About this file

This document is an Exhibit A containing evaluation criteria and submission requirements for a federal contract opportunity related to Space Launch Delta 30 (SLD 30/XPR) dated 22 May 2026.

The solicitation seeks respondents capable of operating small/medium class launch vehicles from Space Launch Complex 9 (SLC-9) at Vandenberg Space Force Base (VSFB). Respondents must submit corporate administrative information including company legal name, form of ownership (with evidence of U.S. creation or organization), place of business, operating locations, authorized personnel for real property outgrants with the Department of the Air Force, and primary and alternate points of contact. Evaluation criteria include: (1) capability to launch small/medium lift launch vehicles with LEO (low Earth orbit) capability from SLC-9; (2) sufficient financial maturity demonstrated through documentation of current financial resources, funding status, and planned infrastructure development inputs; (3) maximizing benefit to the space industry and U.S. economy by describing unique vehicle capabilities such as point-to-point delivery, payload return, survivability, or reusability; (4) highest technical maturity evidenced by a schedule of projected milestones for achieving operational status within three years of receiving a real property outgrant, along with proven flight history or reliability plans; and (5) maximizing productivity with limited adverse impacts, requiring detailed information on projected launch rates, flight azimuths, mass to orbit per launch, fuel types and quantities, explosive arcs and hazard areas with siting maps, mitigation alternatives for neighboring operations, transportation routes, and any new construction or modifications needed to VSFB infrastructure to support operations.

EXHIBIT A – Evaluation Criteria and Submission Requirements Summary

1 CORPORATE ADMINISTRATION

1.1 Company legal name

1.1 Company legal form of ownership. Include evidence that the company is created or organized in the United States or under the law of the United States or any of its States.

1.2 Company legal place of business (address)

1.3 Business address of Company operating locations other than company headquarters

1.4 Name of person(s) with authority to enter into a real property outgrant with the Dept of the Air Force (SLD 30)

1.5 Primary & Alternate points of contact (Name, Business Title, Phone, E-mail address)

2 SMALL/MEDIUM CLASS VEHICLE CAPABILITY

2.1 To demonstrate ability to meet this criterion, respondents should provide a list of any launch vehicle with a small/medium lift capability to LEO that is intended to launch from SLC-9.

3 SUFFICIENT FINANCIAL MATURITY

3.1 To demonstrate ability to meet this criterion, respondents should provide documentation of current financial resources and funding status and provide inputs on developing SLC-9 infrastructure to support small/medium launch and/or recovery operations at SLC-9.

4 MAXIMIZE THE BENEFIT TO THE SPACE INDUSTRY AND U.S. ECONOMY

4.1 To demonstrate ability to meet this criterion, respondents should describe any unique capabilities of the intended launch vehicle (e.g., point-to-point delivery, payload return, survivability, re-use) and the associated benefits for DoW, the space industry, and the U.S. economy.

5 HIGHEST TECHNICAL MATURITY

5.1 To demonstrate ability to meet this criterion, respondents should submit a schedule of projected milestones proposing how the intended vehicle could be operational on SLC-9 within three years of a real property outgrant being issued. Respondents should provide their intended vehicle’s proven flight history or plans to achieve vehicle reliability.

6 MAXIMIZE PRODUCTIVITY WITH LIMITED ADVERSE IMPACTS

6.1 To demonstrate ability to meet this criterion, respondents should provide projected launch rate, range of flight azimuths, mass to orbit per launch, quantities and types of fuels needed, explosive arcs and hazard areas (including explosive siting maps in work or approved), mitigation alternatives for anticipated impacts for neighboring operations, and transportation routes as well as any new construction or modifications required to existing VSFB infrastructure, including areas outside the SLC-9 footprint at VSFB, to support operations (e.g., harbor, roads, utilities, processing, launch control facility).
