About this file
This document is an instruction guide for bidders responding to the State of Colorado's FY27 Vehicle procurement opportunity. Bidders are required to submit responses using the Excel-based Exhibit 5-Colorado FY27 Vehicle BID Template workbook. The submission process involves completing multiple worksheets organized by vehicle body type, with bidders able to add OEM specifications beyond those already listed in the template. Supporting documentation regarding vehicle colors and other specifications must be submitted concurrently with the completed workbook and clearly identify the applicable body types. The instructions reference supplementary resources including a security bypass video and a comprehensive bid template review webinar to assist bidders in the submission process.
The document provides technical guidance for enabling the Excel macro-enabled workbook, which may trigger security warnings upon download. Bidders must disable the Protected View and unblock macros through Windows File Explorer properties before proceeding. A Bidder Notes tab is available as an optional space for submitting additional information not accommodated elsewhere in the template. All required fields, identified through a legend on the instructions tab, must be completed across all applicable open tabs before final submission. The instructions emphasize accessibility and offer alternative formatting options for bidders requiring different submission formats.

Exhibit 4-Instructions to use Colorado FY27 Vehicle BID Information
Please read through the following information to ensure that your submitted responses are complete. The file has been made as accessible as possible. Alternatively, you can print the Body Type Code and Vehicle Package sheets from Excel and submit them separately. Please let us know if you require a different format.
● Bid Responses are to be entered in the Excel workbook, Exhibit 5-Colorado FY27 Vehicle BID template.xlsm.
● Refer to the Exhibit 4-Bypassing Security Warning Messages video (also included in Exhibit 4) to prepare your downloaded workbook for use (instructions can also be found later in this document).
● The Exhibit 4-Colorado BID Template Review Webinar (included in Exhibit 4) provides an in-depth review of the template’s functionality. We highly recommend that you review the webinar before you begin the bidding process (detailed instructions are also included in the workbook, identified as light gray tabs, for reference).
● Use the legend that is listed in the instructions tab to identify the required fields on each tab.
● Each Body Type tab allows the end user to add OEM specifications not already listed (scroll to the end of the list).
● Any other vehicle information that you would like to submit, including available Vehicle Colors, should be submitted at the same time as the completed workbook. Provide your documentation with the necessary information, ensuring that the applicable Body Type(s) for which the information applies are clearly identified in every document (refer to the Body Types tab in the workbook for a complete list).
● The Bidder Notes tab provides a space for the end user to include any information that may have been missed or overlooked in the template for which the dealer does not have existing documentation. This tab is optional; if you choose to include information on this tab, be sure to identify the Body Type for which the information applies.
● Before you submit your completed file, be sure that all of the required information has been added to all open tabs in the file (these will change based on your selections).
