About this file
This is an Amendment 2 to a Request for Proposal issued by the Kansas Department of Administration, Office of Procurement and Contracts, on behalf of the Kansas 911 Council for a cloud-based 911 Learning Management System. The amendment, dated August 28, 2026, clarifies and corrects minimum platform content requirements that were omitted from the original specifications. The LMS must include, at minimum, a fully developed 40-hour Basic Telecommunicator course meeting APCO/ANS 3.103 or NENA Telecommunicator Core Competencies frameworks, and Telecommunicator Cardiopulmonary Resuscitation (T-CPR) initial certification and continuing education courses adhering to current American Heart Association and National Association of EMS Physicians guidelines. All required courses must be pre-existing and ready for immediate deployment upon contract execution with no post-award content creation or third-party license acquisition required. The revised closing date for bid submissions is September 29, 2026, at 2:00 PM CST. Bidders with questions requesting clarification must submit written inquiries to Procurement Officer Justin Hubbard (justin.hubbard@ks.gov) by September 4, 2026.
Bidders who have already submitted a proposal and are satisfied with their submission need only submit a signed acknowledgment of Amendment 2; however, those wishing to submit revised proposals may do so by the new closing date. A signed copy of the amendment must be included with all bid submissions. The amendment was issued because critical requirements were inadvertently omitted from the original specifications during the initial technical evaluation phase, necessitating this clarification to ensure all vendors understand the minimum deliverables expected under the contract.
