About this file

This is a concept design exhibit for Atlantic Street Park in New London, Connecticut, prepared by the City of New London in conjunction with professional design services solicitation. The exhibit presents a comprehensive landscape and site plan for a new public linear park along Atlantic Street in downtown New London, featuring multiple integrated design elements and amenities. Key project components include gateway and wayfinding signage at the Eugene O'Neill Drive entrance, reduction of Atlantic Street to 24 feet wide with landscaped bump-outs incorporating ornamental grasses, colorful perennials, and native shade trees, and a redesigned pedestrian bridge ensuring ADA compliance with climbing vines and murals. The design incorporates a decorative paved roundabout for hotel pick-up and drop-off access, a meandering walkway system with mixed paving materials and various seating options including bistro tables and benches, a children's play area with colorful surfacing and water features, and an amphitheater-style seating area oriented toward Nathan Hale School. Additional features include a focal sculpture in a raised planter, security bollards for emergency vehicular access, stormwater infiltration areas, tree uplighting and access lighting throughout the park, and nautical-themed art installations with perforated wall panels screening adjacent parking structures.

The exhibit serves as the design concept basis for the City's Request for Proposals for professional design services with a submission deadline of July 17, 2026. The scope of work encompasses landscape architecture, civil engineering, mechanical/electrical/plumbing (MEP), stormwater design, and green infrastructure services. The project coordinates with adjacent facilities including the Nathan Hale Schoolhouse, public and private parking facilities, and future residential and hotel developments. The City encourages Minority and Women's Business Enterprises to apply and notes the contract is subject to Connecticut state spending allocation goals and contract compliance requirements. Complete solicitation documents, including detailed specifications, evaluation criteria, and submission instructions, are available through the City's procurement portal at https://procurement.opengov.com/portal/newlondonct, which was updated as of June 15, 2026.
