About this file
This document is a Monitoring Jobs Program Performance Guide developed by the Arizona Department of Economic Security (DES), specifically the Division of Employment and Rehabilitation Services (DERS) Quality Assurance and Integrity Administration. The guide is designed to provide a comprehensive framework for monitoring the performance of contractors and service providers involved in Arizona's mandatory employment and training program for work-eligible individuals receiving Temporary Assistance for Needy Families (TANF) Cash Assistance.
The Jobs Program aims to engage participants in work-related activities to increase employable skills and promote self-sufficiency through employment. The document outlines detailed monitoring tools and procedures for reviewing participant case files, including assessments, case management, employment plans, post-employment services, client compliance, and system documentation. The monitoring process includes a random sample review of 5% of the total caseload, with an accuracy rate determining potential administrative payment reductions ranging from 0% to 25%. The guide provides specific checklists, reference guidelines, and screen acronyms to ensure consistent and thorough evaluation of program performance and compliance with federal and state requirements.

PERFORMANCE MEASURING FOR QUALITY ASSURANCE
The Jobs Contractor/Service Provider Performance Monitoring Guide
Participant Case File Reviews
Purpose and Intent:
The review of participant files examines documentation and adherence to policy and specific contractual requirements, not the processes used by the contractor provider. Contract providers are given flexibility to design effective procedures for service delivery but must adhere to the Department of Economic
Security (DES)/Division of Employment and Rehabilitation Services (DERS) policies when implementing their programs.
In order for the auditor to have a clear understanding of the purpose of the Jobs Program, a summary is outlined below:
The Jobs Program is Arizona’s mandatory employment and training program for work-eligible individuals, generally adults, in households receiving Temporary Assistance for Needy Families (TANF)
Cash Assistance. The program engages people in a variety of work-related activities to increase their employable skillset and may offer supportive and some specialized services to remove barriers to employment. These activities and supportive services are provided to encourage and promote self-sufficiency through employment at the earliest opportunity.
Services:
Participation in the Jobs program work activities is generally part of the federally mandated requirement for receiving TANF Cash Assistance. These services may include assistance with transportation, child-care, and shelter and utility expenses. This assistance is based upon availability and eligibility requirements.
Eligibility:
Participation in the Jobs Program is federally mandated for all work-eligible individuals residing in a household receiving TANF Cash Assistance. The Department’s Family Assistance Administration
(FAA) is responsible for determining the household eligibility and TANF Cash Assistance. Once approved for these benefits, all work-eligible individuals in the household are referred to the Jobs program contractors to begin participation in work activities.
Contracts and Service Agreements
DES/DERS utilizes contracts and service agreements to deliver services to Arizona’s Families throughout the state. DES/DERS services contracts and service agreements are intended to help individuals find jobs, keep their jobs, get better jobs and build a better life for their families. Individuals receiving TANF cash benefits are expected to work with a service/contractor provider and if capable participate in work activities. Participation includes working, actively looking for a job, preparing for work and other activities designed to assist the family in achieving the highest level of self-sufficiency possible. It is the responsibility of the service/contractor provider to design and deliver services that support the DES
Mission, Values, comply with the Principles, and achieve identified Performance Outcome Measures.
2 Revised 7/2020
Monitoring is an On-going Process
Monitoring performance and services to participants is an on-going process. Just as participants turn to service/contractor providers daily for assistance, DES and service/contractor providers continually strive to ensure each participant receives the best possible service. This requires constant monitoring through quality assurance case file reviews and regularly examining statistical reports. On-going monitoring provides the opportunity to identify trends, determine corrective action activities, and determine which processes are producing desired outcomes. Effective monitoring is an on-going responsibility of DES and service/contractor providers.
Sample
The Jobs assessment sample size is determined, on an annual basis, in order to ensure that a valid sample is drawn for each respective Contractor. The Quality Assurance and Integrity Administration (QAIA) calculates the sample size based upon caseload data reported at the beginning of the calendar year, using a
Confidence level of 95% and a Confidence interval of 5%.
Based upon the January 2020 data, the number of cases to be reviewed for SDA1 during the calendar year is 384 (32 cases per month) and, for SDA2, 360 cases (30 cases per month).
The requirements outlined in the 2018 Work Verification Plan (WVP), indicate that 5% of the total Jobs
Program provider’s caseload must be reviewed within a performance year. Utilizing the model above, 744 cases would be assessed, which meets this requirement.
The DERS QAIA will review the outlined number of cases, per contractor, and if capacity allows, assess additional cases for the benefit of the provider’s.
