be considered payment in full for all materials, equipment, labor, mileage and incidentals necessary to complete Dynamic Pile Load Test Reports for each installed pile. The Contractor will complete all dynamic pile driving analysis reports with a copy sent to ODOT within 30 days of the completion of testing. The report will include transmission of digital data, including force and acceleration measurements with metadata from the testing. Payment will not be authorized to the Contractor until the reports have been received by ODOT. Payment shall be per each Test Report.
5.9 Static Axial Compression Load Test Report: The invoice line item Static Axial Compression Load Test Report shall be considered payment in full for all materials, equipment, labor, mileage and incidentals necessary to complete the Static Axial Compression Load Test report. The Contractor will complete the testing report with a copy sent to ODOT within 30 days of the completion of testing. The report will include transmission of digital data obtained and recorded during testing from LVDTs, strain gauges, load transducers, and any other measurement devices. Payment will not be authorized to the Contractor until the reports have been received by ODOT. Payment shall be per each Test Report.
5.10 Static Lateral Load Test Report: The invoice line item Static Lateral Load Test Report shall be considered payment in full for all materials, equipment, labor, mileage and incidentals necessary to complete the Static Lateral Load Test report. The Contractor will complete the testing report with a copy sent to ODOT within 30 days of the completion of testing. The report will include transmission of digital data obtained and recorded during testing from LVDTs, strain gauges, load transducers, and any other measurement devices. Payment will not be authorized to the Contractor until the reports have been received by ODOT. Payment shall be per each Test Report.
5.11 Decommissioning: The invoice line item Decommissioning shall be considered payment in full for all materials, equipment, labor, mileage and incidentals necessary to decommission the test and reaction piles after all testing is complete. Payment shall be per each decommissioned pile. Piles shall be decommissioned by cutting piles off at least 3 feet below ground surface and backfilling to original grade.
5.12 Standby Time: The invoice line item for Standby time shall be paid at an hourly rate to the nearest quarter of an hour with the maximum not to exceed eight hours or the balance of an eight-hour shift not worked due to ODOT induced standby, whichever is less in a calendar day or work shift if working nights. Standby shall include all time during which the Contractor is unable to perform pile installation or pile test work because of a directive from the ODOT representative, which is not related to the Contractor’s performance or lack of adherence to this contract. The ODOT representative shall order standby at the offered rate if conditions warrant. Standby shall include delays of work due to adverse weather conditions only if directed by the ODOT representative. Standby shall not be paid for delays of work resulting from the Contractor’s equipment failure, safety issues, while moving between drill sites or actions of others coordinated through the contractor. Standby shall be paid for the daily required safety tailgate meetings, as well as for all ODOT related research associated work pauses. Such pauses will be requested by ODOT, OSU, or PSU, and approved by ODOT prior to Contractor entering standby. The amount of standby for any and all shifts shall be documented on a per shift basis to the nearest quarter of an hour by both the ODOT representatives and the Contractor’s on-site responsible supervisor. Such records shall be submitted with invoices.
5.13 Traffic Control: The invoice line item for Traffic Control shall be considered payment in full for all materials, equipment, labor, incidentals necessary to provide adequate traffic control. Payment shall be lump sum.
